MESA VERDE -Homeowners
here said they had mixed feelings
about the scaled-down plans for a
housing tract presented to them by
developers Wednesday.
The new plans call for 69 three-and
four-bedroom homes -21 fewer than
developer Standard Pacific's original
design, which the City Council reject-
ed in February.
"It's a step in the nght direction. but
tt still falls short of what we asked for,•
said Karen Robinson, who lives near
the project and battled the original 90-
bome design with a coalition of other
homeowners.
They said the new homes, wh.tcb
would have smaller yards than others
already there, would clash with the
look of the neighborhood. And home-
owners told the council that people liv-
ing there would clog streets With
added traffic and bring more students
to already crowded neighborhood
schools.
Developer Standard Pacific
redesigned the Adams Avenue devel-
opment from scratch, removing a gate
planned to encirde the property,
extending a right-tum lane, adding a
three-car garage to each home and
providing a small playground in the
center of the complex.
Michael Battaglia of Standard
Pacific previously had said there was
no financial incentive to build fewer
than 90 homes on the land, which is
owned by CJ. Segerstrom & Sons.
But after four months of tweaking
balance sheets and drafting larger
homes, the developer adjusted its
plans.
Many residents did say they were
glad the site would have fewer homes.
But Robinson said that fact can be mis-
leading.
She said they should be more con-
cerned that each home's lot would be
smaller than the 6,000 square feet rec-
ommended by the Qty Council.
"The h uge homes imply that large
families will be there,• she said. •Tue

•Fighting Words,• one of 10
plays included in this year's
Padflc Playwrights Festival at
South Coast Repertory.
•Fighting Words," which
makes its debut next week at
the third annual festival, is
based on the life of Johnny
Owen. The bantamweight
boxer from Wales rose to suc-
cess in the late 1970s, but died
in 1980 from head injuries he
suffered in a match for the
world bantamweight title at the
Los Angeles Olympic
Auditorium.
The play has bad several
readings in recent years,
including New York City's
Theater Workshop and Public
Theater. But it's at the festival
that Kuruvilla feels his play-
which will be fully staged-
will get the most attention.
Jerry Patch, South Coast
Repertory's festival director,
said the event is the perfect
environment for artistic direc-
tors from around the country
to see new plays. •u they don't end up pro-
ducing a play, they can always
develop a relationship with the
writer later," be said.
In addit.ion to "Pight.ing
Words," this year's lineup
includes a production of "The
End of It All" written by Cusi
Cram and directed by Juliette
Carrillo, and several read!.ngs.
Patch said the variety of
shows gives a kind of collegial
atmosphen; to the festival. ·u~ klnd of a county fair of new plays," he said. •0ur goal
is to develop new plays and
getting as many productions of
those plays as we can for the
playwrights .•
In addition to establishing
networks between veteran and
emerging playwrights, direc-
tors and producers, the festi-·
val offers a unique selection of
plays.
Kuruvilla said his play,
which is 90 minutes long, isn't
as much about Johnny Owen
as it ls about his effect on bis
hometown and the people who
were rooting for him to win on
tbe day he died.

for a play," Patch said. "When
I first read it, I thought it was
interesting that a play oould be
so rooted in boxing. I was also
struck by the poetic voice in
it"
The play, which will have
five performances in the festi-
val, alternates between the day
before and the day after the
fight.
"It doesn't center on the
fight itself because I wanted it
to look at the women on the
periphery m their baling men.·
Kuruvilla said. •1t looks at the
periphery of the event but not
the event itself.•
Owen's story is not a heroic
one, but merely a time in his-
tory that everyone either forgot
or didn't know about. Kuruvilla
said.
At 5-9 and 118 pounds,
Owen was far from being in
the same league as
Muhammad Ali or other well-
known boxing champions of
that era.
"Men from Wales are gen-
erally not that thin. He W811
shockingly thin,• Kuruvilla
said.
"Fighting Words, which
took a little more than three
years to complete, was
Kuruvilla's project at the pres-
tigious Yale School of Drama:
Kwuvilla-a Canadian wbo
• studied boxing in Waterloo,
near Toronto and was a fan of
Owen-said he came up with
the title while trying to define
the boxer.
•fighting words' is when
people speak harshly to [insti-
gate) an argument.• Kuruvilla
aaid. "U you separated the
words it means combating lan-
guage. Owen was very shy and
didn't speak much, so he
~xpressed himself th.rough
fighting."
Kuruvilla said the audience
gets a sense of who Owen was
through conversations and
playful reenactments on the
set's kitchen and living room
area.
ProteWonally, KuruviDa said
be feels satisfied with the direc-
tion of bis career. He said as a
{>laywright, he is passionate
about his craft. but he also is
sensitive to the pressures that
come with being a writer.
"There is no lesson to be
learned," ·he said. "I don't wade
into the argument cl. whether or
not boxing should be a sport
because I don't feel comfort-
able yet, as a playwright, to
offer answers. What I do is pre-
sent the issues, I don't try to
resolve them."

Teachers rapped, students
wrestled and the audience
threw tortillas. It was wilder
and more chaotic than allY
football rally -it was the
annual acadeJll.ic rally at
Newport Harbor High
School on Thursday to hon-
or the school's stellar schol-·
ars.
It was a frenzy of award
presentations interspersed
with skits and dances. J
Hundieds of students,
from freshmen to seniors,
were recognized with acad-
emic le tters and pins for
maintaining a , grade-point ·
average of 3.71or higher for
three consecutive semes-
ters.
• PHOTOS BY CONRAD LAU I DAllY PILOT Senior class valedictorians, front row, applaud academic achievers at Newport Hart)or
"This is our future,• said
PTA president ~arbara Yea-
ger, who said the number of
students receiving the honor
has increased so dramatical-
ly that the rally had to be
moved from the gym to the
football field this year.
Each of Newport Harbor's
11 departments also had ,a
chance to name a student of
the year, and several run-
Hig'b School ·
ners-up.
Finally, thwarting all tra-
dition, Newport Harbor has
done away with the typical
valedictorian and salutatori-
an. This year, 10 seniors are
being honored as "valedic-
torian scholars.• Each
received a plaque and flow-
ers, but they will not all have
an opportunity to speak at
graduation. Any senior is
welcome to apply for that
honor this year.
"This class has a lot of
_great students in practically
every area. There are great
artists, musicians, athletes
and students," said Chet
Malek, the activities and
student body director, who
after this year will leave that
position after seven years to·
return to teaching English.
"This is just one of the most
well-rounded classes we've
had -and we've had some
excellent classes.•
The rally is a fun-filled
tradition that defines the
end of the year and helps
students begin the count-
down. But for seniors, it is
also a poignant time.
"It's a lot of nostalgia,#
said valedictorian scholar
Patrick Sharma. "It feels like
your youth is slipping away
-really.#
His good friend and ·fel-
low valedictorian scholar
Greg Chinn had to agree.
"I'm ready for the .next
step, but I just want to hold
on to this," he said.

• State report shows moi;e kids stayed in
local schools last year than in previc!>us years.
NEWPORT-MESA
More students are choos-
ing to stay in Newport-
Mesa schools, according
to a study of dropout rates
relellsed by the state
Thursday.
The report, compiled
by the state Department
of Education, indicated a
slight decline in Newport-
Mesa's dropout rate last ·
year, and is one of the
lowest in Orange County:
With 5,925 students
enrolled in grades nine
thiough 12 dwing the
'1998-99 school year, 43
students left the system.
·I'm really pleased that
we're doing be tter and
doing well,• said Supt.
Robert Barbot. "But I'm
never happy to not know
where even one kid is.
Every) individual kid is
important. I'd be really
happy when every district
had every kid.•
The majority of those
43 "missing" students,
Barbot said, have moved
away with their families
and did not_inform the
district where they were
going. Many missing stu~
dents, he said1 move to
another country.
"When they left our
system, we checked the
residence and the family
moved or the parents
don't know where they
are," be said. ·ours is
probably one .of th~ low-
est Mound,· and Laguna ·
Beacli." ,
Laguna Be~cn was one
of only four districts with
a lower dropout rate than
Newport-.Mesa's.
"That's good news. We
must be doing something
right if we're keeping the
kids in school,• said
school board member
Wendy Leece. "Maybe
it'll start a new·trend. It's
cool to stay in school. lt's
not cool to drop out."
District officials use the
information from the
report to check how they
are doing compared with
other districts throughout
the state, Barbot said.
·we look at other dis-
tricts that might be doing
a better job and see if
they might have ideas
how we can improve,# he
said. "Candidly, we get a
lot of calls.#

Finally, the grass is indeed greener Work to OOgin on

who· have watched the

two years, will have reason
to celebrate ~.tlen lhe fields
officially open July 1.
"It took a lot longer than
1t should have. But it's bet-
ter to let the grass grow
healthy and strong before
stepping all over it,• said
City Councilman Joe Erick-
son , his /Words a Zen-like
metaphor for life itself.
The city bought lhe 18-
acre Fairview Road site
from the Newport-Mesa
Unified School District
three years ago for ~7 .5 m.U·
lion. Demand for soccer
space had been increasing,
so the city planned to turn
the vacant field into six
fie lds by spring of 1999.
But bad fortune or bad
planning, depending on
who is askM, delayed the
fields' opei;tlng for more
than er year. · •
In September '1998, city
landscapers -as instructed
by parks staff -seeded the
area with Bermuda, a
durable turf bred for play-
ing fields. ·
It turned out, however,
that the hardy Bermuda
demands warm soil and
sun. And the fall of that
year was frosty, causing the
grass, and those who plant-
ed the seeds, lo wilt.
Take two: In March 1999,
. a new, more conservative,
almost obsessive landscap-
~r named Brian Carey -
perhaps his chest-length
beard was a harbinger of
healthy growth -planted a
hardier breed of grass.
•He's incredibly knowl-
edgeable,• said Jon Zich,
regional director· of the
American Youth Soccer
Organization ih Costa .
Mesa. •He's the guy \n the

to make it the best complex
around. We trusted he
knew what ~e was doing.•
By late D.ecember, the
grass was thick and. even,
but dormant brown. David
Alkema, the city's parks
manager, assured everyone
that the grass was simply
asleep . for the winter and
would be a rich, healthy,

Residents can save
on flood insurance
• FEMA will stop requiring flood coverage for
homes in certain locations in Newport·Me$a.
Alex Coolman
DAILY PILOT
The $1.3-blllion impfove-
ments to the Santa Ana River
have made it passible for some
Costa Mesa and Newport
Beach ,residents to save hµn-
dreds of dollars in oooa insur-
ance payments.
· Because of the project, the
Federal Emergency Manage-
ment Agency on Wednesday
will downgrade the Oood zone
designation for certain areas qr
Costa Mesa and Newport
Beach, a move that means resi-
dents in the affected areas will
no longer need to purchase
Oood insurance in connection
with home loans. _
• The change will save some
residents hundred~ or even
thousands of dolla.nl on insur-
ance payments, said Faisal Jur-
di, deputy building director for
the city of Newport Beach.
Exte nsive construction along
the Santa Ana River has elimi-
nated the risk of flooding from
major storms. It has resulted in
revised flood-plain designations
both here and in communities
such as H untington Beach,
Orange and Westmmster.
Tamara Campbell, senior
planner for the city ot Costa
Mesa, said the consequences
for residents are simple.
·People who used to pay for
insurance before don't need to
anymore,• she said.
Owners of single-family
homes in what was.previously
considered a somewhat risky
Oood area were tequired to pay
$351 per year in insurance,
according to FEMA.
Under the new designation.
•no payment will be necessary.
Homeowners who have paid
in advance for flood coverage
may be eligible for a rebate,
Campbell'said.
Most of Costa Mesa, with the
exception of certain parts of
Fairview Park, will be an area of
minimal flood hazard under the
new zone mapping.
In Newport Beach , Jurdi
said, the situation is still some-
what complex. Many parts of
West Newport Beach are now
considered low-risk areas, but
buildings on Balboa Island, cer-
tain parts of the peninsula, and
other areas will still be required
to carry insurance.
Maps clartfying the borders
of the new flood zones are
available at C95ta Mesa ·and
Newport Beach city halls.

Each summer morning,
Huntington Beach lifeguards

This day. the lifeguard

had produced a huge south

My best friend in life-

asked me if we could switch
towers. He had been out

wNch was right next to the
pier and the busiest spot on
the beach.
No problem, J said, and he
went down the beach, ready
for an easy day in Tower 17,
where you dealt mostly with
lost k..ids and cut feet.
But things turned out dif-
ferently. Near his tower, a rip
current pulled a young

J';_,e often wondered why
that day unfolded the way it
did. Why did we switch tow-

thing for a 17-year-old kid to
deal with. Especially if
there's some gnawing doubt
that somehow you could

the victim sooner and made
the save.
During lileguard training,
the first visual our supervisor
presented to us -right after
lunch -were 8-by-10 glossy
photos of dead people. All
kinds of dead people: men,
women and children.
•Tuis is what happens
when you don't do your job,"
he said evenly.

When I go to the beach
these days, I still scan the
ocean looking for potential
rescues. Can't help it. It's a
hard habit to break. My wife
makes fun of me, saying I'm
still trying to live out my lile-

right But there's something
more.
Maybe it's the photos of
bloated, dead VlCtuns that
were imprinted on my 17-

the lileguard whose life was
seriously messed up when
someone drowned in his
water.
Or maybe it was my best
friend who, while manrung
my tower, had to gtve •

But for me, the ocean is a
dangerous pldce. And more
people should give it the
