at the ceiling and the feeling -
a dark undertow of revulsion -
sweeps over me
I swing my feet onto the t&

moment, running through th,e

more time. It had happened
just as it had happened so
many times before. The nussed

I listened to the Rams on the

NEWPORT BEACH -Proponents of
the controversial Greenllght mitiative got a
bittersweet victory Tuesday night when the
City Council agreed to pldce the measure
on the November ballot, but dash~d their
request for a qmcker vote in a special elec-

#It's unconscionabl~ to put this on the
November ballot," said Tom Hyans, a pro-
ponent of th~1 initiative, adding that by
November, a nwnber of development pro-
jects would have already passed through

the approval process at City Hall, which
would not allow residents to vote on them.
Despite a groWing legal spat between
the city and the measure's proponents over
the petition's validity, council members, m
a 6-1 vote, opted to let the measure appear
on this fall's general election bcillot.
Tom Thomson was the sole council
member to vote a~, saymg he support-

the ballot for a special election in April.
The initiaqve proposes to g1ve residcnL5

car trips, more than 100 homes or more
than 40,000 square feet of floor ared over
what the city's general plan allows.

NEWPORT BEACH -It's an

There are a vanety of reasons
why drivers speed through an mter-

only one detrimental result from
those who run red lights -a colli·

Shoppin·g center overcomes
early planning gridlock to

NEWPORT BEACH -Four years ago, the
future of the Irvine Co. 's Corona del Mar Plaza
shopping center appeared grim .
Planners were caught off-guard by residents'
fears that the center would be a traffic m.aQ'I)et
with vehicles entering and exiting on
MacA.rthu,r Boulevard.
CITCHllll
With residents flooding City Hall with com-
plaints, the plans were changed. An exit was ·
eliminated from MacArthur and the entrance
.. was moved south, toward Coast Highway.
While that move appeased the residents, it·
prompted the center's major tenant, Mis.
Gooch's Market, to pull out of the plaza.
That was a· major blow to l.r.dne Co. officials,
who later rebounded by luring big stores like
Bristol Farms market, Cowboy Seafood and
Tommy Bahamas restaurants. Today, shoppers
llock to the center that opened' in 1998.
But still lingering are the parking lot prob-
lems that have existed since the center's birth.
And many still hope an exit onto MacArthur
Boulevard will appear someday. ·it's a hassle to
get out of here,• said shopper Charlotte Pelzer of
Tustin. "It would be better not to have to zigzag
out of here to go home."
Los Angeles resident Joan Couturier agreed.
"It would be more convenient having an exit
and a light on MacArthur. It is a major thor-
oughJare, • she said.
Originally, plans for the upscale retail center
-located at the irttersection of Coast Highway
and Ma~ur Boulevard -called for the main
entrance to be further north on MacArthur with
a traffic light and exit option. •

Mesa Verde project delayed
• Planning Conunission
cites need to study
residents' traffic concerns.

MESA VERDE -The Planning
Commission voted Monday to wait
30 days for a traffic study before
approving a 90-home development
in this neighborhood.
More than 10 residents told the
commission the Standard Pacific
project on Mesa Verde Drive would
flood the neighborhood with cars
and restrict foot access to the neigh-
boring shopping center.
The land for the home develop-
ment is owned by the Segerstrom
family, the developers of South
Coast Plaza.
The project would conform with
area standards, according to a
report prepared by dty planne,s.
But neighbors said it seemed to
come out of nowhere when it
appeared on the commission's
agenda.
Robin Lefiler, who is on the Mesa
Verde homeowners' board, said the
project was very different than one
a Segerstrom official pitched to resi·
dents six months ago. •
"The continuance gives us time
to digest ~e news,• said Leffler. •I
doubt it will be a unanimous neigh-
borhood decision.•
Residents told the council that
cars waiting to enter the gated com-
munity after work would spill onto
small residential streets. One speak·
er asked the city to buy the land and
convert it to a park. •
The Planning Commission is
scheduled to review traffic reports
and consider approving the project
next month.

Like most cities, Newport
Beach has been plagued by red·
light acddtmts. While no staw tics
could-ee provided for last year,
most of the accidents have
occurred on busy thoro~ghfarC!S
that have more than four lanes
and higher speed limits.
Jamboree Road is cons1dered
one of the city's more notoriously
dangerous thoroughfares.
One of the city's most publi·
dzed accidents resulted 1n the
death of 35-year-old nacy
Wolansky, . whose vehicle was
struck by an oncoming car at the
intersection of Bison Avenue and
Jamboree in 1996. The driver or
the other vehicle ran a light that
' had been red at least four sec-
onds prior to' the collision.
More and mo~ cities have
tried to curb the number of tratfic
accidents and fatalities caused by
red-light violators.
Departments across the coun-
ty have stepped up patrols and
installed video cameras that cap-
ture the violation on tape.

That's exactly what police are I
hoping the stepped.up enforce-

"We've seen before when we

repair the crumbling schools in the New·
port-Mesa distiict.
The remairung $.SJ million, the commit;
tee proposes the district gain from the state.
Although the bond itself is a source of
concern to residents, the more immediate
concern of many Costa Mesa residents is
the potential sale of a neighborhood park.
Along with the endorsement of a gener-
al obligation bond, the committee suggest-
ed the sale of two district-owned properties
to help pay for future maintenance upkeep.
The recommendation was for the sale of
the Banning Ranch and Balearic sites, with
the revenue bemg invested.
The Balearic site, located next to the
Estancia Adobe and bordered by Boa Vista,
Balearic and Adams streets, currenUy
serves as a neighborhood ~k where chil-
dren play soccer and other sports.
•rd like to look into a partnership with
the dty to keep this open space," said Dana

response to community concerns ..
,.Along with others, resident Fran Hill has
formed a petition to fight the possible sale.
Hill did not address the board Tuesday
night, saying there was plenty of time to
Doily Pilot
prevent the sale.
A second concern regarding the f Uridirig
sources for the maintenance upkeep was
raised by Linda Mook. president of the
Teachers Federatton.
The federation supports the bond and
recognizes the need for a fund to maintain
the-improvements, Iha said. But~t the same
time, it is concemed that earmarking specif·
ic sources of funding would be detrimental
to the district.
•As a school cbstrict. we are funded on
an annual basis," she said. "'-/u the recently·
proposed. budget by Gov. Davis attests,
you're in for surprises every year in how the
funds to schools will be packaged."
Mook is specifically concerned with ear-
marking a significant portion of tM general
fund, which varies from year tQ year.
That fund is used for supplies and
teacher salaries, among other things.
The report came as no swprise to boa/d
members who said il was exactly in line
with what they expected to )lear.
"The shock factor wore off a long brae
ago," said David Brooks, vice president or
the school board. "They have given us a
good sense bf where they were heading in
the past.•
The board accepted the final report,
directing district staff to set up future study
sessions to discuss the issues and questions
raised by the board and conununity.

Tom Pearson has followed in his

along like a kid.
The sunlight is only begin-

past the black rock jetties of the
Dana Point Harbor. He clicks on
the weather radio, lights a ciga-
rette and slips into a battered
pair of green rubber overalls.
Time to go to work.
a little diving. It's a lifestyle that
has Pearson always att\med to
the fickle behavior of the water,
even when he's standing on dry
land.
Sundays are "designated

he spends time with his daugh-
ters: ~ey, 5, and Carley, 3.
More often than not, the three-
some heads down to the beach
to check out the waves and
play in the sand.
Terese, no less than her hus-
band, lives a life wedded to the
sea. The market's supplies of
fresh fish -from buttermouth
perch to sheepshead to shark
-are replenished through her
frequent tnps up and down the
coast to buy from fishermen.
"This business is one of
those where you just have to
work bard to make it go, so
that's what we do all the time -
work hard from the moment we Pearson,

father, Roy, Newport's Back Bay.
who passed
away m December of 1998.
The Huntington Beach ~
dent sells his catch, along with
fish that he and bis wife Terese
buy from other· fishermen, at
Pearson's Port, a small floating
market anchored in the channel
to Newport's Back Bay. It's a
market that was started by Roy
and his wife, Vi, and it contin-
ues to be the center of the fami-
ly's life, though Roy is no longer
around.
The market is low-key and
inconspicuous, a weathered
wooden shack festooned with
shells and nets. It's easy to drive
right over it tn the traffic that
races along East Coast High-
way without even realizing it's
there. But for what will be 28
yea.rs next ·month, Pearson's
Port has been qwetly ·doing
business, family-style.
Out m the water off San
Oemente, Pearson motors up
to a cluster of black buoys and
begins to pull up traps. He
hooks one of the floats with a
gaff and threads a yellow buoy
rope onto a motorized wmch,
drawing the cage up from the
sandy bottom.
When the cage finally sur-
faces, its gnarled wire form cov-
ered in maroon weeds, a hand-
ful of lobsters arc thrashing
ar.ound in a comer.
It looks like a good catch,
but only to an unpracticed eye.
A lobster must be three-cmd-
a -quarter inches from its eyes to
the edge of its carapace in
order to be a legal catch. Pear-
son can tell just from looking at
these undersized creatures that
they don't make the cut. He
flips them indifferently back'.
into the ocean with a flick of the
wnst. ,--
A few others look more
promising, and these he mea-
sures with a • brass lobster
gauge. Only one out of the
entire lot is worth keeping,
"It's kind of a late year, all in
all," Pearson say . "The lob-
sters arc still spawning, and
there are a lot ot traps.•
But Pearson, cutting the
he-ad ort a mackerel and throw-
ing the fish into the bdil com-
partrncmt of the cage, rt>mains
philosophical.
"Somo years are goOd, somo

wake up,• Terese said.
There have been lean years
-like in 1983, when El N'mo
suif destroyed almost all the
family's traps at the beginning
of the season.
And it can also be difficult to
cope with the sheer stress of
doing so much work, much of
which can be fairly repetitive
and -needless to say -fishy.
"I always think I'll never get
rid of the smell,• Terese joked.
u1 think I'm going to go to a .
wedding and people will say
"Oh my gpd, does she ever
wash?"'
Catch Pearson at the end of
a morning hauling traps out of
the water and he'll makE! his
own form of confession: •after
20 years of doing this stuff, of
course it's a grind.•
But it's bard to miss the lick-
er of glee that animates Pear-
son's normally reserved expres-
sion when he launches into a
particularly juicy surf story, or
when he tells a tale about
catching a spotted bass. In such
moments, the kid in Pearson
ignites the man who must han-
dle all the bard work. ·
"God, you know what? It~

First-half goals by Tory Manches-

"We didn't want to stop what was
working for us in the first half," Sor-

Shortly thereafter, Laguna Hills

the victory, Mesa's eighth in its last nine games, was even more

Hatsushi will get a week to recover, since the Mustangs next game

·we played wiUi a lot of guts with Nancy opt," Mesa Coach Jim
Weeks said. .
Guts, however, is what it takes to attack the heart of the Me~
defense, where 6-foot-1 seruor center Autumn Smith looms large.
Smith, who set a school single-season record with 113 blocks as a
jw1ior, rejected 11 Trojan field-goal attempts to gwe her 18 in two
league games. The 11 blocks is four shy of her single-game school
record, set last season against Estancia.
Smith's unforgiving inside presence helped lead to Uni's paltry
22.4% sbootlng from the field (1 3 of 58).
Mesa, however, wasn't the only team playing defense Tuesday. The
Trojans' zone limited Smith to just four points, almost nine fewer than
her average, and forced the visitors to pump from the perimeter.
And while Mesa found little consistency from long range (27% from
the field), the Mustangs caught fire in spurts.
Three-pointers by Julie Hitt, Christine Caron and Barbara 'ITeJo, all
within a 131-second span in the second quarter, capped a 12-0 Mus·
tang run wtuch erased an 8-4 deficit and put them ahead for good.
After 1\-ejo's trey, the Mustangs went 8:33 without a field goal, before
jun¥>r guard Leigh Marshall broke that drought with a three ball from
the top of the key. Marshall then drained her next two from beyond the
arch -withln 70 seconds -to spur another 12-0 blitz.
Hawks, but for the most part, kept /
the play on Laguna Hills' side of the
field.
"Our goal from the outset was to
be aggressive," Sorrell 'iclld "In the
past, we'd'be tentative dnd the oth·
er team would steal and i>cQre. I'm
trymg to teach them to attack the
ball and be the fl.{st at the ball. We
definitely got better today at that."
Laguna Hills' be.st shot at a goal
came late on a free kick from about
20 yards out, but the shot went well
above the goal.
Lead.mg the defensive charge for
the : Sailors was 1un1or Meredith
Miller and seruor Terra Mcintosh.
"They both did a recd good JOb
