AGENDA
REVIEWING THE BUDGET
During the 4 p.m. study
session. the City Council will
review this year's budget. The
2000-01 operating budget
will not increase from this
year's, apart from employee
salaries and benefits.
What to expect:
In comparison to last
year's budget. the fiscal
2000 budget is nearly the
same. The difference is that
special needs within various
departments are addressed.
Additional funding will
be made as supplemental
requests. City Manager
Homer Bludau approved a
large number of requests
he felt were necessary to
maintain cu rrent service
levels. These include
requests from administra-
tive services. the Police
Department. the Planning
Department and Recreation
Services Department.
For example .. the city
clerk needs an additional
S 15,000 for the signature
verification for the Green-
light counterinitiative.
PARKING METER RATE
INCREASE
Wha t t o exp e ct:
In helping the city decide
how to more effectively
manage its small supply of
parking spaces. the consul·
tant for the Balboa Peninsu·
la Parking Manage-ment
Program recommended
increasing the meter fees.

are to increase the rate
from 25 cents an hour to 50
cents an hour in the Can-
nery Village parking lot and
the central lot in the Lido
Marina Village area. Rates
in the Balboa Village area
lot would increase from 50
cents an hour to S 1 an hour.
On Balboa Boulevard,
Palm Street and Bay
Avenue in Balboa Village,
the on-street meters will be
increased to S 1 an hour.
The meters in Cannery Vil-
lage and the Lido area near
City Hall will increase to 50
cents an hour.
ENVIRONMENTAL
QUALITY COMMITIEE
The chair of the Environ·
mental Quality Affairs Com-
mittee, Earl McDaniel, has
been appointed to the
Planning Commission
What t o expect:
Because council policy 1s
that volunteers cannot
serve on more than one
commission or committee,
McDaniel must step down
from the environmental
committee.
As a result. Mayor John
Noyes has indicated he
wishes to appoint Robert

GETTING PUMPED!
Few things are more aggravating
than gening into a car that cranks
bu1 fails to start. When the
odometer reads in the ne1ghbortiood
of I 00.000 miles. the ~urcc of the
no·Stan problem may well be the
elecLric fuel pump. It may no longer
be capable of pushing fuel forward
with ~u fficient pressure. Other
symptoms, shon of failure to stan,
include momentary engin<: cut-out,
hesitation, low power, and stalling.
If the fuel pump is the culprit (after
ruling out the sparlc plugs and
camshaft as possible source~), it is
likely that the fuel filter is plugged
with debris. A~ a consequence. the
fuel pump ha.~ had to work harder,
which has resulted in iL~ prcmarure
demise. "
HINT: A failed fuel pump makes a
good argument for regular fuel filler

models that come with an array of
standard features. On top of these.
buyers can choose options to

among these. in tenns of retail

This fealure generally outsells
manual transmissions (in models in

Beyond that, such safety

GETTING PUMPED!
Few things arc more aggravating
than getting imo..a car tha1 cranks
but fails to start. When the
odometer reads in the neighborhood
of 100.000 miles, the source of the
no-stan problem may well be the
etectric fuel pump. II may no longer
be capable of pushing fuel forward
with sufficient pressure. Other
symptoms, short of failure to stan,
include momentary engine cut-out.
hesitation, low power, and stalling.
If the fuel pump is the culprit (afier
ruling out the spark plugs and
camshaft as possible sources), i1 is
likely that the fuel filter is plugged
with debris. As a consequence, the
fuel pump has had to work harder,
which has resulted in its premature
demise: •~
HINT: A failed fuel pump malces a
good argument for regular fuel filt.e
replacement
