DAILY PILOT
COSTA MESA -The annual Lions
Club Fish Fry could be in jeopardy this
year because of a legal dispute
between the club and Orange Coast
College, where the event has been
held for the last two years.
"This is probably the biggest social
event in Costa Mesa every year,· said
Mike Scheafer, a member of the club.
•Anybody who has been in Costa
Mesa for more than a couple of years
knows exactly what it is.
"You constantly hear stories about
people who come back to Costa Mesa
that weekend just to go to the Fish
F~· he said. "I see people that I went
to grammar school with once a year at
the Fish Fry and we know we're going
to see each other there. It's a commu-
nity reunion of sorts.•
This year's Fish Fry will be the
club's 58th, if it finds a location for it.
The Fish Fry is set for the first week of
June.
For the first 55 years, the event was
held at Lions Park, which was built
using money from the Fish Fry,
Scheafer said.
The club has used OCC for the last
two years because the construction of
the Downtown Community Center
has reduced space at the park, he said.
eneral

The problem with this year's event,
Scheafer said, revolves around a law·
suit filed by a woman who was
allegedly injured at a separate event
at the college, which was happening
at the same time as the Fish Fry.
The woman sued the college about
three months ago, Schealer said. A
dispute about whether the college or
the Lions Club should handle the law-
suit is the basis for the club's decision
last week to avoid having the Fish Fry
at the college.
Jim Mcilwain, vice president of
administrative services at Coast Com-
munity College District, said he was
unable to comment and could not con-
firm or deny the circumstances sur-
rounding the lawsuit.

The gravest problems facing her peers,
Oskooi said, are the eating disorders that are a

Tued of seeing these issues swept under the

her efforts to abolish them in a scholarship essay
that earned her $5,000 for college last week .
Oskooi competed against seniors from four
other Orange County high schools last week in
the final round of competition for the Safety

Each student walked away with at least
$1,000 but only one could capture the grand
prize. For that money, students had to make a
presentation u to how these school safety

One of her banging pieces, •Red,

shades of -what else -red. This
was a difficult one, she said, because
the composition didn't seem to end.
Whitrldge's work uses more subtle
colors. In each painting, the re is a
woman whose face is shrouded by
cloth -one of technologies first
inventions, he said.
"These a re image.s that deal with
the idea of the human spirit and
nature being separated from each
other by technology," he said.
Weste rman's work also deals with
nature. Done in tempera paint and
gold leaf, with as many as 60 coats
of paint in some spots, the pieces
show small and mundane e le ments
of life like weeds -something that
"most people just pass by."
"Ethel's Chair" shows Wester-
man's grandmothe r's chair dramati-
cally spotlighted in the middle of an
unlively-looking forest. The piece is
a tribute to memories had in that
chair and everyone who sat in it.
Her paintings are small, and each
is contained in an average-sized
frame.
"Because I have to use a small,
tiny little brush, it lakes time," West-
erman said. "And I like the intimacy
of the smaller pieces."

Santa Clara County prop-

So far, so "whatever.·
Last time I checked, no

But then came the prob-

• Newport Beach officials
say they expect the state
Legislature to approve their
request for $7 .5 million.

DAILY PILOT
NEWPORT BEACH -Things
are looldng good for two bills and
a requeit for $7.5 million for the
dredging on Upper Newport Bay
that city officials are trying to get
through the state Legislature.
·we reel very, very, very good
about au the votes, H said Council-
man Tod Ridgeway, who joined
Asst. City Manage r David Kilf on
a two-day trip to Sdcramento to
testify m favor of the bills.
"You couldn't have asked for a
better result," he said.
The $7.5 rruJlton would secure
a local and state match ror feder-
al funds that are needed for the
$31-million dredging project
that's schedw.:>d for 2003.
While a Senate Budget Sub'-
committee has already left the
money in its version of the budget
bill, an Assembly Budget Su~m
mittee followed suit this week.
Senate Bill 124, which would
transfer a 15-acre parcel o( vacant
land along West Coast Highway
from the California DePart:ment of
lTansportatioo to the state parks
department and allow Newport
Beach to turn it into a park after
paying $1.3 million to Caltrans,
passed wtanimously in the Senate
Governmental Organization Com-
mittee this week. While Newport
Beach might be the first city to ask
for such a transfer or land, the
state's voters made it possible by
passing Proposition 3 in 1978.

• Environmentalists have
assailed the proposed
legislation, which they say
would make it difficult to
punish polluters.
Deepa Bha rath
DAILY PILOT
NEWPORT ~EACH -City
officials said Thursday that they
are leaning toward ask.mg Sen.
Ross Johnson (R-lrvine) to drop a
bill that a number of environme n-
talists believe would clip regional
water boards' authority to pe nal-
ize polluters who discharge
harmful runoff.
Asst. City Mandger David Kilr,
who worked on the proposed
Senate Bill 816, said it was
"intended to try to keep cities far-
ther from the coast well
informed."
The bill would essentially take
away a regional board's power to
issue a cease-and-desist order in
cases of pollution from "non-
poinl" sources or multiple sources
as opposed to a single, specific
source.
The advantage of that legisla-
tion, said Km, is to give cities the
lime to educate their reside nts
before they are punished .
"Changing behaviors talles
time,· he said. "The people who
pollute in most cases are not the
large industries but you and me.
Most or the education is com-
mon-sense stuff like picking up
after your pet, but even that
takes time.•
According to the proposed leg-
islation, regional water boards
can still issue cease-and-desist
orders in cases of "point" pollu-
tion -when a single source is
involved.
But environmental groups say
that is not good enough to pre-
vent damage.
HThis bill is a snooze alarm,"
said Bob Caustin, founder and
president of the environmental
group Defend the Bay.
Hit exonerates polluters, (and)
gives lhem the time to sleep as
they continue to pollute and not
be responsible,• he said.
Cau'stin pointed out that
cities that poJJuted Aliso Creek
did not act unW the Sao Diego
Regional Board issued a cease-
a nd-desist order.
"Until that happened, they
knew they were in violation, but
did nothing about it," he said.
Kif! sdid the Coastal Coalition,
a group of coastal cities of which
Newport Beach is a mEffnber, will
decide next month whether to
request Johnson lo drop the bill.
"I have been getting a lot of
responses in opposition,· he said.
"And I don't want the senator to
carry a bill that no one likes.·
Johnson has also said he
would drop the bill tf a "consen-
sus cannot be reached," said his
spokeswoman, Susie Swatt.
"We know there dre some con-
cerns,· she said. "We're working
to see iI amendments can be put
... into the b1JJ that would e liminate
those concern!>."

COSTA MESA -Cos-GIRLS
ta Mesa High 1,600-
meter relay members
Lisa Dunn. Stacy Krikonan, Ashley
Schaefer and Sharon Day were
plenty nervous before their race
Thursday against Pacific Coast
League visitor Northwood. The
relay event would decide the win-
ner of the meet ... so they were mis-
takenly told by Coach J ohn Camey.
The Mustangs' coach used his
own math a nd told his girls, "You
have to win this event. if you want
to win this meet.·
It was, however, the Costa Mesa
quartet that pulled a fast one on
their coach.
Trailing some 20 meters. Day, the
sophomore anchor, took the baton
from Schaefer and captivated the
crowd with a dramatic comeback.
She was sbll behind by about 10
meters heading tnto the last n the
last 100, unW she turned on the jets
and leaned past Northwood at the
finish. Just four-tenths of a second
separated the two relay squads.
The Mustangs (1-2 in the PCL)
defeated Northwood, 69-55. Ye t,
entenng the final relay, Camey said
the Timberwolves were awarded
points for the pole vault because
Mesa didn't have the facilities and
the Mustangs supposedly led , 65-
64. But, Northwood didn't have any-
one who could compete in the pole
vault so it did not receive points.
Cam ey stuck to his story and
reminded bis girls of same, hoping
the Mustangs would perform a t
their best.
Dunn hopped with anxiety,
Krikorian began to rub her arms
and legs, Schaefer paced and Day
asked , "Coach. let me see that
(scoring sheet).•
Dunn, a junior who sald she
jogged most of her 400 meters,
began the race as she built a mini-
mal lead. Schaefer, a sophomore,
grabbed the baton and lost, then
regained the lead in her final 100
meters. Krikorian, a freshman who
had second thoughts of competing
in the relay, maintained the advan-
tage but then fell behind 50 meters
before she handed the baton to Day.
"That win shows you these kids
have heart," Carney said. "They're
not out here to just play. To come
back and win it like that, that's what
it's all about.·
It seemed Day ha d a flair for the
dramatic against Northwood. When
she won the 400 (1:03.2), she tri-
umphed with a lean to finis h just
six-tenths of a second ahead.
Day also won the 200 (27.7) and
the high jump (5-foot-4) as she gave
credence to statements Carney
made before the meet.
Mesa freshman Christine Bjel-
land won her first race of the season
in the 3,200 (12:55.8) as she finished
46 seconds ahead of Northwood's
second-place finisher.
Vicky Pham won the long Jump
(13-11) and Beverly Aina added
crucial points fo r Mesa by winning
the shot put (33-31/2). Aina also
grabbed second in the discus (85-9).

CORONA DEL MAR GIRLS
-If Corona del Mar
High girls track and
field coach Bill Sumner decided to
reward individual event wirtners
with a day off, today's practice
would be an awfully lonely affair.
No less than 10 CdM competi-
tors won individual events Thurs-
day to propel the hosts to a 110-35
Pacific Coast League victory over
Estancia.
But while Sumner is bullish on
balance , he was less than giddy
about the lopsided triumph, which
kept the 5-1 Sea King:; und.feated
in three league dual meets.
·we didn't want to have a big
day today,• Sumner said. "We just
want to get through here and have
a good day Saturday (at the
Orange County Championships at
Trabuco Hills High).•
It was a productive day, howev-
er, for the CdM winners, including
senior Jaycee Mahler, who swept
the 100-meter, as well as the 300
hurdles.
Estancia junior Hanni Geider
edged her twin sister Jasmine in
the 100 and 200 to pace the visitors,
who also received a victory in the
3,200 from senior Liz Huipe.
CdM's Jenning Cummins (400),
Julie Allen (800) and Katie Quinlan
(1,600) woq their respective events,
while the hosts swept the field
events.
Alison Brawner (high jump),
Jacqueline Thayer (long jump),
Jessica Palermo (triple jump), Kris-

The hosts also won the 1,600

•Julie wasn't running hard

Sumner identified Allen (1 ,600

stretch deficit to the Estancia
sophomore, who, in order to save
energy for Saturday's prestigious
meet, did not run he 1,600 or the
3,200, a he usually does. But, the
price of running ooe of the more
eventful races of the day, left
Beardslee grtmadng in pain.
•tt doesn't hurt. unless I get up
on my toes,• Beardslee said. •wt
week, I had a problem with my calf
and now it ha.I spread down to my
Achilles. It's e bed time of year to
be hurting, because I don't went to
take time off and get behind. But. if
I keep running on it, I may really
hurt myself."
Spirited competition was the
exception 1bunday, as both COAcb·
es admitted they were holding
back in order to promote optimum
perfonnance Saturday.
CdM earned 14 of 16 poulble
victoriel, including two each by
'Ilium.ate Grey (shot put aDd dll-
cm), Brill Knuppel (triple jump and
pole vault) and Chril Carpenter
(110 bigb and 300 lntanMdla ..
hurdles).
Alex YlnSon added a leg on both
winning relays to a victory in the
200, while 100 winner Geoff Collier
al.so competed on the 400 relay.
Grey, a tenior, showed a flair for
the dramatic in the shot put, using
his final throw (40-71/l) to outdis-
tance Estand.a's Bobby Arroyo by
an inch.
Knuppel went 36-11 in the triple
jump and 12-0 in the pole vault and
his busy day also included earning
second in the high jump (5-6) and
third in the long Jump (17-6).
Additional CdM wtnnen were
Cbril Ringstrom (blgb Jump), Dan
Manball (long Jump), and JOlh
Valley (1,600).
Roju topped the field in the 400
(52.7), wbile teammate Mike caau-
lu won the 3,200 and wu aecond
in the l,600 ..
Mike Whitaker and Michael
DlSono (400), u well u Blake
Hacker, Bric Stranberg and Dillion
(l,600) contributed to wtnntng
re.lays.
Bltanda fell to 1·3, 1·2. -~JuTY•• .._
Sprenger came through in both
the long jump (20-feet-..) and triple
jump (41 -10). His mark in the triple
jump was his best-ever mark in that
event.
McMillen (4:30.0) and Jesus
Santana (4 :32.3) went 1·2 in the
1,600 and withstood the elements
for some quality times. "Given the
wind factor and the track condi-
tions, those were some very good
times for those two,• Barry said.
Santana led from start to finish in
the 3,200 and posted a strong time
of 10:03.6, bettering the field by 17
seconds.
The meet started off on the right
foot, or feet, so to speak, when the
Sailors' foursome of Johnson,
Sprenger, Adam Kerns and ·Rich
Weber scorched the track with a
time of 45.0 in the 400 relay.
•After recovering from an injury
sustained in a pickup basketball
game, Adam Kerns is starting to
come into his own,• Barry said.
•He's one of the more talented ath-
letes we've got and we expect 901lle
pretty big things from him.•
Peschelt, Pletcher, Cb.ril Negrete
and Kevin Artz prevailed in the
1,600 relay (3:47.3).
