"It's called "player hospitality,' where you kind of
have to see yourself as a customer service person,"
Kahal said. "The players need to depend on someone
to have their questions answered and their n~s taken

"We are the middle men between the corporations

Coast got unfair treatment in editorial
T he Newport Coast Committee of 2000
was truly disdppointed by your editorial
of Feb. 12 I" Newport Coast should calm
the waters"). It demonstrdted d misunder-
standing of the history between Newport
Coast residents and the oly and an inade-
quate understanding of the issues.
The editol'iaJ sta ted that the "single biggest
snag"' m the annexallo~ negotiations was "the
Coast residents' desire for tax relief.• This is
inaccurate. In two years of negotiations, both
City Managers Kevin Murphy and Homer
Bludau, along with Assistant City Manager
Dave Kiff repeatedly assured us that the city
would use all the Irvine Ranch Water District
settlement proceeds for reducing assessment
district taxes in the Newport Coast.
Just three months ago, Bludau and Kiff
prepared a proposal showing 80% going to
the Newport Coast and 20% going to the city.
1Tue, one of our originclJ goals was tax reduc-
. tion, but only if it still pro-
RE BUTTAL vided the city w:lth excess
tax revenue. This could be
· used to fix the city's exist-
ing and aging intraslruc-
ture. Early on, the city told us it could not sup-
port a rebate denved from excess tax revenue.]<
Consequently, the city offered to use all the
water distnct settlement proceeds to reduce
our assessment district taxes.
Both sides always referred to this arrange-
ment as a "win-win" situation -the Newp<irt
Coast would get some much-needed tax relief
and the aty would get some much-ifeeded tax
revenue. Agam, this idea was the city's pro-
posal, not ours.
DON UACH I DAllY PILOT
The dty of Newport Beach ts iii the process of trying to annex Newport Coas't.
Where does this information appear in any
of the Daily Pilot's i,uticles or editorials? City
officials have acknowledged that our tax struc·
· ture is lughly meqwtable, and have recog-
nized that it should find a way to address the
inequities. Our tax bills contain $170 million of
assessment district bonds, and approximately
$30 million in Mello-Roos taxes, which were
predicated upon projections for student popu-
lation figures into the Newport-Mesa Unified
School District that have never materialized,
and whlch were overstated by about 400%.
There are also water district taxes, and
recently it has been suggested that the New-
port Coast be included in the general obliga-
tion bond that is belng proposed by the New-
port-Mesa (hsmct. In reality; the biggest snag
m the negotiations was Kevin Murphy's depar·
ture, which caused Dave K.lff and the City
Council to suspend our talks for four to five
months'unW a new!c1ty manager was hired
and new coWlcil members were elected. When
we finally resumed talks. the aty decided to
disregard all of our previously agreed upon
pomts, to wtthdraw all of its offers and to
return the negotiations back to square one. We
had negotiated in good faith and had reached
the pomt where we felt a deal was imminent.
None of these "snags" was our doing. lt was
unfair for the Daily Pilot to pin any delay on
Newport Coast residents. Elsewhere, the editor-
ial again unlarrly and incorrectly stated, "it
seemed as though the Newport Coast residents'
high demands could never be met." What
"high demands" were beUlg referred to? We
never placed any demands whatsoever on the
city. l lowever, il you are referring to the $25
million from the water district deal this was
never our demand, but rather lt was the city's
offer, which we think the aty should honor.
You then characterized our response to the
settlement simply as a demand that the city
"give (us) all the money. • and continued
with, ·nus has been a consistent attitude.
While city offlaals work to meet thelJI
demands, the residents often refuse to budge
at all." This is pure fiction. We have never
refused to budgE> and have always been
extremely flexible in the negotiations. In an
Oct. 22 letter, Bludau thanked us for our
"patience and cooperation."
Finally, your editorial suggested that $11
million of the $25 million should be used to
pay off an existing water bond used for a l'f ewport Beach ground water project. First, as
Kiff can attest, in more than two years of nego-
tiations, the city never advanced this position.
Second, money spent on the ground water
pFOJect bond already provides Qenefits to exist-
ing res.idents of the city of Newport Beach. It
· provides cheaper water to them by recharging
the city's wells, thus alleviating the need to
purchase much more expensive water from
the Metropolitan Water Distnct.
Some of this water project money was spent
30 years ago for eqwpment whose useful life
has exptred. However, If any sizable amount of
money was spent 30 years ago m anticipation
of annexation, then we must question the
planrung competence of the city. Remember,
the contractual agreements between the city
and the water distnct (leading to the recent
settlement) were signed in 1972 and 1973 (28
and 27 years ago, respectively) and anticipat·
ed that if annexation ever occurred, 1t would
take place in the far distant future.
ConsequenUy, it ts illogical to argue that ·
Newport Coast residents should compensate
the city for money spent on water facilities
prior to the 1972 and 1973 agreements, which
are now defunct.
Moreover. the editorial's premise that New-
port Coast residents should pay for water facil-
ities even though the city will not be providing
water and sewer service to Ule Newport Coast
is equally illogical Usually, people pay for
something that they get rather than something
that they do not get. There was never any
guarantee that annexation would ever occur,
so for the oty to have allegedly spent money
in antJcipabon of It -30 years too soon -just >
does not make sense. nus argument, which
the editorial so naively advdnces. is nothing
short or revis1omst history.
Someone has come up with qwte a creative
posibon that, in all probability, lacks any factual
support. The Daily Pilot should hdve dSked the
city how could there hdve been two years of
intensive dlScuss1ons with our commJttee, yet
reimbursement for oversize Wdter facilities was
never menllonE>d? This strikes us dS extremely
suspioous. The hrst b.rne our committee ever
heard of t1us concept was in your editon.al.
Concerning annexation. it is true that the
aty can annex around the current residents of
the Newport Coast and keep.all the money.
However, this would Violate verbal and wti.t-
ten assurances given to us by the city that it
would not attempt a hostile annexation.
Jn the previously mentioned letter of Oct.
20, Bludau ~lated, "I wanted to pass along
my pledge that the city will not complete ..
the proposed reorgd.mzabon .. unbl tlus term
sheet is agreed to by both parties. In other
words .. we wiU wait unttl the Newport
Coast Committee of 2000 and the city have
come to an dgreement on our outstanding
lssues. • Of course, city officials did not offer
a copy of this lPtter to the Daily Pilot,
because to do so would make them look like
the bad guys, rather than the Newport Coast
residents who, unfortunately, received the
unfdir treatment in your edilonaJ.

DAILY PILOT
COSTA MESA -The Estancia
High boys soccer bandwagon is fill-
ing up fast; so fast, the school was
Mtempting to create more seating
when the second-seeded Eagles (18-
1-1) host lh:ird-seeded St. Francis
(23-4-3) in today's CJF Southern Sec-
tion Division IV semifinal at 3 p.m.
"(Principal) Tom Antal was saying
something about us having to get
more bleachers ·out there,• said
Estancia Coach Steve Crenshaw,
after spectators lined the home side-
line from goal line to goal line for Fri-
day's 7-0 quarterfinal trouncing of
visiting Santa Ynez.. "
Estancia boys athletic director
Tim Parsel said there will be at least
six bleachers set up for today's
match, double the normal total.
''It was pretty packed,• said Cren-
shaw, who expects an even bigger
turnout when bis Pacific Coast League
champions put their 15-game winning
streak on the line. It's the Eagles' first .
trip to the semifinals since wi.rµring the
section .2-A crown in 1985. ·
"There seems to be a lot of excite-
ment at school
about soccer.
Teachers, admin·
istrators, students
and athletes from
other sports have
been talking to
our guys, telling
the111-they're
ex?:ited about our
success."
St. Francis, the
Mission League
Esaul Mendoza champion, is the
latest threat to the
Estancia excitement, which has
included outscoring teams 113-11.
mcla'ding 20-2 in three playoff games.
The La Canada-based Golden
Knights have outscored three playoff
foes, 11-1. Coach Glen Appels'
squad defeated Gabrielino, 3-0 in the
first round, then knocked off Yucca
Valley, 4-1. in the second round.
They defeated Santa Paula, 4-0, in
Friday's quarterfinal.
St. FranciS, which won the section
Division III crown in 1996, is paced
by forward Ryan Shaw, whose 22
goals this season match the school
single-season record he set last year.
Senior forward Phil Weinberg is
also a consistent threat for today's vis-
itors, wh~ have received strong scor-
mg punch lately from Daniel Marco.
Marco had two goals against Santa
Paula and most of his eight goals
have come late in the campaign.
Shaw has signed with Lqyola
Marymount University, according to
Crenshaw, who said the Lions are
also recruiting Estancia keeper
I hJario Arriaga.
Arriaga has helped the Eagles
record 13 shutouts, but most of his time
is spent observing a dominant Eagle
offense, paced by senior forwards
Esaul Mendoza and Cesar Terrones.
Mendoza's team-high 42 goals
indude back-to-back hat tricks, after a
two-goal output in the playoff opener.
Terrones, a second-team All-CIF
performer as a junior and a four-year
standout, has 31 goals, including one
in each of the last two wins.
Senior Irving Islas has three playoff
goals, while Freddy Murillo (two), Juan
z.arate, Omar Navarrete, John Alderete,
Jorge Lopez and Martin Sanchez have
also been part of the nine-player post·
sedSOn scoring brigade.
Estancia led only 1-0 at halftime
against Santa Ynez, but exploded in
the second half to advance.
"I think we were a little anxious
and it took a little while ror us to get
settled down," Crenshaw said. "San-
ta Ynez wru;n't a bad team and they
kept com1ng at 415. But the bottom
line is, we're in such great condition,
our style of play wore them down. It's
happened over dnd over again this
season Ml' nerves are usually a mess
until we get our fourth goal. Then, I
know wbcH's coming: the gang's
ready to start feeding.".
Crenshaw said his players will not
be distracted by being one victory
away from a trip to Saturday's chcUn-
pionship match.
"Our guys aren't giddy or any-
thing," Crenshaw said. "They're
realistic and focused. We're the only

N1WPORT BEACH -Lanny Wadkins
arned a reputation for being a ·
gunslinger and fierce competitor on the
PGA Tour, and he apparently has no intention
to change that in his first year on the Senior
PGA Tour.
'One of three marquee •rookies" on this

to learn about new cities and golf courses, feels
he's anything but a roo~e.

As former major -·

Isn't that amazing what he can do?"
Abbott, who played in the event's Monday
Celebrity Pro-Am, is Jong removed from the
daily press conference of 1989, when he broke
into the big leagues with the Angels without
having served a day in the minors, and, of
course, without a right hand.
An inspiration to thousands of handicapped
children during bis baseball career, Abbott
quickly became a .media darling and fan
favorite.
"That's a quiet part of my career," Abbott
said of his ability to succeed in baseball,
despite being born without a right hand. "At
least for me, I gained a lot of satisfaction from
seeing the ki,ds. My career was enriched a lot
because of the kids I saw along the way."
Abbott, who has lived lo the Newport Beach
area since his rookie campaign with the
Angels, made people almost forget about his
missing right hand when he pitched. In 1991,
Abbott posted an 18-11 record for the Angels
with a 2.89 earned-run average in 243 innings
pitched -his best year.
Noted for his. incredible ability to transfer
the baseball and glove with his left hand while
fielding bis position on the mound, Abbott will
perhaps be remembered most for throwing a
no-hitter with the New York Yankees and
being on the mound in the championship
game of the 1988 Olympic Games as the U.S.
clinched the gold medal.
These days, the retired Abbott, who swings ·
a golf club as well as any celebrity or amateur
in Monday's pro-am, is enjoying a quieter life
with his family.
, "Since leaving the game last year, I've been
spending more ti.me with my family and enjoy-
