to a new massage ordinance when Mayor
Ubby Cowan decided she'd like to mas-
sage it some more.
Cowan wants to change the ol'd.inance
to allay fears from legitimate massage
therapists, who say the new law would
hurt their businesses. .
•I've asked (city staff) to work with
legitimate massage groups and a couple
of chiropractors to r-eview the ordinance
and return with another ordinance at '

The previous ordinance, passed two
years ago in an attempt to eliminate pros-
titution houses fronting as massage par-
lors, requires masseuses to go through a
rigorous licensing process to practice in
the city.
But it had a loophole: Employees for
state-licensed practitioners, including
acupunctwists and chiropractors, did not
have to get a city lieense. Police said they
have received numerous complaints -
verified by undercover investigations -
about prostitubon m those businesses too

approved Jan. 15 and scheduled for its
final approval Feb. 5, would expand the
licensing process to mclude employees

despite Hoff's attempt to draw
them in with drama.
The scene was followed by
readers finding out who the man is,
and the plot of revenge is intro·
duced.
Still nothing.

class is riveted by the tale, they are
definitely learning some great
vocabulary words.
The list of words Hoff drew from
the book, which students were to
learn, was quite impressive: luxurl·
ance, imbue, rank, delusive, daunt-
less, conjuration, enhlity, impel,
imperious and imperatively.

Council today is expected to
-take a straw vote on guide-
lines to put the slow-growth
Greenlight initiative to work.
Although the measure's
Hlook-back" provision has
caused the most controversy
so far, other areas for defini-
tion include trip rates and
floor areas.
What to expect: Because
the discussion will take place
during a study session, council
members won't officially vote
on tht'Quidelines until their
Feb. 13 meeting at the earli-
est. Greenlight. which was
approved overwhelmingly by
voters in November, requires
citywide eJections on any gen-
eral plan amendment for a
project that adds more than
100 peak-hour car trips or
dwelling units, or 40,000
square feet more than the
plan allows.
STARBUCKS EXPANSION
Council members will con-
sider an appeal by Starbucks
of a Planning Commission
decision that more than five
additional parking spots
should be required for expan-
sion of the chain's coffee-
house in Corona del Mar. The
commission, however. did not
specify how many aq.ditional
spaces should be required.
The project includes adding
nine seats to 12 existing ones
indoors and four to the exist-
ing eight outdoors. By renting
a vacant store next door, the
coffeehouse also would add
separate bathrooms for men
and women.

that the council deny the
appeal and uphold the com-
mission's decision.

Lengthening year
for midd~ school
misses the point
M aybe we should require ow gov-
ernors, presidents and lawmak-
ers to have degrees in education
as they spend so much time coming up
with plans to save our students. instead
of using p1Jot programs to determine
whether their programs are effective,
and studying empmcal data tcfsupport a
full-fledged change, they reach into the
magic hat for the next plan. Instead of
providing money to teachers or school
boards to implement programs that
would work best for e.ach individual stu-
dent. classroom or school, the plans are
dispersed on a statewide or countrywide
basis. Many are voluntary, but the mon-
ey 1s lied to the plan
A case fn point 1s the plan to spend
millions of tax dollars to solve the edu-
cational problems of the middle school
student by extending the school year by
an extra 30 days Because kids m mid-
dle school were not the recipients of
class-size reduction, the politicians
decided to fix their educational ills with
more school days. D1stncts don't have to
do 1t, but 1f they don't, they don't get
the money.
The problems are many. For-pne,
whue there is consensus that kinder-
ga,iten 1s elementary school and 12th
grade 1s high school, what 1s middle
school anyway? There can't be many
d1stncts with as many ch01ces as we
have. One of our intermediate schools
has sucth, seventh and eighth grades.
while another JUSt has seventh and
eighth grades. A large number of our
students don't go to a separate middle
school, but go to schools that contain
seventh through 12th grades. Talk about
equal protechon issues in ~ few square
rrules; if some sixth-graders have the
opportunity to spend an additional 30
days m school, should the majority of
the distnct's sixth -graders who are still
on elementary school campuses not
receive the same option? If so, would
sixth-graders be clustered on a few
campuses for the extra 30 days?
And what of seventh-and eighth-
grade students at the high school cam-
puses who often take high school class-
es during those years? Whal would they
do during the periods when they would
normally go to a high school math, for-
eign language or elective class? As
Stanford 9 and Golden State exams are
scheduled for May, wouldn't teachers
still need to cover therr current curricu-
lum by then anyway, evt!n U the school
year is extended? Then, would the CUI·
riculwn for the extra 30 days be at all
connected with what the student bad
been studying for the rest of the year?
Or would it be 30 days of videos?
And then there is the problem of who
would be al the head of the class f'br
those extra 30 days. Because the plan
provides for a 17 % pay increase to
teachers who take on the extra month's
assignment, the most willing candidates
might be teachers Who are about to
retire and want to have a higher final
year of compensation for their retire-
ment pay. Can you imagine having a
burned-out high school teacher with no
junior htgh experience teaching squir-
relly middle school students who know
that their brothers and sisters are
already out for the sum.mer?
Some kids are far behind by middle
school. They really need help. Why
don't we take the money and spend it
to mile small summer chool classes
for the kids who are falling. and then
make them go to summer schoolf Give

reading.

point has been missed. It is not
only that ow children need and
want to skate but that they
need to do it for free. When l
was a kid, you could-swim all
day at the "plunge• for 25
cents. Today it costs $2 for an
how or two. There is nothing
for ow kids to do that does not
cost money. Keep the skate
park free, and let's think of
some other things they can do
to hang out together where
· money is not an issue for the
kids who don't have it. I am
sorry that Lions Park did not
work out because then they
would also be near the library.

tainly look into converting the
Ice ChaJet facility into not only
a skating faality but a commu-
nity game center. And that
huge empty parking lot
between the Ice Chalet and
Mesa Verde Dnve would make
a great place for the skateboard
facility. That resolves pretty
much all of both of those issues
and is a win-win situation for
all concerned.

T hirty years ago, I had JUSt returned to
Orange County alter being drafted
and serving my two years of actlve
duty in the Army. Just at that time, ow
country had become deeply embroiled in
the My Lai controversy -and Lt. William
L. Calley Jr.
Feeling very strongly about this, along
with so many others in Orange County, we
vets organized and collected more than
25,000 signanir~ have Calley set free.
We forwarded them directly to President
ruchard Nixon via Rep. John Schmitz. CaJ-
ley was finally freed, and it was a win for
the little guy, so to speak.
Schmitz, who Daily Pilot colwnnist
Joseph N. Bell vilified, was no Johnny One
Note, however, as he viciously attacked
higher taxes, bigger government, social
engineering in our schools, forced busing.

his stands on the issues. Yet it was
SchmU:z's very unfortunate habit to mean-
ingfully take a stand on vi.rtually every
issue. Worse yet. he let people know where
he stood on the issues that got tum m trou-
ble. Obviously. in this day an<1 age of
polling to please everyone, it would be out
of step with the ability to get elected.
Schmitz was certainly not a moderate at
anything. Schmitz categorized himseU as a
Catholic with an attitude. His strong belief
in the right to l.J.fe was exhibited too Vlvidly
by how he acted in reaJ We Had Schmltz
been the total hypocnte that the moderates
and left en1oy menborung. his rrustress
would have had an abortion and perhaps

It is sad to categorize Sdurutz as an

Harbor High senior Laura Kauth
considered herself fortunate to avoid
injury when her teammates made
her the target of a post-goal celebra-
tion in the closing seconds of Mon-
day's Sea View League makeup
game with visiting Laguna Hills.
But it was lhe Sailors, as a collec-
tive unit, who pulled off the biggest
escape in the 1-1 girls soccer Ue at
the 'tars' football stadium.
Kauth's goal, a header into the
upper center Ol1J'!e net from about 7
yards in front, cashed in a bending
direct kick from near the left sideline
by Taryn Aamson to knot the score
with· just five seconds lelt in extra
time. It also salvaged a vawable
point in the staJ\Clings for the bolts
(7·4-4, 1-0-2 in league), ,who com-
plete the first round of See View
action today at 5 p.m. against vislUng
Aliso Niguel.

That Kauth was in position. to

The women got the festivi-
ties off with a blast. Biola
freshman (that's right, fresh-
man!) Sa.rah BaiJ;d completely
picked the Llons apart. She
looked like Larry Bird out
there, bittin~ 7 of 11 from the
field, including four three,
pointers in the first half, scor-
ing 21 points. At one point,
she scored 18 points in a row
for the Eagles.
While Baird was hitting

Uons were trying to find new ~
and exciting ways to tum the
ball over and rapidly age their
coach, Russ Davis.
Finally, senior Becki Hud-
dle grabbed the bull by the
horns and played bigger than

The Llons led by two and

Baird. Unfortunately for Van-

23 points after halftime.
. The Lions found a way to
limit their turnovers (only five
in the second half) and also
got center Kelly Boeke
involved offensively. She
scored 12 of her 15 points in
the second half.
Despite the improved play,
the Eagles' 50% second-half
shooting gave them a seven-
point lead with less than two
minutes remaining.
