not everyone's competing on the
same level. By handing out 144 tro-

clearly recognizes that fact.
After all, there are boats up to
100 feet long and others that stretch
for just 25. feet. And size does mat-
ter, according to some.
That's pretty much because
they've got a longer water tine, said
Wathen. The longer the boat is, the
faster it can go through the water.
With the right winds. that's led to
incredible records. In 1998, Steve
Fosset's Stars and Stripes made it to

The nuracle of heart surgery, the
everyday-ness of matters involving
life and death.
Walter Urie saw art m these t)ospl-

wake up every morning to save peo-

short hallway called the Pholo
Gallery. It's an aJ"ea merely for pass-
ing through, blocked al one end by a
counter where students can check
out photography equipment and
lined along another wall with dark-
rooms.
Stunning in their authenticity and
moving because most things involv-
ing children are, the exhibit displays
a world of medicine and healing in
the unlikeliest of places. Urie intend-
ed it this way. :·so when the students come out
of the darkrooms, and they're look-
ing at their prints, I wanted them to
have prints on the wall that they
could use as their benchmark, to get
a sense of sequential imagery,• Urie
said.
But they're getting much more
than a tree lesson.
For Urie, a commercial and adver-
tising photographer, it was a sense of
the immediate that tied together the
world of doctors and the world of
photographers. What began last year
as a project for the hospital's
brochure soon became, no pun
intended, a personal matter of the
heart.
"I know to do my job well I need
to be completely in the present, com-
pletely conscious of what's going on
in the moment, because that's where
photography happens -in the
moment,• he said. •And watching
the surgeons work, they also need to
be completely in that moment of
time.•

"It really kinda puts it in (stu-

instructor of photography at OCC.
Luck.ring said that Urie's work
echoes a style of documentary pho-
tography associated with Eugene
Smith, a photographer who docu-
mented the work of country doctors
and nurse midwives.
"In some ways, this is a contem-
porary version of this. We have high-
tech surgery now,• she said. "There
is a historical record to medical pho-
tography and documentary photog-
raphy that explores this.•
But for Urie, a father to two grown
children, the project is something
more humbling than a show of art.
"I really tried very hard to make
these photographs in such a way
that atte ntion would not be drawn to
the photographs themselves, but
simply to the subject,• he said. "I
made these photographs to honor
the subjects, not to show off my pho-
tography.·

DAILY PILOT
CRYSTAL COVE -
The state water board on
Thursday slapped down
Caltrans' appeal of a lower
board's order to clean up
storm-water runoff into the
cove.
While the California
Department of Transporta-
tion lost its appeal of the
Santa Ana Regional Water
Quality Control Board's
Nov. 16 cleanup order, the
agency was given a one-
year extension to imple-
ment a plan.
The uansportation
agency had questioned the
regional board's claim that
rain water flowing from
Coast Highway into Crys-
tal Cove was illegal in an
appeal filed Dec. 15.
The cove, one of 35
-Areas of Special Biologi-
cal Significance" in the
state, falls under rules laid
out in the state's 1972
Ocean Plan. Polluted water
can not be dumped into a
water body with that desig-
nabon. ·
"They made certain
legal arguments that the
board didn't agree with,"
said Elizabeth Jennings,
seriior staff counsel at the
state board. -There was
runoff. That's prohibited by
the Ocean Plan.·
Once the final ruling
came, Caltrans accepted it,
Jennings said.
CaJtrans spokeswoman
Beth Beeman could not
confirm Jennings' state-
ment.
"l can't really com-
ment,• Beeman said. •We
continue to work with all
parties on it.•
Under the new
timetable, Caltrans was
given until Nov. 16, 2003 to
stop any further -direct dis-
charges• of waste waler
from the highway. The
agency must submit its
plan by May 16, 2002.
Caltrans wasn't the only
entity the regional water
board named in the Nov. 16
cease-and-desist order.
The California State Parks
Department and The lrvine
Co. were also mentioned.
After announcing -some
details of its own runoff
plan, the Irvine Co. secured
an approval from the Cali-
fornia Coastal Commission
on March 12.
Local environmentalists
lauded the ruling, which
has been in the works since
an April ·4 public heating.
Garry Brown, executive
director for Orange County

Irvine Co. last year. a move
that prompted the compa-
ny to begin implementing
changes at its housing pro-
ject above the cove.

Brown said about the Cal-
trans appeal. •I don't think

City manager unveils proposed hl:ldget OllTUllY
John Genis • Newport Beach olficials are working to ensure
the city's finances are balanced next year.

NEWPORT BEACH
The details might still be
under discussion. But one
thingrs for sure about the
city's budget for the 2001-.
2002 Uscal year. sl,tys .City
Manager Homer Bludau: It
will be balanced.
Giving a sneak preview of
tu.s proposed $135.5-million
budget Wednesday to the
West Newport Beach Assn ..
Bludau said $89.2 million
would go to cover general
fund expenditures, such as
police, fire and marine ser-
vices and other costs related
to running Newport Beach's
government.
Capital improvement pro-
jects, such as new parks and
physical changes to the city's
roads and sewers, would take
up $34.8 million, with the rest
of the money going to pay for
water and sewage bills, Blu-
dau said.
During budget prepara-
tions, which began late last
year, city departments were
given the task of not increa5-
ing operating expenses while
finding ways to maintain the
qty's level of service, Bludau
~d.
1 The increase of about S5 .
million compared to last
year's budget comes from
higher salaries, among other
things, as well as higher cap-
ital projects expenditures,
Dennis Danner, the city's
administrative services direc-
tor, said Thursday.
The city is expected to
take in $24 .3 million in prop-
erty taxes, $21 million in sales
twces and $7 .6 million in hotel
taxes, Bludau said. Overall,
Newport Beach has more
than 200 sources of revenue.

ment will head the list of big
budget it~ms, followed by
public works with $19.3 mil-
lion, fire services with $18.8
million and general services
with $13.4 million.
Adding 14 new employees
to the city's payrolls will
bump the total to 742, Bludau
said, adding that the city was
continuing to replenish its
work force after laying off
many employees during the
recession in the early 1990s.
California's ongoing ener-
gy crisis "is going to be worse
than most people think," Blu-
dau said, adding that the
problem would affect the
city's budget as well.
With 50% of Newport
Beach's energy bills coming
from pumping water to resi-
dents, encowaging everyone
to cut down on water con-
sumption is one way to pro-
tect city coffers, Bludau said.
He added that another 25%
of energy costs come from
street lights, which would not
be shut down for safety rea-
sons. ·
City officials have begun
to save power by shutting off
computers and turning off
lights, resulting in a 5% to 7%
reduction in energy µse, Blu-
dau said ..
Council members are
expected to adopt the budget
after three ~tudy sessions and
several public hearings on
June 28. The new Uscal year
begins July 1.
Mayor Gary Adams and
Councilman Gary Proctor,
who represents West New-
port Beach, also attended the
forum and addressed other
city issues as well as the
extension of flight caps for
John Wayne Airport and
plans foi an airport at El Toro.

have been terrific. with wands
blowing at 25 knot!>."
But while wand!> or their
absence sWl remdin the smgle
most unportant factor for the speed
of the race, expenence, hard work
and state-of-the-art equipment
can go d long WdY dS well.
Skippers have to decide
whether lo hea d out to the ocean
or sail along the coast, for exam-
ple. That also involves some luck
in reading the winds correctly and
predicting which direction they'll
blow.
"U you guess right. you do OK."
Wathen said. "If you don't, you're
dead. !The other boats! will be
ahead by such a mdrgin that you
can't catch up to them."
FUN FACT
If skippers have had problems
finding the finishing line in
Ensenada in the past they
don't have to worry about it
this year. Race organizers will
light up the sky with a laser
· beacon to make sure that
everyone gets in safely.
So what about any favontcs?
Craig Reynolds, who will skipper
his 40-fool Bolt, said Dennis Con-
ner, with Stars and Stripes, and
· Allan Andrews, with Doublelime.
are forces to be reckoned with.
"They sail real hard all night,"
he said, adding that this is the real
key to winning the race as far a!.
he's concerned.
FYI
The race send-off is scheduled to
start at noon today. The Newport
Ocean Sailing Assn. will have a
narrator.explaining the event at
Lookout Point on the bluffs
above Corona del Mar State
Bea9' beginning at 11 :30 a.m.
HA lot or people don't sail the
bodt hard between midnight and
four or hve in the morning,"
Reynolds said. "It's hard to sail a
boat in the pitch dark.·
But that's what's needed to
excel.
"The old adage of following the
beer cans to Ensenada" 1ust does-
n't hold up any more, Reynolds
!>aid. "People who work real hard
and those who have good equip-
ment, will win."
RAZORS
CONTINUED FROM 1
Avenue and threw it away, police
said. She did not report the incident
to the police until she returned from
vacation several weeks later.
Newport Beach police Sgt. Steve
Shulman said his department will
now be working closely with Costa
M esa police. which has been inves-
liga ting five incidents in which
razor blades have been found in its
city parks. As of yet, no one has
been injured, but both police.
departments are taking precaution-
ary moves in upping patrol in both
cities, police said.
Raizors were discovered in H eller
Park on 16th Street three ti.mes· -
on March 30, and April 1 and 17.
Similar discoveries were also made
al Pinkley Park on Ogle Street on
April 16 and al Lions Park on West
16th Street on Tuesday.
"These parks are all within
wallong djstance, • said Lt. Dale
Birney of the Costa Mesa police.
·But it's loo soon lo think about
whether there are patterns to this or
not. And, when you start thinking
about what kind or mind would put
rdzors Ion playground equipment!.
then you have lo wonder what kind
of person you are even dealing with
before you start thinking about pat-
terns."
On Thursday afternoon, Birney
issued a release asking that the
media voluntarily refrain from visit-
ing the parks for video footage and
interviews ford period of 10 days,
beginning at 11 p.m. Friday.
·our investigation has now
redched a critical stage. and the
intense media presence in the
parks is beginning to interfere with
our attempts to identify those
involved in placing the razors in the
parks,• Barney wrote in the release.
Also on Thursddy afternoon,
bright yeUow signs were posted in
Newport Beach parks that read,
·Recently. sharp objects have been
discovered on dnd around the play-
ground equipment. specifically the
slide apparatus at city parks.· The
signs serve as warning to familfes to
check equipment before use and to
call the Newport Beach police if
anything is discovered.
Similar signs can be found in
Costa Mesa Parks. and Birney said
although people are still using the
parks, they are staying clear of the
playground equipment.
. '
Shulman said that in his
years with the Newport Bea
police department, he cannot 1
any disturbances slmilar to this.
•There has been nothing
this that is repetitive,• Shulm
said. "There is just no reasonabl
explanation why anyone would d
this except to injure someon .
Obviously, they are not very child·
friendly. I could say worse thlngs,
too.·
Shulman added that the person
responsible for pl~cing the razor
blades on lbe pJayground could
face felony charges for attempted
assault with a deadly weapon.
Parents and teachers in Ne\\-port
Beach are taking extra precautions.
now that razors have been di11Cov-
ered in their parks.
Toby Kramer, a kindergarten
teacher at Christ Church By The
Sea Children's Center said thdt
school security and city workers
spoke with her school Thursday to
warn her and the other teachers
about the occurrences.
"Before, we used to just walk
over here fto Las Arenas on West
Balboa Avenue) and the kids would
just run,· Kramer said, keeping an
eye on the students who were play-
ing on the equipment. "No razors
have been discovered here yet, but
we (the children and II talked about
what to do if they find anything. It's
very upsetting and we sure inspect-
ed everything today before I let
them play."
Melinda Llddicote, who brings
three of her four children to pldy ut
Las Arenas Park alinost everyday.
said she used to let her children run
through the park barefoot.
"But now, we can't do that. They
have to keep their shoes on," she
said, her children giggling and
playing in front of her. •But 1 know
if they found something. they
would come running. It's scary to
think that something so small could
be hidden in the sand.·
Bud Haley, a parent in Cof.ld
M esa, recently announced thdt he
is putting together a reward for
information that would resuJt in the
arrest of the suspect. He is seeking
donations from businesses and re'>-
idents to create a reward of up to
$5,000.
"We're just local neighborhood
people trying to prevent something
bad from happening to our kids,"
Haley said. •

ing to Haley's fund may call him ~t
