COSTA MESA ~ The City Council on
Monday gave preliminary approval to a
development agreement for Common-
wealth Partners' portio.n of the Town Cen-
ter project.
The agreement, under intense negotia-
tion for 111ontbs, requires the developer to
provide $200,000 for Theater Arts District
improvements and to make excess park-
ing available to the public.
"We're thrilled that it's done, and we're
looking forward to proceeding with a
development of this quality in Costa
Mesa,• said Jim Anderson, a partner with
Commonwealtb. "It's taken us awhile, but
we're done.• •
Commonwealth Partners is one of the
developers of the Town Center p~ject,
which seeks to transform South 'toast
Metro into a pedestrian-oriented Theater
Arts District bordered by Bristol Street,
Sunflower Avenue, Avenue of the Arts
and the San Diego Freeway.
Collaborating on the project with Com-
monwealth are the Orange County Per-
toTining Arts Center and South Coast Part-
ners, which owns South Coast [>laza.
The South Coast Partners and the Cen-
ter's portions of the project were approved
earlier this year, but Commonweolth's
part bas been ,held up ma.inly because of
disagreement about the length of time the
developer must maintain .lsamu Noguchi's
California Scenario sculpture gatden.
While both parties at a May 21 meeting

to maintain the garden for 50 years, issues

Don't underes~imate the power of a pooch
Robert Gardner
THE VERDIO
M y career as a writer began
in 1928, when I WU
apPQiilted to the position of"
joke editor of the Bell High School
student newspeper.
As a joke editor, I dauled the
readers with some classics worthy of
Hemingway if not Shakespeare -
the high school version of •Who was
that lady I saw you with last night?•
•That )Va& no lady, that was my
wlfe. • Bob Hope with a stable full of
writers would have been hard put to
touch me. I continued to dabble in
journalism throughout the years, and
some of this must have ~ed over
to my legal opinions. Bernie Witldn,
the greet legal writer of the century,
put lt tbll way: •BQb, you will never
go down in legal or judidal history as
-one of the greet scholars. However, I
must admit, stupid though you may
be, your writing is completely reatl-·
able1•
SJ.nee legal opinions are notorious-
ly abstruse, that quality alone was
enough to give me a small amount of
fame in those circles.
However, lawyers and judges pale
on the soda! scale when compared to·
dogs, as I learned recently. It seems
almost anything pales when ex>m-
pa.red to a dog. John Barrymore was
hailed as the fhiest Hamlet of his gen-
eration, but ask how many remembei
John Banymore and bow many peo-
ple remember Rin nn nn. and Bany-
more comes in a poor leCODd. ·
I found out about this the hard
way. I have been laboring over my
typewriter for the Pilot for more than
five yea.rs. Maybe once or twice a
year, some nice lady would say in the
market that she had enjoyed a par-
ticular column. Then. a couple of
weeks ago, I wrote about my dog.
Wow! Double wow! Prom the
response I got. you would have
thought I wrote a new version of Lln-
coln's Gettysburg address, considered
by most scholars to be the greatest
short message eve( delivered. And on
because l wrote about a dog.
Oh. I must admit that !DOit people
have never owned a small dog that
has consumed a whole loaf of bread
in one sitting so .that She looks like a
small dirigible with legs, but it
doesn't take much in the way of
brains to eat a loaf of breed, and it
takes even less to tell about il
Nevertheless, my dog -her name is

cious few moments in the sun.

NEWPORT BEACH -
Rodolphe Streichenberger
has taken his crusade against
the California Coas~ Com-
mission to the federal level.
Streichenberger, founder
of the Marine Forests Society,
has been lobbying the
National Oceanic and Atmos:.
pheric Administration to
revoke its financial assistance
to the coastal commission.
In comments at a June 11
public hearing, Streichen-
berger called the commissiQn
•incompetent and dishon-
est• The Newport Beach res-
ident, who sued the commis.
sion; won a major victory in
April when a Sacramento
County judge declared the
agency unconstitutional.
The commissioa •is a living
example of bureaucratic blun-
der to be studied by acade-
mics and scholars,• Streichen-
berger said at the bearing.
The administration is in
fhe 'midst of a review of the
commission's practices. That
review won't include an eval-•
uation of the constitutionality
of the coastal commission,
according to Keelin Kuipers,
one of a team of administra-
tion officials reviewing the
state coastal regulator.
•That court case is not
something we look at in eval-
uating the effectiveness· of
the commission, Kuipers said.
The federal agency pro-
vided $2.76 million to the
commission and two sister
agencies during the 2000-01
fiscal year. For the coming
year, the administration will
hand out $3.07 million.
Kuipers said the agency, as
a part of its review, would for-
mally respond to Streichen-
berger's pointed criticism.
The results·of the review are
expected to be made avail-
able in the fall, Kuipers said.
The ad.minis tr a ti on falls
under the umbrella of the U.S.
Department of Commerce.
Stretdlenberger began his
public crusade against the
commission after it ordered
him to remove a man-made
reef off Newport Beach.
ln the ruling. Sacramento
County Superior Court Judge
Charles Kobayashi said the
agency operates improperly
because it isn't accountable to
other branches of govern-
ment -a violation of the
separation of powers clause
in the state constitution.

But it wasn't just Dent and
~ poweiful serving and ground
strokes that got everyone's
attention. His lofty ambition
and well-poised temperament
in the match against the
high-profile Hewitt showed
the tennis world that the 1996
CIF Southern Section singles
champion is ready for a
breakthrough season.
Last year. at times, Dent
uncxxked signs of potential
greatl'le$, but inconsistency
would haunt him. So Dent
decided to work harder to reach
his goal of cracking the top 10.
· "Both (Dent and 18-year-old
American Andy Roddick) have
a great chance of being in the
top 10 and winning Grand
Slam titles, but the reality is
that.neither one has done that
at this point,• said Eliot Teltscher,
who left his position as a
national coach for the United
States Tennis Association to
coach Deilt exclusively.
"We get excited very
quickly when anybody does
almost anything~ There's
almost a desperation. U we
had 10 guys like Roddick and
Taylor, then we wouldn't be
making that big a deal about
any of them."
. Dent, easygoing, hard-
working and good-looking,
has great tennis genes. Both
his father, Phil Dent, and
mother, Betty Ann Grout,
were professional players.
Furthermore, Dent is hungry
like a lion.
"I'm not No. l, so I'm not
happy .... • Dent said after last
season. "But I made a lot of
progress-and I'm excited for
(2001). I'm improving every
year I go out. but I wish I
could leapfrog like Lleyton
Hewitt (No. 4 on: the ATP Tour
after playing juniors only a
few years ago).
·But I'll take 30 Grand·
Slams if it means being
patient. I'll take the slow route
if that's what it takes to get
there. I'll bust my butt to get
there and stay there.•
Dent. who turned pro in
1998,.earlier this season
pushed No. 2 Andre Agassi at
the Ericsson Open in Miami
·and No. 1 Gustavo Kuerten at
the Tennis Masters Series in
Indian Wells before losing.
In the first game of his
match against Agassi, Dent
hit a 142-mph ser.te, the •
fastest of the year on the ATP
Tour -and lost the point.
Before facing Kuerted at
lndian Wells, Dent defeated
Wayne Ferreira of South Africa,
6-3, 6-0, in the fu:st round.
In January, Dent upset
top-seeded Magnus Norman
at the Gold Flake Open in
Madras, India, giving the .
Swedish star a wake-up call.
Part of Dent's success this
year, he said, has come from a
coaching change. Dent had
trained with his father, a 1974
Australian Open finalist, for
several years. But Taylor
approached Teltscher looking
for a change. Teltscher agreed
to a two-year contract with
him and left the USTA.
' "f!lle decision) was hard:
Dent said. "The father-son
relatianship is a good thing.
We had a great relationship,
but for me to get to the next
level I just needed to mature.·
U.S. Davis Cup captain
Patrick McEnroe has also
considered Dent for the team
this year.
"I'm encouraged by Taylor
Dent having some good wiris
and playing a good, competi-
tive match with Agassi down
in Miami,. said McEnroe.
