flurry of residents falling over
each other to plan the first
Balboa Island Day Parade in
1994 was the Keystone Kops,
observed reside nt Ken Lindahl.
So he added them.

And it appears that the ".Little Bal
lsland Keystone Kops" were just what
the tw~block parade needed. The
group of four -Lindahl and Steve
Bromberg. Mickey Dunlap and Earl
l"'fcDaniel -annually shed their pok-
er-faced images as career men to slip
into complefe silliness.
In donning the tall gray hats and
red and white socks, a transformation
takes place, said attorney and commu-
nity activist Bromberg.
"I think we've just never grown
up," he added. "lt would take an
active insurrection to keep us out of
there. We have no shame."
The group will perform in the June
4 procession themed "The Jewel of
the Harbor." The four-man entry will
be joined by the Sheriff's Department

respect for campus property.
More than 44 students volunteered
their time Tuesday to paint a larger-
than-life mural on the wall of a play-

brushes of various shapes and sizes
and dozens of thirst-quenching sodas.
The school and corporate sponsors
picked up the mural's $4,000 price tag.
And the kids were pleased with
their efforts.

nice,• said Hugo Chavarria, 11, of
Costa Mesa. Hugo stood on the third
rung of a five-rung red ladder. He
painted a blue ribbo'n on one of the fic-
---nnous students depicted m the mural.
#Sometimes people come and paint
the school bad, and we are painting it
pretty," the fourth-grader added.
Since 1992, Operation Clean Slate,
a Costa Mesa-based nonprofit agency,
has traveled throughout the Southland
engaging students and others with the
idea of creating positive artwork.

The city's $126-million bud-
get f~r the new fiscal year will'
remain about the same as last
year, in a continuing effort to
replenish reserves depleted
during the mid-1990s finan-
cial crisis.

general fund is up 3.27 % from

enue sources: property tax

a proposal for six new employ-
ees and supplemental requests
for additional funding.
Each department was
directed to stay within its giv-
en bndget. Requests for adcli-
tional spending were handed
to City Manager Homer Blu-
dau for review.
"No growth forces (depart-
ment heads) to justify their

about half of the requests,
amountin to an extra

economic downturn and a
diversion of property taxes

In the last eight years,
Danner said, the city has lost
$27 million in property Laxes.
The city tightened its belt -
reducing staffing from 767 to
660 and halting larger public
projects.
