Balboa· Art Walk to check out

T brongs of people choked Balboa Island's
boardwalk Sunday to catch a glimpse, and
even take home, the work of area artists.
The Balboa Art Walk, celebrating its sixth
year on the island, attracted about 80 local
painters, sculptors, glass blowers and other
artists to the bay front walkway between Marin
and Agate avenues, where about 2,000 enthusi-
asts perused their wares.
"The whole point is to bring out local artists
and give them a venue to display their work,•
said artist Debra Huse, who bas organized the
event since its beginning. •And as they gain
exposure, they expose others to the entire art
process.•
Huse, whose gallery resides on the island,
sent out 300 invitations to artists for the one-day
showing and accepted the first 80 who replied.
Entry fees for booths help cover the Art Walk.'s
$10,000-price tag, with some money reserved to
help restore the Balboa Theater on Balboa

Uve bands dotted the walk at its start, mid·
point and finish, while steady waves of people
arrived throughout the day. .
"The best pa.rt about this ls that it exposes

Sheila Church, who brought her children and
grandchildren to the Art Walk. •Ptus, it's Moth-

A little spending
aside for city
council members
•Newport Beach City Council
is considering making its
discretionary money a little
bit more public.
Mathis Winkler
DAILY PILOT
NEWPORT BEACH -City Manager
Homer Bludau first came up with the
idea to Set up "special project" funds for
council membets at his old job in Coron-
ado.
He did so after th~ cityls eleped
leaders would come in with relatively
small requests, such as $1,500 for a
1J;oup that was trying to plant trees m
their district.
Just one such e xpenditure wouldn't
cause a big problem for the city offiaals
But the requests could add up dunng the
year and make it difficult to find funds to
cover them, he sa.id.
Last year, now working at the helm of
Newport Beach government, Bludau
introduced the idea here, as well, allo-
cating $7 ,000 to each council member for
discretionary spending.
The system will continue in the com-
ing fiscal year, as well. But council mem-..
bers said they want to discuss openly
how the money is spent.
Discussing the matter at a budget
workshop last Tuesday, Mayor Gary
Adams said he'd like to see requests
appear on council agendas to give resi-
dents a chance to comment on the pro-
jects. .
Councilwoman Norma Glover, who
bad already pledged her entire $7,000
for work on the Mariner's Mile design
framework, said she didn't thmk giving
the money to charities would be appro·
priate, ... adding that dty officials recently
suggested this.
But Adams countered that giving the
money to charlties should not be a Prob-
lem -as long u residents know where
tbe money ii going.
"'Ibis ii alwayw a lot of fun," said Costa Mesa-
based painter Mi~el Godard. •A lot of artists , rHOTOS IV DON LEACH I OMV PlOT

THE HARBOR COLUMN
Good news for the
owners of Johnson
and Evinrnde engines
A hoy.
This week I am flying north to the
Tacoma Yacht Club ln Washington,
where I will be the skipper aboard a private
yacht cruising in the Puget Sound and up to
Seattle. It will be a nice change to be on
inland waters and not fighting huge seas like
my recent voyage from Honolulu to Long
Beach. This is the same yacht I had a nice
voyage on last September while bringing her
home from Desolation Sound, and hopefully
something exciting will happen on this voy-
age that I can tell you about in one of my
upcoming columns.
There's good news for own.en of Johnson
and Evinrude outboard enginel, u Bombardier
Inc. has brought the outboard engine lines and.
to my knowledge, will provide limited warranty
work on 2000 modell and up. By now, every-
one bas heard that OMC filed rorbanlauptcy,
leaving its customen without an}' warranty
coverage and unaware about the possibility of
future spare parts. These outboards also have
the new Picht fuel injection system that has
bee.Q plagued with problems and fires, and'
industry insiders are hinting toward pOssible
recalls for some of the outboards. Bombardier is
well known in the marine world for manufac-
turing the Sea Doo personal watercraft.
In addition, Genmar Holdings has taken
over OMC's boat manufacturing lines of Chris
Craft, Sea.swirl. Hydra-Sport, Jav~. Lowe,
Stratos and Four Winds. Genmar is the hold·
ing. company for Carver, Hatteras, Wellcraft
,tu;ld Trojan, just to riame·a·few. U you own one
of the boat llnes from OMC, then you should
see Genma.r's Web site -www.genmar.com
-for information about your warranty .
OMC's bankruptcy bas shocked the manne
industry and consumer confidence fell as
many worried they would have to spend thou·
sands of dollars to cover repairs that were no
longer under warranty. I still think it is very
strange there 11 no lemon law for boats like
there is for the automobile industry.
Last week, the Newport Harbor Area
Chamber of Commerce held its annual meet-
ing and luncheon at which Newport Beach
Mayor Gary Adams gave a State of the City
speech. Also, the chamber gave out volunteer
recognition awards. I received one for my
years of work as the Marine Committee Chair,
and I wu in good company u Lan.a Johnson
of the Dally Pilot received an award for her
work on ~fine newspaper .
Here 11 a test for all you boaten who ven·
ture out from Newport Harbor to tpe Pad.fie
Ocean: What is the flashing light mounted up
high at the Harbor Department that you can
· see when you are entering back Into the jet-
ties, and how many colors a.re there, and what
do the colon signtty1 Do you UM this light lig·
nal and bas it helped on those moonlea pitch-
black nights?
Let me know, and l'm of! to Seattle where
maybe I will be able to get in touch with Bric
Reeter, who was transferred to Seattle from
his command aboard Newport's fonner Coast
Guard Cutter PolnrStuart that WU nK'ently

PLANNING COMMISSION PREVIEW
Inside
CITY HALL
SIGN ORDINANCE
. The Planning Commis-
sion on Monday will con-
~der ~ging the city's
sign ordinance, originally
adopted in 1974.
The commission dis·
cussed the ordinance at a
meeting April 23, when it dir~ed the city's staff to
detennine whether the •
changes are allowed by
California's business code.
The proposed changes
would prohibit new signs
with animation or moving
messages, require street
addresses to be posted on
free-standing signs or on
the Quilding, and limit the
number of sjgns allowed on
businesses.
The ordinance was last
revised in 1995 after a two·
year process involving a
committee that reviewed
the sign ordinance, the
Planning Commission, City
Council and city staff.
WHAT TO EXPEa. Jerry
Scheer, city attorney, inves-
tigated the business code
and wrote a memo dis·
cussing whether the pro-
posed ordinance is legal.
The memo was not
included in the staff report,
but city staff continue to
reconunend approval of the
revised ordimp1ce. ·
EXXON/MOii LE
CONVENIENCE STORE
The commission is sched·
uled to consider a proposal
to replace an existing ser-
vice station with a new one
at 3006 Harbor Blvd.
The new station would
include a 3,Q15-square-foot
convenience store, a 6,544·
square-foot fueling canopy
and a 1,1-52-square-foot self.
serve drive-thru car wash.
The station currently
includes four fuel pump
islands and a small conve-
nience store underneath an
existing canopy, as well as
five parking spaces.·

The original proposal, ,
sublnitted in January, was
. revised ApJil 30 ta provide
moie ~king. If the project
is approved, the gas ·,mu9n
will have 15 parking spaces. -. .
WHAT TO EXPECT: The
commission is expected to
aRProve the proposal with
the' condition that the archi·
tecture of the new canopy,
store and car wash is com-
patible with the adjacent
Costa Mesa Square.
Costa Mesa Square is
the shopping center with
Target Greatlands.
BLOCK WALL
The commission will
review an applicati9n to
legalize an existing six-foot
high block wall located two
feet from the front property
line of a single-family home
at 2097 Santa Ana Ave.
Maria Elena Olivera, the
property owner, did not
obtain a city permit for the
wall, which encloses the
side and front yards.
Olivera said the wall acts
as a buffer for traffic noise
along Santa Ana Avenue
and as a protected play ar.ea
for her children, according
to the staff report.
WHAT 10 EXPEC't. The ci>m-
mission is eXpected to deny
thEf t!\J)plication because the
wall falls short of the 10-foot
setback required.
City code allows vari-
ances where special cir·
cumstances exist, such as
unusual lot size or shape,
but, according to the staff
rej:>ort, the Santa Ana
Avenue home does not
meet those.standards.
The wall could be
rebuilt 10 feet behind the
·property line and still pro-
, vide a noise butter and an
adequate play area,
according to the report.

Those letters are expected
to go out this week, City
Manager Homer Bludau said.
"I think it is an issue that is
very important,• Bludau said.
"What we want to do is pro-
vide some background."
The City Council will also
give a full presentation dur-
ing a public unveiling at
Tuesday's meeting.
Other public meetings
could be held, Bludau said,
but none are scheduled at
this point.
The city also will begin a
fast-tracked environmental
review of the proposal. The
city agreed to pay for the
study, which Bludau said
would cost "well under $1
million.•
The city will draw on sev-
eral existing documents for
background, including
Orange County's environ-
mental review of its •Airport
System Master Plan.• That
document lays out plans for
John ·Wayne and the pro-
posed international airport at
the closed El Toro Marine
base.
J
ALWAYS, niE POuncs
Newport Beach officials
wd they would like to finalize
an extension otthe settlement
agreement prior to March
when county voters will cast
ballots for or against South
County's great park initiative.
On April 30, the El Toro
Reuse Planning Authority
unveiled the initiative, which
would change the 4,700-acre
base's zoning to nonaviation.
If that initiative passes, an
airport at El Toro would be
difficult to get oft the ground,
and Newport Beach policy
makeIS are worried the coun-
ty would be reluctant to give
them a deal for John Wayne if
that happens.
County supervisors also
would be teluctant to grant any
additional flight limits, officials
said, because they wouldn't
want to tie their bands to meet
future air travel demand, •
•If El Toro is off the table,
we're going to have a tough .
time stopping John Wayne
from going to a 14 [million
annual passenger) airport,•
Proctor said.

Coundlman Tod Ridgeway

As of last week, $33,000

Any money that's not used
before July 1 will go to the
general fund reserves, with a
new $1,000 set aside for every •

South County leaders see
a more insidious motive
behind the deal. They say it is
a strategic move by Newport

neighboring communities

John Wayne Corridor, as it is
known, includes Costa Mesa.
Tustin and Santa Ana.

•John McEnroe's Dr. Jekyll impression is

NEWPORT BEAC H -For the second tune in the Suc-

first three matches to villain in the championship final
Sunday. rallied to win in the championship tie-breaker.
This time, McEnroe came back and defeated Pat
Cash, 7-6 (4), 5-7. 10-7, after trailing in the champi-

who became a Mother's Day favorite in Newport Beach
mainly by default.
It was McEnroe's emotions unraveling -what else is

A man in the third row of the east-side bleachers
hollered, ·Throw your racket, John!"
McEnroe, ahead 6-5 at the time with Cash serving at

from the crowd as Cash became the knight on a white

in 2000-01 .

trailed Yannick Noah, 3-6, in the championship tie-
breaker, which is played up to 10 Wlth a two-point dif-
ference. McEnroe rallied to win, 10-8.
Sunday, Cash enjoyed a 7-5 edge in the champi·

circuit, but lost five straight ppints.
•That's still a long way to go (ahead 7-5), but you're
in the best position you want to be and with the serve to
come,• Cash said. "But I missed on the first serve and
missed (on a lob shot)." •
Mc:Bnroe tied it, 1-1, on a drop shot at the net, then
pulled ahead by one point on an overhead voUey. McEn-

JAGUAR CREDIT'S . LEASE
OF A LIFETIME CELEB.RATION
HIGHEST RANKED IN SATISFACTION WITH INITIAL CONSUMER
LEASES, ACCORDING TO J.D. POWER AND ASSOCIATES.
W~'ve gone to great lengths to make leasing a Jaguar as enjoyable as driving one.
