NEWPORT BEACH -Despite
protet>ts from several residents, City
Council members unanimously
adopted a more stringent noise
ordinance at their meeting Tuesday.
Council members had already
tentatively approved the revisions
at their May 22 meeting, with
Councilman John Heffernan reject-
ing the plan. Woo over, Heffernan
approved the plan Tuesday.
Dennis Rodman, a frequent
noise offender in the city, didn't
show lJP at City Hall to voice his
objections as he did May 22. But
other residents told council mem-
bers they oppose the change.
HWe don't live in a retirement
community," said Ed Mclaughlin, a
Seashore Drive resident. • H you
want to tum it into one, you should
pass an age ordinance not a noise
ordinance."
But several council members
said the changes to the ordinance
were minor.
•Nothing is being changed as to
what is or isn't against the law,"
Councilman Gary Proctor said.
"The only t.hing that's being
changed is the procedure.•
City officials hope the changes
will make it easier to file criminal
charges against repeat noise
offenders because the Orange
County district attorney's office has
so far been hesitant to prosecute
such cases in the city.
The new ordinance, which will
become effective in 30 days, makes
it clear that property owners may
be accountable for noise that occurs
at their home. It alSo states that
noisemakers could face criminal
charges alter a police officer has
issued a warning -an addition city
officials hope will make it easier to
prove a pe rson's willfulness to
make no~e.

property owner to willfully make ..

yelling. shouting, booting,
whislling, singing. playing music,
or playmg a musical instrument,
wh1ch d1sturbs the peace ... after a
peace officer has first requested
that the person cease and desist

ordinance reads.

County Transportation Authority
voted Monday to release the long·
awaited Santa Ana River Cross-
ings study later th.ls month.
The study evaluates the expect-
ed environmental e ffects of a
number of bndges, inducting
those m Costa Mesa proposed to
cross the Santa Ana Rive r at Gisler
Avenue and at J9th Street
The stUdy has long bee n a
point of contenbon for residents of
Costa Mesa. Newport Beach,
Fountain Valley and Huntington
Beach -the four cities that are
required to reach a consensus on
•the matter. •

would cross the river into Fountain
Valley, where it w9uld connect to
Garfield Avenue. That bridge has
not been as controversial as the
19th Street crossing has been in
Costa Mesa, but residents neigh-
boring Gisler Avenue and Foun-
tain Valley'residents oppoge it.
The 19th Street bridge would
allow Costa Mesans yet another
entrance into Huntington Beacl1.
Adams Avenue and Victona Street
now perform the task. whl.le the
San Diego Freeway and
MacArthur Boulevard offer resi-
dents access to Fountain Valley.
Newport Beach officials favor
the 19th Street bndge. whl.le Cos-
ta Mesa and Huntington Beach
officials have, m the past, vehe-
mently opposed it. Fountain Val-
ley officials, meanwhile. have
been somewhat mute on the issue.
While their city has been
against it, some Costa Mesans,
such as Robert Graham, have sug-
gested that such a bridge could
raise property values and draw
new shops to the area.

Sheffner
Giving as much of
herself as possible
For Nancy Sheffner, making the
choice to volunteer has always
been easy.
"I don't play tennis or golf," she said.
"1llis is just what I like to do. It's just
bow I'm made. 11lis is one of my favorite
parts of the week. I always look forward
to coming in."
Sheffner, the 57-year-old Girls Inc.
volunteer, tutors and mentors girls once
a week. She also does college counsel-
ing, helping girls ded.de what classes to
take to give them the best chance of get-
ting into college.
She bas been volunteering abOut
15 hours per week for about four
years. Before that, Sheffner -a former
teacher and former social worker -
volunteered at schools, for Volunteers
In Child Abuse and various other
programs.
"Basically, I've always volunteered,"
Sheffner said. "When I look at what I've
done, volunteering has given me the
most satisfaction out of everything. I like
seeing results, and I like the hands-on
work. It's just that sense of feeling like
I'm doing something that c~uld possibly
make a difference in someone's· life.
And it's such fun, I don't feel like I'm
making any kind of sacrifice."
She enjoys her volunteer work so
much, Sheffner said she is considering
giving up h& part-time job as an art
consultant to give her more time to con-
centrate on Girls Inc.
Sheffner said her co-werker Judy
Slutzky volunteered for Girls Inc. first
and.then got Sbettner involved with the
organization. .
Sheffner said she chooses to ·spend
her ti.me at Girls Inc. because she
believes that education is an important
ingredient for sue~.
"It's the only way anybody is going to
succeed," she said. "Education leads to
a job, which leads to being able to be
seli--sufficient and to good self-esteem.
When you can earn a living, can take
care of yourself and maybe others, I
think that is the most important thing.
Education really is the way to feeling
good about yowself and succeeding in
your life.•
She also likes being a friend to the
girls, not a parent or an authority figure.
Volunteering is a two-way street for
Huntington Beach Lake Forest
Sheffner, who said she gets as much out
of the program as she gives.
•1 have always loved kids," said
Sbeffner, who also has children of her
own. "I have always wanted to be a
mother. My ca.reer was important, but
my kids always came first. Right now,
this is fulfilling a lot for me. It's very nat-
ural. I don't have to work at this. I am
very comfortable in this situation."

bronze plaque will be
mounted at the base of the
school's 15th Street flag
pole, which flies a flag hon-
onng the veterans. So what's up with the
underprivileged in New-
port Beach these days?
Did somebody key the·
Boxster? Has the arugula
and radicchio salad wilted?
Did someone forget to put
the Stoli back in the freezer?
Did the club run out of hot
towels?
I mean, something has to
explain the rash of patrician
plots unfolding around some
of the city's more financially
accomplished residents in
recent weeks. Yes, indeed, the
Newport·Beach Nwhine" list
has some fine new selections.
Who's topping the list? A
former NBA stud wi'\h a few
million bucks, a helicopter, a
stereo with seismic speakers
and no shortage of excuses
to have a party.
We then have a former
Orange County chief execu-
tive known for his brass-
knuckJes style tangled in a
did-not-did-to courtroom tan-
go with the glamorous and
lavishJy wealthy leaders of
the city's flagship bay club.
This somewhat overshad-
ows, but makes nonetheless
interesting, the small tussle
unfolding between the for-
mer chairman dnd chief
executive of Arco and his
neighbors over where the
man should park his 55-foot
yacht.
Now, since it isn't my
neighborhood where Dennis
Rodman hosts his epic keg
raves -I reside in the bour-
geois and fdr less tJtillating
hamlet of Costa Mesa -it
takes some effort to care
much dbout Rod.man's
tantrums over the city's

paternalistic legal assault on
his noise machine. I'm figur-
ing if the guy's music can be
heard from McFadden
Square to the river jetty, he
ought to pull the volume
down a click or two.
The city and the Orange
County district attorney's
office seem to think so too.
Rodman's nose-thumbing of
the city's noise ordinance has
tweaked the Newport Beach
City Council sufficiently that
it's retooling the law, making
it easier for police to clap
rabble-rousers into irons.
And the district attorney's
ortice has leveled a trio of
misdemeanor charges
against Rodman for the deci-
bel drenching he gave his
neighbors during his May 12
..., birthday blast.
Rod.man's response?
Whining. u1 don't under-
stand," he told the Daily
Pilot. •I'm not hurting any-
body, I'm not jeopardizing
anybody. They're just giving
me grief for no reason."
Oh, OK, Dennis. We're
sorry. What were we think-
ing? Party on, dude.
Now, Rodman's little bwn-
mer is no match for the sand-
box war being waged
between form.er Orange
County CEO William J. Pope-
joy and Beverly Ray, chair-
woman of the venerable Bal-
boa Bay Oub. These two
titans of the moneyed beach
scene here have been calling
each other names and tattling
on one another since 1999,
when a business deal
between the two ran aground.
In the first instance, Pope-
joy says in a May 2000 civil
action against Ray that he
deserves a mere $50 million
because, he alleges, she
backed out of a deal to sell
the bay club to Popejoy. He
didn't get the marble he
wanted. Now when money is
no object, lawsuits are
answered with COWltersuits.
Ray fired back in a legal
action claiming she doesn't
owe Popejoy a dime. Mean-
time, Ray and the club's
managing executive, David
C. Wooten, began nattering
behind Popejoy's back.
Wooten claimed in a Daily
Pilot story that Popejoy was
attempting to extort money
from the club. Ray allegedly
circulated letters to club
members in which she
implied Popejoy was a lousy
fund-raiser.
Of course, Popejoy has
countered with slander and
libel suits against the two. So
there, Dave and Bev. Neener,
neener.'Give me my money!
Lastly, we turn to the bay-
front spat in the 'hood. Here
we have a bit of a twf war
going on between Lodwrick
M. Cook, former chairman
and CEO of Arco, who sim-
ply wishes to nudge the pier
fronting his two South Bay
Front properties 40 feet to
the east so he can dock his
55-foot boat. This, of course,
is not the same as mooring a
20-foot Wellcraft to a can in
front of your house.
About 60 of Cook's neigh-
bors seem to know this.
They're protesting Cook's
pier reloc&tion and yacht
parking plan. fearing the
vessel's superstructure wilJ
obliterate their harbor views
and make beach access for
swimming nearly impossible.

thetic. •All we're trying to
do is park our vessel out m
front of ow property,"
Cook's son, Scott, told the
Daily Pilot. ·we're no d1rte r-
ent than any of the other
neighbors who want to have
their rights protected."
You tell 'em. I mean a
man's got no rights if he can't
park his yacht in front or his
two waterfront homes.
I guess I shouldn't be
making fun of the womes
and battles that seem to be
tarnishing the daily lives of
Dennis, Beverly, Bill and
Lodwrick. I mean, these peo-
ple are confronted with some
real barriers to a happy and
carefree life.

grueling year of scrutiny 8.I}d
extra -work, two teachers in
the city have earned the dis-
tinction of becoming National
Board Certified teachers.
Kathy Fellows, a kinder-
garten teacher at Woodland
School, and Polly Douglas,
who leaches third grade at
Killybrooke Elementary
School, have both passed all
of the tests and ea.med the
right to the coveted title.
"The National Board is
.really the pinnacle bf
achievement for a teacher,"
said Llnda Mook, president of
the Newport-Mesa Federa-
tion of Teachers. "And it's an
arduous challenge to go
through the National Board
Certification. It's more than a
yearlong process and culmi-
nates in an enonnous test."
Created . in 1987, the
National Board is an organi-
zation of teachers and other
education advocates who are
working to enhance student
learning and advance the
teaching. profession.
One of the ways the board
tries to accomplish the goal is
by offering a voluntary cre-
dential known as the Nation-
al Board Certification. This
credential may be obtained
by demonstrating teaching
that can be held to high stan-
dards.
"It's a rigorous process that
is also a great learning expe-
rience," Douglas said. "I had
o portfolio. I had to videotape
six sections, collect student
work, reflect on it, reflect on
my teaching. The second part was an all-day written exam.
It was a long process."
· Fellows and Douglas now
are at}long a select group. Of
the 1.200 teachers in New-
port-Mesa, they are the
fourth and fifth to become
National Board Certified
teachers.
."It's astounding, and I
encourage other teachers to
do it," Douglas said. "It
means a lot to me because
there are so few of us.•
Claire Ratfield, a sixth-
grade teacher at Uqcoln El~
mentary School, was tlie first
teacher in Newport-Mesa to
become a National Board
Certified teacher, earning the
honorin 1994.
She is also the only New-
port-Mesa teacher to hold two
certifications, having earned
the first in the area of early
adolescence and the second
in middle childhood in 1996.
There are more than a
doz.en possible certifications.
Fell(}WS received her certifi-
cation for early. childhood
and Douglas for middle
childhood.
Besides bragging rights,
the teachers will get a one-
time bonus of $10,000 from
the state.

Glass fragments and razor
blades have been found in
parks on nine occasions,
including April 24, when
several razor blades were
found at Lions Park. Glass
shards were found in May at
Circle Park in Newport
Beach.
Costa Mesa's parks
department already inspects
the three parks where razor
blades have been found -
Heller, Pinkley and , Lions
parb -tb.ree times a day,
said Public Services Director
Bill Morris.
Park rangers also patrol
parks throughout the city
and are keeping a close eye
on the Westside parks, said
Costa Mesa Police Lt. Dale
Birney.
But Lisa Heiduschka, a
Costa Mesa resident who
visited the park with her 4-
year-old daughter, Roxanne,
on Tuesday, said she feels
safer knowing about the
added protection her neigh-
bors are providing.

Slocum's restaurant that was
filed May 25. Rodman has
invested money In the restau-
rant. The Intent of that suit is
.to make Josh Slocum's com-
ply with city codes for live
music, dancing and limits on
the maximum amount of
patrons.
On June 6, an Irvine resi-
dent also sued Rodman for
injuries suffered when a
bouncer allegedly punched
him at Josh Slocum's during a
St. Patrick's Day brawl.

Sberbeck is t\,osting his 22nd annual summer junior t~
camps at Newport Beach Tennis Club. :
The camps are open to all juniors (members and non-mem-
bers) between the ages of 6-17. Each group will be Umitedl o
six students and arranged according to age and ability level.
Lessons will include basic fundamentals, drills and court e~
q\lette.
The Newport Beach Tennis Club teaching staff, under the
direction of Sberbeck, will instruct all classes. Sherbeck 18' a
longtime friend of John McEnroe, who played at Sherbec;Je's
club last month in the Success Mag¢ne Champions Tour Ud
mentioned Sherbeck in bis public address after winning me

Each camp will meet Monday through Friday from 10 a.in.
to 1 p.m. for a one-week period. A mid-morning snack abd
lunch will be provided dally. Supervised swim from 1 p.m. to 3
