NEWPORT BEACH -The
preliminary results of a cham-
ber survey showed that 87%
of residents support the city's
law that provides traffic relief
from new developments.
The finding is b8sed on an
unscientific sampling of
about 4,000 registered voters
who responded to a survey
conducted by the Newport
Harbor Area Chamber of
Commerce.
The chamber sent 30,000
questionnaires to registered
voters in an attempt to find
out what people think of the
city's stringent law, which
was recently amen ded to
ease up on developers.

All four of the school warning and
school crossing signs sunounding
Newport Elementary were replaced
last week with shockingly bright
neon warning signs.
The signs were a gift from the
Newport Harbor squadron of the
Sons of the American Legion, a fund-
raising organization compo ed of
children and grandchildren of rrulJ .

Brigandi asked the city for
approval and contacted the company
that manufactures the signs, Zumar
Industries Inc., for a price. He then
went back to the Sons of the Ameri-
can Legion for the money. For a little
more than $500, the organization

and formaldehyde filled the
'air of the laboratory, where
half of the students huddled on
one side of the room and hal! on
the other.
Tom Garrison, professor of
marine science at OCC, rubbed his
hands together in exatement as he
roamed between the two groups of
students, making polnted observa-
tions and asking leading questions ..
It was the final lab day for his
honors marine science class, which
he says is his favorite.
The Jab assignment was titled
·Masters of the Ocean Realm.•

divided evenly into two groups -
fish proponents and squid propo-
nents.
After extolling some of the
virtues and shortcomings of each
marine creature, he had the divided
class tum toward their respective
tin pans filled with dark wax.
On one side of the room, squid

tion. On the other side, a bass lay in
one pan and a rockfish in another.

Students donned semitranspar-
ent, green plastic gloves and care-
fully began examining their speci-
mens. They poked. They prodded.
They sliced and dissected.
Those of us who are slightly
more faint of heart -or at least
repelled by strong, obtrusive odors
-stood back a bit while others dis-
assembled several of the world's
slimier creatures.
The final goal of the Jab was for
students to debate which creature
was truly the master of the ocean
realm.
They were to prepare a case stat-
ing "our animal is the cooler
because ... , • Garrison said.

dinarily intelligent, but have an

while fish are streamlined but
robotic and completely lacking of
intelligence.
When it was over the class took a
vote, and although I'm told it is not
the usual outcome, the squid took the
title of master of the realm this year.
It was clear that no matter what
the age, students enjoy nothing
more than being pitted against one
another.

I seem to be preoccupied
with natural disasters. t
have written about the
chubasco that roared out of the
Gulf or California without
warning and wiped out piers
and sunk boats in all of South-en\ California. t have also writ-
ten of the big Santa Ana River
flood that tlrowned quite a few
people here in Orange County.
Somehow, I .seem to have
ignored the Long Beach earth-
quake or March 10, 1933.

It was a pretty good earth-
quake as earthquakes go,
measuring 6.3 on the scale,
killing· 115 people and injuring
many more. .
I was going to USC dt the
time, and when the bricks
stopped falling I dro'l(e to Bal-
boa to see how my sister and
brother-in-law were doing.
In those days -before
freeways -you drove through
such metropolitan centers as
Artesia and Clearwater to get
to the beach. Needless to say
that since those areas were
basically agricultural, there
wasn't much in the w<ty or
earthquake damage, and the
cows didn't seem much per-
turbed by it either.
The first sign that some-
thing out of the ordinary had
happeried was when t drove
through what is now Costa
Mesa -more farmland -and
came down Newp0rt Boule-
vard to the bluff now occupied
by Hoag Hospital.
On that bluff were what
seemed like hundreds of
campfires -people who had
left the Balboo Peninsula to
avoid the big tidal wave that
was expected as a result of
the earthquake. All those
campfires resembled a pie·
lure of Grdnt's army camped
outside Vicksburg. I prowled
through the Cdmpfires look-
ing for my sister and brother-
in-law, but couldn't find them
and drove on down to the
peninsula.
It was deserted. I didn't see
a soul until l came upon Offi·
cer George Callihan, who was
driving a police car. t asked
him what he was doing and he
said he was on the lookout for
looters. t asked him what he

Arbor Day Foundation at

consensus. City staff and the con-
sultant. EIP Associates, started off
strongly and hopes were Initially
high throughout West Side.
But the process turned out to
be flaw~ because the consul-
tants held only serial events for
various Readers groups to

were homeowners preaching to
one another. Later, business peo-
ple met and preached to their
choir. Still later, Latinos met and
preached to one another. After
each venting, staff/consultant
would, like a weather vane,
change the preliminary plan to
indicate the direction of the latest
blast o( polarized words. This
week. West Siders bad a chance
to comment on (but not dilcusa or
debate) the consultent'I latest
CW1!iather report which bas now
been elevated to the status of
•Draft Specific Plan.•
Most attendees were home-
ownen. Out of some 250 atten·
dees, only about 10 Latinoa
showed. and onI'y a couple
spoke. (For reference, Latinos
make up about 50% of the West
Side population.) Only about 20
business people showed, and
maybe half of them spoke.
Next stop in the process is
apparently for staff and consul·
tant to meet in a-back room and
decide what is best for the West
Side. Then it's on to a few more
"comment" ventings, and finally
the City Council will enshrtne il
forever in the teneral Plan.
But it won't Oy. Other cities'
experiences show that. nowa·
days, stakeholders want to
decide their future, thank you
very much. They don't buy the
old patriarchal. •council/Consul-
tant knows best. approach any
more. The anger expressed Tues-
day at the unresponsiveness of
the draft plan is evidence of this.
The Draft Specific Plan
should be put on bold until we
have a process that allows
everybody to join in building a
true consensus plan.

We have enough
diversity to
celebrate at borne · I went to Celebrate Diversity
Weekend at a prestigious East
Coast university and fowid
myself in the least diverse setting I
had been in since higti school
My profession is one where I
get to work with all types of peo·
pie who were onginally from all
over the world. Our neighborhood
is one where·most every census
box is represented. My children
listen to"stones from their friends
about the nabve lands they left to
come to America.
As far as 1 can tell. diversity
weekends aren't even meant for
all people of color, especially at a
technology uruvers1ty. Apparently,
there is no need to woo some
types of students to fill their hal-
lowed halls. Yet, as 1 observed the
dress and demeanor of the invited
guests, this •ruverse· group of
parents and students from
throughout the country seemed
very similar. They all seemed very
intelligent and very middle-class.
Sometlmes. when we go on
vacation to other areas, it is almost
shocking to my kids to notice the
sameness of the population. They
look. dress, and sound the same. It
felt that way to my daughter during
tbJs weekend. As she pointed out.
at her school, people from one race
don't all duster together. •Diversity
weekends• have been her first
expenence of segregation. She
doesn't understand why races need
to dlvtde themselves up that way.
We talked about bow people need
the strength of the group when oth-
ers •dJs• them on first SJgbt.
But, she's nght, you know. lt
would be nice to celebrate diversi·
ty at the college level 'like we do
at our local schools. It would be
better if you could talk about your
family's traditions and religious
beliefs to those who don't partid·
pate the same way you do. It's fun
to share dances, songs, and cloth·
ing styles of fellow classmates
from dilferent parts of the world.
I'm bopmg the kids from our com·
mumty that have really expert·
enced diversity can change the
current outlook at the college lev·
el. I'm hopmg that none of their
ctuldren get invited to •01versity
Weekend• because our country
won't need that anymore

school board earlier this month.

bor High junior Joey Snelgrove
prefers water polo to lane lines, flip
turns and stopwatches.
Up until Monday's nonleague
dual meet against host Corona del
Mar, sqelgrove swam to stay in
sha~e and slay out of water polo
coach Bill Barnett's ooghouse.
But he accomplished something
Monday as memorable as any feat
he may ever perform in between
goal cages, to help the Sailors han-
dle their Back Bay rivals, 98-72.
"There are not too many times
when swimming becomes fun, but it
was fun today,• said Snelgrove,
whose anchor leg on the 200-yard
freestyle relay was, arguably, the
highlight of the meet.
Typically a member bf the Tars' A
relay quartet, Snelgrove was shifted
to the B unit by Coach Brian
Kreutzkamp, in an attempt to maxi-
mize team points in the event.
But, after Ryan Gough, Ryan
Cook and Steve Jendrusina put him
on the shoulder of Harbor star and A
relay anchor Aaron Peirsol, Snel-
grove made the most of the opportu-
nity, pulling past and just touching
out the potential Olympian to lead a
one-two sweep with a victory by
one-tenth of a second.
"The B relay was really pumped
up.• said Snelgrove, whose unex-
pected surge helped take away
some of the sting from a timing error
in the 50 free, which likely cost him
a CJF-qualifying time.
"For the B team to beat the A
team was big; then to top it off by
beating an Olympian ... •
Kreutzkamp was quick to praise
the effort of the upset winners, but
he also tried to put it in perspective.
•I think the fact that (the B team)
was out in lane six, kind of helped
Joey sneak up on Aaron (in lane
four),· Kreutzkarnp said. "I think
Aaron was probably cruising a little,
since he was focusing on CdM's A
team in lane three. Aaron is as com·

and I think if he'd seen Joey, he
would have done everything he
could not to lose that one.#
Snelgrove acknowledged the cir-
cwnstances behind the upset, but
he'll savor it, nonetheless.
"The Sailors (5-1 and ranked No.
3 in Orange County) will also savor
bragging rights for the next year,
after extending their winning streak
over CdM to two years.
The loss dropped CdM, No. 7 in
the county, to 6-1 , ruining Coach
Jon Moore's published prediction of
victory.
