NEWPORT BEAC H -When Jo
Bessell learned last year that her
Domingo Drive apartment had been
sold, she knew her rent would
increase. Over the 28-plus years that
she's lived in her two-bedroom
abode, Bessell's rent had steadily
climbed from $275 to $1 ,160 per
month.
But then Bessell's new landlord
informed her that he would tack on
another $465 lo her monthly bill,

paying less than the going market
rate.

Memories of surfing and sliding a t the j etty

THE VERDIO
0 nee upon a time it seemed
like I kept my whole calen-
dar in my head. Now, il I
don't immediately write down some-
thing it's gone from my memory.
Some uninformed observers might
attribute this to advancing age. I
attribute it to a game we played in
my youth.
Prior to 1927, going in or out of
the harbor could be treacherous.
The west jetty was in deplorable
shape, and there was no east (Coro-
na del Mar) jetty. Boats overturned,
people drowned. Then in 1928, the
city engineer deeded to make it
safer and built the concrete portion
of the east jetty. Sadly for his en91-
neenng. this didn't do much to
make the harbor mouth safer for
boats, but it Wds great for the surf. ll
made big waves out of little waves
and monsters out of big waves. As
the surf hit the end of the concrete 1t
wouJd curl off into fantastic shapes.
Board surfers w orked off the end
of the jetty, riding clear across the
harbor mouth. For body surfers, the
waves rolled dlong the jetty, holdmg
a perpetudl shoulder All you had to
do was dlve mto the water dl the
end of the jetty, get mto a wave. and
take an 800·foot nde. At the end of
the ride you would climb up on the
jetty via a cham ladder, run back to
the end of the Jetty, dive in and
repeat the p,roccss.
It wasn't these two actJV1ties that
contnbuted to my forgeUulness,
however. The deck of lhe concrete

More areas are under consideration for redevelopment
• Costa Mesa Redevelopment Agency considers six

COSTA MESA -The City
Council, acting as the city's Rede·
velopment Agency, voted Monday
to consider adding sl.x areas outside
of the Wettslde to a proposed rede·
veJopment study. •
•J'm interested in getting infor-
mation on a lot of areas of the city,
not just the Westside,• Council-
woman Karen Roblnlon said at the
meeting. ·1 woWd like to see other

The agency was scheduled to
decide whether to approve a study
to determine whether seven W est-
side areas qualify for redovelop-
ment, as well as to list tho cos ..
and benefits of redeveloping each
area.
The agency ded.ded to include
the neighborhoods at Mission Drive
and Mendoza Drive, Filmore Way
and Coolidge Avenue, Joann
Street. WUton Street and Canyon
Drive, Placentia Avenue to Estancia
High School and t,l)e north end of
19th Street. ·
City staff will map out the addi-
llonal areas before the Apnl 9
meebng, when the Redevelopment
Agency is scheduled 'o deode
whether to approve the study.
Redevelopment, expected to
take at least a year if it is ultimately
approved, could involve tho oty
u ing the area's prope~ taxes to
improve the area or '-king land
using eminent domain.
Laws governing' eminent
domain, the city's right to take pos-
session of land, would require the
dty to reimburse property owners
and relocate occupants.

arees must be c6nsidered physical·

mended that vutually all commer-

School board to
name manag_er for
campus repairs
On The
AGENDA
GRfENUGHT GUIDELINES
Council members will
discuss a new draft policfy
prepared by City Atty. Bob
Burnham that would
define certain aspects of
the slow-growth Green-
light Jaw. Approved by .vot-
ers last November, the law
requires a citywide yote on
any development that
allows an increase of more
than 100 peak-hour car
trips or dwelling units or
40,000 square feet over the
general plan allowance.
The draft policy includes
definitions for Hfloor area"
and "peak-hour trips" and
sets Dec. 15, 2001 as the
law's starting date.
wti.t to expect: Coun-
cH members are expected
to approve the guidelines.
ARTS AND
EDUCATIO~ CENTER
Coundl members will
discuss a controversial pro-
posal for an arts and edu-
cation center to be built -0n
open space behind the
city's central library. The
S12-milllon project would
use about 3.5 acres of a
12.S-acre lot to build a 400-
seat auditorium as well as
classrooms.
What to expect: Coun-
cil members are expected
to decide whether they are
willing to consider using
the land for such a center.

RIVERBOAT RESTAURANT
Council members will
consider an appeal by resi-
dents against a Feb. 8 deci-
sion by planning commis-
ON THE COUNCIL
sioners to allow outdoor
dining on the boat's bo.w
and stern decks. Commis-
sioners extended a tempo-
rary permit until August to
give the restaurant owners
a chance to install plexi-
glass sound walls on the
decks and determine
whether this would stop
noise complaints. Membe~
of the Linda Isle Communi-
ty Assn. are now asking
council members to over-
rule the decision,
What to expect Coun-
cil members can either fol-
low recommendations from
city officials and uphold the
commission's decision, or
modify the commission's
decision and grant the
appeal and end the tempo-
rary permit.

The housing seC'tion of
Newport Beach's generdl

The time frame for a pro-

ence. Because of the highly armed
police presence in the tounst d1Stnct,
1t was my instant lmpress1on that this
is where the community perceived
there was the most danger and I bet-
ter be on my guard at all tunes.
By having a police officer on cam-
pus, have we told the kids that we
think the place we send them every
day ls so unsafe that we have to have
an officer on-site to protect them?
Are we telling them that we've
d one such a bad job of raising them,
that their fellow students may commit
a violent airne against them at any
moment? U that ls the case, then our
schools have truly failed us.

Dtstrict's zero-tolerance

far. I support the district's cur-
rent policy -I've said so pub-
licly -but the language of the
proposed revision is too broad,
overreaching, open to subjective
interpretation and possibly rais·
es free speech issues.
The proposed policy stales:
·Tue District will not tolerate
any gestures, comments, threats
or actions, either written, verbal
or physicaJ, wtuch cause or
threaten to cause or are likely to

The language of the pro-

that the interpretation and

be uniform across the district.

The answer is not, as some
suggest, because another stu·

bullied them. It is because sod~
ety has betrayed them and
shown them little or no respect.
The tragic result is that some
have not learned to respect soci-
