That's what Newport Beach's early morning beachgoers could see in the future if city officials decide to acquire a sand-stamping machine. Already m sel'Vlce on sevc>ral New Jersey beaches, the device consists of a barrel that gets dragged behind beach-cleaning machines. A rubber mat stdmps images, such as the dolphins, into the sand as the barrel rotdtes. The images are stamped on the sand for a reason. Cities that have already begun stamping their beaches have seen their litter volume drop by up lo 20%, said officials for Support-a- Beach, the New Jersey-based com- pany that produces the machines. The messages in the sand rerrund people that someone has to pick their trash and encourage beachgoers to ·• collect 1t rather than simply leaving 1l m the sand, said Patnck Don, a spokesman for Support-a-Beach. With more than six miles of ocean beaches and t 1 miles of beaches around the bay, Newport Beach cur- rently spends more than $100,000 on beach clearung each year, said Dave Niederhaus. the city's general services manager. The year before that, 1t was hard to belleve it almost wouldn't. Titis year, the Newport Beach Film Festival is back and organizers say they're here to stay. Big names -screenwriter David M cKenna of •American History X • and David Franzoni of "Gladiator• -are adding glitz to the festival's programs. Qualifications like •Academy Award nominated• precede titles of some of this year's short films. Cast members of the 1973 classic "The Sting" will grace the opening gala next week and After surviving bankruptcy. the future looks bright for this month's event. But it isn't on par with Sundance just yet ambassadors from China will ny m to screen three nabve films But while the local buzz is loud, it doesn't seem to have reached industry leaders outside or Newport Beach quite yet. (949) 675-4984. Mathis Winkler DAILY PILOT W hen Marcus DeChevrieux, the curator at the Newport Harbor Nautical Museum, starts talking about his job, his work sounds a lot like that of a detective. The Corona del Mar resident, whose passion for sailing and mar- itime history has continued to grow ever since childhood, said that by looking at 18th and 19th century ship paintings, he's able to find out more than is obvious to the untrained eye. Reading the ship's flags, DeChevrieux figures out the vessel's name. With that information. he can trace the ship to the yard where it was built and discover its creators as well as its sailors as a result. "Solving the small mysteries that are hidden in period maritime paint- ings -that fascinates me,· he said Thursday. DeCbevriewc, who said he's a self- taught specialist on these paintings, divides his time between the muse- um and The Kelton Foundation in Los Angeles, which includes one of the largest private maritime collec- tions in the country. "The idea was for me to marry a museum without a collection to a col- lection without a museum,• he said "Solving the small mysteries that are hidden in period maritime paintings - that fascinates me," -Marcus DeChevrleux. Curator at the Newport Harbor Nautical Museum as others were putting the finishing touches on the museum's latest exhi- bition in the grand salon, which opened Thursday night. TIUed "Catalina and the Channel Islands -Newport's offshore neigh- bors,· the show documents the islands' naubcal history, beginning with prehistoric planked canoes to the pleasure yachts of today. DeChevriewc, who has been with the museum for the past two years, usually picks themes for the exhibits based on artifacts he knows he can get, he said. The Catalina exhibition came to hlm via the museum's exhibit com- mittee, leaving him with the chal- lenge to dig up paintings, models and maps to fill the showcases. •I pretty much had to start from scratch,• be said. .But one collector led to another and in the end, DeCbevrieux brought together objects from 60 dlf- ferent lenders for the exhibition. And while drawing people's atten- tion to the more or less unknown Channel Islands was partly his goal, be said that he hoped the island's pristine nature would not succumb to a influx of tourists as a result of the show. "l wanted to tell people the story and not tell them where it is,· he said, laughing. Although DeChevrieux doesn't own a sailing boat himself, be said he's passionate about schooners. Why? "They're antique rigs -but that's a whole other story,· be said, before returning to the grand salon to get things ready for opening night. FYI The exhi~ion continues until June 30. Doily Pilot COSTA MESA CITY COUNCIL PREVIEW Supervisors expected to approve change at John Wayne Airport Inside CITY HALL TOWN CENTER The City Council will consider a develop- ment agreement with Commonwealth Partners LLC for its part of the Town Cen- ter project. The council on March 5 gave final approval ,to the other parts of the Town Ce("lter project, which is Intended to trans- form South Coast Metro into a pedestrian- oriented cultural arts project with a new sy'mphony hall, expanded South Coast Repertory Theater and an art museum or academy, as well as restaurants, off ice space and improved parking. South Coast Plaza Partners, the Orange County Performing Arts Center and Com- monwealth Partners LLC have collaborated on the project. which is bordered by Bristol Street, Sunflower Avenue, Avenue of the Arts and the San Diego Freeway .. At that meeting, the council postponed a decision on the portion of the complex pertaining to Commonwealth Partners LLC, which would include the lsamu Noguchi California Sculpture Garden. The Town Center project had received preliminary approval Feb. 5, but determin- ing the length of time Commonwealth would be required to maintain the garden for public use became an obstacle. The council instructed city staff to incor- porate a provision requiring Common- wealth to maintain the garden for 25 years and to force Commonwealth to carry out extensive public notification for any changes to the garden after that period expires. WHAT TO EXPECT: City staff recommends that the council review the revised devel- opment agreement Monday but postpone decision on the general plan, site plan and planning action provisions that deal with increased development on the property. THE COUNCIL Commonwealth Partners LLC and city staff still have one major disagreement. According 'o the staff report. Common- wealth wants to be exempted from any additional programs the City Council might add to a plan to enhance the arts district, while city staff believes that an exemption would be a special privilege. HAMILTON STREET SUTEIOARD PAii SITE The City Council is scheduled to consider what to do with a city-owned site at Hamilton and Charle streets. The council in February voted to kill plans to build a skateboard park at the site. City officials and residents have debated the location of the park for more than two years. The city has been interested in build- ing a park for 10 years and began looking at locations in 1998, when state law changed to protect cities from skateboard liability. Council members approved a site last year at Lions Park but changed their minds after neighbors pointed out potential flooding and traffic problems, as well as diminishing green space at the site. Designs for the Charle and Hamilton park were in the final stages, with the city less than a month away from putting the project up for bid, when the council voted it down. The corporate carrier bolds the lease agreement for New- port Jet Center -one of two corporate operators at John Wayne Airport. The Orange County board of supervisors on Tuesday is set to consider transferring the lease to Newport Beach FBO, who has agreed to a buyout of Pan Western. Both fall under the category of "fixed-base operato.r, • mean- ing all jet operations are han- dled in one place, unlike a comrnerdal airline. The airport's access plan, the result of the 1985 settle- ment agreement imposing restrictions at John Wayne, permits only two fixed-base users. Considered a pioneer among C'al!lomia community college sports information directors, Car- nell, whose reach now goes far beyond the playing fields, is known in his circles as having mastered the a.rt of record keeprng. statistical research and media relations. In 1971. commuruty college SIDs were mostly ex-Jocks who bdrely knew home row on a typewriter, but could speak the coaches' language. Carnett rl:!invented the position, not just in digging up statistics frustrated jock from Costa Mesa High, where he became sports editor of the school newspaper and public-address announcer at home football games across the street at OCC's LeBard Stadium. Part of Mesa's first graduating class in '62, Carnett was a sports stringer (or part-ti.mer) at age 15 for the Globe-Herald and Pilot, a Daily Pilot precursor, under sports editor Bill Donor. His mother would drive him to high school games, then lat.er wait in the newspaper parking lot while the budding journalist cranked out a story. As an OCC student in 1963, Carnett rode the rooter bus to Pasadena's Rose Bowl for the Pirates' Junior Rose Bowl game against Northeastern. Oklahoma, won by acc. 21-0. and information never Jlm Carnett before researched, but Back then, there was so much community spirit that a parade was held earlier in the day for incorporating media sdvvy tactics to generate publJcity for the OCC athletes and coaches. Carnett's in-depth profiles often graced the sports pages of Orange County newspapers and helped otherwise anonymous athletes gain some exposure, including a baseball pitcher and late friend, Dan Qwsenberry. Years later, when Quisenbeny was inducted into the OCC Hall of Fame, he thanked Carnett for the story and told him it was the best piece ever written on him. Carnett was stunned. •(Quisenberry) told me he still had it and remembered it,• said Carnett, also an ace graduate, who has embodied everything a commuruty college could wish for since begmning in 1971 as a full -tune campus publicist and SID Carnett dropped sports from his ace responsibilities in 1986, when the college president, Dr. Donald Bronsard, wanted more marketing, recruitment and outreach programs from the co~munications department, which had a staff of three when Carnett started 30 years ago and now hds tnpled in s12e with him at the helm. "It wasn't by choice that I got out of sports (in '86), • Carnett said. "That was probably the part of the job I loved most. "They've called me that a few times,• said Carnett, who will receive the distinguished D. Prior to his administrative promotions, Carnett was a witness at OCC's all-time great· est conquests, including football national championships in 1963 and '15, basketball's state title in 1979 and baseball's state championship in 1980. Carnett ts a self.(!escrlbed the football team in Costa Mesa near what is now 'IttangJe Square, . Carnett joined the U.S. Army in 1964 and remained in the service until '67, serving mostly as sports editor for two Korean-based newspapers. Carnett returned to ace as a student, went through a first marriage and graduated from Cal State Fullerton in early 1971, before returning to Orange Coast as an employee. He bas won numerous honors in his career and produced statewide award-winning football, basketball and baseball media guides for 15 years. "We didn't have two football records when I got here,• said Carnett, who originally wanted to work in professional sports PR, but realized it wasn't as glamorous as he thought, and had •always loved being on a college campus." When the campus PR position opened at ace in August 1971, Carnett landed a dream job at his alma mater and has never left. Carnett lists the '79 state championship in basketball under Coach Tandy Gillis as bis No. 1 ace sports highlight, because few expected the Pirates to win that season. Football is Camett's lavorite sport, but the undefeated '75 national championship foot~ team destroyed every opponent and was never challenged. Even in the Avocado Bowl, Coach Dick Tucker pulled his starters in the second half of OCC's 38-14 win over Rio Hondo, in which ace led at halftime, 31·6. Carnett also loved watching former OCC baseball coach Mike Mayne tum the program around, going from last place to first, including the 1980 state championship and five South Coast C-0nference titles ln seven yeMS.
