Doily Pilot . _Setting record. straight -on traffic law I am wri~g to set the record straight regarding inaccurate comments recently made in a column regarding the Newport Harbor Area Chamber of Com- merce and our recent public infor- mation program regarding the Newport Beach Traffic Phasing Ordinance. The Newport Beach lfaffic Phasing Ordinance is considered the toughest traffic ordinance in,. the county. In fact, some people (including some chamber mem- bers) feel the ordinance is an unnecessary extra layer of local government that is unduly bur- densome on business and econom- ic interests. The chamber recently conclud- ed a public information program aimed at obtaining citizen views about the lfaffic Phasing Ordi- nance, which the proposed ERIC HUTCHISON Richard lueh~ REI Un AL Greenlight Ini- tiative would supersede as traffic policy for the city if it passed. We explained the basic goals of the ordinance and asked local citizens their feelings about these goals. The basic goal of the ordi- nance is to ensure that traffic does not exceed 90% of capacity at major city intersections during peak hows. It achieves this goal by requiring development projects that gener- ate 1 % or more new traffic to any major interst._-tion to fund improvements to keep intersec- As the debate about traffic initiatives h eats up in the months to come, the chamber board may take a position on some or all of the "traffic initiatives H proposed for the ballot. tions operating efficiently. We will shortly issue a report to the city council swnma- rtzing public response to the law. Wlth that report, our public infor- mation role on the issue will con- clude. I want to thank all of those local residen(s who took the time to provide their thoughts about the ordinance.
