I t all began with a restroom -
or rather t he lack of one.
When Starbucks Coffee Co
officials opened their fust
Newport Beach store on East
Coast Highway in 1992, the cty's
planners had only a vague idea
about what to expect.
Foll<s at City Hall envisioned a
kind of takeout coffee bar, where
people would drop m for a quick
shot of caffeine and be on their
way. An employee restroom in the
back of the storage room seem ed
appropriate for those few coffee-
induced emergencies
Keep m mind, at the bme, just
Corona del Mar businesses
continue to grow, but that
growth is pressing the -seams
of the community
165 or so Starbucks stores eJOSted.
and they were clustered mainly in
the Pacific Northwest. Starbucks
-and the coffee craze it was part
of -would have made good stock
speculation but little else.
So the Corona del Mar outlet
became one of the hrst 10 stores
that opened m Cahforrua. By last
year. the state alone was dotted
with more than 500 stores.
Worldwide, the company operates
about 3,300 coffee places.

places opened near Starbucks at

for patrons, began experienang a
stream of pressed coffee fans from
across the street.

for high school students
Orange Coast College will host
its 18th annual High School
Senior Day on campus March 27.
More than 3,500 Orange Coun-
ty high school juniors and seniors
are -expected to take part in the

activities that will run from noon
to 3 p.m. in the school's quad.
Students from every high
school in the county are invited to
attend. Attendees will receive ear-
ly registration materials for fall
classes.
Tours are available for students
who are interested, and each
senior attending will receive a
free T-shirt and barbecue lunch.

C hildren sat wide-eyed and
wary, IJ..stening intently to
what they were told was
their flag speaking to them.
It was an old. boonung voice
that gave a bit of history about Old
Glory, including how it came by
that nickname.
Each morning before classes
begin, children all over the country
place their nghl hand over their
hearts and pledge their allegiance
to their flag and country.
It becomes second nature lo
duldren, to recite that pledge.
In thelf third year of this somber
-tradition, second-grade students at
Kaiser Primary Cente r learned a
bit about the flag they salute each
day.

Orange Coast Lions Club tried to
give students a better understand-
ing of the importance of the Stars
and Stripes and the reasoning
behind the reverence.
There is meaning behind the
flag's three colors. The children
were told: red for courage, white
for liberty and blue for loyalty. Stu-
dents also learne9 that the seven
red stripes and the six white ones
stood for the 13 original colorues of
the United States.
Students watched and listened
mtently as Lions Club members
TODAY
explained how the appearance of
the flag that was flown in 1775,
with its British flag in the comer to
show ties to the mother country,
was altered over the ye(U"S to
become the flag flown today.
ln a show of proper respect for
the flag. the Costa Mesa Fire
Department Color Guard present-
ed the flag.
When the men marched in, chil-
dren stood. Some covered their
hearts. One student, Spencer Lind-
say, 7, cupped his right hand over
his eye in an attempt at a salute.
It seemed an amazingly patnot-
ic reaction, until the ne~t segment
or the assembly.
It seems it was one of several
songs children had lepned for the
occasion. One after another, chil-
dren sang patriotic songs accom-
panied by their music teacher on
the piano.
As children fl.led out, each was
given his or her own small nag and
an information sheet to reinforce
some of the information they had
learned.

Running from a lifelong grndge that's for the birds
The other day I was sit-
bng ln the backyard in
a little spot of sun
when I heard a bunch of
birds squawking. U I hadn't
known better, I would have
sworn tt was a bunch of par-
rots. I didn't wait to identify
the buds, though. J ran
immediately m the house fo r
safety.
It may seem strange to be
so cautious, but birds have it
in for me.
It all started back in the
1920s when I was a ltttle kid
hVlllg m Balboa. I had a
friend named Albert
Spencer and we were both
interested in shorebuds. Any
time tu.s folks let us. we bor-
rowed theu rowbodt and
headed for Shark Island

to serve a helping of educa-
tion to youngsters at the
Someone Cares Soup Kltchen.

Knssy Ra1ger, a 15-year-old
volunteer who attended the
Someone Cares Soup Kitchen's
Tulonng Program volunteer
on entation Thursday. "I just
really want to make a differ-
ence in people's lives. I really
want to give.•

Together, which oversees the
Shalimar Leaming Center. are
coUaboraung to open a new
learning center at the kitchen

The new center was going
to be called the Someone
Cares Learrung Center but has
been renamed the Soup
Kitchen's Tutoring Program.

Westside students in first
Uuough 12th grades, and the
Someone Cares Learning
Center wtll follow the same
routine. Sdld Laura Johnson,
executive di.rector of Shalimar.

and we will have an arts day
and a cultural day with music
or painUng, • said Johnson,
who will also be the executive
director of the new learning
center. "We will pattern that
alter Shalimar. The only dif-
ference will be the fact that
the kids are going to be fed at
the soup kitchen.•
The soup kitchen plaTIS to
greet the children with a snack
when they arrive after school
and to send them off with a
sack meal when their home·
work is done, she said.
Merle Hatleberg, founder
of the soup kitchen, said she
thinks the two organizations
will work well together to help
reach children on the north
side of 18th Street.
"The kids that can't get to
the Shalimar Leaming Center
will have a very easy time to
get here.• she said. "The mam
reason we have so many peo-
ple that come to the soup
kitchen to eat is because of a
lack of education. If we can
educate the children, maybe
we can break the cycle."
The learning center IS aim-
ing to attract 80 volwiteers and
is planning to serve 35 chil-
dren initially, Johnson said.
Aside from searchmg for
volunteers, learning center
staff members are trying to
gather books. paper, pencils
and other suppltes so it may
spend the next week getting
the center set up, she said.
"The students are corning,•
Johnson said. "They will be
here Feb. 26, and we will be
ready.•
Krissy Ra1ger certainly
seemed prepared Thursday.
"I've always been interest-
ed in volunteering an~ have
through school, but haven't
found the right place to vol-
urtteer mysell, • she said. "I'm
going to try this out because
I'm interested in the different
variety of people they have
come in, and 1 think it would
be g reat to have such an
impact on little kids.•

cent. We made notes of the
eggs, their colors and the
types of birds attached to
each type of egg. We never
touched a Uung.
The birds, however, were
not receptive to us. innocent
or otherwise. They would fly
around making little worried
noises. then suddenly there
would be a screech, and
they'd dive bomb us. lflStead
of actually hitting us, just
before crashing into our
heads, they'd drop a full
dose of bird poop on our
heads, then veer off. We'd
come home looking like
those guano-covered 1Slands
off the coast of Clule.
Those shore buds must
have..put out the word
because since then 1 have
been the target more times
than I can remember.
One day back in the
1930s, I was the only one
out at San Onofre. There I
sat on my redwood and bal·
sa board, miles of empty
ocean all around. A sea gull
got me right on the head. U I
go to the beach today, it's
like I'm wearing a bull's eye.
It doesn't matter how many
other people are there. how
closely we're crowded
together, I'm the one the sea
gull hits.
It even affected my love
life. When I was in college, I
was t.al.lµog to a 91fl I was ,
interested in. She was sittmg
in her car, and 1 had my foot
on the running board wtth a
book balanced on my knee.
A bird Oew over, said, •Ah,
there's Gardner,• and let
loose. This particular bud
wasn't qwle as expert as
some of his fellow birds. He
rrussed my head and tut the
book. and bud poop
splashed all over the 91fl's
face. End of romance.
So when I hear a Dock of
birds ltke that, I hedd for the
house.
To my amazement, I
found out later that there
actually is a Dock of parrots
in Corona deJ Mar. I don't
know if parrots converse
wtth sea gulls. They may
JUSt have been saymg, ·Hey,
there's some great peaches
on the Jones' tree,• but Wlth
my luck, they were saymg.

I t all began with a restroom -
or rather the lack of one
· When Starbucks Coffee Co.
officials open ed their first
Newport Beach store on East
Coast Highway in 1992, the city's
planners had only a vague idea
about what to expect.
Folks at City Hall envisioned a
kind of takeout coffee bar, where
people would drop in for a quick
shot of caffeine and be on their
way. An employee restroom in the
back of the storage room seemed
appropriate for those few coffee-
induced emergencies.
Keep in mind, at the time, just
Corona del Mar businesses
continue to grow, but that
growth is pressing the seams
of the community
165 or so Starbucks stores existed,
and they were clustered mautly in
the Pacific Northwest. Starbucks
-and the coffee craze it was part
of -would have m ade good stock
speculation but little else.
So the Coron~ del Mar outlet
became one of the first 10 stores
that opened in Califorrna. By last
year, the state alone was dotted
w ith more than 500 stores.
Worldwide, the company operates
about 3,300 coffee places.
A nd it hasn 't been alone.

places opened near Starbucks at
the com er of East Coast Highway
and Goldenrod Avenue Recently.

began to fill up the corner and
spend more time hanging out. With
that came natural human urges
Starbucks, concerned for the safe-
ty of both customers and employ-
ees, closed the store's restroom for
pubhc use. Then the other coffee
shops, which did include restrooms
for patrons, began experienang a
stream of pressed coffee funs from
across the street.

and Stripes and the reasoning
behind the reverence.
There is meaning behind the
nag's three colors, the children
were told: red for courage, white
for lJberty and blue for loyalty. Stu-
dents also learned that the seven
red stnpes and the six white ones
stood for the 13 original colorues of
the United States.
Students watched and listened
intently as Lions C lub members

explained how the appearance of
the flag that was flown in 1775,
with its British flag in the comer to
show ties to the mother country,
was altered over the years to
become the flag flown today.
In a show of proper respect for
the flag, the Costa Mesa Fire
Department Color Guard present-
ed the flag.
When the men marched in, chil-
dren stood. Some covered their
hearts. One student, Spencer Lind-
say, 7, cupped his right hand over
his eye in an attempt at a salute.
It seemed an amazingly patnot-
ic reaction, until the ne~t segment
of the assembly.
It seems it was one of severdl
songs children had 1¥ffied for tht'
occasion. One after another, chil-
dren sang patriotic songs accom-
panied by their music teacher on
the piano.
As children filed out, each wds
given his or her own small flag dnd

when I heard a bunch of
birds squawking. U I hadn't
known better, I would have
sworn it was a bilnch of par-
rots. I didn't walt to identify
the birds, though. I ran
immediately in the house for salety. ·
It may seem strange to be
so caubous, but birds have it
in for me.
It all started back in the
1920s when I was a little kid
living in Balboa. I had a
friend named Albert
Spencer and we were both
interested in shorebirds. Any
time tus folks let us, we bor-
rowed their rowboat and
headed for Shark Island.
This was long before the
area was dredged and mis-

Kitchen's Tutoring Program.

greet the children with a snack
when they arrive after school
and to send them off with a
sack meal when their home-

will work well together to help
reach children on the north
side of 18th Street.
"The kids that can't get to
the Shalimar Leaming Center
will have a very easy time to
get here," she said. "The main
reason we have so many peo-
ple that come to the soup
kitchen to eat is because of a
lack of education. If we can
educate the children, maybe
we can break the cycle."
The learning center is aim-
ing to attract 80 volunteers and
is planning to serve 35 chil-
dren initially, Johnson said.
Aside from searching for
volunteers, learning center
staff members are trying to
gather books, paper, pencils
and other supplies so it may
spend the next week getting
the center set up, she said.
"The students are coming,"
Johnson said. "They will be
here Feb. 26, a nd we will be
ready.•

The birds, however, were
not receptive lo us, innocent
or otherwise. They would fly
around making little woqied
noises, then suddenly there
would be a screech, and
they'd dive bomb us. Instead
of actually hitting us, just
before crashing intQ qur
beads, they'd drop a tw1
dose of bird poop on our
heads, then veer off. ,We'd
come home looking like
those guano-covered 1Slands
off the coast of Chile
Those shore birds must
have put out the word
because since then I have
been the target more times
than I can remember.
One day back in the
1930s, I was the only one
out at San Onofre. 'fhere I
sat on my redwood and bal-
sa board, miles . .of empty
ocean all arouptl. A sea gull
got me right on the head. lf I
go to the beach today, it's
like I'm w.earing a bull's eye.
It doesn1t matter how many
• other people are there, how
closely we're crowded
together, I'm the one the sea
gull hits.
It even affected my Jove
life, When I was in college, I
was talking to a girl I was
interested in. She was sitting
in her car, and I had my foot
on the running board with a
book balanced on my knee.
A bird flew over, said, •Ah,
there's Gardner,• and let
loose. This particular bird
wasn't quite as expert as
some of his fellow birds. HP
missed my bead and hit the
.book. and bird poop
sp,lashed all over the girl's
face. End of romance.
So when I hear a flock of
birds like that, I head for thf>
house.
To my amazement, 1
found out later that there
actually is a flock of parrots
in Corona qlel Mar. I don't
know if parrots ~nverse
with sea gulls. They may
just have been saymg. "Hey,
there's some great peaches
on the Jones' tree," but w1th
my luck, they were saying,
·Let's get Gardner.·

and academic help for
Westside students in first
through 12th grades, and the
Someone Cares Learning
Center will follow the same
routine, said Laura Johnson,
executive director of Shalimar.
"We're going to be helping
the kids with their homework,
and we will have an arts day
and a cultural day with music
or painting," said Johnson,
who will also be the executive
director of the new learning
center. "We will pattern that

the remodeled cafe will include

of the project would send to

session on guidelines for
Greenlight. the city's new slow-
growth law, Glover voiced her
concern that Newport Beach
might not be as open to busi-

businesses and treat them with

A SHARED RESPONSIBILITY
The fact that Corona del
Mar has a parking problem
was one thing everyone at the
meeting agreed on.

der some responsibillty,
because city officials had
allowed more and more shops
and restaurants lo open along
East Coast Highway.
"Somehow we've all
helped this situation come
along,• said Don Glasgow, the
chairman of Corona del Mar's
business improvement disbict.
"We've got to get in there
and figure out what we're
doing,· he said. "We togeth-
er helped create the problem.·
Cool said last week that he
wanted to work with other
business owners to figure out
possible parking deals.
Another solution might be to
change street sweeping times
along the high.way's side
streets from morning to after-
noon, thereby adding more
parking spaces during rush
hour.
But several days after coun-
cil members had made their
decision on the store. Cool
said he still wasn't sure what
conditions he had to fulfill.
With $50,000 already spent
on leasing the empty store
next door for the past year (a
makeshift restroom already
exists there for Starbucks cus-
tomers) and a proposed
$150,000 renovation, Cool said
company executives might not
approve the deal it city offi-
cials could revoke the permit
after an annual review.
Cool also complained that
he'd discovered several other
restaurants in the city that
didn't provide restrooms to its
customers.
"We're the ones that the
city seems to be going after,·
he said.
But city officials said this
was simply the way things
worked.
"There's no way that city
staff can be aware of 100% of
what's going on out there,·
said Assistant City Manager
Sharon Wood. "When we
become aware, it's our duty
to deal with u. •

Some in Corona del Mar
say that solving the area's
parking problem was one of
the most pressing issues in
the area.
Edward Selich, the chair
of the city's Planning
Commission, also coordinates
a plan to bring the highway
under city control. Vision
2004, as the project is known,
plans to turn Corona del
Mar's main traffic artery into
a pedestrian-oriented shop-
ping and dining area.
While Selich said the
group's efforts focused on dis-
cussions with Caltrans about
the transfer of control. he said
that •once we get further
along, we're jumping head
over heels into a parking pro-
gram.
"To a large degree. we're
a victim of our own success,•
Selich said, adding that only
an areawide parking district
or parking authority could
solve the problem.
"We can't expect to solve
Corona del Mar's parking
problem on a business-by-
business basis,• he said.
Wood said the Vision 2004
project, which includes resi-
dents and business owners,
would probably be the best
way to address the issue.
"It is a problem that is
common in any kind of down-
town setting,• she said,
adding that business owners
across the haibor on Balboa
Peninsuld were "just dying
to have some business come
down there.·
Now that Corona del Mar
has become a shopping and
dining destination, it is find-
ing that it traded one set or
challenges for another.
"Wben (an arna) takes off,
it snowballs,· she said. "It's
gotten successful, and there's
a need to deal with that
success.·

museum to this day and is the
first large-format film to be
inducted into the film archives

You.· I came up with a plan.
When the board reVlSes its book
policy, perhaps they will adopt 1t.
At one point in lustory, Amenca
bad a drug problem. The presi-
dent decided to take drastic mea-
sures to immediately eradicate
the pr;oblern He appomted a :
drug czar to get Amenca back on
track and wm the Wdr on drugs.
What the dlstnct needs lS a
"values czar• The v<ilues czar
would review aJJ books used m
every dassroom. If the book con-
tained even one word that con-
flicted with certain value~. then it
would .not be approved (i.e.
banned) from use by aJJ students
in the classroom. Because
approving such boo~ would act
as a message thdt the district
gave such words its stamp of
approval, the CZdf would be justi-
fied in his or her ban.
There are two methods the
czar could use to deode which
books would rwt meet the
approval l.lst. One would be to
poll all parents m the district ·
about thw values and what they
consider controversial. U any
book contaulS a subject that even
one parent finds controveJ'Slal or
against bis or her values, then
that book would not be
approved. It would not matter
whether the book condemns or
approves of the behavior or
value, the mere mention of such
a subject would excise its use.
1llis method would cut way
down on distnct expenses: We
wouldn't have any books.
Because there are parents who
value Chinese or Arabic charac-
ters over those used to write
English, even alphabet books
could not be approved.
A more sensible approach is to
choose one person's values and
judge the approval of aJJ books
by that person. U books con-
tained words about a subject that
didn't agree with the czar's val·
ues, they would not be approved.
The rest of the books would get
the district's stamp of approval,
and those values would be pro-
moted at school. The passing of
values to children would be
taken away from their parents
and put in the hands of the val-
ues czar.
After some thought about
whose values r agree with the
most and think should be fol-
lowed if there could only be one
set of values for all 20,000 stu-
dents, J pick mine. So. I volunteer
to be the school district's first val-
ues czar. I am not in favor of vio-
lence. I think our schools and
society are way too violent So
any book that mentions.assaults
and batteries Is out History
books and novels that mention
· wars are out Any reference to a
weapon tn the book means it is
banned. Books about contact
sports or that mention contact
sports are out Books where a
friend shoves a friend are out.
I favor rad.al equality, and U
we keep our 5tudents tn a bub-
ble; maybe they will value tt too.
So, any boOb that mention slav·
ery, bnperlelilm or even suggest

Over New Year's dild again
from Feb. 5 to 9, I was a patient in
the Cardiac Care Unit. l was hav-
ing severe problems with my heart
and kidneys.
I was deeply touched by the
story. And to see one of my dar-
ling, caring nurses, Josie Lo Coco,
in the photo with that story melted
my heart.
During my time in the Cardiac
Care Unit, I was attended by so
many RNs, charge nurses, order-
lies and support staff that it was
impossible to learn all thel!
names. However, all of them were
outstanding m the ir care for me.
Without exception all brought a
warm aura of light mto the room
as they entered, smiling and
greeting me by name.
!They were! efficient to the nth
deqree, very careful or how they
worked on me, all the while giv-
ing me encouragement and confi-
dence that all would be OK.
So many of them hugged and
kissed me on the forehead or
cheek (I am 87 years o~ge dnd
felt like a grandpa to them, I
guess). Holding my hand while
they gave me mstructions was so
warm and confidence-bwlding m
my time of worry d.Od stress.

Dear Allan Roeder:
As a citizen of Costa Mesa, I
want to express my outrage at
the way Mayor Libby Cowan 1s
handling her duties as mayor of
this city. I believe that her
actions at City Council meetings
bring discredit to her office, to
the council and to citizens of this
city.
I am hearing citizens referring
to Cowan as "Queen Cowan,•
"Lib Libby,· "Extremist Libby.·
"Secret Agenda Libby" and
"lron Hearted Libby." l cannot
remember, ui all my years in this
city, when a new mayor has
been perceived as being so
wrong for this city.
J have also observed Cowan
being openly rude to Council-
man Chris Steel, who. to his
credit. does not publicly return
her rudeness. J am sure that
Cowan is counting on his good
manners. How terrible to thlnlc
that Gary Monahan had to give
up his time just to let Steel have
the time that was his to begin
with.
The mayor wasn't even mar-
ginally polite when my husband,
Campbell David.son, was put for-
ward for the Planning Commis-
sion (Peb. 5). I received a num-
ber of calls after I came home
that night, and many more (later
ont. (1 also receivedJ about 10 (e-
mails), all expressing outrage at
the contemptuous bobavior of
Mayor Cowan.

ln our city, the office of mayor
is largely ceremonial and Cowan
was not elected to that position.
Mayoral perks come from the
agreement of her-fellow council
members, who expect that they
will, in their time, get a chance
to be mayor for a year. Tius,
except for the term of office, is
the way it's always been m Cos-
ta Mesa, as far as I know.
However. in the past, mayors
had the good grace and manners
to not act like dictators, and they
would defer to the public and
the council.
Cowan appears to·think that
she owns this city. Cowan has
gone so far as to tell citizens who
dedic~te their free time to help·
ing improve Costa Mesa that
they should move to some other
dty lf they don't like the crime
and other problems here. It
appears that Cowan w1Shes to
make •her ctty• into some sort of
penna.nent slum.
One woman was in tears after
a council meeting. It was her
fir5t foray into any sort of publac
speaking, and she came forward
to tell the City Counctl about her
concerns with the closing of the
Ice Chalet. It was also the hrst
for many young people from the
Ice Chalet. These people were
unsophisticated in the ways of
government and only knew that
the Ice Chalet was being closed
down.
They didn't know what to do,
so they went before the City
Council m an attempt, grasping
at straws, to save something that
they consider very unportant.
When you are m trouble, you
automatically go for help.
Our mayor's sarcasm hurt new
young lives and older ones
Many told me afterward that
they felt embarrassed at the
harsh treatment they received.
There is a lot of talk about a
recall, and it's not from me or
any of my groups. lf Cowan is
cunous about Uus. she need only
read some of the mall that I
understand Roeder gets, on th.ls
subject.
I have been told that •recalls
never work•; however, Cowan is
making so many people angry
that it might not be difficult to
get them to sign a recall petition,
shoutd one be arculated.
Many citizens I've talked to
feel that Mayor Cowan is the
wrong person to be mayor of thls
city and that she is causing
•Costa Mesa to get a bad
reputation.•

Sea Kings' Coach John Vargas
said he was pretty happy with the
team's 16-0 first-round trouncing of
Cypress Friday. But he expects a
tougher test from the Orange League
champion Wildcats.
"Hopefully, we can build from that
(Cypress) game,· Vargas said. "I
think we have some momentum
going now. The biggest Uung for us,
is to think when we're playing and
have a plan. If we're thinking and
playing with discipline, we should
play well.•
The Paofic Coast League tri-cham-
pions are paced by sophomores
Danielle Carlson (73 goals and 78 steals)
and Christina Hewko (53 gOdl.s and 97
steals). Carlson had four goals agairlSt

The Sea View League champion
Sailors, coached by Bill Barnett and
Brian Kreutzkamp, are led by Junior
Katherine Belden, a second-team All-
CIF selection a year ago who started
for the CIF championship team as a
freshman.
Belden increased her team-high
goal total to 52 with a team-best four
goals against Esperanza. She also
leads the team with 31 assists and
around 80 steals.
Senior Jenna Booth has 48 goals
and 26 assists for the Sailors. Senior
goalie Heather Deyden anchors the
Harbor defense.
Should the Tars get past El Toro,
which they defeated, 6-3, in a non·
league game Jan. 5 at Newport Har-
bor, they would meet either No. 2-
seeded Santa Margarita (18-7) or Los
Alamitos (20-9) in Friday's semifinal.
The first Newport-El Toro meeting
was tied, 2-2, at halftime . Newport
forged a 3-2 lead heading into the
final penod, before pulling away with
what both coaches deemed superior
depth and condltioning.
Veteran El Toro Coach Don Stoll,
however, figures to have hts Chargers
in top shape for today's rematch.
