Tariq Mallk DAILY PILOT NEWPORT BEACH -A year ago today, the city lost a human dynamo. Rosalind Williams, who secured Newport Beach's reputation as a tourist destination for years to come, was remembered Sunday by her family in a mass held in her memory. Williams died last June at the age of 55 after a five- year battle with breast cancer. It was a battle that she fought publicly and Rosal.l.dd defiantly, all while Wllllams maintaining her ever-active com- mand of the Newport Beach Confer- ence and Visitors Bureau as its pres- ident and chief executive officer. Today, employees of the bureau are doing their part in honoring Willia.ms by putting together a batch of personal donations to the Susan G. Koman Breast Cancer Founda- tion. •I miss her smile, her love of life,• said her husband, Rick John, after the mass and · a family brunch. •since her passing, a lot of her friends have really taken a dose examination at their own lives and reflected on how she touched them.• Williams certainly touched many. Known for her zest for life and love 'tor the city, Williams took up the reigns of the visitors bureau in 1994, bringing the city both tennis and golf competitions, yacht races S U M M E 1-(>s T 0 R I E S and winter tourism. She even pre- sented a $21-million check -sym- bolic of the increased revenue from tourism taxes from the previous year -to the City Council in April of 2000. After tile raismg of her two sons, Jeff, 30, and Gregg, 25, putting Newport Beach on the map as a tourist destination was one of Williarris' proudest achievements, John 5ald. In the months following her death, hundreds of friends and rela- tives mourned her passing, the bureau honored her memory during its armual dinner and still more peo- - CAAi. Sometimes, •home• ends up feeling like a hotel, said Margie Donrey, who moved to her husbands beachfront home on Seashore Dri- ve near 38th Street about six years ago. The one difference? There's no one to pick up after people when they make a mess, Don- rey said. , Still, summer isn't all about horror stories. There are weeks when the new, temporary "neighbors• tum out to be a lot of fun. "We'll be out barbecuing, they'll be out barbecuing,• Donrey said. "You meet nice people, but it's kind of like the luck of the draw every week ... you just kind of don't know. That's why officials at Hoag Hos· pital expect record attendance today at their 22nd annual Project Wipeout Lifeguard Seminar. Simply put, he's just got to swim Mathis Winkler DAILY PILOT NEWPORT BEACH -Wearing his "Coach Ted" straw hat and with a megaphone in hand, Ted Bandaruk sent scores of little ones into the wet. He's been doing it for 35 years now and, in the process, he's taught thou- sands of Newport Beach children to swim. For the past 25 years, he's worked os the pool manager and swim coach for the Harbor View Community Assn. Bandaruk's also the head water polo coach for the Corona del Mar junior water polo club as well as the Newport B~ach aquatics club. And he does it all while teaching biology at Orange Coast College. •I could do without it,• he said when asked whether he needs the extra mon- ey. "But people treated me very well. When you're good to kids, they're good to you. It's all about kids and I like kids. I've got three of my own.• Bandaruk's trio includes Dawn, who teaches kindergarten at Henderson Ele- mentary School. His two sons, 9-year- old Teddy and 7-year-old Jake, attend Constantly teaching water-related skills, Ted Bandaruk rarely misses a day at the pool the same school and have their older sister watch out for them, Bandaruk said. While the whole family spends a lot of time in the water, Teddy and Jake aren't always as excited about swim- ming as their dad. "Sometimes I ask the boys whether they want to go to the pool with me and they say, "No,•' he said. "But that's just fin~.· It doesn't keep him from his daily routine of swimming two fast-paced miles in the morning. •If there is a fountain of youth, I think it's the swimming pool," the 54- year-old saia . "It makes me feel good." Bandaruk can't remember a time when he didn't know how to swim. Dur- ing his early years, a pool in Ft. Worth, Texas, had to do. But when his family moved to California, he soon discovered the ocean and surfing. During his student years at UC Irvine, Bandaru.k saw an ad for a life- guard position at the Newport Shores Community Assn. He applied and got the job and used the money to put him- self through college. ·rve been doing it ever since,• he said. •1 just love it.• He likes the fact that he's able to touch kids' lives and points out that he taught the guys who now work as assis- tant coaches with him to swim. Even during his regular job at the college, he manages to stay close to bis passion and has taught scuba diving and scuba ~ology classes in the past. Vacations usually involve some form of water, as well. In August, he's taking his whole family, which also includes Bandaru.k's wife, Lynn, to Hawaii for a water polo competition. During the winter, be heads up to Tahoe to go·skiing. That's also the only time he misses out on his daily swim. •some people have to have their cof- fee,• he said. "I have to have my swim." I was cruising Newport Harbor in a new 53-foot motor yacht with the owners and we decided to have lunch before returning to our slip at the Balboa Yacht Club. Well, our choices were very limited by our vessel size and by the lack of guest docks in the harbor. First, I thought of the restaurants along the Rhine Channel. but our vessel could not fit into the Blue Water's dock. which was our first ch<Xce. Then what came to mind was Woody's, which had adequate dock space, but their neighbot. Hooters, bad no openings in their slip. Wbatabout the restaurants along Marl!lets Mlle and Udo Vlllage? The only dock that I could think of was at Wla Nova, which I have used a few times for dinner trips. By the Back Bay Bridge is the Newport Har- bor Nautical Museum. which built a new dock for access to the museum and the Riverboat restaurant located inside. However, l could not think of any other public dock in the harbor where we could dock for lunch -excluding the private yacht clubs. There are about a dozen dty-owned docks located throughout the harbor. They have 20- minute time limits, but still they usually are filled with fishermen who despise a boat docking where they want to fish. These d.ocb should not only be redesigned to aCCC1mmodate larger boats and the ftsbermen. but they should also have a time limit of a couple hours so one C4Il go to a restaurant or a visiting, boater can go to the grocery store . I think that we should try to make the harbor more •boater friendly" for the thousands of local boaters, plus the visiting boaters who come from all over the world. Did I leave out any public docks that I could have used? Let me know so I can post an accu- rate list ln an upcoming column. • • • I have only seen a few houseboats in the har- bor, but I have an important safety message issued by the United States Coast Guard con- cerning these vessels. Many of you rent house- boats when on vacation at your favorite lake, and this notice can apply to molt ya.cbtl, too. Certain models of houseboats are built with an air cavity underneath the swim platform and tran- som exactly where the exhaust exits, creating a buildup of lethal levels of carbon moncmde gas. Unfortunately, death from carbon monoxide poi- soning can occur after as few as two breaths. And those lucky enough to survive usually end up in the hospital with carbon monoxide poisoning. The Coast Guard is warning boaters to shut off all engines, including the generators with tran· som exhaust ports, whenever the swim ladder or swim platform is in use and also if the fumes are drifting into the salon area or aft cabinl. This is true of a lot of motor yachb where I see people swim.ming around the exhaust ports or the fumes are being blown into the salons by the wind. The commission in April 2000 approved a plan for a 5,380-square-foot show- room building, a 4,046- square-foot service build- ing with a 393-foot loft and a 3,098-square-foot covered display structure. The dealership, Car Gal- lerie, also was allowed a 15-foot landscape setback rather than the 20-foot setback normally required. Because of financial difficulties, Valente was not able to obtain build- ing permits for the project before his permit expired. Paul Clinton DAILY PILOT NEWPORT BEACH -Sewer rates for customers of the Irvine Ranch Water Distrid are expected to Climb when the agency today approves its budget for next year. The district is proposil:\g the rate bike because of an expected bump in costs for power. ·we're anticipating a $2.5-million increase in operational energy costs for the coming year,• distrid spokeswoman Marilyn Smith said. "Energy costs are concerning everyone.• Two small pockets of residents in Newport Beach would be affected by the proposed hikes. The d.istrid handles sew~ge from homes in northern New- port Beach and in the still uniJicorporat-· ed ~unity of Newport Coast, as well as in Irvine and in sections of other cities. The two Newport Beach areas will see substantially different rate increases. District budget handlers have proposed increasing the rate for its 1, 155 northern Newport Beach customers by 12%, or 70 cents a month. If. approved, their rates would up from $5.90 to $6.60. Newport Coast would see a 10% hike under the new rate structure. The 2,971 ho~olds in that community would see rates climb three cents, from 30 to 33 cents a month. Homes in unincorporated Santa Ana Heights would not be affected by the new rates. Sewage from that community is not treated by the distnct, even though the agency delivers water to the homes there. The district handles sewage from more than 81,000 homes. Newport Coast makes up 3.6% of that coverage, and northern Newport 1.4 %. Sewage from other areas of Newport Beach and Costa Mesa is treated by the Orange County Sanitation Distrid. The rate hike is the first since 1983. Since that time, the district's rates have declined about 60% With a series of cuts. The disbid's five-member board will be considering a $61-mtllion operating budget for the bscal year 2001-2002 at its meeting today. City staff has recom- mended that the commis- sion deny the subdivision because of the proposed primary access on Charle Street. The west side of the street is housing, not com- mercial, and future com- mercial uses on the rear half of the property would generate traffic on Charle Street that would be a burden on the resi- dents, according to the staff report. "Why do you want to move your kids into an envi- ronment that's transient?'" Larson remembered them asking. "For the same reason as everyone else,• she'd reply. "Welike•the beach.· ln the beginning, Larson tried to establish relationships · with vacationers. She soon realized that she'd have to rely on permanent residents -or at least the property owners -to get things done. Now, when problems arise, she calls the landlords or management companies and asks them to handle them. It works pretty well. Former Mayor Jan Debay, who represented West New- port Beach on the City Coun- cil for eight years before leav- ing ber seat last December because of term limits, said it's all a question of communi- ty pride. When her family bought a home on Seashore Drive in 1979, they did not know the area's reputation. "We didn't have any idea of what the problems were,• Debay said. As she became more involved in the community, Dehay began to work with neighbors to improve the sit- uation. To ease the parking prob- lem, people would paint yel- low lines on alleys to alert vacationers where they could and could not leave their cars. To cut down on noise, the city attorney's office began working on a noise ordi- nance, which council mem- .bers strengthened even (ur- ther just a few weeks ago. City officials also would check on overflowing trash cans and cite owners that did- n't keep a lid on cans. And a new condo conver- sion ordinance allowed peo- ple to buy half a duplex and convert it into their home. "That helps because those people are neighbors,• said Debay, who moved to a condo further inland in 1990. "They are not just there for the week." The efforts have made a difference, she added. "We've come an awful 'long way,• she said. "There's still a ways to go, but I think we've made an awful lot of progress." And then there's Inde- pendence Day. "It is the entire summer encompassed into one day," Shulman said. Almost all of the depart- ment's 140 sworn officers will be on duty on the Fourth of July and will get help from the Orange County Sheriff's Depart- ment and the California Highway Patrol in dealing with the crowds. In recent weeks, the police department has handed out flyers to resi- dents, landlords and man- agement companies to ask those living or staying in the area for the ir coopera- tion. Here are some of the guidelines: . • Advise guests to limit travel in and out of the area to prevent traffic congestion.
