NEWPORT HARBOR -It didn't
take long for policymakers dis-
cussing the future of John Wayne
Airport on Wednesday to empha-
size the importance of an airport at
the dosed El Toro Marine Corps Air
Station.
Even though those discussing
the issue at a forum held in the
Riverboat Restaurant's water-level
lounge represent areas in North
County, the discussion proved once
again how intertwined the two
issues have become.
"If there's not an atrport at.El

executive director of the Orange

Speakers also· urged voters to
defeat a South County ballot mea-

initiative, which would shift zoning
at the base to allow for an Orange

HollywoodS 'Pearl Harbor' misses the way we really were
I went to~ "Peart Hamor"
in spite of Lts bad reviewa.
It was a piece of history I
lived -from a safe di.stanoe
-and I had to see how it was
portrayed by a bunch of peo-
ple who weren't around when •
it happened. 1 came away
with the reaction I least
expected: very little feeling at
all. I found the battle scenes
gripping, the rest considerably
less. And I came home with a
nagging sensation of irritatiob
I couldn't identify.
Now, I think I can. It grows
from the pretentious hype
being used to promote the
movie about the American
loss of innocence that began
like the click of a light switch
when Pearl Harbor was
attacked.
Tom Brokaw skated
around the same premise in
"The Greatest Generation,"
but he used real people to
support his thesis. The moVie
uses cardboard people and
settings to symbolize our
innocence, and none hit very
close to home for me. Maybe
the guys I grew up playing
poker with would have
spumed their lady love's offer
to share her hotel room on the
Joseph N. Bell
THE BELL CURVE
night before they headed
overseas, bot I strongly doubt
it. The biq band sound and
summer frocks and a kind of
gee-whiz approach to life do
not a generation make. We
were a little more complicated
than that
Since we're not going to be
around all that much longer to
·defend ourselves, my genera-
tion is going to be judged dis-
proportionately on the basis of
movies like "Pearl Harbor,"
which leads to two problems:
historical and social.
I'm not going lo get into
the historical accuracy of
"Pearl Harbor" here. That
could lead to an endless and
inconclusive debate. What
does interest me is the sod.al
context in which such stories
are presented. And. even
more, the abstract question of
whether or not movie makel's
are obliged to present history
accurately -especially sinoe
the current generation of non-
readers gets most of its history
from movies and television.
I once watched a vitupera-
tive argument between Jane
Fonda and Michael Cimino
over that question. It took
place backstage at the Acade-
my Awards in a year when
both of them made a Vietnam
war movie. Cimino won best
picture for "The Deer Hunter"
in which we were asked to
believe that the Viet Cong
played Russian roulette with
American prisoners. Fonda
won best actress for "Coming
Home," which took a hard
look at American society dur-
ing the Vietnam War.
Fonda was outraged over
Cimino's highly fictional
account of that war. Cimino
defended himself by saying
he had every creative right to
depart from history in the ser-
vice of drama as long as the
big picture was accurate. The
argwnent ~continued
through many similar films
since, and I was ambivalent
about it until they started
mucking around with my
generation.
There bas been an inter-
esting evolution of films about
World War ll. Unlike the Viet-
nam War -where the early
films ("Green Berets," "Deer
Hunter") had us saving the
world from communism and
the later films ("Apocalypse
Now,'.' "Platoon") were much
tougher -the perspective •
has been steadily softer as y.re
distance ourselves from World
Warll.
Preceding "Pearl Harbor"
was "Saving Private Ryan," a
highly sentimentalized film in
which we are asked to find it
reasonable that an entire pla-
toon should be risked -and
several members killed -to
return one soldier to his moth-
er after his siblings had given
their lives in combat. Like ·
·Pearl Harbor, " this inner sto-
ry was carried along by spec-
tacular battle scenes. r would urge those who
want to get their World War
U history from films to check
out such early entries as
"The Best Years of Our
Uves, • "From Here to Eterni-
ty" and "Catcb-22" for
5tdrters. These movies aren't
about speaa1 effects. They're
about people whom I used to
know. And still do.
Or better still. if someone
in your family was there. don't
wait until it Is too late to get
some living history. Most his-
torical movies and books are
done after the people who
lived those times are dead -
and that will soon be true of
World Wat D. Even if you get
a fair amount of fiction in
these accounts too -our sto-
rles often get better as we
grow older -at least the cre-
ators will have been theie.
My generation will proba-
bly always suffer from the
Andy Hardy syndrome,
which was Louis 8. Maker's
MGM fantasy of the real
state-ol-the·art America he
never lived himself. Andy
Hardy wouldn't have taken
that girl to bed before he
went off to war, and we're
stuck with that image. But
there really were soda foun-
tains, console radios. one-
night stands of the finest
band music we'll ever know,
vaudeville and daytime base-
ball ·
I like the people I grew up
with in those SWToundirigs.
I've kept in touch -in some
instances close touch -with
many of them over the yedn,
and J weep as they die off.
And not just because they
remind me of my own mortal-
ity, but rather because they
rem.md me that we were one
hell of a generation -if not
exactly for the reasons we've
been portrayed.
ln a few weeks, my wife
and I are going to Prance, and
I will have my first Joo'k at the
Normandy beachhead and
the white crosses that conse-
crate that place. J will also·
search nearby for the grave of
my best boyhood friend,
Eddie Reeves, who was shot
down in northern France the
dav: before the Germans sur-
rendered. We went flying
together in Corpus Christi,
Texas, ju.st before he went
overseds. He never would
hdve been mistaken for Andy
Hardy either.

Sweep of Westside code. violators nears end
•Effort intended to dean

continued enforcement
planned, Costa Mesa
official says.
Jennifer Kho
DAILY PILOT
WESTSIDE -A program
to ensure that Westside
homes and businesses are up
to snuff is nearing the end of
its first round.
Code enforcement officers
"have been walking the
streets, block by block, and
going after the worst offend-
ers, • said Don Lamm, deputy
city manager and director of
development services. •rve
'had letters from people that
there is a noticeable differ-
ence and that neighborhoods
look much better.•
New property mainte-
nance codes went into effect
in August, and the· methodi-
cal sweep began in Oeci?m-
ber, said Sandi Benson, the
city's code enforcement chief.
The property codes pro-
hibit peeling paint, dry rot,
broken windows, torn
screens or deteriorating
walls. They also require that
sidewalks or parkways must
be free of deteriorating
fences 01 signs, dead or
' dying plants, and litter or weeds.
In addition, residents can-
not live in a recreational
vehicle or garage.
Benson said many of the
homes that violated the codes·
included peeling paint, bro-
ken fences, tarps and a lack
of landscaping maintenance
in the frontyards.
"It was the general
upkeep of the properties
structurally and the frontyard
areas,• she said, "I think a lot
of people have noticed a dif-
ference. It's amazing how
much community support
we've received.

COSfA MESA -The city
might start new public discus·
sions about the proposed air-
port at El Toro.
Councilwoman Karen
Robinson, who has been non-
committal about plans to build
an ahport at the dosed El Toro
Marine Corps Air Station since
she took office last year,
announced at Monday's City
Council meeting that she wants
the city to hold a public forum on
-the issue.
"I think It's about time we
have a public forum 'to get a
pulse for what city residents feel
about El Thro and John Wayne,·
she said. "I would like to
arrange some kind of town hall
meeting on that.•
The county has proposed
building a much-debated air-
port at El Toro that would be
able to acrommodate 20.8 mil-
lion passengers per year by
2025.
Three organizations have
been highly involved in the
debate. They include the El Toro

at El Toro can be avoided: and
the Airport Working Group and
Orange County Regional Airport
Authority, which both oppose
any expansion at John Wayne
Airport and favor an~ at El
Toro.
The Airport Working Group
held two public forums about
the issue in Costa Mesa in 1999,
but David Ellis, a consultant to
the group, said he favors anoth-
er one.
"I think the more education,
the better,· he said. "I think the
key issues are the interrelation-
ship between John Wayne, the
aviation demand in the region
and El Toro.
"Sane council members may
be a little detached from what
their cpmmuntty thinks on the
issue, but if Councilwoman
Robinson wants to hear it for
herself, I think it's great,• he
continued.
Councilwoman Linda Dixon,
who does not support an airport
at El Toro, said she would have
no problem with the city holding
another forum.
#I think if people want to dis-
cuss it and want us to 1mow their
feelings one way or andther, it
would be fine to have one,· she
said.
Councilman Gary Monahan,
who favors an airport at El Toro,
said he also would support
another public forum.
"Jt's about time we have pub-
lic forums again,• Monahan
said. "Obviously some mem-
bers or council just don't get it.

of Chavez's life and activities

·we learned about Cesar
Chavez, a person who helped
the workers to get_ their
rights,• said Mao Takada, 10.
But their work in the fields
Wednesday meant more to
students than simply under-
standing migrant workers'
plight.
•1t•s interesting becaus~
you get to pick the food to
feed people," Mao said.
-We will match

Whatever your
Landscape or .
Maintenance
needs, l:Jo>'.d's can do it all ...
San:i Caruthers, from Sec-
ond Harvest, was there pick-
ing alongside students, and
he explained that the field
had already been harvested
and picked over at least twice
by fann workers.
Second Harvest gleans off
of Kawamura's harvested
crops for its food. AD the crops
they gather ar& deaned and
distributed to the hungry.
•And 4,000 people still go
hungry in Orange County
every year,• Caruthers said.
Students •are helping.
They'te dolng some good. AD
this would have been
plowed.•
The 55 Newport Coast stu-
dents, along with about 150
others, picked about 700
pounds of beans, which
Caruthers said would feed
about 3,000 people.
After they picked for an
hour and 15 minutes, a group
of high school students from
Senta Ana's Cesar Chavez
High School reflected on the
work 1n the fields, what life
was like for migrant workers
and what Chavez did to help
them.
Today. migrant workers
are scheduled to make a visit
to the children's classrooms to
share their own experiences.

EDITORIAL
A safer Costa Mesa
is:o.'t necessarily easy
C osta Mesa got a shot
of good news at the
end of last month
when the FBI re leased its
crime reports for the
nation's biggest cities.
Those numbers show the
city ranked 30th among the
209 cities with more than a
100,000 population.
The report -the prelimi-
nary 2000 Uniform Crime
Report -also sh owed that
most crimes were down
compared with 1999. Vio-
lent crimes were down
16%, while they stayed
about the same for the
country as a whole. Proper-
ty crimes were off 3 % . The
only increase was in motor
vehicle thefts, which rose
21%.
These numbers are a tes-
timony to the hard work of
the Costa Mesa PoJ.Lce
Department, the members
of which work 24 hours a
day, 365 days a year to pro-
tect and serve the cify. Th&
numbers also reflect the
close-knit, protective com-
munity residents help cre-
aM? across the city.
Compared with a similar
city near the coast, such as
Oceanside, it is clear how
sate Costa Mesa is. While in
Costa Mesa there were few-
er than 3,500 crimes in
2000, Oceanside had almost
6,000. Those figures are
particularly higher for the
most heinous of crimes,
murder and forcible rape.
The numbers are not
without some cause for con-
cern, however. While Costa
Mesa rises to the top across
the country, it floats near
the bottom in Orange
County, ranking seventh of
eight big cities here. Only
Fullerton ranked lower.
Across the Santa Ana River
in Huntington Beach, there
were about 4,500 crimes -
but with about 75% more
residents.
The Police Department,
led by Chief David Snow-
den, believe the reason for
that is that Costa Mesa is
more thorough in reporting
aimes than those cities. But
that doesn't mean the police
shouldn't redO\lble their
efforts to bring the numbers
down. And in a city where
residents are so concerned
with their community, the
police.should be able to find
ample aid to make Costa
Mesa an even safer city.
The answers won't be
easy, and they shouldn't be.
The easy answers have
been tossed around too
often in recent months -at
City Council meetings, in
letters to the editor and at
community gatherings.
Get rid of charities and
the people committing the
crimes will leave the city,
one of those answers goes.
Not true. What such con-
clusions fail to address -
other than not clearly prov-
ing that people who have to
make use of charities also
commit crimes -is that,
without the lifeline charities
provide, it only makes sense
that crime would rise as
people are forced by des-
perate times to take desper-
a te measures.
Get rid of low-income
housing and the people
most likely to commit
crimes will be forced to
leave, goes a nother.
Aside from the ethical
problems of this answer -
pricing people out of their
homes is not only bordering
on immoral, but laws
regarding affordable hous-
ing make it illegal -there
also is no logical basis for
that conclusion .
Indeed, Newport Beach
residents will tell you that
being in an affluent com-
munity certainly doesn't
protect you from being a
target of those criminals
from outside the city limits.
And Costa Mesa is con-
veniently located next to
the San Diego Freeway,
making it easily accessible
to would-be criminals from
not only Orange County,
but Los Angeles as well.
In other words, the easy
answers aren't really
answers at all. just the same
old destructive finger point-
ing that we hear from some
groups.
And to make Costa Mesa
safer,these non...answers
should never be a .part of
the solution.

AIRPORT DEBATE
Agran's biggest win is just
another facade, reader says
Regarding Paul Clinton's article
•Getting ready to rumble" (May 31),
there's an error here, in my opinion.
Larry Agran's biggest win was not
Measure fl. It was a tentative victory,
however, as you know the court has
indicated that it is an unconstitution-
al measure, something Barbara Lich-
man and other members or the Air-
port Working Group were saying
from the onset and something that
Agran should have known. .
So it bas been defeated in court.
Measure F is not the law of the land,
and if you count that as a big win,
then that's probably very consistent
with what Agran likes to present, a
little shell game of facades. The
Great Park is the Great Pork; it's a
big tax liability. It's a land grab by
some wealthy people in Irvine and
surrounding cities around the Great
Park who want to have a lovely little
3,500-acre park -about 20 times
the size of Central Park -that they
can enjoy with the benefit going to
them while all the good taxpayers of
Orange County pay for it. Just a
facade. another facade, another illu-
sion, just li ke Measure .F was.

El Toro Marine base is
all ready to lawich flights
Now that the courts are systemat-
ically deflating the Measure F bal-
loon, the El Toro Reuse Planning
Authority bas revived the •surface
wind scenario• at the former El Toro
Marine Corps Air Station to keep
the pot bolling on the a nti-airport
program.
The surface winds at El Toro have
not changed appreciably since the
ice age. When the architects
designed the airport, they planned it
to take advantage of the existing
meteorological and topographic con-
ditions.
El Toro has been in continuous
service for more than 50 years. It
serviced the largest and fastest air-
craft in the U.S. inventory, including
Air Force One with the U.S. Presi-
dent on board.
I flew in and out or El Toro with
C-124. B-707, B-737 and L-188 types
and experienced no problems. The
air station was never found to be the
probable cause or an aircraft acci-
dent. This history is good and suffi-
cient eVldence that gwes nse to a
rebuttable, if not a conclusive, pre-
sumption that the airport is safe to
support air carrier operations in
accordance with Federal Air Regula-
tions Part 121.
Since El Toro in its present con-
figuration compltes with the neces-
sary Federal Aviation Administration
criteria. now wouJd be a good time
to commence cargo operations so
any problems encountered could be
resolved on a small scale prior to
commencing both cargo and passen-
ger operation.

_ Travelifigfrom Newporl-Mesa to Cuba arid tJa,ck
THE CROWD
H azel Dyer, director of
tours and travel for
the Jewish Commu-
nity Center of Orange
County, recently escorted a
contingent of Newport-
Mesa residents to Cuba.
The center is headquartered
in Costa Mesa.
As the summer season
beckons adventure for the
local crowd, Dyer shared
the experience of a very
special trip that introduced
members of our local soci-
ety to a very different one.
•Perhaps the greatest
realization was that all of
the people bom after the
1959 revolution in Cuba
know no other way ·of life
than communism under
Castro,• shared Dyer, an
energetic grandmother who
originally came to the Unit-
ed States from South Africa
more than a decade ago.
Dyer, who recently
became a citizen of the
United States, said she
found that freedom, oppor'
tunity and a society.based
on a rule of law permitting
individual growth are val-
ues that come into very real
perspective when visiting
Cuba.
"We found a nation with
a population of very beAuti-
ful pepple, happy people,
peopm' who fill their daily
lives with music, art, culture
of every form,• she said.
Dyer said she and her
fellow travelers were
impressed with Cuban cul-
ture.
"There is flowing music
and dance full of rhythm on
every comer,• she said. •A
unique sensuality is in the
air. Artists and caricaturists fin the streets.•
The culture, however,
does not obscure the
poverty.
"Two Cuban pediatri-
cians we met at Children's
Hospital in Havana told us
that they each e~ $50 per
month. They were charming
men, very dignified and
totally dedicated to their
profession, trying to
improve the live~ of Cuban
children,• Dyer said.
"Because of the American
embargo, they have very lit-
tle medicine and no antibi-
otics. It is very sad to wit-
ness these ill children lying
in their cots under such
conditions.•'
Doris Chasin of Newport
Beach was one of Dyer's
tourists.
Chasin shared, •I urge all
of tny friends to visit Cuba
now, while the tourism
trade is still \lllpolis'hed. The
experience was. illuminating
in many-ways. For me, the
opportunity to admire the
indomitable human spirit in

such limiting conditions
reinforces a belief in the
basic goodness of mankind.
Further, we view as our
birthright elements of life,
daily necessities, that these
people do without.•
Others on the journey
included Inga Behr, Milt

Susan Glass, Mike Hakim,
Martin and Florence Klein,
Maxine Levine, Muriel
Rosen, David ShabtaJ, Vera
Rosenberg, Lattfe ·War· •·

and Claud.la Cohen, who
had a very special reason
for visiting Cuba.

The grilled tuna tataki

sort that once regaled viewers of
the old Carol Burnett show. You
don't need a copious knowledge of
the golden oldies mentioned above
to enjoy the show -but it certainly
helps.
Amy Glinsk.as -whose charac-
ter goes from "Dear Mommy• to
"Mommy Dearest• virtually
overnight -is the satirical center-'
piece of the show, a chirping happy
homemaker reticent to tum her 8-
year-old daughter loose in the show

with a vengeance.

in the role with Emma DegerstedL
From the outset, director Ahcia
Buller stresses the satirical thrust of
the show. "Ruthless• ostensibly
centers on a little girl who'll resort
to anything, including murder, to
further her career. But actually, it's
her mother's story, from a Donna
Reed-isb housewife to a Bette
Davis-esque show biz queen.
To explain that transition, Paley
took heaping portions of matenal
from the "Bad Seed" script and ran
it through his farcical tenderizer
As precocious daughter 11na,
Tayler Mettra nicely combines her
character's sweetness and lethal
ambition, offering a terrific vocal
presence as well. Mettra alternates
Chris Scott is a dominant pres-
ence as a theatrical agent vowing to
take 11na under her wing. She also
displays a high-kicking choreo-
graphic presence. Robin La Valley
excels in two contrasting characteri-
zations, as a jaded school musical
diTector and as the maid/understudy
to Gllnsk.as in the second act who,
in case anyone should i;niss the gag,
is appropriately named Eve.
Playing little 11na's granny, an
acerbic theater critic with a singu-
lar distaste foi musicals, is Nanci
Fast in a richly comic performance.
Sµsie Hall doubles as the unfortu-
nate student originally cast in
11na's play and, in the only carica-
ture going too far over the top, a
tightly wound reporter for Modem
Lesbian magazine.
Musical director Gregory Cooke
and choreographer Jimmy Hippen-
stiel provide the decorabve punch
for this uproarious comedy, while
Jim Mulligan's dual settings are
quite effective -particularly the ·
pink-on-pink living room in the
first act. The Trilogy production of

Eartha Kitt, still kitterushly

Jamie-Lynn Sigler, may be
