"All haters are cowards,• said Bill Johnston, who spoke at the school in commemoration of Unity Month .. Johnston at one time was assigned to the hate- crime unit of the Boston Police Department. When 74-year-old Huntington Beach resident Bernie Forster decided to volunteer at Hoag Heart Institute last year, he had no idea bow intimate he would become wrth ltis surroundings. . Just a few short months after joining the staff, Forster suffered a minor heart attack. Just like that, he had switched bats, from volunteer to patient. The heart attack wasn't enough to keep Forster away for long. The dedicat- ed volunteer compared hJs medical emer- gency to an infant elephant. · charged from the hospital, Forster suc- cessfully completed a 12-week rehabilita- tion program at the institute, which mcluded education, progressive acbvity and home discharge information. Forster dabbles with the idea of some- day volunteering in the hospital's mater- nity ward or Breast Care 1md Imaging Center. But it appears that the staff at the heart institute won't let him go. He and officer Steve Martinez have been ndmed the depart· ment's school resource officers. who will enforce the law as much as they will teach 1t on campus. "We will be building a better rapport with student<;, parents and staff,• Halpin said. "It's also a way for students to see the human side of law enforcement • One of the reasons Halpin was assigned to the newly created position was h.tl> familianty with the student pop- ulation at Corona de! Mar. Halpin was the DARE instructor the past five years at Ensign Intermediate School, so many of the high school students will know him from the drug-awareness classes. Halpin will move back and forth between Ensign and Corona del Mar four ddys d week while Martinez will be staboned al Newport Harbor for the same amount of wne. Newport officers Andy Halpin and Steve Martinez have been assigned to patrol Newport middle and high schools. The program 1s a collaborative effort between the city and the Newport-Mesd Unified School Dtstnct. Each entity pledged $70,000 last September to pay for the officers' salaries and equipment. Many high school students at Corond del Mar have seen police officers at theu respective campuses before, but not to this extent Halpin said the program will hopefully dispel the myth thaL129lice officers are targeting teens. •we want to break down that "us versus them' mentality: he sa.id. WHAT IT MEANS: The council agreed to adopt changes in the fees for services, which include dog licenses, plumbing petmits and basketball court rentals. WHAT THEY SAID: "I'm i~:i~gout for the lit- tle guy," said Mayor Gary Monahan. "But I met with the finance depart· ment and everything seemed fair. The city is not in the profit-making busi- ness." The council delayed grant- ing the permit because the United Children's Fund representative, Jerry Kaufman, was absent from the meeting. WHAT HAPPENED: The council voted to write a letter to the organi- zation in charge of assign- ing area codes, asking it to allow the entire city to adopt the 949 prefix. When they'd get out of their Buicks in front of your house, come in carrying that little medical bag, sit on the edge of your bed and ask, "Well, what seems to be the problem?• , We had one of those docs when l was a kid in Los Angeles. His nc1.IDe was Dr. Leland Hawkins and, sad to say, be was among the last of a breed. There's not much of a retro trend toward pbysi- oans making house calls According to the Wall Street Journal, only some 700 doc- tors nationwide regularly make house calls Once again, our pets· have it better than we do. Nowadays, house-call veterinarians are as upward a trend as online shopping. Dr. Nancy Hauer, who was the veterinarian at New- port Center Animal Hospital for severdl years, is now run- ning her own show out of a speoally equipped van Just so there's no question about the nature of her new enterpnse, Hauer calls 1t "House Calls Veterinary Ser- VlCe" "It's pretty much the same a~ a regular veterinary ser- VlCe, • said the pebte vet. "Except the pets and their owners don't have to leave home -1 go lo them.• And if you take-your pet to work, Hauer will go there. too. Most procedures for pets, she says, can just as easily and properly be done in the pet owner's home, with far less stress on an involved. Mostly, veterinary care involves checking various atlrnents, such as skin and ear problems, digestive problems, cleaning teeth. the requisite shots and cbagnos- bcs, blood work and minor surgenes. All can be done in Hauer's new vet van. The only dilference .is, she'll come to you. And you'll pay only a fraction more than an otflce call. Ironically, 1t is hauntingly sunilar to Measure P, the South County-spawned ini- tiative that could kill aiJport plans for El Toro. Although the fat~ of Greenlight won't be tested until the November election, it's already had a chilling effect among developers.· The Irvine Co., for instance, bas pulled back its plans for an expansion of Newport Center, sayipg that the initia- tive added a heavy layer of tog to the already hazy busi- ness of getting approvals and penn.its for their proposal. Others have followed suit. For bUuders, the idea of jwnpmg through the hoops of bureaucracy only to have to fund an entue election campaign makes little sense. And maybe that's the whole idea. But to Beek, this is old hat. He helped Jead the charge, not once, but twice, by getting voters to go thumbs down on expansion plans for Newport Center. He was involved in a failed elec- tion-day effort to nuke plans for a sprawling housing com- plex along the bcmk of the Santa Ana River, a pro1ect that still has yet to get off the ground. He later attempted to win support for something called Gndlock, a slow- '"' growth initiative that used a complex formula for deter- rrurung the fate of proposed developments. Colorful names, high-volt- age campaigns. But the theme has always been the same -slow the growth. Voters, however, have bee n spotty on development matters. Sure, they shot down the expansion of New- port Center. But then again, they refused to spare the graceful Castaways property that overlooks Newport Har- bor. It's now dotted with homes. It's almost as if voters don't like development where development should go, but think it's OK to devel- op where development should not go. Or somethmg like that. Por all the elections and all the fights, nobody is really sure where Newport Beach stands on growth issues. It is, and will continue to be, a town of mixed messages. So in a way, Greenlight Will be a Woodstock reunion of sorts. All the old frlonds. All the old enemies. A little grayer. A little older.
