But this year, a lot might happen

at the seafood joint
if one of its regular

to take charge.
"I'm thinking
about it," said Den-

NBA basketball star
and now cyber-club
entrepreneur, as he
walked up the stairs
to his neighbor's
house on West Newport Beach's
Ocean Front on Thursday.
. •After today, I will have made a
decision,· said the city's infamous
resident, wearing black track suit
pants, a white T-shirt and a baseball
cap, his face covered with his signa-
ture piercings.
Later Thursday, his entourage
quickly tried to tone down Rod.man's
comrnent.
"He's looked at it, but he hasn't
made a decision,· said Doug McAllis-

next couple of days.•
McAllister added that Rodman
would probably not make a decision
until the Super Bowl, which kicks
off Sunday.

At the restaurant, whiffs of stale
ci'lcohol escaped through its
entrance doors, which were secured
with a bicycle chain from the inside.
Chairs and tables were stacked
against the wans in the waterfront
building. Nearby businessmen said
the restaurant remained closed dur-
ing weekdays. with large private
parties taking over the premises on
some weekend nights.
While Finegold has leased the
building for about five years, the
property's owners said he was trying
to get rid of the business.
Finegold •desperately wants to
sell the restaurant,• said Ernest
Minney, whose family owns the
land and the building.
Minney, whose family operated
the restaurant for 20 years, said Josh
Slocurns has deteriorated under the
new ownership.

Everything you always wanted to· know about the power crisis
W hat a mess. You got
your producers, your
providers, your suppli·
ers, your brokers, your regulators
and your deregulators. It's a
nightmare. You feel confused and
abused, frustrated and berated.
(•Berated" is dumb, but it's the
only thing I could think of that
rhymes with •frustrated.•) I know
exactly how you feel. ijut that's
only beca~e yoy're not a profes-
sionally trained, really smart ex-
politician who knows exactly how
this stuff works. Not to wony. We
will explain it all tor you -the
power crunch, whether it's real or
contrived, and what it means m
our little comer of the universe.
We begin.
Deregulation is really good. Ln
the old days, before 1996, there
was plenty of power to go around
and your electric bill was as pre-
dictable ll$ a Larry King divorce.
But, sadly, the whole process
was, well -regulated. That's a
bad thing. About 10 years ago, a
bunch of people in Sacramento
decided that the ouWated • regu-
lated• system of "flip a switch,
light comes on• was intolerable.
So they spent about five years
coming up with a much better
one. Instead of that stupid idea of
a few big companies that gener-
ated power and distributed it
around the state, they devised a
much simpler system. Utillbes
should sell off their power plants
and buy their electricity from a
computer-based marketplace
called the Califorrua Power
Exchange, or •px. • Competition
would drive prices down and
pretty;:Soon, eleqricity would be

Theh someone decided the

corporation called the Cdillorrua
Independent System Operator, or
"Cal-ISO.· Cal-ISO handles what-
ever power sales the PX doesn't,
don't ask why, and oversees the
day-to-day workmgs of the stdle's
high-voltage transmiss1on lines -
all of which is going recilJy well.
Cal-ISO is our Link with the "pow-

us. Never, ever slick your hnger m
the power gnd. See? Couldn't be

First of all, stay calm. Here is a List

Cut it out and put it on your

0 : When will blackouts occur?
A:. At the worst possible times.
' Preparation is the key. Get a solar

Once it's frozen, you'll laugh at

When City Council members
meet ~ery couple of weeks
to vote on issues that affect
the city, there's usually little
time to think about the broad·
er picture. c..
That's why the city's elect-
ed officials have decided to
get together for a daylong
retreat Saturday.
"It's going to' give us an
opportunity to feel each other

who suggested the marathon
meeting during his inaugural
speech in December.
"We'll talk about ho.w

added.
Topics at the meeting will
include a discussion of the
city's financial~atus, an
update on ann tion plans
and debate a t having
police presence at regular
council meetings.
With three new members
behind the dais after Novem-
ber's election -a change that
last OCCWTed in 1980 -city
officials said it was important
for them to understand the
views and priorities of New-
' port Beach's leaders.
"It's really a meeting to see
whether we're all on the
same page,· said City Man-
ager Homer Bludau, adding
that he didn't anticipate
major decisions 'during the
meeting.
"It's just an opportunity .. t

While state Jaw prohibits a

regular City Council m~eting,
even though the group will
meE:t at a hot~J instead of City

"The reason o have 1t off-
site is that it bring_s a different
feeling and relaxation to the
session,• said Bludau, adding
that all of the city's depart-

m~ting.
"We're going to be there
for six or seven hours.• Blu-

somewhere a titUe different.•
The city will cover the
$900 cost of the meeting,
wb.ich includ6s $200 for the
room, $220 for breaklast and
$480 for lunch.
Councilman Dennis
O'Neil, who held a similar
meeting during his tenure as

retreat would give the council
members a chance to th.ink
about their role in city gov-
ernment as well.

they are looking forward to
getting to know their col·

MEASUREr F

In December, Los Angeles
Superior Court Ju dge James
Otero invalidated Measure F,
which Pf.SSed in March, because
he said it was unconstltµtionally
vague and a violation of the state

Cage de cartier, the esteemed jeweler shows off its sense of
classic style with a line featuring a tri-toned handle, leather and
gold and silver highlights.
The handle of the Cartier bag 1s meant to reflect the jeweler's distinctive trini-

The ba<JS show off curves, pleats, and folding sides. Cartier designers have
screen-printed the leather to add flair and have created a unique opening sys-

quesbons may be answered, nsion
could be resolved and compromises
will most hkely be made at a 10 a.m.
meeting today at Estancia High that
could bring peace to the Eagles' girls
water polo team.
Estancia Principal Tom Antal set up
the meeting to address issues that led
to the Eagles forfeiting Wednesday's
Padtic Coast League game with Coro-
na del Mar. Antal said he "invited• the
players, Coach Michelle Spanley and
Girls Athletic Director Nancy Ferda to
the meeting.
"It's been an emotional week for the
girls,• ~~id while watching
Estancia drop a?2-4 nonleague game
to visiting Savanna Thursday. ·we just
need to talk about where they are at.·
The Eagles (2-9, 0-2 in league) have
struggled, largely due to inexperience.
Of the 22 varsity players who began
the season, 13 were not only new to
the team, but new to water polo.
Ferda said a handful of Eagle play-
ers threatened to boycott Wednesday's
game. Ferda said, Spanley came to her
Wedn~day morning reporting about
five players had informed her they
were not going to play against the Sea
Kings.
•Our forfeiture in league is a very
big thing," Antal said. •1 want to talk
to the team and make sure everybody
had a chance to deal with the issues. I
would like to resolve the residual feel-
ings that would impair the girls finish-
ing the season."
As of Thursday, the varsity roster
listed 12 players, but the team was
without seniors Anna Rasmussen and
Katie Menden Thursday.
Both appeared before the varsity
game, but left because Menden had to
go to work. They said they were sus-
pended from the team Wednesday
because of disagreements· with Span-
. ley. They would not comment further,
but said they hope to resolve the issue
at today's meeting.
Spanley would not confirm whether
the seniors were indeed suspended.
"I do whatever I'm instructed to do,•
said Spanley, a third-year coach who
teaches special education at the school.
Said Antal, "I'm not going to talk
about individual players. But, nobody
is suspended."
When asked if there were any tern-.
porary or game suspensions Antal
said, "Any internal discipline that we
had is a game-by-game thing ... that's
the internal stuff between a kiii and a
coach."

School girls volleyball'
tournament was held last
week at Harbor Day School
and the excitement of the
competition, coupled with
the boisterous crowd, provid-
ed an experience which
these young athletes will
remember the rest of their
lives. ~
The tournament was seed-
ed based on results from five
weeks of round-robin
league play.
In the eighth-grade tour-
nament, the top seed
was Harbor Day, fol-
lowed by No. 2
Ensign and No. 3
Corona del Mar. The
league was very
evenly matched, as
10 of the 15 matches
went three games.
Britta Nielsen and Enca Solis
attacking, as well as Brienne
Ogden's leadership and
Marks' all-around bustle,
Corona came back to win,
15-12. Jordan Anae was also
responsible for many point-
scoring efforts.
Ford, a fonner CdM High
and Princeton setter, phoned
Erica Hansen, a former Har-
bor Day and Princeton player
who teaches school in San
Francisco, after the match to
fill her in on all the champi-
onship details. The impor-
tance of the match is special
to those who have
played in it.

cessful seasons
behind them. Head

Corona del Mar
defeated Ensign, 12-15, 15-

ex.citing eighth-grade semifi-
nals. Ensign was led by Lau-
ren Helfrich and Stephanie
Trlnen. While Ensign battled,
the Sea Queens were on a
mission.
In the other semifinal,
Harbor Day swept TeWmkle,
setting up a final the partici-
pants should remember for
years .
After two lopsided games
in which Corona del Mar
won the first and Hlubor Day
the second, Harbor Day
jumped out to a 12-4 lead in
the pivotal third game. With
the leadenhip of Balley
Robinson. as well as the play
of Taryn ntmutzer, Hadley
Burnham and Llnd.sey
Ensign, Harbor Day
appeared to be on its way to
the championship. But CdM
would n~ be denied.
Coacli Melissa Pord had
expressed to her setter, Ash-

this match, stating they

The seventh-grade tour-.,,
nament was equally crowd .:
pleasing. In one semifinal,
Ensign defeated second-
seeded Harbor Day, 16-14, in •
the third game to advance to
the title match.
Top-seeded Dwyer of

Ensign rallied for a 9-12,
15-2, 15-12 victory in the
final. with Bryana Carey,
Meghan Louvier and Court-

Ensign had not won the
seventh-grade title since the ""
