The new Academic Performance lndex
(APJ) ranking system was mandated by Gov.
Gray Davis' Public Schools Accountability
Act of 1999 and ranks each pubbc school
based on student performance.

Statewide, 6,730 schools received a score
between 200 and 1,000. The school rankings
were based solely on the Standardized Test-
ing and Reporting, or STAR, scores from last
spring, which included the Stanford 9
results.
• The 1999 AP/ is based on the state's Standardized Testing and
Reporting program given 4.4 million students last spring. The state
Department of Education used a complex formula to give i;: 730
schools a score on a S<ale of 200 to 1000 Schools were fewer than
100 students and alternative schools were excluded. Students m the
district less than a year were not counted
The state target score for every school 1s 1100 Statewtde, scores
ranged from a low of 302 to a high of 966 The state median was

Beach e lementary schools ranked first and
second in the county and were among the
top 25 elementary schools m the state when
the statewide school rankings were released
Tuesday.
The statewide and county rankings did
·not include those from the Capistrano Uni-
fied School District because of a computer
glitch. .

But it was a bittersweet victory for the
Newport-Mesa Unified School District, with
all of its Costa Mesa schools falling below
the state's target score of 800.
"I knew this was coming,• said school
board member Wendy Leece. "J think we've
got to be open to some new ideas -to be
aggressive."
Once othe.r performance indicators -
such as attendance, graduation rates and
high school exit exams -become available
in future years, they will be mcorporated·into
the rating system.

F incling a life after retirement at the
Oasis Senior Citizens Center wasn't
a challenge for 80-year old Nathalie
Goldstein -it was a calling.
The Corona del Mar resident hustles
around the sprawling fadlity on Mar-
guerite Avenue each day, racking up
1,440 unpaid hours per year. She runs the
gift shop, keeps track of the growing
membership roster and helps in the
kitchen.
"ll you ask my husband, I am here
more tban I am at home, H Goldstein said.
She wears her brownish-gray hair cut
short and clo5e to her face, along with a
pair of dangling, Mah Jongg earrings pat-
terned after the popular Chinese tile

volunteers, the city-funded center would
need to hire more staff.
"But when you volunteer, you get so
much more back,• Collins added.
From computer to fitness classes, arts
to entertainment, the center serves more
than 6,000 people year-round.
For Goldstein, keeping things together
at the center is second nature. She man-
aged various bwliness offices for more
than 40 years.
Today, she emd her husband of 58
years enjoy retirement with a round of
golf, an afternoon of gardening. or a quiet
morning of knitting.
"What could be better than retire-
ment?• Goldstein asked. "We lead a very
active life.•
Her pet project is the center's gift store,
which is open to the public on weekdays.
The small boutique is filled with perish-
able and nonperishable last-minute
items. And the lack of crowds make it
easy for most seniors to shop, she said.
But her one wish would be that more
"intergenerationals" would visit the center.
"We need outside people to come in
and keep us young,• she said.
Bt!t she has no plans to slow down any
time soon.
"It is a good feeling to help other peo-
ple and malce them happy,• Goldstein
said. "I am helping other people now so
that when I need. help, there will be
someone to help me. 11 The Oasis senior
center is at 800 Marguerite Ave. and is
open weekdays from 8 a.m. to 5 p.m.

First Paramount Pro-Am Tennis
Classic, forecasters are predicting a
sunny weekend.
The event will be held al the
Newport Beach Tenrus Club tlus Fri-
day through Sunday. The classic will
kick off with a player auction over
cocktails and hors d'oeuvres. Whole
teams will then face the auction
block.

Saturday morning through Sunday
and include former Grand Slaifl
titleholders Scott Davis, Rick Leach,
Brian MacPtue and Jim Grabb.

members on Tuesday were
mundated with pleas from
Costa Mesa residents who
begged them not to sell
Balearic Park.

to the park. "We're in this for
the long haul.•
John Kelly, who lives in
the neighborhood with his
wife and two small children,
presented to the board a
petition with more than 725
signatures and said there
were more to come.

have moved into the area,"

Kelly, who sells real estate
in the area, said that in those
two and a half years, he has
sold 34 homes in the Balearic
Park area.

had moved into the neigh-
borhood in the last nine
months alone.
The park is a 9.25-acre lot,
owned by the school district,
which serves as a neighbor-
hood park. It features soccer
fields arid a new playground.
For more than 22 years, the
city of Costa Mesa's recre-
ation department has run a
community and day-care
center a t Balearic Park.
Residents became
alarmed ' two weeks ago
when the school board beard
a citizen committee's recom-
mendation to sell the park.
The committee, responsi-
ble for examining Newport-
Mesa's crumbling schools
and finding a way to fund the
needed re pairs, suggested
selling the park and another
dJstrict-owned property to
fund future upkeep and

the matter until March 10.

Both suspects have been charged with
murder.
Property crimes dropped significantly,
according to statistics compiled by the FBI for
the state's Department of Justice.
Police saw a 24 % decline in burglaries and
vehicle thefts.

It will be her first head-
coaching experience. after
five years serving under
Charlie Brande at the Orange
County Volleyball Club and
three under Dan Glenn at
Newport Harbor, including
the Sailors' junior varsity boys
her first year.
As e player, Kroesch was a
two-time All-CIF Southern
Section Division l selection at
Newport Harbor, before star-

Tivoli.Terrace in the canyons of
Laguna Beach provides a French garden
backdrop, nestled in. the hillside of the
Festival of Arts grounds. The two-level
Terrace is surrounded .by flowers in
bloom, cascading bougainvillea,
fountains, sycamore trees and giant
birds of paradise. The upper terrace
(chapel area) is lush with flowers, plants,
fountains and statues. The lower or
main terrace is the primary reception
area. The Victorian gazebo houses the
