What is
happening to
Mariner's Mile?
I wonder bow much it will cost
the city of Newport Beach to
change all those signs?
You've seen them -beautiful
lettering, crossed burgee flags
with gold leaves. The signs that
read, "Mariners Mile.• Apparent-
ly, they should be changed to say,
"The Green Mile," as our city is
obviously only planning for bot-
tom-line profit, rather than the
continuance of historical signifi-
cance and maritime ambience.
As an example, I drove down
Coast Highway's Mariner's Mile
today and noticed a leveled lot,
formally the site or the Casablanca
Restaurant. I couldn't help but
think the wrecking ball smashed a
lot more than just those hallowed
walls. The demolished structure
was once the legendary home of
the second-ever, "Chart House•
restaurant, which occupied that
space from 1968 through 1986. It
bad a nautical theme, navigation
charts, model ships, photos, one of
the first-ever salad bars a nd serv-

tennies. At that time it was a very
innovative concept. It will now be
difficult to pass tha{ site and see a

sistent with a Mariner's Mile
theme -isn't it?
What official in their ·1ew
mind would think we should for-
get the nautical theme plan and
turn Mariner's Mile into a
mediocre Mecca for merchants?
Numerous fast foods, car washes,
and what about that spaceship-
shaped red and yeUow monstrosi-
ty (now closed) called the •Auto
Bistro" (should have been spelled,
Auto Beast-row)? With this
thought process in mind we
should fill in the harbor and build
condos, storage units and tall
buildings. Forget the boaUng com-
munity, boat dealers, marine
stores, and nautical restaurants,
let's change the name or this city
to "Newport Buck!" Please, city
officials -get a grip! Our harbor
and marine industry made this ·
town -lest we forget?

enormous comeback. Before pur-

Brad Pitt wannabe Brad Rowe portrays Erik. a 23-year,

When a too-good-to-be-true free ride to an upscale col-
lege appears in bis mailbox, be takes off. Naturally, that
falls through once he's there, so our hero is left desperate
for money. ;
When Erik's geeky roommate Cornelius, played by Seth

appears to be a predictable story line has a few surprising
twists, making the intrigue a success.
Green's performance as the wily roommate outshines

FILM REVIEW
'Fallen Arches'
Andrew Gt...
D AILY Pia.or
Independent filmmakers are faced with two fundamen-
tal options. They can experiment with plot, storytelling and
characters in a way that b1g-budget studios wouldn't allow.
Or they can try to replicate a big-budget feature with only
.one-tenth of the budget.
For the most part, Ron Cosentino -writer and director
of •Fallen Arches• -chose the latter.
The film is about a group of Los Angeles teenagers who
steal. a shipmen t or designer shoes from an old-time mob-
$ler, Nicky Kaplan. Needless to say, the gangster, who rel-
ishes the days when there was respect in ·the family,• isn 't
happy.
~eanwhile, while Kaplan's two idiot henchmen are b ot
on their trdil, one of the boys, Frankie Romano -who has
hopes of enrolling in culinary school -falls in love.
This film is the latest rip-off on Quentin Tarantino, com-
plete with pop culture references-•You're very hip, boss.
Like M'IV." -bumbling youth in over their heads and a
Dash-forward beginning.
All in all, the film is nice looking, with interesting light-
ing -almost the entire film was shot at night -and a
-good-looking cast. And the perfonnances were good, if not
a little heavy on the tough-guy accents. .

SPERLING
CONTINUED FROM 1
Allen bas racked up hun-
dreds of arrests. Recently,
Allen entered a rehabilitation
program. He lasted only 11
days. He was picked up by
police less than 24 hours later
for public drunkenness. He is
serving the remainder of a
nine-month jail sentence.
Sperling said working as a
jailer gave him a chance to
see a cast of characters Holly-
wood producers would drool
over.
"The premise needed in a
film is conflict,· he said.
"When someone comes to
jail, the situation inherently
bas conflict in it. There is
unquestionable drama
there.•
Sperling was compelled to
tell Allen's story because he
was a true underdog who
was faced with major obsta-
cles. Allen has promised
police and even Sperling he
would quit his drunken ways,
but every time he hasn't lived
up to his promise.
"The odds against him are
so stacked that if he bucks
them it will be tremendous,•

Some city officials predict
that, if the measure passes,
residents irr their fervor to
stop traffic increast!s will
deny any development. And
this could strangle the city's
revenue stream and cut ser-
vices, which residents
depend on, such as fire and
police protection.
The Protect From lfaffic
and Density Initiative propos-
es to let residents vote on
developments, which require
a "major• general plan
amendment.
"Major· is defined as cre-
ating more than 100 peak.-
hour car trips, more than 100
homes or more than 40,000
square feet of floor area over
what the city's general plan
allows .
However, because of the
wording ol the initiative, resi-
dents could end up voting on
more than what was original-
ly intended.
AU.AH BEEK
Drawing from his back·
ground as a Cal Tech physics
major and as a Newport
Beach Planning Commission-
er, Beek was the main archi-
tect of the measure. Combin-
ing this with 4 family legacy
steeped in local Balboa histo-
ry, Beek_ said ha ii limply
helping to salvage residents'
quality of life.
Beek is also the only per-
son so far who has gone
thtough the last decade of
city development to see
which of Newport's 49 differ·
ent communities are built out
and would require an amend-
men\,
Along with Jean Watt,
Beek began thinking about
aeating the meuure as far
back as 1993. The inltiative
grew from a com:em that the
city's traffic ordinance -still
,one of the strictest in the
county -w~ being gutted.
Tbe ordinance wu aeated
three decades ago to slow the

certain developments.

Sperling added. • •He's . a

does get sober, I want to be
there."
The film was well-
received when it was shown
in its updated format Friday.
Many of those in attendance
bad learned about the film
through word-of-mouth.
•There is such a strong
human element in this film it
makes you cry,• said
Michelle Nelson, who lives in
Fullerton. •This guy seeins
like a lost cause, but you
hope that he might tum it
around.•
Sperling is gaining more
exposure these days com-
pared to the last several years
when 13 of his screenplays
went unproduced. His near-
. best came three years ago
when he wrote a screenplay
for comedian Chris Farley.
The script had Farley work-
ing as a security guard at Dis~
neyland who wants to be a
Secret Service agent. When
the president plans to visit
city council member, moved
to Newport Beach in 1953.
Before this, during World War

graduate worked as a mane.
It wasn't unW 1974, after
her children grew up, that
Watt became politically
active. She formed Stop Pol-
luting Our Newport. which
eventually led to her becom-
ing involved in creating the
city's traffic ordinance and to
Greenllgbt.
She served on the City
Council from 1988 to 1996 as
a slow-growth advocate.
Despite her service however,
Watt disagrees with recent
arguments by city officials
that the measure brings into
question and undermines
representative government.
Watt believes that if the mea-
sure bad landed on her plate
when she was a city council
member, she would've sup.
ported it.
• "I don't know what it is
about legislators,• Watt said.
•Tuey tend to be defensive
and they shouldn't be. They
should jump right in and say
'you're my comtituent -if
this is what you want, I sup-
port it.'"
EVELYN HART
A former mayor and
another councilwoman, Hart
was more of a iDoderate than
Watt in terms of development
issues. During her neerly five
decades as a Newport resi-
dent, Hart bas been heavily
involved in the community.
Among a litany of organi-
zations, she was President of
the League 9f Cities, Vice
President of the Orange
County Sanitation District,
Chairman of the Local
Agency formation Commb·
