didn't look that great at all.
But for the next seven days,
the manicured greens at New-
port Beach,.Country Club will
command the city's attention as
\he seventh annual Toshiba
Senior Classic golf tournament
returns to town. And if event

benefit the hospital have risen
ever since Hoag came on board
m 1998. That year, the hospital's
cancer center rei:etved
$700,001. In 1999, $828,500
went to Haag's heart institute.
The most recent tournament
raised more than $1 million,
breaking all records set by any
senior tour event before. Pro-
ceeds in 2001 will benefit Haag's
new Women's Pavilion, expect-
International Sports and
Event Marketmg, a since
defunct company, had set up a
nonprofit organizabon to orga-

More rain. The National Weath-
er Service says it's as simple as that.
The storm system hovering over
Southern California is expected to
continue until Thursday, with the
potential for hail, funnel clouds
and water spouts, said Don Whit-
low, meteorologist for the Nabonal
Weather Service. Thursday and
Friday should be partly cloudy,
with rain expected again for next
weekend. ·u·s (the rain) never going to
stop ,• Whitlow said. ·This is typi-
cal wintertime weather, and it will
probably begin to taper off around
the end of March, although the
rain may go through the beginning
of April and stay awhile."
The heavy rains over the week-
end didn't stop people from bike

focus on
city's future

an aging retail center with homes goes
before the public for the first time today
-but many residents have already tak-
en sides m what promises to be a lengthy
deba~ about the direction the aty IS
headed.
The plan would convert the rundown,
2.5-acre El 'Camino Shopping Center -
bordered by smgle-family homes. an
office building and apartments -into
stngle-faxruly houses.
The Planrung Commisslon IS scheduled
today to consider only a request to rezone
the property from neighborhood commer-
cial to medium-density residential, which
would allow the owners to build between
19 and 29 homes on the Slte.
The developer, El Camino Partners
LLC, has not submitted a ,specific plan,
and the design will depend on new resi-
dential development standards that the
city is workmg on.
The City Council on Tuesday voted to
extend a moratorium on new two-story,
single-family developments and second-
story addtt.Jons in all residential zones
throughout the city while it works on
those new codes.
The proposed revisions would require
bigger lots, larger dnveways, more off-
street parking, more landscaping and a
more extensive review process for new
developments and major remodels.
Final designs for the El Camino pro-
Ject will be reviewed by the Planning
Commission and the City Council after
the residential development standards
are approved.
But long before that point, neighbors
have already taken strong stances on
both sides of the issue.
Store owners. employees and cus-
tomers are dead set against the conver-
sion and Tuesday submitted a petition
signed by about 200 people opposed to
the project.

0 n the wall just outside Dennis
Kelly's office hangs a gigantic
map of the world. Usually the
marine science professor at Orange
Coast College brings his own stu-
dents there for some trying ques-
tions.
Sometimes, his #victims" are ran-
dom people passing by.
Kelly usually has two questions
for them.
"Where is the earth's longest
mountain range?" he asks. And
"where is the tallest mountain?" The
an.sWers in 95 % of all cases -the
Himalayas and Mount Everest -are
wrong.
The mid-ocean ridge stretches
46,000 miles around the globe, more
than four ti.mes the lengths of the
Andes, Rockies and Himalayas com-
bined. And counting the part that's
hidden under water, Hawaii's Mauna
Kea volcano rises 33,465 feet from
the ocean floor, beating Mount Ever-
est by 4,437 feet.
It's Kelly's way to get students
thl.nld.ng about his area of expertise,
much in the way his own interest in
dolphins helped spark people's will-
ingness to find out more about Kel-
ly's underwater world.
"You can be as excited about
bypothemlic circulation as you
want," he said. "You mention dol-

phins and you have (the students'!
attention."
Kelly began researching dolphins
almost a quarter-century ago. While
one scientific paper suggested m
1960 that maybe as many as 50 dol-
phins could inhabit Orange County's
shoreline, Kelly wantesf to find out
more.
He came up with a system to
track the animals and 37 boat sUI-
veys later, he and his students dts-
covered that between 89 and 137
dolphins called the area between
San Onofre and Seal Beach their
home.
Some aspects of his work
revealed worrying realities. Dead
dolphins found on the beach had
such high levels of toxins in their
bodies that a beach burial would
have amounted to a federal viola-
tion, he said.
"It would have been toxic waste,•
he said.
The Orange County Sanitation
District, which was looking for
ways to dump sewage into the
ocean, didn't particularly care for

include his findings in the distnct's
annual report never materialized,
he said.
Bl,lt Kelly also discovered more
joyful truths about the life of dol-
phins. After observing a dozen dol-
phin births over sever~ years, with
other dolphins surrounding the
mother-to-be in a circle for hours
before. a Laguna Beach woman
finally gave bim a video tape that
documented his sightings.
Recently, Kelly presented his fmd·
ings to fellow marine scientists at a
conference in Monterey.
And Kelly's admiration for the aru·
mals is still going strong.
Dolphins ·are the most speoal of
all mammals in my opinion,· he said
"They're still here and seem to be
doing well despite all the things that
we have been doing to thel.r environ-
ment in all the 52 years that I've
been alive.·
A few weeks from now, after he
marries psychologist Laurie Poore on
April 7, Kelly will get a chance to
observe dolphins someplace he's
never been.
The couple will spend their hon-
eymoon on the Greek island of
Crete.

never been east of zero longitude."

reason for their alarm.
A highway patrolman had
parked his motorcycle on the
freeway shoulder and was
barrelin~ down on us like

We scattered in about 10
different directions.
And while I would rather
not explain all the details of
that caper just now, let's just
say the result was, well,
bogus, dude. There were
interrogations, citations and
fines.
It was gnarly.
And what exactly was our
crime?
We were skateboarding.
Well, to be precise, we
were skateboarding in a
dried out drainage ditch that
sat about 50 feet from the
Santa Ana Freeway. Neatly
hidden by shrubs and vines,
it was the perfect little con-
crete wave for a band of
surf-starved kids who lived a
little too far inland to be at
the beach on a school day
afternoon.

bumps and scrapes from
falling off our boards, no one
ever really got hurt.
It was truly a harmless
activity, a victimless crime by
a bunch of teenagers looking
for a place to ride a skate-
board in a world that seemed
(and still seems) to want
nothing to do with them.
Twenty years later little has
changed.
Sure several cities have
skateboard parks. But many.
many more don't and don't
have any plans to.
And Costa Mesa city lead-
ers just threw awa.y a rare
chance -not to mention
nearly $43,000 in planning
and 10 years of debates -to
give some teenagers a safe
and free place to skateboard.

Let's just say, I'm not too
stoked about that.
I can attest that skate-
boarding is not a fad. It was a
popular sport in my day and
it continues to be with today's
young daredevils. These kids
deserve more from their city
leaders, who have decided to
tum this whole thing into a
political football game as far
as I can tell.
Former parks commish
Mike Scheafer, who resigned
his post because of an earller
skateboard park controversy,
put it best.
"They think of skate-
boarders, surfers and
teenage kids as being trou-
ble, which is really unfortu-
nate," he said.
I mean, what are they
womed about?
Do they think we'll
become an editor or some-
thing?

We in the newsroom are
rather impressed by the
Karen Robinson and Chris
Steel will ·headline• the
event by discussing their
experiences on the council so
fat and by answering ques-
tions from residents.
The second meeting,
scheduled for April 18, will
feature Counctlman Gary
Monahan. City Atty. Jerry
Scheer and City Manager
Allan Roeder. Former Mayor
three newest councilmen in
Newport Beach.
And no it's not just
because we endorsed them.
Though, we can pat our-
selves on the back a little for
that.
But it's clear to us that
Steve Bromberg, John Hef-
fernan and Gary Proctor
have brought a refreshing
new attitude th.at even seems
to have rubbed off on their
colleagues.
Tuke tor example the
recent brouhaha over
the city of Irvine pitchmg
its Great Park plan to New-
port-Mesa residents. The
trio, like many, expressed
outrage over that city target-
ing our residents Wlth its
propaganda.
But they also did some-
thing else. They vowed
to fight back with similar
tactics. .
That's a refreshing change
from the battle plans, or lack
thereof, that were put into
place during the fight over
Measure F. The local pro-El
Toro leaders at that rune
chose to pitch their message
in their own backyard.
instead of concentrat:wg on
the rest of the county. espe-
cially North County.
The result was a pre-
dictable victory here in New-
Joe Erickson will moderate
the second meeting.
Mayor Libby Cowan and
Vice Mayor Linda Ducon will
speak at the third meeting,
port-Mesa and a tesounding
loss at the polls in every oth-
er town from San Clemente
to Seal Beach.
So with the recent court
victory putting Measure F
in mothballs, the pro-airport
leaderslup would be wise
to heed the message of this
trio, take a page out of the
South1County playbook and
make the case as to why a
new airport is essenllaJ to
those outside the Newport-
Mesa borders.

the time has already come
for the Toshiba Senior Clas-
sic.

The Planning Commis-
sion is scheduled Monday
to consider a tentative
map for a cooperative
housing c*Velopment for
low-income families.
If it is approved, the
development. a collabora-
tion between Habitat for
Humanity of Orange
County and the city's
Redevelopment Agency,
will include the subdivision
of two Del Mar Avenue
lots into four.
The lots are owned by
the Redevelopment
Agency, and Habitat for
Humanity would select the
owners, who would be
required to fit affordability
restrictions and abide by
maintenance and occupan-
cy agreements.
Three houses ranging
from 2,859 square feet to
3,621 square feet will be
on three of the lots and
the remaining lot will be
used for a common drive-
way, guest parking spaces
and part of the front yard.
The project was
approved in a develop-
ment review June 22.

tion for girls who are antici-
pating the monetary squeeze
of starting college next year.
The Newport Beach chap-
ter of the National Charity
League is offering high school
senior girls in the Newport-
Mesa Unified School Oisbict
the financial edge of $500 to
$2,000 scholarships.
Providing scholarships to
young women who are prepar-
ing to head off to college or
vocational schools is a tradition
that the mother-daughter char-
ity organi7.Ation continues, and
continues to up the ante on.

at the Shalimar Leaming Cen-
ter and the Heritage House.
But a chunk is held out
each year to give to deserving
high school senior girls.
Scholarships are awarded
in $2,000 and $1,000 incre-
ments, with an occasional
$500 for a girl enrolling in a
commuruty college.

great pro coach (Mike Giddings)
and he ran things like a
professional system. He was the
conductor and he ran a tight
ship. but there weren't all these
athletes getting big salaries. It
was pure ly about the game,
purely about the experience and
socialization, which I think is a
tremendous part of team sports,
especially at that age.
