Greg Rlsllng DAILY PILOT NEWPORT BEACH -Unable to ground a ballot measure approved by voters Tuesday night, pro-airport lead- ers remained undeterred in their battle to promote an international airfield at El Toro. Opponents of Measure F, a ballot initiative t.Qat garnered 67% of the vote in the March 7 primary, said they will continue to send the same mes- sage to the public: an El Toro airport is needed to serve the county's booming population and will also serve as an economic benefit. "It's a bump in the road as far as we are concerned," said Dave Ellis, a con· sultant for the Newport Beach-based Airport Working Group. That's because the 55-year-old tap operator is a veteran pub man. Mackey, who runs the Harp Inn in Costa Mesa with his ~e. Patricia, has poured beer for 30 years. The Irishman called his bar ·a little bit of home away from home." Mackey brought the Irish tradition with him when he moved to Costa Mesa 20 years ago from Armagh, Ireland. The Harp 1nn is an homage to Irish tradition, said Mackey. Even its interior offers a glimpse of Irish history. A framed 1920s photograph of the late Irish Republican martyr, Michael Collins. hangs on a wall next to a colored draw- ing of Irish patriot Robert Emmet. Mackey once managed a social dub in Armagh before he moved to the Unit- ed States and settled in Orange County. •Apart from the longer days. I don't miss it too much,• Mackey explained in his heavy Irish accent. "Very few people like the Irish weather. It rains two times a week in lreland -once for three days Ge rry Mackey Ready to pour it on for St. Paddy's Day and once for four days.• HOME AWAY FROM HOME *Ceade Mile Faille" means a hun- dred thousand welcomes in Gaelic, Mackey said. Besides making sure the bar is always stocked with alcohol and supplies, Mackey's No. 1 priority at lhe Harp Inn is bis customers. Every morning he greets about a half-dozen regulars at 9 a.m. for a traditional lrtsh breakfast con- sisting of bacon, eggs and a meaty deli- cacy called "black and white pudding.• "I've had some of the same customers since day one,· Mackey mused. "Most of them are hard-working people who come to pubs for camaraderie. A pub is also like an extension of your living room; you feel at home. It's also your communication center, or your confes- sional." BEITER THAN THE REAL THING At the Harp Inn, the employees are as authentic as the imported beer. "People are always pleasantly sur- prised when they find out we're a real Irish pub," Mackey said. "Customers feel like they're getting real Irish hospitality.• Next week, the Harp Inn will cele- brate its 13th SL Patrick's Day. As with most years, crowds arrive early. By noon, there's usually a line out the door. Mackey said St. Patrick's Day is no different than other days; the pub's house band will play the some Irish music while the regulars sing along. Mackey just hopes he can accommodate everybody. "On St. Patrick's Day, everybody wants to be lrtsh." Mackey said. "If we rented the Orange County Performing Arts Center for the day, we still wouldn't have enough space to accommodate everybody.· -Story by Oaudia Figueroa; photo by Don Leach Hfgh school meets high fashion at Prom Prep 2000 I t's never too early to start planning for the prom. Equal Ska~eboards, a Newport Beath-based company, has developed a_ high-perfor- mance skateboard which is intended to help younger skaters execute trickS and flips like the big boys do. The secret solution: equipment that fits. The philosophy behind the smaller but perfectly proportioned skateboards is that children ages 4 to 12, who usually weigh between 75 to 120 pounds, cannot maneuver the bigger, heav- ier boards. · So that was the problem -the boards were too large. Right ... now 4-year- old skaters can go pro. FLOWERS IN BLOOM Construction just went commercial. NEWPORT BEACH-. The Dunes resort project has turned into an ice- berg for the Planning Commission and it could be another month before there is a vote on the mammoth proposal. •I think we're looking at the first meeting in April, assuming that we're completely satis- fied with everything, H said Planning Commis- sion Chairman Ed Selich. The delay could throw a wrench into the plans. Dunes proponents were hoping to get Planning Commission approval and then next month take it to the City Council. With a slow-growth measure pending for the fall ballot, the Dunes pro- J>.OSal risks becoming the main political target of Greenlight -the group of community activists who drafted the initiative. Although the corruiµs- sion will probably not make any decisions tonight, it will continue discussing the project. The $100-million pro- ject that was recently scaled down proposes 370 rooms and 75 time- share units. In addition. there will be 46,000 square feet of conference space, swimming pools, a health spa and restau- rants. Recent estimates have determined the pro- ject could bring in as much as $1.6 million in annual revenues to the city. Commissioners said the main reason this pro- ject is taking longer than most is its size and pro- posed location. next to the ecologically sensitive Newport Bay. A number of local environmentalists are concerned about pro- tecting the b.ay and oppose the project. The resort would tow- er over other comparable lQc'al hotels, such as the 285-room Four Seasons and the 2.50-room Mar- riott. Moreover, there are also surrounding resi- dents and ever-present traffic concerns to consid- er. •Tue reason why this is taking so long is that this is such an important piece of property," Selich said. ·1 want to be dam sure we do what's right here." The commission's next step is to vote on the ade- quacy of the project's environmental report, Selich said. Commission- ers also must provide pro- ponents with feedback on the new scaled-down version of the resort. To give the panel a better understanding of the resort's new size, hotel proponents this week put up 23 giant bal- loons. However, because of recent weather condi- tions, the St,500-a-day Ooating indicators were difficult to read. •J saw the belloons," Selicb said. •Tuey gave you an indication of where the high points of the building were. n.y·,. not as good as do6ng story poles, but it'I bud for a building that. big.· . . Danette Goulet DAILY P!LOT NEwPORT-ME$A School officials Wednesday said the failure of state Proposition 26 is not an omen for their own bond measure. California voters deter- mined in Tuesday's primary election that they don't want -to mak~ it easier for school bonds to pass. Prop. 26 would have reduced the two-thirds voting requirements for school bonds to a simple majority. But the Newport-Mesa Unified School District - which will ask local voters to approve a $110-million school bond in a June 6 spe- cial ballot -always intended to go after a • two-thirds majority, said school board member Martha Fluor. "I'm disappointed, but it's not preventing me from being optimistic,• said Fluor. •Regardless il it was 50% or two-thirds, we're committed to a bond. I'm still optimistic that !voters) see what needs to be done.· School board member Wendy Leece, a conserva- tive. said she was not clisap- ;pointed by the outcome of the vote. Despite her support of the multimillion-dollar bond for Newport-Mesa, Leece adamantly opposed making it easier to raise '· property taxes, saying that U taxpayers·were going to fork over the money, they should overwhelmingly agree to a school bond measure. "Failure of Prop 26 means that we must win over many more neighbors, friends, par- ents and other elected offi- cials,• Leece said. The mon~y would be used to fix all 29 of Newport-Mesa's crumbling schools. ~ When the ooard vot~d tQ ' put the bond measure befoce voters, they w~re prepared for Prop. 26 -regardless of the outcome. ·we planned our election for a two-thirds vote," said Supt. Robert Barbot. "When we--planned, we went ahead with the expectation that if. (Prop.) 26 passed, we would be ready. But we are also ready for two-thirds. For once, I think we covered the bases.· The statewide proposition narrowly failed, with 51 % of California voters opposed to it. Disappoin.ted or not, school bond proponents will forge ahead with their plans for the June vote. · "Yes, it will take a lot of time to persuade others, but the need is dear," Leece s~id'i •At the end of the day on June 6, many people, a two- thirds majority, must agrde with us. It essentially will. require two- thirds voter approval before new airports, hazardous waste landfills or jails are built near homes -although the logistics of bow it will work in terms of the El Toro planning process already underway have yet to be detennined. Measure F opponents are argqi.ng ~at its passage does not halt the county's plan· Ding process set forth by a previously approved initia- tive. Measure A, which zoned the property for avia- tion at El Toro, was narrowly approved by voters in 1994. Measure F was the anti- airport camp's attempt at cre- ating a mechanism to get rid of the $2.9-billion El Toro air- port project for good, as sup- port for the facility has never come close to reaching a two-thirds majority in the county. However, • pro-airport supervisors have indicated that voters could face yet another measure in Novem- ber to gverturn Measure F. "l would expect there will be a new measure, but I wish there wasn'V' said Peggy Ducey, executive director of the Orange County Re gional Airport Authority, which met Wednesday night to discuss the next course of action. "The question is, where do we go from here?" An environmental impact report on the Er Toro airj>ort was released in December an(l is currently receiving comments from the public. County supervisors plan to vote on the report in June. . •we are still on schedule and operate under Measure A,,• sa,id Supervisor Jim Silva. Despite the •business as usual" statements, however, the legal complexity of Mea- sure F bas temporarily mud.- died El Toro's planninq pic- ture. Many observers expect uie measure will be picked apart in court, although it Ms been challenged unsuccess- fully several times by airport boosters. Representatives from Newport Beach-based pro-El Toro groups said Wednesday that they plan to file paperwork opposing the measure. "We'll certainly be one of the plaintiffs,• said Bruce Nestande, chairman of Citi- zens for Jobs and the Econo- my. "We will probably sub- mit our case in the next sev- eral days.• Nestande is encouraged by the concern of an Orange County judge who earlier questioned if the measure would violate the state con- stitution. He believes the two-thirds majority approval issue will be thrown out because it Daily Pilot can't be appll0$1 to land-use islUes, according to the state constitution. But if the El Toro plan is scrapped, Nestande and others say it will leave open the possibility for John Wayne Airport to be expand- ed with only a majority vote. Although the measure passed easily, no one believes the airport fight is over. While South County residents revel in their land- slide victory, they don't plan to ease off the pedal Meg Waters, · spokes- woman for the El Toro Reuse Planning Authority, Said the organization will continue to promote alternatives to the airport. Advertisements tout- ing the non-aviation •Millen- nium Plan" will be seen by residents on television and in ·mailers. "This isn't over by any means: Waters said. ·w e are happy with the outcome, but also realize there is a long road ahead." Supervisor Tom Wilson, who represents Newport Beach and South County, said he's not sure where the issue will go from here, but warned his colleagues on the> county board lo find out how their constituents voted on Measll!e P before promising an airport at El Toro. ·Perhaps there were folki. ih their own districts who overwhelmingly voted for F,' Wilson said. I I Daily Pilot LANDSLIDE CONTINUED FROM A 1 ,characterized the results of tllat election as a •major loss• for South County and assumed the· anti-airport contingent would face an •uphill battle.• Even Clarence Turner, the 'former Newport mayor considered the city's airport ·guru, said confidentlyatthe time, ·u we play our cards .. right, I think we've won this one.•. .. • What happened over the coW'Se of 1999 that caused a reversal in momentum and the resulting change in pub- lic opinion? Insiders say there were inherent flaws working against the pro-airport group. First, South County produced a well-crafted ini- tiative -one that dealt not only with the airport debate but played to the general anti-government sentiment sweeping through· the coun- ty. . . •1 think it was a referen- dum on the county planning process, and the question is, where do we go from here and how do we make that change?• asked Peggy Ducey, executive director of the Orange County Region- al Airport Authority. Secondly, there was a clear. lack of leadership, direction and cohesiveness on the pro-airport front. •The pro-airport people. didn't do a good job of com- muni~ating the benefits of ~the airport,• said political consultant Eileen Padberg. "They have to go back to the drawing board and come up with a clear, con- sistent message of why the airport is a good thing." Padberg added that momentum was lost when voters were assaulted with varying concerns from two groups -the Airport Work- ing Group and the George Argyros-founded Citizens for Jobs and the Economy. Although three county supervisors, a large section of Newport-Mesa and some North County cities support an airport at El Toro, there appears to be an army with- out a general. •vou can't have all of these groups giving differ- . ent statements on a · daily · ,basis," she said. •Jt's too 'confusing and doesn't make sense. There needs to be one group driving the bus." Observers also point to the critical move made by the Newport Beach City Council last year. The coun- cil terminated the contracts of several El Toro airport consultants -what had been its •£1 Toro Task Force• -and put its weight behind organizations such as the Airport Working Group, believing group leaders would present a comprehensive and detailed plan to voters. ·we had a strategy and the machinery got disman- tled for political reasons,• said Tom Edwards, former mayor and longtime airport activist. ·Clarence Turner predicted this exact thing two years ago when the city changed its course. He pre- dicted it to a ·v· But City Council mem- bers defended their past decisions. In fact, Councilwoman Norma Glover said it was the focus on the task force that put the city behind in the fight. •They spent a year putting together a flawed plan a.nd we got way behind,• she said. ·we lost one year in the battle and it's really bard to play catch- up.• Mayor John Noyes also stood behind the council's decision to give lts money to the different organizations. •we've got grass-roots organizations out there and they know what they are doing." he said. •The coun· ty should be driving the train. I think we're on the right track.• · Councilman Dennis O'Neil added that no matter what the coundl did. tt couldn't spend public moo· ., on the campUgn, •Y· wey. Airport proponents .clmit ..., may Deed to retldnk ......... ....,. but don't ... .., ..., .... ..., ........ .,.,., ..... .. pro-airport camp will have to look closely at why Mea- sure F passed and make the necesscuy adjustments. •1 believe that the project can be packaged for a vote of the people and, at the same time, in a way that l~ts people know wh,at they gain and lose if it does or doesn't pass,• Ducey said. •1 think there's a way to do it.. South County offieials, who oppose an El Toro air- port, also sense that New- port Beach has Jost the ed~e it once had. · The El Toro Reuse Plan- ning Authority, a coalition of South County. cities fighting the airport, has reached out to the Newport-Mesa com- munity, saying both areas should work together to prevent El Toro and an expansion at John Wayne Airport. Local officials haven't accepted the offer. In the nieantime, some South County folks said the pro-airport group may have lost ground they can't recover. · *I don't think they have a lot of cards left in their deck,• said Meg Waters, a spokeswoman for the reuse group. *A lot of cities in North County oppose John Wa~e·s expansion and stand at the side with New- port Beach. What I found was Haute Cakes Ca1fe, a charming, if somewhat bidden, coffee shop serving wonderful baked goods, breakfast entrees and specialty sand- wiches. · Haute Cakes is the brain- child of Paul Taddeo, who started the restaurant 10 years ago. Back then, Paul was making desserts and . distributing them to local restaurants and bakeries. Then he decided to open a place to sell his creations to the public, topped with an espresso or cappuccino. The menu gradually expanded as egg ~hes, pancakes and lunch sand- wiches were added. Today' Haute Cakes serves break- fast and lunch daily. Located in a rear court- yard in an upscale strip mall, the eatery is all but invisible from the street. This tucked- away spot provides a quiet. secluded setting, especially when diners can e nj oy the outdoor tables in warmer weather. I would have preferred it with- out the olives -they didn't go well with the fruit -but otherwise it's a tasty combi- nation. Among the grilled chofc- es, the vegetable salad ($8.25) tops greens with grilled zut.chini. squash, egg- plant, peppers and aspara- gus, seasoned lightly with a tangy balsamic vinaigrette. The creative sandwich selection is also divided into two categories: also bot and cold. Tuna-and chicken-sal- ad sandwiches are on the menu ($6195). but the actual recipe changes on a daily basis -ask your server how it's being prepared. One of my favorites is the brie baguette sandwich ($6.50), which balances creamy brie with a tomato- basil mixture ahd some chopped spinach, all drizzled with more of the, balsamic vinaigrette. , Occasionally the chefs can get a bit too creative for their own good, as with the smoked turkey sandwich ($7 .25) offered as a special. The hµ'key was moist and had a nice smoky flavor, and lettuce, tomato and a nice , blue-cheese mayonnaise .. 1 accompanied il. But the'addi- ti.on of avocado slices Was super0uou5; the avocado fla~ vor was overpowered by the blue cheese and smoky meat. More on the mark is the grilled chicken sandwich ($6.25). The chicken is cooked just right, not dry, and topped with roasted peppers, goat cheese, lettuce and tomatoes. It's served on a crusty baguette with just the right amount of tangy Dijon mustdrd. Of course, there are plen- ty of desserts here -after all, that's how the place got started. The selection of cream puffs, cookies and other pastries is too large to list here, but don't miss the chocolate chip espresso cooldes. A bite of one of these 'babies will keep you moving for the rest of the . afternoon. In addition to espresso drinks and hot and iced teas, Haute Cakes also offers a variety of beers and wines by the glass. Haute Cakes serves up a creative menu for an enjoy- able, leisurely breakfast or lunch. From now on I'm stay- ing away from the big rigs and following the Suburbans and Expeditions, because the morns are certainly clued in on the best places for a quality meal in a comfortable setting. • STEPHEN SANTACROCE's dining reviews appear every other Thun. day. Thursday, Morch 9, 2000 AJS Tbne to regroup on El Toro · airport plan N ow what? Measure F, the clever initia- tive designed to derail plans for an airport at the shuttered El Toro Marine Corps base, passed Tuesday in a landslide. If the measure withstands a court test, no airport can be built in Orange County without two-thirds voter approval -an unlikely scenario at best. El Toro backers -perhaps a bit woozy from Measti.re F's 2-to-1 margin of victory -don't seem to find the vote significant.
