"We're still kind of in a state of shock about not being able to do it, but we're starting right away and working to see what we can do in upcomi!1g years,• said Mike Scheafer, president-elect of the Costa Mesa-Newport Harbor Uons Club. •1t is now the 'Somewhat Annual Fish Fry?' The city of Costa Mesa's Special Events Committee recommended the city avoid having the event at the park because of construction on the site and other previously booked events. Residents of Balboa Island, Udo Isle and Santa Apa Heights will beef about the jet noise. And sure, ticket prices are a little steeper than Los Angeles International and sev- eral of Southern California's other outlying airports. But at John Wayne, you won't be blindsided by a surprise tax when you reach the check-in counter. . It took a trip through the cramped, 1bird World airports of India, Nepal and Tibet for me to appreciate this fact. ' Don't get me wrong. These are three areas rich in culture and his- tory. The •departure tax• is one thing they leave off the trip expense list. Airport offida.ls in these counµies demand that you pay these charges before allowing you to step onto the plane. Most of these fees aren't high. It's just that they seem totally a.rbi· tiary. In Khajuraho -home to India's wonderlul Cbandela tem- ples -my fiancee and I were frisked for 230 rupees each (about $5) after being told that the airport had instituted a .. passenger service fee" beginning in April. To secure a visa for Nepal, you must produce $30. If you try to pay in the coun- try's own currency, Nepalese rupees, they throw you a stooe- faced reJecbon. Johnson drops controversial water-quality bill Briefly!n THE NEWS • Environmentalists feared the state senator's proposed legislation would hamper control of urban runoff. Paul Clinton DAILY PILOT NEWPORT-MESA -A state bill that originated in Newport Beach and that environmentalists worried would limit the regulation of wban runoff is dead in the water. The bill, initially sponsored by state Sen. Ross Johnson (R-lrvine), has been shelved after 5th District Supervisor Tom Wilson asked Johnson to pull the bill last week. The legislation, known as Sen- ate Bill 816, would have limited regional water boards in issuing cleanup orders for urban runoff. The board uses the orders as its primary enforcement mechanism. Johnson introduced the bill Feb. 23, and promptly drew criticism from envirorunentalists, who said it would have made it easier for pol· luters lo illegally discharge waste into the bay. •since there were concerns that were raised that could not be worked out, we dropped the bill,• said Susie Swatt, a spokeswoman for Johnson. Newport Beach Deputy City Manager Dave Kiff, who wrote the bill for the senator, said he still hopes to find a way to protect cities from cease-and-desist orders on wban runoff. Such orders can required a dty to eliminate runoff by a fairly strict timeline. That approach is unrealistic, Kitt said. •No city is going to be able to eliminate urban runoff in any less than three years,• Kiff said. "It isn't some nebulous polluter you can just fine. What we're talking about is everyday runoff from our homes.• A cleanup order naming New- port Beach would force the city to use its officers to police water use, Kiff said. Defend the Bay founder Bob Caustin, who lobbied heavily against the bill, rejoiced over its demise. Cities should work to educate the water-using public and adopt tougher rules for bigger commer- cial users, Caustin said. •1t was a bad idea from day one,• Caustin said about the bill. •Joe Sprinkler is not the problem. You've got guys in the commeroaJ business and restaurants that are dumping stuff in the bay .... For (city officials) to sidestep their responsibility is totally unaccept- able.· Kiff attributed the bill's failure to a quirk in the lanyuage. Runoff can legally be traced to a "point" source when 1t enters a city gutter, accordl.ng to the regional board. "1bis knowledge about where they live gives them a sense of belonging to the community.· It gives them roots, she said The historical society has been collecting and preserving local histor- ical data for 35 years and will cele- brate its anniversary Saturday with an open house. The organization began around the historic building it occupies - the Diego Sepulveda Adobe, bought by the Segerstrom family in 1940 and donated to the city by the family in 1963. A special committee of the Costa Mesa Chamber of Commerce, which later became the nucleus of the Cos- ta Mesa Historical Society, assumed the task of furnishing and maintain- ing the building. Fine and representatives of other districts say they are not opposed to cleaning up the air, just to being restrict- ed to. using certain expen- sive fuels such as com- pressed natural gas. · "What they are saying is they want all new bus pur- chases to be of alternate fuel, and to them alternate fuel is CNG (compressed natural gas),• said Sandy Fiddler,. transportation ana- lyst for the Orange County Department of Education. The compressed natural gas buses would cost the Newport-Mesa district an estimated $1 37,000 per bus, with a possible grant cover- ing $112,000 of that expense. The $12,000 difference per bus and the cost of installing a filling station for the com- pressed natural gas would require taking money out of the classrooms, Fine said. That is why Newport- Mesa and scores of other school districts have asked that other options be includ- ed in the rule. including dean diesel or "green fuel,· which would cost about $40,000 less per bus a nd would not re quire n ew fuel- ing infrastructure. "lf they want lo pass lhal, what they are forcing us lo do is go take money out of salaries, books and dassrooms, and force us to spend it on new school buses." Fine said. "They should relax that stand- point and don't force us to buy the more expensive buses.· Overall. lhe total cost of the rule is estimated lo be $13.1 milUon annually - $4.4 million for public and private schools and $8.7 mil- lion for school bus contrac- tors, according to air quality district reports. That estimate includes the cost of buying and main- taining alternative fuel bus- es, installing fueling sta- tions, train.log mechanics and making a ny needed modifications to repair shops, the reports show. The air qu_ality district pro- posal also stales that "incen- tive programs are expected to pay the entire cost to pub- lic schools and a substantial portion of the cost to private schools and bus contractors.~ But Fiddle r said the incentive programs will not cover the many costs the new buses would place on the schools. HThere is no way the (air quality district! can say this won't lake any money out of the classroom, because it will, H she said. • Orange County's two rep- resentatives on the air quali- ty district board are Newport Beach Councilwoman Nor- ma Glover, who could not be reached for comment this week, and 2nd DistTict Supervisor Jim Silva, who was appointed lo the com- mittee in January. He expects to be briefed on it before the. vote today. Silva added that he has some questions about the natural gas. "I just want to make sure what we're doing L5 safe,~ he said. The Lions Club's insur- ance company, Lions Club International, denied the claim. The unresolved lawsuit has led to a dispute about whether the Lions Club should be responsible for any lawsuit sparked by an inci- dent during the Fish Fry, regardless of whether the club is responsible for the incident. As a kid who almost never missed a Dodger game on radio or television, you could be sure any time they played the Pirates, Vin Scully would refer to the big gentleman first baseman by his first name. It was always "Wilver" Stargell, as if Scully was trying to scare the daylights out of you when he stepped to the plate. It was Willie Stargell, after all, the gold-star father of Pittsburgh's 1979 World Series championship team, who clouted the longest home runs at Chavez Ravine. But this column isn't about the late Stargell 's 475 career home runs or distinctive pinwheel twirl of his bat that kept time with the pitchers' mob on. It's about losing d real childhood hero. When I heard last week that Stargell had died at 61, the same day a 12-foot bronze statue of him in a batting stance was unveiled at brand new PNC Park in Pittsburgh. my first thought was of Aug. 1, 1975. During swnmer months, my best frtencl. John Christensen, and I would write letters virtually every day to sports stars, mostly baseball players, a campaign we started in the sununer of 1975. The significance of Stargell being the first player to •wrtte back" was overwhelming. I'll never forget digging in the mailbox that day and pulling out an envelope with the Pittsburgh Pirates' logo in the upper-left comer. My heart began pounding hard. 1 couldn't open it fast enough. I'd written so many letters to that point, it was difficult to assess exactly who the letter could be from, although l think Stargell came to mind because there weren't very many Pirates on the early hit list. (Yes. later I even wrote letters to guys like Richie Hebner and Richie Zisk.) As I opened my first return, following hours of butlering up players with my mighty pen, I saw Pirates digging big hole • Orange Coast loses its fourth straight, and second consecutive conference game, falls to fourth place in Orange Empire Conference. All that really matte.red was the fact that Stargell was the first of my numerous sports heroes to respond. One thing led to another, and, after My letter to Stargell was only one of thousands, no doubt, and I would learn later in life that not every athlete reads or sees his fan mail. Often, PR interns handie the organization's mail to the players. (I'm still convinced that Stargell's autograph was legitimate and not forged by someone else.) On that day, Mr. Wilver Stargell turned a boy's heart to gold, a kid who was already in love with baseball, and, like most every other American boy growing up in the 1970s, loved to copy Stargell's patented pinwheel push with the believing Nolan Ryan was too big already for whom to start a fan dub, John and I decided to start one for Frank Tanana -the only other reason to attend an Angels game back then, besides going to see the Express. In '75, Tanana was a second-year pitcher. He was 14-19 as a rookie, had a lot of strikeouts and won the American League Rqokie Pitcher of the Year Award, so John and l figured we would jump on his bandwagon. Next thing you know, we're given four free tickets to an Angels game and invited to meet Tanana on the field at Anaheim Stadium in front of the dugout. Later, an 8 x 11 autographed photo of me, John and Frank Tanana arrives in the mail. It was the start of our next campoign: Starting fan clubs for .visiting players and trying lo get free tickets from them, but that's for another column. The Tanana Fan Club never grew beyond the two of us, but we cheered for him as loud as we could. As for Stargell, bis three home runs in the '79 World Series came at a good time -right after I'd broken up with my first girlfriend. I was pretty bummed, but the singing of ·w e Are Family" and watching •pops" lead the Pirates to the title soothed my soul. (I always loved the Pirates, because that was the name of my Uttle League team for three years and Roberto Clemente was my first true baseball idol.) I never covered Stargell as a sportswfiter and never before wrote about him. Until now. The circle pf life seems to always include baseball.
