For 3,313 years, Jews have
continuously observed the feast
of Passover. The eight-day observance com-
memorates the freedom and exo-
dus of the Jewish slaves from
Egypt during the reign of Pharaoh
Ramsesll.
•Passover, we celebrate the his-
torical freedom of Jewish people
from Egyptian bondage," said
Rabbi Re uven Mintz of Chabad in
Newport Beach. "That concept
actually manifests itself every year
with the hope of true peace for all
mankind -freedom troll\ oppres-
sion, war and bloodshed with the
vision of a perfect world, a world
of no war and famine.•
In the Book of Exodus, Moses, a
simple Jewi.sh shepherd, was
instructed by God to go to the
pharaoh and demand the freedom
of the Israelites.
Moses' plea of "let my people
go" was ignored. Moses warned
the Pharaoh that God would send
severe punishments to the people
of .Egypt if the Israelites were not
freed. But again the Pharaoh
ignored Moses' request.
And as the Bible reports, God
unleashed a series of 10 terrible
plagues on the people of Egypt -
blood, frogs, lice, flies, blight,
boils, hail, locusts, darkness and

Israelites were told to mark
their dwellings wi.th lamb's blood
so that God could identify and
"pass over" their homes.
It is this salvation that is cele-
brated during the first two days of
Passover with the traditionaJ Seder
meaJs and is the focal point of the
celebration that began Saturday
night, the 15th night of the Jewish
month of Nissan.
The next four days of Passover
are what are known as intermedi-
ate days, which are semi-holiday
days, Mintz said.
"The last two days actually rep-

nity here. And once people come here, they're
here for severaJ years.•
The city is, however, in the process of hir·
ing officers continually because of retire·
ments, he said.
And the process is only sped up with the
annexation of Newport Coast looming large,
Shulman added.
"The challenge here is we don't know when
exactly the annexation would take place." he
said. But it takes aJmost a year to hire, train offi-
cers and prepare them to patrol the streets.
"That's why we're hiring now so that we can
be effective when we get there,• said Shulman.
"Another challenge is to keep up with the attri·
tion and make .sure we hire quality officers."

EASTBLUFF -Upset parents and stu-
dents of a karate studio in the Eastbluff
Village are being forced to move so the
Irvine Co. can develop a new image for
the center.
The decision comes severaJ months
after the studio's lease expired. Since
then, the owners have been renting the
space on a month-to-month basis. But
that is not making anyone less angry.
In a letter to his clients, Sensei Blame
Carter described the company's deosion
harshly.
"I feel their decision is based purely on
ignorance," Carter WTote to about 120
families. "We have been here for five
years, and never had anything but posi-
tive things come from this school. I also
feel that we have ·had a very positive
influence on this neighborhood."
The school will relocate after April 30
to a sister school four miles away on
Coast Highway.
An Irvine Co. spokeswoman said the
company is more than willing to help the
business find a new location.
·we want to help find a more attrac·
tive location for them," said Jennifer
Smith. "We are open to continuing a dia-
logue wi.th them. They have been good
tenets and good for the center.•
But the studio Slmply doesn't fit in wi.th
changes the Irvine Co. has planned for
the center, Smith added.
·we don't feel that the karate studio is
consistent with the image of the center,•
said Smith, who said she was unable to
describe exactly what that image will be.
"We are excited about the new direction
and we hope others will be delighted as
well. We hope people will keep an open
mind. We have no ill will toward them.•
The eviction follows a yearlong process
of redevelopment that the Irvine Co. has
been pursuing at the Eastbluff Village.
The work is set to be completed some-
time this year. Smith said the company has
recently been go.ing into older shopping
centers and upgrading wi.th new stores in

looking into the code qpes-
tion and whether the oty is
in compliance with itself. But
be points out that there is a
certain illogical notion
behind the whole matter of
having a house be up to
code before it's moved.
•Why you would brin$ it
up to code just to pick it yp
and move it doesn't make a
lot of sense,· Roeder said. "I
can certainly understand it
having to be up to code
before it is habitated or open
to the public.·
Still, Soffer is probably
more acquainted with Costa
Mesa's uniform building
code than most.
As some no doubt remem-
ber, Soffer took off for Sin
City in June of 1995 with a
$250,000 bounty on his head
after be was convicted of vio-
lating Costa Mesa's building
codes at bis Bernard Street
rental property.
The-convicbons were pdrl
of a long-running saga
between•Soffer and the city,
mostly a dispute over several
old Cadillacs that he stored
at his Arbor Street home and
that neighbors had com-
plained were a nwsance.
Those legal problems are
the reason Soffer is now on
the lam and has been rele-
gated to watching lhE' city's
twists and turns from afar.

A CHALLENGING
PROCESS
Costa Mesa police has its
own high standards, said
• Training Manager Hugh Tate.
"We have one ol the high-
est score requirements,• be
said. WhUe most departments
dSk for 50 points out of 65 in
the qualifying test, Costa
Mesa requires 52.
"That might seem like a
small dHference, but it really
adds up to a lot of points in
between," said Tate, who is
also a member or the state's
Steering Committee for
Recruiting, an organization of
police departments from all
over California. •
The Costa Mesa Police
Department is looking to hire
only two officers this year. But
that is because they have
been busy recruiting for sev-
en years straight. Over just
the last two years, the depart-
me nt has hired 17 sworn offi-
cers, most of them entry-level
positions, said Tate.
The main challenge is to
gel qualified people to apply,
he said. One reason for that
could be the nourishing econ·
omy over several years that
hds opened up plum jobs in
the public sector, said Tate.
"Those job.s dorft require
people lo wo/k odd hours or
doubt<.• shifts,• he sajd,

turned into a significant chal-
lenge for police departments
state wide, said Tate. The
state Steering Committee is
coming out with a series of
public service announce-
ments in July to encourage
more young people to join the
police force, he said.
But Costa Mesa continues
to try by offering good bene-
fits and by maintaining per-
sonal contact with applicants,
. said Tate. On~ way they do
'that is by assigning a meotor
to each applicant.
The department, on aver-
age, reet;i'6es 30 to 40 appli-
cants a month, a number Tate
says is surprisingly high giv-
en the numbers statewid e.
All the same, Costa Mesa
police a few years ago used to
receive up to 500 applications
every three months.
The Costa Mesa Fire
Departmen t, on the other
hand, has not recruited in two
years, but plans to begin
soon. The reason? A new
retire ment benefit that will
become effective May 20,
srud Howard Perkins, person-
nel manager.
That new retirement bene-
fit will give qualifying retirees
85% of their highest salary.
which is why the city expects
at least 10 retirements this
year, he said.
uour goal is lo have an ell·
gibility list that we can hire
from when vacancies occur,"
said Perkins. "So right now
we're m the process of getting
a JOb Oyer out and coming up
with a testing process."
The department is looking
for firefighters as well as fire-
fighter paramedics, he said.
cerned the Irvine Co. will
bring in a bakery or coffee·
house to the village, which he
said would be completely
unnecessary.
"I Uunk they enVlsion pe-O·
pie coming in and sipping
coffee and then going shop-
ping at Ralphs,· Mycom said.
"They are totally out to lunch
if they think th.at."
Although the Irvine Co.
will not release whether other
tenets will be evicted, officials
did say they will continue to
look mto bringing in new
te nets and a new look.
Por now though, Carter is
just asking that parents and
students understand his situ-
ation and be willing to com·
mute to the sister school on
Coast Highway.
'"We just don't know what
to d o yet,• Carter said.
"Nothing has gone right. But
there has to be a reason for all
this. We would love a new
location if they lthe Irvine
Co.J help. We really do affect
the commuruty."

•Former Grand Slam winner, now at Newport Beach TC,
reached No. 11 in the world in sing les, No. 2 in doubles.
Richard Dunn
DAILY PILOT
G rowing up in the n 1970s as America's
No. I -ranked juruor
tennis player in the boys 16s and
18s, Scott Davis was granted a
few perks along the way in a
long, distinguished career. But
nothing prepared the former
Grand Slam doubles champion
for his initial experience on the
U.S. Davis Cup team under
captain Tony Trabert.
There is no relation between
DaVlS, the director of tennis at
Newport Beach Tennis Club, and
the legendary former Harvard
student, Dwight Filley Davis,
who donated the
famous silver Cup in
1900 to launch a
remarkable sports
tradition when only the
U.S. and the British
Isles competed for the
trophy.
comp uter rankings and enjoyed
victories over. among others,
Stefan Edberg in the seritillnals
at the inaugural Lipton
Championships in Florida.
·singles was the thing that
was always my priority,• Davis
said. ·obv.iously I had some
good years and then some years
when I was a little off.
Eventually, David (Pate) and I
started playing really good
doubles in tournaments together,
so my career started stemming
more in doubles.·
Davis and Pate won the
Australian Open doubles title in·
1991, lifting them to No. 1 in the
world rankings, where they
la~ted for about six
months before finishing
the campaign No. 2
behind Australia's John
Fitzgerald and
Sweden's Anders
Jarryd.
As a budding star,
Scott Davis was thrown
to the wolves, so to
speak, as a teenage
phenom, filling in for
John McEnroe in a
1980 Davis Cup tie.
Scott Davis
·We were seeded
No. 1 at Wimbledon,
but unfortunately we
didn't win it." Davis
said. "Fitzgerald and
Jarryd really came on
and had a phenomenal
year and ended up
lnvited by 1Tabert, Davis was
working out all week with the
U.S. team that induded
McEnroe, Peter Fleming and
Vitas Gerulaitis.
But when McEnroe "put on
such a crazy show in doubles,·
DaVlS said. • ... such an animated
show ... the people got upset and
we were protected by riot pol.Jee
on site and escorted back to our
hotel later that night.·
With the tie already clinched
after two days, 1Tabert wanted to
avoid any conflict for the dead
rubbers on Sunday and decided
it wasn't in the team's best
interest to send McEnroe back
on the court. So the 17-year-old
Stanford-bound Davis got the
nod to replace him.
"Usually you don't (switch
players in the lineup so
abruptly), because there are
people who buy tickets and they
want to see John McEnroe and
not some young guy named
Scott Davis,· said Davis, who
only remembers losing, 6-4, 7-5.
to a tough Mexican opponent on
difficult red clay a.pd 8,000 feet
above sea level.
·1 had probably played on red
clay one other time in my tile,·
he added. ·1 tried to stay back ..
all I really remember is that
1Tabert kept telling me to serve
and volley. But, still, it was a
great week. I don't think I've
ever played that much tennis in
seven days.•
A 1980 Palisades High
graduate in Pacific Palisades,
Davis played at Stanford from
1981 through '83, then turned
pro and made an immediate
splash, garnering ATP Tour
Rookie of the Year honors in
1983, after lowering his world
singles ranking from about
152nd to 2.4th in a six-month
perl.ocl.
In 1985, Davis touched the
No. 11 spot on the ATP Tour
No. 1."
Davis, who lists his Australian
Open doubles championship as
his favorite highlight, and Pate
played together for about six
years.
•A lot of doubles teams bLclcer
and don't really get along: they
have a professional contract
when they get out there,• Davis
said. "But, for David and I,
(winning the Australian Open)
was really emotional, because
we're real good friends on and
off the court. We just really
enjoyed that moment ... I'd say
he's still one of my closest
friends.·
Davis won three smgles titles
and 22 doubles championships in
his career, which lasted from
1983 to 1997.
1\vice be played on the U.S.
Davis Cup team -the
aforementioned 1980 tie, then
again in 1991 with Pate in
doubles for a semifinal tie
against Germany in Kansas City.
Mo., a U.S. victory led by Jim
Courier and Andre Agassi.
•Yeah, they won despite our
(losing doubles) effort,• Davis
said. •Then (the U.S. team) went
on to the finals and we lost to
France. That's the year Yann.ick
Noah was a super hero.•
Speaking of Noah, Davis will
play the French star on opening
day of the Success Magazine
Champions at Newport Beach
Tennis Oub May 9·13. Davis, 38,
will make his debut on the
Success Magazine Tour, the
men 's senior tennis circuit.
Davis, a regular in the
Adoption Guild Tennis
Tournament, will play McEnroe
on May 10 in the eight-player,
round-robin event.
The latest honoree in the
Daily Pilot Sports Hall of Fame,
Davis lives in Turtle Rock and is
engaged to Dutch tennis player
Jandrea Ouwendijk.

•Dillman, a Newport
Harbor High swimmer,
provides much character
to the swim team since
returning from back
surgery more than a
year ago.
Steve Virgen
DAILY PILOT
Brad Dillman says he is
thankful he now appears
Hnormal" after a lower
back surgery in the
summer of 1999 that
resulted in titanium hooks and
screws replacing vertebrae. Yet,
the Newport Harbor High junior,
whose stomach bad caved in
because his lower spine stuck out,
is actually far beyond normal.
Before and after his surgery, he
could have easily continued his
high school experience without the
competition from sports. Dillman,
however, never surrendered and
provided inspiration fo r his
teammates while he played for
the Sailors CIF Southern Section
Division I champion boys water
polo squad. And he currently
thrives ln his influential role with
the swim team.
"He's got every reason just to
tum around and walk out the
door,· said Brian Kreutzkamp, who
coaches the boys water polo and
swim teams. "He's had an excuse
since he walked in the door. Some
of these guys don't make it
(through the program) with no
excuses. It's pretty inspiring that
he's made it this far.•
Dillman began to notice back
problems after an acddent
occurred whlle playing flag football
as an eighth-grader. When
performing his blocking assignment
as a center, another player
accidentally collided into his back.
He lost feeling in his legs for one
minute.
After the incident, his baclt.
and legs would ache just from
five-minute stinll of standing or
wa.llong. At a freshman at Newport
Harbor, he would always have to
lean on the wall or 101De sort of
support, because the pa.in wu so
harsh. ·
He realized he could not play
football, the sport he loved most.
He also couldn't continue his
specialty sports: canoeing and
kayak When he wu 13 and 14, ~
he competed in national
champiolllh1p. while on the
Newport Aquatic Center'I canoe
Bionic
and kayak team.
He wanted to maintain fitness
and his competitive drive and he
found his place in water polo. The
water provided safety for his weak
back, while the difficulty of
learning a new sport combined
with rigorous training, delivered
Dillman a challenge.
·1 really didn't know what I was
thinking, I just kept going every
day after school,. Dillman said or
his first dealings with Newport
water polo. •Next thing I knew, I
was in swimming. There's fun parts
to it, but without a doubt, (water
polo is) the hardest sport on
campus.•
After his freshman year and
a ttempting to strengthen bis back
through physical therapy, Dillman
received the tragic news he had the
worst case of spondylollsthesil
-just above the buttocks, when one
vertebra slips forward on the one
below it, leaving less room for the
nerve roots, thus leading to
immense pain, then paralysis.
He endured a six-hour surgery
a t UCI Medical Center, where
titanium and bone grafts were used
to re turn strength to bis back.
Following the surgery, he spent
most of the summer in bed and in a
back brace.

which 11 probably tmane. I
remember when tbe otb« guys
were getting tbilllr a.tten at the

J thought I would like to get that
some day.•
DUlman'• doctor never
demanded he ltop playing, but
stated obvloul risk.I that could
occur from water polo and
IWimmlng. But. DWman would
not quit.
Through rebabilitatklll. be
strengthened his back and also
con tinued to learn more about
water polo. His relentless hustle
and fearlessness soon became his
trademark. He has never shown
signs of quitting.
"(Some people) can 't handle the
program," Kreutzkamp said. "They
can't handle that many hours of
work, the pain and the discipline.
You put that all together with what
he's had to go through health-wise
it shows that he has a really big '
heart."
A s a sophomore. Dillman didn't ~mpete in water polo after the
surgery, but this year, he became a
CIF champion . This swimming
season, ~e continues to improve,
yet remains humble.
•I'm not the best swimmer out
there,• Dillman says. "There are
people who have been doing this
since tbey were a fetus. I just bad
to race Aaron Peirsol the other day.
But. what I get out of it the most is
the discipline and I'm in shape. I
know I'm doing the hardest sport in
the school.•
Though be 1s gaining the most
out of playing water polo and
swimming, Dillman wonders what
if when it comes to football.
Sometimes be daydreams
mapping his chin strap on his
helmet to prepare for a football
game. Some days be achea for the
