major accident
X "I· You never know
when something is
going to happen on a boat
That's why, as a professional
captain, I train and prepare
for the unexpected on a reg-
'ular basis.
Just last week. I pulled out
of a slip aboard an Azimuth
58, and a few minutes later I
, heald a loud thud. My first
tbouaht was that my first offi-
cer, Tun West, had fallen
wbDe securing the fenders
and dock Jines .•
Then, at the same time
that I looked and saw my fel-
low aew member still work-
ing, yet puzzled from the
sound, the boat started to
veer radically off oourse in
the Back Bay, where the
depths are shallow. I thought
maybe a dock line bad fallen
into the water, wrapping the
starboard prop.
I still had throttle but no
thrust from the prop. Since
we were very dose to the
docK. I backed the boat into
its Slip on one engine, which
most boaters know is diffi-
cult A few tries and finally
we made it into the slip,
where we could walk the
boat back and see what hap-
pened to the starboard side. nm decided to jump in
the water to check the prop
for anything wrapped while I
went into the engine room to
check the propeller shaft.
Well. nm came up with noth-
ing wrapped, even though I
found th.at the shaft bad sep-
arated from the trancm>ission:
The loud thud was the shaft
bitting the hull So off to Bal-
boa Boat Ymd we wait to have
the boat hauled and repaired.
Suminer is approaching
fast Have you prepared for
the unexpected?
When I ask boaters, in
casual oonversatiOO. if they
have reviewed emergency
prooedwes recently, their typ-
ical response ls: ·1 have been
~ting for 10 years and do
not need to wony about that.•
1bat brings nwnerous
questions to my mind. Did
you ever take a class in the
beginning of your boating
days? How many times in a
year do you get underway?
You can easily tell a per-
IOO's skill level by first just
Mike Whitehead
THE HARBOR COLUMN
looking at the condition of the
boat and then the docking. If
you see the skipper docking
at a high rate of speed with
no dock lines ready and no
fenders down while the
guests are sticking their legs
and amw out to fend it off,
then that ls a good indic.ator
that person needs help. How
many times do you see a boat
dock and then put the fenders
down? However. iflbe boat
approaches with lines and
fenders in place, guests posi-
tioned, at a slow-calculated
appoach into'the dock. then
that is a proficient skipper.
And even it the skipper is
experienced, what about the
crew or guests (remember
the term •passenger• is a
tecbnical term referring to
charter boat operations)
aboard the boat? If the skip-
per should fall overboard. or
become ill. could one of the
guests stop the boat or know
bow to radio for belpi
lake the time before get-
ting underway each trip to
guests of the safe-wes, where the
ety equipment is stowed,
and show someone the oper-
ating controls on that vessel.
Follow a few easy steps in
the beginning, and the plea-
sures of boating become
more enjoyable because the
calamity of the sea bas been
lessened and •Goofy Goes

hope to see you on the water
with a smile on your face.
Safe Voyages.

The project, whi.ch seeks to trans-

district bordered by Bristol Street,
Sunflower Avenue, Avenue of the
Arts and the San 'Diego Freeway, is
a collaboration between Common-
wealth, the Orange County Per-

The South Coast Partners and the

were approved earlier this year, but
Commonwealth's part has been
held up mainly because of disagree-
ment about the length of time the
developer has to maintain lsamu
Noguchi's California Scenario sculp-

Intense negotiations on a pro-
posed development ~reement
between the city and the developer
have been ongoing for months.

meeting finally agreed to require

• What to expect: The council,
which preliminarily approved the
SO-year term _May 21, also approved
a requirement that the developer
provide the parking and money for
the Theater Arts District.
the council could give final
approval to that decision at the risk
of not having the developer sign
the agreement.
A plan for the Theater Arts Dis-
'trict has yet to be drafted and Com-
monwealth said it can't agree to
unknown amounts of parking and
money. Developer spokesman Phil
Schwartze said he hopes to per-
suade-the city to agree to a fixe<,f
number or a cap on the amount.
If no fixed amount is agreed on,
the developer could wait until the
Theater Arts District plan is
approved, which would include the
amount of money and parking that
would be required, and in turn put
those set amounts into the devel-
opment agreement at that time.
City staff recommends the coun-
cil postpone the issue for a couple

evaluate Commonwealth's request
for a lengthier postponement ..

the May 21 meeting, but the coun·
cil postponed it because prec~ing
issues -including debate abOut
plans for East '17th Street -took
the meeting past midnight.
At its May 7 meeting, the council
voted 3 to 2 to give preliminary
approval of the standardS'.
Mayor Libby Cowan and Council-
man Gary Monahan dissented on
one portion of the standards, which
would require that all home lot sizes
be a minimum 4,000 square feet and
an average 4,500 square feet.
The next day, developer Jeff
Pratt of El Camino Partners LLC said
that decision wou!d kill his plans to
replace the rundown El Camino
Shopping Center with 19 to 29
homes. The Planning Commission
had recommended the council
adopt standards calling for mini-
mum lot sizes of 3,000 square feet
with average lot sizes of 3,500
square feet:
• What to expect: Councilman
Chris Steel, who voted with the
majority May 7, said May 8 that he
would suggest the council reverse
its decision in order to allow the El
Camino housing project to occur.
Instead of giving final approval
to the proposed standards, the
council could decide to give prelim-
inary approval to standards with a
smaller minimum lot size.

The City Council will consider
approving a pilot program that
would prohibit parking in the Mesa

The council was sctleduled to
review the proposed program May
21, but the issue was postponed
because oth'er issues -including
debate about plans for East 17th
Street -took the meeting past
midnight. ·
If approved, the pilot program
would last six months and city offi-
cials would study the neighborhood
to determine if the program could
work citywide.
· Peter Naghavi, transportation
services manage.r, said the city is
proposing Mtrsp Del Mar for the
pilot program because it includes
easy freeway access, dead-end
streets, apartments, single-family
homes,, short and regular driveways
-many of the variables that could
affect street ~leaning in the rest of
the city.
• What to expect: The city staff
recommends the council approve
the program.
If approved, the staff will report
its findings to the council at the

' COSTA MESA -The Daily Pilot
Cup fifth-and sixth-grade boys
championship soccer game was a
story of two halves and an intense
battle between Rea and Kaiser Sun-
day at The Fann Complex.
Fortunately for Rea's No. l
squad, its first-half performance,
that included four goals, was
enough to win this year's title, 4-3,
as the Sharks held off the Kaiser No.
1 team in the second half.
Rea, which had beaten Wilson,
3-1, in the semifinals, took control of
the game after 10 minutes of score-
less, defensive action.
Kaiser earned three comer kicks
and on the third, the Sharks retaliat-
ed with an aggressive counterat-
tack. Denny Perdomo squirted a
pass ahead of Isa1 Viveros, who fin-
ished it for the 1-0 lead.
Less than five minutes later, Eric
Duarte controlled a loose ball and
netted another goal, which brought
loud yells from Rea's sideline, where
Principal Ken Killian, teachers and
students cheered.
The Sharks continued their
attack as Edward Pinon scored
Rea's third goal after he controlled a
rebound from Robert Abarca'.s
PikiCJp
direct free kick, which bounced off
the left goal post.
. Then. with a minute remaining
before halftime, Viveros blasted a
sensational goal from the left comer,
way out near the sideline. The ball
drifted and landed in the net.
•This game is far from over,• Rea
Coach Kurt Suhr told his players at
halftime. •Let's play like it's 0-0."
But, his words seemed to be of no
use. The Kaiser Knights made their
appropriate adjusbnents and came
out with thunder in the second half.
That's when the 1hljWo brothers,
William and Ruben, began to really
display their talents. Jeremy Anish
assisted Wiil1am ThljWo's first goal.
Then, with 18 minutes remaining,
William 'Ihtjillo copied Vlveros's
left-comer goal, netting an identical
shot from the exact area of the field.
Coach Tony Anish's Knights
drew even closer when Ruben nu-
jillo stole the ball and ·sped out on a
breakaway. He made bis goal look
easy and brought much nervous-
ness to the Rea sideline.
The Sharks, however, held off
Kaiser as Edward Pinon replaced

tion could use a little hop in its step.
So, in response to concerns about
starting games slowly the past few
seasons, Freeman has increased the
tempo at ptactice, beginning with
ongoing spring drills.
"One of our biggest problems,
has been not coming out real
aggressively,• Freeman sai~. "Once
our guys figure out they're m a foot-
ball game, they usually start play-
ing. But we're trying to give them
the idea that they need to play that
way from the start.•
Freeman hopes a quick.er pace in
practice, as well as relatively short
90-minute workouts -three days a
week during spring -will help instill
a sense of urgency that will carry
over to the fall.
•we're hoping it keeps everyone
focused • said Freeman, who has also
captured his players' attention by
installing a new defensive scheme.
•1t•s a four-two-five, which is
basically a four-four With different
personnel.• he said.
The shift from the four-three tra-
ditionally employed by Freeman,
also the Sea Kings' defensive coordi-
nator, will, he believes, ease adjust-
ments to various offenses.
•we're giving it to them in slow
doses,• said Freeman, who kicked
off the spring session May 14, the
earliest starUng date of any New·
port-Mesa school.
