I 'm writing this on the
morning of the Fourth of
July, which also happens
to be my birthday.
It has been a multicultural
holiday for me. My wife gave
me tickets to the Bolshoi bal-
let and my in-laws gave me
tickets to the Angels-Seattle
baseball game. The Bolshoi
was magnificent., and I'm
hoping for a similar pedor·
mance from the Angels,
whom I will see Wednesday
night.
Meanwhile, because on
this holiday one should give
at least a passing thought to
the founding fathers, it seems
appropriate to comment on a
couple of hits the U.S. Con·
stitution has taken here
recently.
First. one of my associates
at the Pilot chided the most
conservative U.S. Supreme
Court since the 1930s for
telling a Texas high school
and the football coach at
Costa Mesa High that prayer
and public education don't
mix.

couldn't find any other way to
curb Rodman's late-night
affairs.
Rodman, 39, holds the aty's
all-time record for the tughest
number of disturbance calls to
his home. pobce said, adding
that the department has 117
pages of dispatch notes for
phone calls complaining abou\
the noise at his address.
The district attorney's office
said there is not enough evi-
dence against Rodman, but will
consider reopening the case if
there are more problems with
boisterous bashes at his home.

LEARNING THE TRADE
Peggy Jones knew little about cars
25 years ago.
And now, with a quarter-centwy of
experience behind her, Jones can rap
about those sleek metal monsters with
the best of them.
And she does.
Model Car Masterpieces caters
mostly to adults -the model kits can
be fairly pricey. Most of her clients,
Jones said, are adults who admire clas-
sic racing ca.n.
So working at the Costa Mesa shop,
she has to know her material -even if it
means breaking the gerider stereotype.
"There a.re very few women
involved in model cars,• she S&!d
·"Many men in the industry get their
wives' input, but there are not more
than a handful of women that build."
OTHER HOBBIES
Although some model shops caJTY a
small selection of CMS, most model car
sales are done through mail order.
That gives Jones long stretches of time
to work on her own hobby-knitting.
Over the years, Jones bas won three
kniJting awards at the Orange County
Fair for her unique sweaters.
•1 own a wardrobe that I've never
seen anywhere else," she said.
However, this year is a question
mark. She's yet to bear from the judges
and the fair is right around the comer,
Jones said.
FAMl.LY BUSINESS
It was Jones' ·husband, IJoyd, an
avid model plane bulldert that bit on
the idea to open a shop lbAt special-
ized in model cars from Europe.
The theme of models and can
appears to run in the family.
One of Jones' sons grew up to
work on Ferraris, which accounts for
the sleek white car parked in front of
the shop.
Her other son, a graphic designer,
gave his mQther a personalized
matchbox replica, complete with her
license plate number on the back of
the little white Ferrari.

ney for the Marine Forests Society
said Wednesday that the group's
legal battle against the cal.ifomia
Coastal Commission could be
boosted by an opinion issued last
week by a Mendocino County
Superior Court judge.
The Marine Forests Society
since 1988 ha~ maintained an
undersea marine environment
~d~ of tires, PVC pipe and plas-
tic bottles in the ~ off Balboa
Pier. For months, the group has
been trying to ~rsuade the com-
mission to allow the art:i.fici.al reef to
remain.
The commission, however, has
taken a skeptical view of the struc-
ture. After a short hearing on the
subject in May, the commission-
gave the group 60 days to start the
process of dismantling it.
· The society has filed legal chal-
lenges against the commission to
overturn its decision.
.,. And the opinion released last
instances,. Lechowic:k wrote.

ney general who has represented
the commission on the Marine
IUests Society's case, said she bad
not yet seen the opinion. She
stressed, however, that the
Mendocino County decision. ,did
not dictate any particular legal
course of action in Sacramento
Superior Court, where the society's
case is being heard. ·u isn't at an binding,· lhmkley
said. •u th~ reasoning is good, it
might be influential.·
However, Zumbrun said the rul-
ing is signifitant because many of
the procedural concerns that
Lecbowick desaibes are ones that
the Marine Forests Society has
been complaining about.
After the May hearing on the
artificial reef, the group said the
15-minute period it was given to
present its case to the commission
was inadequate. The group also
bad qualms about the accuracy of
charges made by commission staff
concerning the environmental
impact of the underwater struc-
ture.
In the Mendocino County case.
Lecbowick noted, the commission's
process •allowed unfounded,
unswom and unreliable "evidence'
to be admitted and considered."

City honored for
budget presentation
The city of Costa Mesa's
finance department was rec-
ognized recently for its bud-
get presentation.
The Government Finance
Officers Assn. of the United
States and Canada granted
the department a prize for
developing a compelling pre-
5entation of the city's 2000-01
operating budget.
11lis is the first year the
city has received the award.
A panel reviewed the
city's budget documents to
ensure the finance depart-
ment disclosed all of the nec-
essary information to the
public.
City Manager Allan Roed-·
er said he was proud of the
finance department, adding
that •we will ·continue to
refine not simply the budget
document, .but the public
review prqcess as well.•
Newport prosecutor
takes seat as judge
Gov. Gray Davis has
appointed Newport Beach
resident M. Marc Kelly, a
senior deputy Orange Coun-
ty District Attorney, to the
Orange County Superior
Court.
Kelly, 40, was elected in
March to the Superior Court
by Orange County voters. He
was scheduled to take the
office in January 2001. Davis'
appointment means he can
begin his six-year term
immediately.
Kelly will replace Judge
Myron S. Brown, who retired
from the post.
As a prosecutor, Kelly part
of the target gang unit of the
district attorney's office. He
was the recipient of the Vic-
tiin-Witness Outstanding
Prosecution and Human Ser-
vice Award in 1999 for his
role in convicting three gang
members who stabbed and
killed a San Clemente gro-
cery store employee.

nature perfectly.
He was making "Plaza
Suite,• and I bad been on the
set with him all morning with
the understanding that we
would have time to talk dur-
ing lunch. He was playing a
fat man, and when the com-
pany broke for lunch I went
with Matthau to his dressing
room. where he peeled off the
padding he had been wear-
ing and put on a grotesque
bathrobe and carpet slippers.
·Then we went outside and
got into a golf cart.
I assumed we were going
to the studio commissary, but
instead he drove out the
gates of Paramount several
blocks down the street and
parked in a red zone in front
of a restaurant frequented by
studio people.
The restaurant was crowd-
ed and we found owselves

Three members of the
crowd were city employees
who had been working on a
nearby sewer line, and
Matthau was espedally COD·
cemed about them because
they.bad a limited lunch hour.
By this time, the restau-
rant's management was ready
to move someone bodily to
get Matthau seated Maybe
they did. At any rate, when
they told him his table was
ready, be lnvited the sewer
workers to join us.
He mostly directed the
conversation to them. so dur-
ing my hmch hour interview I
learned a great deal more
about the intricacies of sew-
ers than I really cared to
know. Then we got into the
golf cart and went back to the
studio.
It took me awhile to realize
that -In addition to sewers
-I also learned mote about
Matthau than I would have
picked up from our talk .
Wherever he ts now, I sus-
pect he is being seen beneath
that grouchy skin. And I'll lay

Open for just six months,
the word is already getting
out. In a nutshell, this restau-
rant has made mine and my
husband, Brian's, list 'of regu-
lars--so much so that Dao
might even get a chance to
learn our last names.
Speaking of names, there
are many unfamiliar dishes
on the menu, and· the defini-
tions aren't always printed.
But feel free to ask.
Begin with the Viet·
narnese egg rolls ($4.99).
Served crispy and hot with
fresh lettuce leaves, l:arrot
slices and mint sprigs to
wrap around them, plus a
tasty, vinegary sauce for, as
my 2-year-old nephew says,
"dippin'. • These egg rolls
are awesome.
As a s1de note, in a past
gastronomic exploration by a
restaurant reviewer, these
chefs came up No. 1 in the
search for best egg too yong.
That is no small achieve·
ment. I did not know thi.5
. before I ordered, or I would
have eaten myself silly. What
an excellent reason to go
there again.
The soups are hearty and
delicious. My favorite so far

are light and fresh with the
flavor of a megameal. How
can you beat that?
Asia Cafe has a whole

region. However, your recent car-
toon depicting an Orange County
Transportation Authority bus with a
surgeon general's warning needs
clarification.
The South Coast Air Quality
Management District recently adopt-
ed sweeping air quality regulations
that we hope will yield environmen-
tal iinprovements for everyone. Our
concern with the cartoon is that it
does not convey
the fact that
OCTA has
already moved
in this direction
-not because
we were forced
to, but because
we believe it to
be the right
thing to do.

100% natural gas for its standard 40-
foot bus fieet.
This summer, OCTA will receive
the first shipment of 232 liquefied
natural gas-fueled buses. When the
final shipment is received in summer
2001, OCTA will have replaced half
of its diesel-burning bus fleet with
the low -emission liquefied natural
gas buses that bum approximately
60% less oxides of nitrogen.
As one of the fastest-growing
transit systems in the nation, OCTA
needs to operate efficiently and be
as environmentally sensitive as pos-
sible. The decision to phase out
diesel in favor of liquefied natural
gas puts us much closer to both
goals.

Just say no to
17th Street widening
Costa Mesa is pondering the
thought of widening beloved 17th
Street to six lanes on East Side
Costa Mesa. Why? To allow more
traffic? Higher speeds? To force
property owners to bend to the
taking of property under eminent
domain laws?
· Here are a few good reasons
why the Daily Pilot should step up
and sway the City Council or the
electorate into just saying no.
Where the Pilot leads we all tend
to follow. Past elections tend to
support this point.
Say no to the widening of 17th
for these reasons:
1. The street has charm as it is.
2. Children still have a semi-
safe, large street to traverse from
the multitude of places, including
schools, parks, churches and other
pockets, where kids roam. Widen-
ing 17th Street only creates a
major danger zone for thoUsands
of kids that live on both sides of
17th Street in East Side Costa
Mesa, plus Newport Heights. And
let's not forget the magnet of
Blockbuster to rent their favorite
movie or the kids riding bikes and
skateboards.
3. Is the widening of 17th a
mere tactic to allow a greater cut
through to the proposed Dunes
resort? To Fashion Island? To
Coast Highway?
4 . Is the widening of 17th tied
to the infamous desire of some to
have a bridge to Huntington
Beach on 19th Street. 1lllie a
quick right and then boom down
the bigger and wider 17th en
route to good old Fashion Island
or the Dunes retort?
5. Now that we have Staples,
does that mean that Costa Mesa

cheer on their Rose Bowl-bound and

Of course, we have more tangible
evidence of the amazing job she did
as head of the visitors bureau. Evi-
dence of her success came recently
when Williams provided the city t>f
Newport Beach with a symbolic check
for $21 million, the amount tourism ·
had contributed to the town over the
last year.
The team's boosters raved about their
stay here and turned the town into a
mini~ersion of Ann Arbor, complete
with marchll!g bands and cheerleaders.
Because of Williams' work, there are
already efforts underway to attract fans
of next year's Rose Bowl competitors.
For every high-profile venture she
pioneered, there were dozens of smaller
but just as meaningful events that blos-
somed under her tutelage.
So now, as if her untimely passing at
the age~of 55 isn't heart wrenching
enough, Newport leaders have another
painful task a.head of them: finding
someone who can do the job· as well as
Williams.
At her funeral last ·week, all these
accomplishments seemed small next to
the impact Williams had on her two
grown sons, her husband, Rick John,
and her friends in the community. The
stories told about her life were evidence
of something most of us already knew:
And as much as we will all miss her
-and as hard as it will be to fill her
shoes -those assigned to that jop need
to recognize just how crucial it is to find
a high quality, qua,lified candidate.
Rosalind Williams would expect no
less.

two elite athletes can be, the

ved by Corona del Mar Higb's
Uz Morse and Newport Harbor's
April Ross are not without simi-
larity.
Both recent graduates led
their teams to CIF Southern Sec-
tion and State champjonships as April Ross
seniors, while climbing to the top
of the nation's individual summit
in their respective sports.
So it is that both share the dis-
tinction of being Daily Pilot New-
port-Mesa District Female Ath-
letes of the Year for 1999-2000.
Ross, bound for USC, earned
distinction in volleyball, basket-
ball and track and field during-a
prep career highlighted by being
named Gatorade National Player
of the Year in volleyball last faJu-Uz Morse
ly 6, 2000ll.
A 6-foot-1 outside bitter, who also played setter
and middle blocker, Ross helped the Sailors win
two ClF State Division I championships, as well as
three straight section crowns in Division I-AA.
Qu1ck, strong, agile and intensely competitive,
Ross shared Southern Section Division I Player of
the Yee.r honors as a senior. She was also the New-
port-Mesa District and Sea View League MVP,
helping the Tars finish 37-2. Newport was 98-6 with
Roa in the starting lineup the last three years.
She will likely concentrate on volleyball at USC.
