KEN GRAY Yet the panel deliberately left out any refe rence to El Toro, selected for dosure in 1993 by the Department of Defense, to stay out of the often-heated dis- pute over the future of the air- field, Mayor Libby Cowan said. The resolution would also lake a step toward "spreading the pain• airports bring to com- munities. Cowan said. "The fhing that the resolution that we passed does is to get above the fray," Cowan_ said. •·No community should be unduly burdened.• The policy statement stopped s hort of endorsing Orange County's plan to build an air- port at El Toro -reversing an earlier council's position. On Dec. 20 1999, a panel without council members Karen Robinson and Chris Steel voted 4 to 1 to back an airport at El Toro that would serve 8.8 million annual passengers in 2005. Councilwoman Linda Dixon, who cast lhe lone dissenting vote in the earlier resolution, voted for Monday's plan because it clidn't conta.m a ref- erence to El Toro. Dixon disputes a county daim that an airport at El Toro, located at the borders of Irvine and Lak(! Forest, is necessary to serve a growing demand in South Coµnty. •1 do not support an airport al El Toro." Dixon said. "I have not seen it written anywhere that every region in every coun- ty need~ an airport.• Councilman Gary Monahan acknowledged that his city has. not been unified on the El Toro issue. But that is changing, he said, adding that the catalyst was a South County decision on Feb. 26torevokesupportforextend- ing limits at John Wayne Airport. "As soon as they said that, they' re going to find out they just woke Costa Mesa up." Monahan said. "I think it's time for us to step up to the plate and get active.• Monahan and Steel, the city's represe ntative on the Orange County Regional Airport Authority, both said they back El • Toro. Robinson did not return calls for c;onunent. ) Hatched by El Segundo Mayor Mike Gordon about two years ago. the regionaJ approach to airports calls on smaller niche airports to handle any future increases in passenger demand, instead of adding to the burden of Los Angeles International. "Orange County must take its fair share of the responsibil- 1ty," Gordon said: "Orange Gounty must create answers for . how it's going lo meet its demand.: Costa Mesa's resolution did not mention LAX. By passing the resolution, council members said they hoped to clarify their city's posi- tion on airport issues. Costa Mesa has offered a striking con- trast to its southeastern neighbor of Newport Beach, which has fought hard for El Toro. Some people say we, including myself, make ter· rible decisions at 7 p.m ., let alone al midmghl. • ~ The disagreement is the latest in a series of council arguments. In one instance, a divid· ed council killed the previ· ous council's plans to build a skateboard park at Charle anq Hamilton streets m January. The co:uncil-members a lso disagreed a bout whether it would vote as a whole on commissioners' selections or if they would individually hdndpick com- missioners. Alter ending all commis- sion terms in December, the council decided to vote on commission selections as a whole, but the Februdry selection process wds a messy one, w1th nusvotes. interruptions and substitute motions, which left some comrniss1oners feeling insulted or embarrassed. Council members now are also struggling to agree on whether the city should spend the money to restore the Huscrofl House, a his- toric Craftsman-style home. Now, even the length of meetings is cause for con- tention among the council members. Al a study session earlier this month, the council mtroduce safety measures that block material seen as "harmful for minors" in order to receive discounted Internet a9cess or funds to buy computers. The American Library Assn. filed a lawsuit Tues- day against the new law. arguing that it restricts access to information pro- tected under the U.S. Con- stitution. 'Traffic' tells many sides of drug trade Few problems in Amenca stir as much debate and con- troversy as the government's endless and seemingly futile war on drugs. With "Traffic,• director Steven Soderbergh has fashioned a riveting and thought-provoking film that explores all facets of the drug trade in America. "Traffic" is really three separate movies filmed in three different styles. One story focuses on drug users and dealers at all levels of the trade, lrom gritty inner city slums to mansions with ocean views. Another exam- ines police officers, honest and corrupt, on both sides of the border. Benicio Del Toro is outstanding as Javier Rodriguez, the MeXJcan cop bewildered by lhe mordl ambiguities of his job. The third story line pre- sents the potitical and person- al dilemma or ultraconserva- tive Judge Wakefield. played well by Michael Douglas. Several lit- tle-known actors play their roles with depth and style, ddding to the movie's realistic portrayal oJ its subject.
