expected series of storms
that promised to bring need-
ed rain over the weekend

that has barely registered an
inch of rainfall over the past
seven months.

Newport-Mesa school board to vote on resolution next week.

NEWPORT-MESA -Amid pressure from
concerned residents, the school board is
expected to vote next week on a resolution
opposing Measure F.
The ballot initiative, set to appear before
voters March 7, is designed to block the coun-
ty's proposal to build a $2.9-billion airport at
the closed El Toro Manne base. Uthe initiative
passes, it will require a two-thirds majority of
county voters in order to build future projects
such as airports, landfills and jails.
Residents in Newport Beach and Costa
Mesa fear if the plans to build an airport at El
Toro fail, the county would be forced to
expand John Wayne Airport.

Construction has accused the Carpenters
Union of rrususing $1.5 million in dues since
1997 to pay nonunion worken to protest in
front Of Its building sites.
The ac:cutations are the latest develop·
ment in a three·year battle between the con-
struction company and the union. Two
weeks ago at Newport Center, nMJ'ly SOO
Local Union 9" protesteri showed up at a ecm )ob lite, demanding tM C0111pany hint
union woran.
In a one-page paid advertisement appear-
ing in the Los Angel nm on Monday, a
message from the CoVt company said the
union has paid •nonunion workers nonuruon
wages, without benefits, to intimidate,
threaten and harass· the Covi construction
company. The ad accu the union of
hypocnsy in its campaign to force CoVl to
lure uruon workers and pay uruon wages.
Union representatives said they viewed
the ad as a victory m their long-running dis-
pute with the mllbon-dollar construction
com~y.

unison.

road, all the live long day. I've
been working on the railroad, just
to pass the time away. Can't you
hear the whistle blowing ... "
Most of the first-graders a t
Park Private Day School belted
out the old classic. A couple were
even dancmg around.
Those sirnp[e songs we all
loved as children are still as run
as ever. Once adults have chil-
dren, they can sing them .. agam.
Otherwise, it never seems quite
appropriate.

final music class before an after-
noon concert.
They giggled and goofed off a
bit. One little boy, who shall
remain anonymous, was continu·
ously making tacei as he sang,
trying to get a reaction out of the
boy standing next to him.
The theme of the. concert was
patriotic. The uniforms worn by
the students every day were
swapped for any combination of
red, white and blue.
Each grade had different songs
to perform. The first grade wa.s
preparing to sing ·America the
Bf:autiful," • I Love the Moun-
tams •and "I've Been Workmg on
the Railroad." .
The realization that children
are natural singers came when
they all came closer to hitting the
high note in • Americe the Beauti-
ful" than most adults would hope
for. There were 20 children
singing and not one of them
caused that well-known "Ameri-
ca the Beautiful" cringe.
Their pre-pubescent voices
tended themselves beauti.fu.lly to
the high pitch of "I Love the
Mountains. H
Unfortunately, to sing that
song. they needed to get into spe-
cial groups. It was pure chaos.
Who was m Shelby's group? Half
knew, half didn't.
However, they were ready
with the concert songs so they fin-
ished out music class with some
Valentine's Day tunes.
The smiling children followed
the duections or the music
teacher, Mike Booke, and formed
a circle. I noticed what should
al administrators and faculty memben.
The 58-year-old Corona del Mar resident will
be introduced to the program during a speda1
weeldong lilstitute scheduled for Feb. 27 to
March 3 tri San Dlego.

Booke's mouth, a series of squeals
filled the air.
The youngster m the center
sang, "Who will be my Valentine,
my Valentine, my Valentine? Who
will be my Valentine, my Valen-
tine, my Valentine?"
The child in the center then
chose another stude nt, who
stepped into the circle and sang
back, "I will be your Valentine,
your Valentine, your :Valentine."
Several little boys were furi-
ously shaking their heads and
wagging their fingers back and
forth ln front of their noses. But
they had nothing to fear. The little
girls did not want to pick a boy
and did so only when the teacher
insisted.
To watch these students gnn-
ning and dancing little jigs as they
sang was to witness the purest
form of music appreoation.

The economics of a . John Wayne· expansion
M uch has been stated
concerning µte potential
expansion of John .,
Wayne Airport if an El Toro air-
port is not built. With the coun-
ty's environmental report studied,
there is not only the proposed El
Toro airport, but also two alterna-
tives -labeled as P and G -
that deal with the expansion of
John Wayne.
However, the report did not
address certain significant finan-
cial impacts that would be of
interest to all of us. For example,
the expansion of John Wayne
would be $4.3 billion for Alterna-
tive G. That is 33% more than if
we built El Toro airport at a cost
of $2.9 billion.
·That's right. Expanding John
Wayne is much more costly and
far less suit.able, at about one-
tenth the size of El Toro. What
does the $4 .3 billion cover? rt
accounts for the cost to acqwre the
land, demolish buildings. build
new facilities and modify roads.
That infonnation alone is stag-
gering. But what about the other
related consequences of this
expansion that have not yet been
quantified in any report? What
are the impacts on the individual
business owners and the tax loss
for Costa Mesa and Newport
Beach? Affected. business owners
would be disrupted prior, during
and after such a massive con-
struction process.
How would one begin to put a
value on the anxiety of finding
out you have to relocate, possibly
lose business in the transition
and then resume business activi·
bes in a new location? What sort
of valuation could building own-
ers and developers expect to
capture under these arcum-
stances? How would such a
move affect employees? Would
some lose their 1obs or homes?
With regard to our cities, what
would be the amount of lost rev-
enue that would have been gen-
erated b)IJhese displaced busi-

about the time school would start.

tion attorney who has both
defended and prosecuted actions
involving personal m1ury victims.
The above combination leads
me to believe that operung the
new school without making
appropriate plans to protect the
safety of the children attending
the school would be the equiva-
lent of playing Russian Roulette
wlth six people. The question is
not if, but when, will the first stu-
dent get struck by a car.
I do not need a fancy traffic
study to tell me that cars speed
up and down Newport Coast Dri-
ve in excess of 60 mph.
I do not need a traffic consul-
tant to tell mo that school zone
signs, crossing guards, reduced
speed limits, and flashing lights
will not slow down every car,
enough to av rt a pcndmg

I do not need a medical
degreo to tell me that the parents
of the injured or dead student

On another financial level, thP
Mtllennium Plan has shown m
two separate analyses it will not
live up to its fiscal promises. On
the contrary, it pencils out lo be a
taxpayer nightmare rather thdn a
dream park. The analyses looked
at the Millerihium Plan lI's spe-'
cial attractions, its development
costs and r~venues and its fiscal
impact to local government. The
speoal attractions it touts include
a central park, sports stadium,
university campus and museums.
Unfortunately, although these are
appealing. they depend primaril}'--
on speculative public and private
entity support, and they grossly

1999. .
It was on that date when both of
the Pirates cross country teams cap-
tured state titles. Not since 1981 had
OCC won both men's and women's
championships in the same year.
"Our strength. obviously will be in
the distance events,• Coach Fred
Hokanson said. "But we have some out-
standing athletes in a lot of our events.•
On the women's side, sophomore
Zoila Gomez, last year's OCC Female
Athlete of the Year, will look to
defend her various OEC, SoCal and
State titles. She won the OEC crown
,.. m the l ,500, 5,000 and 10,000-meter
runs. She was the SoCal winner in the
5,000 and 10,000 and the State win-
ner in the 10,000.
Along with Gomez, Bernice Carba-
jal will provide stability to the Pirates'
ladies squad.
"Zoila and Bernice are the back-
bones of the group,• Hokanson said.
"They're great girls, who will provide
leadership to the younger runners.•
Hokanson was also excited aoout
pole vaulter Nicole Hanson, who
pulled off a 10-0 jump in the Pirates'
season-opening meet Fri.day.

that can hit 10 feet so early in the season is pretty remarkable."
On the men's side, there's an international feeling for the Pirates.
"We've got Yong Kim, whose from Tokyo,• Hokanson said. ·we have
Carl Ofsson, whose from Sweden and we also have Steven Thelman
from Belgiwn. It's fun to have so many different cultures on one team.•
Kim took first place in the 200 and 400 and was the second leg of
the Pirates' winning 400 relay team. Olsson at Friday's meet. Olsson
claimed first place in the 110 high hurdles.
Look for Juan Sanchez, Robert Jones and Michael Orozco to have
big seasons in the distance events for OCC. Those three helped the
Pirates to the State cross country title in November.
Perhaps the biggest factor working in the Pirates' favor ls the fact
that, despite a bunch of indlvidual talent, it's the team-first mentality
that excites Hokanson the most.
"lt's a real pleasure coaching these people,• Hokanson said.
"We've got some football player$ out there that really like to have fun
out there. They're really nice people that really want to be coached.
That makes the coaches' job much easier."

charity, and the single biggest cata-
