A coalition of environmental groups
has itemized its ideas about how the
state should proceed on Crystal Cove in
a "statement of principles· released
To help shoulder the cost of
restoring the historic cottages at
Crystal Cove, Joan Irvine Smith has
proposed an annual painting contest
·and fund-raiser. •
Smith said she is in the process of
organizing the event, stheduled for
June, which would bring painters
from the plein air movement to

competed in an air race
around the Hawaiian Islands
that raises money for the
state's Make-a-Wish Founda·
tion ..
The event, now in Its third

Town Center project and a revision of the oty's
massage ordinance.
The council approved the South Coast Plaza
Partners' and the Orange County Perfonrung
Arts Center's sections of a project to transform
South Coast Metro Ullo a pedestnan-onented
cultural arts district.
The counaJ postponed a deas1on on the
portion of the complex pertauung to Common-
wealth Partners LLC. wtuch would tnclude the
Isamu Noguchi Califorrua Sculpture Garden.

committed supporters, organizers announced
a complete lineup of more than 150 interna-
tional films, shorts and a seminar senes for
the festival, planned for March 29 through
April 5.

S he created the characters, and
the students got lost in their
lives for a while.
Marilyn Gould, author of several
books about preteens for preteens,
visited Davis Elementary School in
Costa Mesa on Monday to-share her
experiences with students.
Sh e told the group of sixth-grade
girb who sat gathered around her
the good, the bad and the tedious
aspects of being an author.
· "I told them I've had 10 [boOks)
published -after writing 150,"
Gould said, explaining that she did
not relay this to discourage but so
they would understand what went
into writing books.
She explained that sometimes
making a book work took work.
"I had to go see for myself, so I
couJd pick out the words,· she tolq
students as she explained her
research field trips to the pigeon
races in Mexico and the extravagant
Bunker Hills Towers.
The world of an author. as Gould
described it, was not quite' what the
11-year-old girls were expecting.
But they did appreciate the hon-
esty and reality of Gould's books.

lives,• said Maiissa Arellano, 11.
One of the student's favorite
books is •Xavier's Promise,· the sto-
ry of a boy from Tijuana who crosses
the border without papers and strug-
gles to get by.
Another popular book, "Graffiti
Wi~ut." is set in the garment dis-
trict in LQ.s Angeles.
It is ~ proximity to what they
know that is the biggest draw for
young readers.
Much of her books are in Spanish
and English -depending on who is
speaking.

more at home,· said Claudia Cam-
pos, 11 , of the diversity of the books.

learned when we were
Newport Beach lifeguards.
There were only three regular
guards in those days: Al Irwin
or one of the Johnson boys at
Newport; Marco Anich al
Balboa; and "Tarzan" Smith,
who lived in a cave off of Big
Corona beach. The rest of us
clustered around the Balboa
Fire Station, waiting for Frank
Crocker, the fire chief, to
check out the surf and the
crowds.
And so it was that one

from his examination of the

to go out on the jetty. so we.
had no tourists to pick off.
~That didn't slow Gillis. "Let's
have some tun,· he said. He
rowed around the jetty. wait-
ed for the right wave, then

Nicholas Ziener
Nicholas Ziener, a former
Costa Mesa Chamber of
Commerce executive manag-
er, died of .qatural causes Sat-
urday in Santa Maria. He was
99.

From that moment, I stood
in awe of Gillis' ability to han-
dle a dory. Of course, as the
son of a fisherman, he had
been handling dories since he
was a child.
When I got to know him, I
found out that he had fished
for halibut in Alaska, drag-
ging in h~ge fish all day long.
Then he worked the mouth of
the Columbia River and
earned a Columbia River
Mate's license, no small
everything that happened to
make the city such a success,·

His friends and family say
they will remember him more
for his personality
than his accomplish-
ments.
"Nick was the most
optimistic person I
ever met and the most
honest-to-gosh per-.
son," Wilson said.

along, he went into the Navy
and was immediately put on
a UDT (Underwater Demoli-
tion Team), the most danger-
ous job there was. His team
did the Mediterranean land-
ing in France.
After the war. we renewed Q~friendship and began to
go to the same parties. Gillis
was immensely powerful.
and for some reason. he
always wanted to be sure
that I met everyone at a par-
ty. So he would sort of tuck
_me under his arm and drag me around. As the night

bully problem
I wrote the following column about bul-
lies before there was more carnage on a
high schgol campus close to home, in San
Diego County's city of Santee. It could just
have easily been here. News reports said
a 15-year-old who was cohStantly picked
on and called a freak, dork and nerd,
allegedly decided to take a gun to campus
and shoot people. On Monday, that ls
what he did. I'm sure there was a zero-tol-
erance pellcy agwnst weapons at that
school, and It didn't stop the bullets frorri
piercing students and staff. It's time to ,
stop thinking that a law or policy will save.
our kids from harm. The time to stop bul-
lying is in elementary school, so that a1
frustrated student won't decide he has had
enough bullying and seek a permanent
solution for his tormentors.
I don't like bullies.
Bullies have been around since
before I have. When I tell people that I
wnte a colwnn about
educational issues,
many of them relate to
me the terrible time
they had in school
under the reign ofter-
ror of a bully.
Harry Potter even
has to clash with a
bully and his goons at
Hogwarts School.
Last year, after a
student ended up in
the hospital at the
hands of a bully and
the student witnesses
took a vow of silence,
parents had had
enough. They wanted

the terror to end. After a few meetings, the
district decided to form a Bully Committee,
made up of parents, teachers and adminis-
trators from throughout the district. They
even got information from New Zealand on
the issue.
So, on Feb. 27, the board held its first
reading to include a ban on "bullying" in
its zero-tolerance policy.
Ironically, it was just days after the
ltmerican Bar Assn. called for the end of
zero-tolerance policies across the country.
The association is not in favor of weapons,
drugs or alcohol at school. The assOciation
is also not in favor of a blanket policy that
does not take into.account any of the cir-
cumstances surrounding the incident or the
background of the individual.
We are the first distrtct, apparently, to
consider adding #intimidation• into its
zero-tolerance policy. So, maybe we will be
the first district to be in a lawsuit about the
legality of it. The policy will now include
language that states, "The district will not
tolerate any gestures, comments, threats or
actions, either written, verbal or physical,
which cause or threaten to cause or are
likely to cause bodily harm. personal
degradation or disgrace."
The punishments can include expulsion,
suspension or transfer (apparently perma-
nently, instead of for 90 days).
Does this mean it's been OK to be a bul·
ly on campus up until the bully zero-toler-
ance policy gets passed? No. The education
code prohibits such activity. The penal
code makes it" a crime to push or hit some.

them or assault them. U we have bullies on
campus doing that stuff, why don't we
arrest them?
The problem isn't that we need a new
rule or policy. We have plenty of rules, laws
and policies already. The problem ls to
change the mind-set of the students at
school who let bullying extst. Most bullies
say they start by the time they are in third
grade. So, we can't wait until seventh
grade to deal ~th the issue. The bully
threatens and intimidates off campus as
well as on. Unless the student can fly to
school, a bully policy on campus won't pro-
tect them elsewhere.
Do we instruct our kids to look the other
way when the bully is after his victim? Or,
do we tell ow kids to unite and tell the bul·
ly to leave all of the kids alone? Do we try
to make changes through peer assistance
programs and counseling? Do we ask if bis
parents at home are bullying the bully?
Hu be learned at home that fists work bet-
ter than words?
A poUcy never protected anyone. It's the
people who enforce the policy who make it
work. For bully bebavtor to be eradicated,
the entorcen can't always be the adults.
Let'• not lmtltute the bully zero-tolerance
policy but tmtMd find a more effective
way to haft kldl stand up against the bully

Recently, we have noted
the rather proper concern
with the insidious pollu-
tion of the beaches in the Hunt-
ington and Newport beach
regions. We now read of o!fidal
concern about surface runoff
from inland and the in-depth
studies of aged plwnbing sys-
tems which appear to be
responsible for contaminating
the ocean adjacent to these
attractive cities. It appears that
drltconian measures are being
seriously considered to ensure
that nary a cigarette butt will
ever sully the sanctified waters.

Bay organization -to file a
lawsuit against the Irvine Ranch
Water District to halt its nefari-
ous plans to actually start filling
the San Joaquin reservoir with

demand. No adequate site, other
than Bl Toro, was found.
At its Feb. 26 meeting, the El
Toro Rense Planning Authority vot-
ed 11 to 0 to revoke its support for
continuing Wgbt restrictions at
John Wayne Airport.
However, apparently, if all plans
to use El Toro for a commerda.l air-
port would be canceled, they
would support the restrictions at
John Wayne.

"I look at all the gate receipts,
the exchanged coupons and
badges counted and count the peo-
ple we had on the shuttle buses,
then look at cash receipts on food
sales, make sure every-
thing gels, then evaluate
everything and arrive at
a number,· he said. ·1

Purser said if the Toshiba
Senior Cassie was held later in
March the event would draw
85,000 to 90,000 people and raise

case the weather stayed dry.
·I know these people go to
church, and a lot of the m don't come
out until 12:30 (p.m.) or 1 o'dc;v:k. so I
said no (to the tour),• said Purser, who
looked like a genius. "The tour offi-
cials were supportive (of the decision
to stay on schedule). I told them, "I
don't think (the rain) is coming. I'm
rolling the dice ...
Last year, when the final Toshiba
round was rained out and Allen
Doyle was crowned champion of a
36-hole tournament, folks were giv-
ing Purser their sympathy. But he
didn't want it.
"It's my job --you deal with ·(a
final-round cancellation) and move
on. I'm not emotionally involved like
a lot of people who support the tour-
nament,• Purser said. "The people I
felt bad for last year were the spon-
sors and fans, the peopJe who bought
five-mile (radJus), and one touched
down a hcill-rrule away. We had hos-
pitality tents under water. So what
happened last year wasn't that bad."

start to finish to win both the 200
free ( l :57 .63) and 100 butterfly
(1 :02.09).
A lighter moment occurred dur-
ing the 100 breaststroke event.
Arrow was one of thtee girls who
did not hear the opening horn and
stayed on the blocks for three extra
seconds. Upon jumping into the
pool, she hesitated once more
before finaUy taking off.
Despite the two setbacks, she
still caught up to the others and
won the race, but the teams agreed
to race the event again following
the 400 free relay.
On the second try. Anow shot
through the water and blew away
the rest of the pack, winning in
1:09.34, nearly 13 seconds better
than runner-up and teammate Nic-
k1 Probert (1 :22.45).
