I t's going on 90 years now since
Joseph Beek first came to the city
to pay for college by selling lots
on Balboa Island.
Since then -1913 -hiS family
name has been intertwined with
Newport Harbor. Beek founded the
Balboa Island Ferry, fought attempts
to open the harbor for commercial
use and at some point chaired a citi-
zen's harbor committee that secured
federal funds to develop the
harbor. -
Seymour Beek is helping
to maintain the character
of the Newport Harbor. It's

has changed here since the elder
Beek died in 1968. Since retiring
from his work as a program manager
al Ford Aerospace 10 years ago,
Beek has served as the ferry's presi-
dent.
"If there's no planning, marine
business just disappears,• he said,
adding that developers are more
likely to turn the valuable waterfront
lots into upscale homes. •u you let that go unchecked, you
lose all the marine business.• he
said. •And that would ultimately
change the character of the harbor •
Along with adding the harbor ele-
ment to the general plan -while
city officials weren't sure if this
would be a first in the hation, they

The latter role's not the only
way in which Beek's son, Sey-
mour, has followed in his
father's footsteps. As the chair-
man or the city's ad hoc harbor
committee, the younger Beek
has helped draft a so-called
harbor and bay element for
Newport Beach's general plan,
which serves as a visionary
road map for the city's future.
H People tend to forget that the
said they had not come across a
similar document anywhere
else -the committee has also
proposed the establishment or a
harbor commission, which
would function in an advisory
way similar to the city's arts,
planning and parks, beach and
recreation commissions.

Preserving the diverse uses
of the bay, harbor and shore-
line, maintaining and improv-
ing public access to the harbor
and walerfronl areas, and
improving water quality are
among the gocils of the pro-
posed addition to the general
plan. Once the public hearing
process on the document gets
under way, City Council members
could approve the addition by this
summer, dty officials say.

adding another body to the
city's bureaucracy. But after a

said that he felt more comfort-

For Beek, a simple reason
called for the birth of a corrurus·

Get to the Newport Pier early

sale at McFadden Squa/e, an

S arah Markel is hoping
to get a ca.11 from you
this week.
AB the program director
for the HOST'S re_ading pro-

Costa Mesa •. sl>.e's hoping
, that you will decide'to
become A mentor to a young
. elementary student eager to

It just takeS an hour a week.
In fact, starting today, vol·
·unteers are being sought to
help children read at Whitti-
er, Pomona and Wilson
schools and at the new Shall·
mar Lean\ing Center that is
now sharing a roof with the
Someone Cares Soup
Kitchen on 19th Street.
"We have 80 children in
the program right now,"
Markel said.
Because of a lack of vol-
unteers, each mentor is
assigned to two children per
" hour, she said.
"I need about 60 more,"
she said. "My goal is to be
able to say to every child,
•yes you have a mentor.'
That's what it boils down to.•
If you wind up calling Sarah
or the literacy leaders at the
other schools, let me just tell
you now~ you won't regret it.
How do I know that, you
ask? Because of a young
man named Rogelio.
Rogelio hailed from
Cuemevaca, Mexieo. At 22,
he and his young wife were
struggling to make ends
meet, he making a touch over
minimum wage in a Hunting-
ton Beach factory and his
wife making about the same
at a fast;-food burger joint.

help him learn English .
It was a long and some-
times painful process.
And I say I was lucky
because as time went 6n it
became one of the most grat-
ifying moments of my life to
see Rogelio~ reading skills
slowly improve.
Rogelio became someone
who I looked forward to see-
ing each week. We would
-laugh together when I'd try
to explain some of the com-
plexities of the English lan-
guage that he struggled with
and even I didn't understand.
I regret that I was not able
to help Rogelio very long. A
change in my job hours caused
me to fuse touch with him.
But the short time that I
work:ed with him taught m~
probably much more than I
was able to teach Rogelio.
That is, how much this jour-
nalist takes for granted the
power of the written word.
So think about it.

On the par-4 ttUh hole, Stockton, a
notoriously great putter, missed a
five-foot birdie putt attempt, then
missed his putt coming back for par.
By three-putting the hole, Stockton
knocked himself out of contention.
Those two strokes cost him dearly,
because he finished at 9-under 204.
