No question who Costa

the March 7 primary election.
Snowden is good friends
with Arizona Sen. John
McCain. The two met some
years back at a ceremony

name of fonner Newport

reportedly a big fan of the

Snowden said he hopes the

Macquarie
Island
..
~~ • Editor's note: This is the second In a five-part
series on OCC's Alaska Eagle's 2,300-mile journey
from Tasmania to New Zealand.
Jan. 18, 54 South 161 East aboard
Alaska Eagle:
I t's a beautiful day in the Southern
Ocean, with a 30-knot southwesterly
pushing us through big lumpy, seas
toward the Auckland Islands 100 miles
away. Alaska Eagle is running along at
a steady 10 knots with a reefed main,
staysail and small jib topsail out on the
pole.
We spent the last two days anchored
off the research
station at Sub-
. antarctic Mac-
quarie Jsland,
where we were
the first yacht to
vislt in more than three years. Soon after
we dropped anchor we were invited to
dinner and mot on shore by Louise,
leader of the 40-person stalf of the Aus-
tralian National Antarctic Research
Expedition.
It turned out that Louise and several
other station members were keen sailors
and enjoyed seeing Alaska Eagle sail
past in gusty conditions before we
dropped anchor.
Dinner at the station's comfortable
dining hut was full of good food and
conversation. We enjoyed learning
about the interesting research being
conducted on the island's flora, fauna,
and geology. It was great to meet 40 sci-
entists and graduate students who
couldn't be happier with their sell-
imposed enle at one of the world's
remotest islands. We discovered that
Macquarie, now a World Heritage site,
is an exceptional island.
..
A lone sentinel in the Southern
Ocean, Macquarie lies 900 miles south
of Tasmania in the path of the West
Drift, on the edge of the Antarctic Con-
vergence Zone. Eighteen miles long by
three miles wide, the island runs north
and soutli, presenting a slender ban'ier
against the westerly storms that march
relentlessly around the world. The only
other places that share the same latitude
are Cape Hom and South Georgia
Island. The weather is wet, windy, and
cold year-round, with a mean tempera-
ture of 40 degrees. Ram falls about 25
days a month and strong winds are
recorded 22 days a month.
Parks and Wildlile Service met nine of
us on the beach for a rugged 15 mile
hike. We hiked up to the island's 1,200
foot plateau, down to a research hut at
spectacular Bauer Bay on the West
Coast, then back over the top of the
island to Sandy Bay, home to a huge
Penguin rookery.
The Macquarie Nature Reserve is
home to nullions of Kmg, Royal, Centoo
and Rockhopper penguins. Thousands
of huge sea elephants and fur seals also
inhabit the island's narrow rocky beach-
es and tussock grasslands. Along with
68 other species or buds, the endan-
gered Wandering Albatross nests along
the island's steep coastal slopes.
From Sandy Bay, we spent an incredi-
ble two hours wallang back to the
research station through thousands of
penguins and giant sea elephants.
Against the steep cl.ifCs overhead, Alba-
trosses and Skuas roamed the sky. We
arrived back tired, but on schedule for a
roasted lamb dinner at the station, this
time with linen tablecloths and candle-
light. Between the incredible pristine
beauty of the island and tho quality of
life of its human inhabitants, it was easy
to see why the Macquane Islanders
wished to stay beyond thcrr allotted 13
month tours of duty.
The morning following our dinner
ashore provided unusual weather: light
winds and sunshine. It was good hiking
weather, and Alaska Eagle rode easily in
the exposed anchorage at Buckles Bay.
Keith and Kerri of the Tasmaruan
One day of good weather is ull one
can hope for at 54 degrees south. By the
time dinner was finished, a rain-filled,

THE HARBOR COLUMN
Bureaucracy
makes dredging
more· difficult
Anyway you slice it, committing a crime
is wrong. Whether it's stealing candy
or robbing a bank, different levels of
punishment 9fe ad.mirustered when caught
However, there are times when the pun-
ishment is out of balance with the crime.
There are several residents of Newport
Beach who are experiencng this problem.
Are they perpetrators, living daily with the
premeditated thought of harming others? Or
are they victims being punished for some-
thing they didn't cause, create or deserve?
Gary and Cheryl Shepherd live on New-
port Island.
They purchased their house because it
bas a boat dock to accommodate their Skip-
jack-26. Their gangway extends approxi-
mately 10·feet from the bulkhead and sits
atop their dock. 1Wo pilings hold the dock in
place that is of course until there's a low tide.
Wben the tide is low, their dock sits on top
of sand, sludge, beer cans and just about
everything else that flows into our harbor as
a result of rain run off. As the dock bangs up
and down on this buildup of sand at low tide,
the pilings and supports break under all the
twisting.
However, there is a sunple solution. All
that is needed to resolve Uus minor dilemma
is to sunply dredge the years of sludge
buildup, a process that would take approxi-
mately one-half hour.
So what's the problem? The problem is
you have to get a permit from the California
Coastal Commission. Because there is eel-
grass growing under the Shepherd's dock,
even if the commission granted them a per-
mit to dredge, they would have to agree to
transplant the grass.
•01<, we'll transplant the grass so give us
the permit,• Shepherd said to the commission.
-It's just not that easy, accordJng to the
Coastal Commission, as it also requires envi-
ronmental impact reports; marine life impact
studies; inspections; layouts and designs;
underwater topography surveys; forms filled
out; permits; applications; postings; hearings;
and of course, the permit fee.
Folks, we're talking about dredging sludge
beret An area or approximately 20 feet by 3
feet and 1-foot deep -smelly sludge, old dia-
per's, tin cans and other Jwllc that Dows into
our pleasure pond. The Shepherds are not
killing dolphins, harpooning whales or dump-
ing sewage into the bay; they're just bred of
those costly repairs because of what's been
dropped off in back of their house.
I'm certainly not opposed to a government
agency overseeing an action that could
cause hann to otlr harbor. But the Shepherds
are trying to clean it up -not damage Ltl
Even after you file the appropriate applica-
tions, the commisSion is in no hurry to review
the issue. It takes weeks and months before
the application is even acknowledged.

So the art has to be accei;-
s1ble, but not too accc sible.
Challenging, but not too
challenging. At the end of
the night, the art has to mat-
ter to the people who make
tho effort to see it, or they
won't be corrung back.
Por Michele Roberge,
0Xf!CUtive director or the
Balboa Pertorming Arts
Theatre Foundation, these
kinds of questions aren't .
just some abstract consider-
ation. They're what will
determine whether the dri·
ve to restore the theater will
succeed or fail.
Roberge said she tries to
sell potential donors on "the .
entire concept" of the the·
ater, emphas1zmg what will
be different enough and new
enough about it to attract an
interested audience. '
The theater can offer a
unique expenence, she said,
because at 350 seats it pro-
vtdes a more intimate envi-
ronment for plays and per·
formances than can be found
elsewhere.
And hopefully that dngle
will be compelling to people
Wlth deep pockets, because
the theater's small size dlso
means that its ability to gen-
era.le revenue from the box
office is limited. Like the bal-
let and the opera, the theater
will need to drum up money
from somewhere else.
"Ticket prices will never
