NEWPORT BEACH -While plans for
an airport at El Toro remain uncertain. the
City Council on Tuesday will redouble its
efforts to extend the curfew and flight
restrictions at John Wayne Airport to the
end of2025.
Three months ago, Mayor John Noyes
announced that he and the council would
urge the Orange County Board of Super-
visors to extend the terms of a 1985 set-
Uement agreement -set to expire in
2005 -that limits the number of flights
and passengers at the airport.
The settlement agreement caps the
number of annual passengers to 8.4 mil-
lion and allows no more than 73 daily
departures. It also bans departures
between 10 p.m. and 7 a.m. Monday
through Saturday, and between 10 p.m.
and 8 a.m. on Sundays. Also, arrivals are
banned from 11 p.m. and 7 a.m. Sunday
through Saturday.
The city's proposal would essentially
maintain the caps.
The council's first step will be a resolu-
tion urging Orange County supervisors to
get on board with the project.
However, it may not be so easy, or
legal, to extend the settlement agree-
ment Federal laWs passed since 1985
prohibit regional airport restrictions, such
as the curfew and limits on certain aircraft
that are imposed at John Wayne.
San Francisco attorney Clem Shutewill
is counsel to the dty on allport issues.
The dty will also arrange for environ-
mental studies that are required by state
law. City officials will meet with the direc-

Velcro: it's

I t ls often dlfftcult to anticipate
from one column to the next
who it going to take offense,
and at what they might take
offense. I was reminded of that
fact by a warning letter I
received recently.
There is no surprise when a
dty official gets his or her nose
out of joint after they or their
favori31ect is mentioned in
prl!)t. I t4ke a position on
an issue, i naturally initates peo-
ple and groups active in promot-
ing the opposite view. But setting
aside scenarios like those, over
the years I've been swprised
many times to learn that some
topic, remark or even a Single
word unexpectedly sent one or
more readers into a tizzy. .
Almost every time, the bit
someone finds deeply offensive
is a section that. when I wrote it,
I considered innocuous and
utterly devoid of cxmtroveny.

Vangee Oberschlake, the

the Green Party is famous for

At the same time, she says,
the party must make decisions

•The Greens are taking the
approach that we will only run
candidates that are qualified to

a movie about four

The originaJ setup for the
plot was fairly plausible: An
aging Russian satellite is
threatening to crash to Earth
before it is bwned up in space.
This satellite is, in fact. so
old that no one among
NASA's engineers and techni-
~ knows how to fix it. For-
tunately, there are four retired
Air P'orce men who, among
them, have the knowledge
and skills to do the job.
So why not track down
these 'four men, see if they
are up to the physical rigors
of space travel and send
them up on a shuttle to take
care of the situation?
In fairness, let me say that
lots of people in the theater
laughed heartily throughout
the movie. And it is certainly
a 'lik8ble film.
While "Space Cowboys•
has its moments, the movie is

The program that inex-

Eastwood and Jones are
alwaY,S fun to watch, ho'rever,
and there were some humor-

The shots in space were excel-

dudes (remember, old is
defined as 15 years older than
you are) having fun in their
elder years (think "Grumpy

So, rated PG-13 (we see
the old geezers' naked butts

to the size of Sutherland's
anatomy and his sexual
prowess) I give ahe film a
strong "video rental" rating.

how popular it is, but this tale
of common good versus evil

We'll tell you a bit anyway.
In the film's mix of live
action and animation, Magi~
Mr. Conductor (Alec Bald-

them all from an evil engine.
Peter Fonda's character,

Italian via NeW York, with. a California 'tride
S opranos ts in townl And
no, I didn't finally fork
over $30 a month to get
an HBO cable-TV channel
piped in, I just drove up
Newport Boulevard and
spotted it. The new restau-
rant with a cool sign is in a
new little strip mall at the
comer of Newport Boulevard
and Santa Isabel Avenue in
CostaMese.
Sopranos is the sister
restaurant of Ciao on Balboa
Island, which bodes well for
D• I the soon-'iVI" to-be clien-R EW tele. As co-
owner of
the family
owned restaurant, Joe Mora-
no described the fare: •1ltis
is Southern Italian food via
New York, lightened up a bit
for California.•
In addition to being
attractive, Sopranos is one
intelligently designed, restau-
rant. Everything about it says
"wine• -from the rich
dark-red and warm-gold
walls, to the bunches of glass
grapes worked into the mul-
ticolored tiles of the wine-
barrel wood bar. The decor
just makes you want to settle
in and order up.
How smart is that?
· And the wine list is wor-
thy of the name • 1talian
restaurant,• replete with old
and new favorites, both Cali-
fornian and Italian.
Because it is brand new,
you can expect the usual
• glitches; but if you have to
wait a while, it is a really
nice place to wait. And if you
get the wrong dish, think of
it as an opportunity to try
something new.
I imagine with all the
practice they've gleaned
from Ciao, these glitches
won't last long.
And the bread is terrific!
A dense, chewy focacda-
style .bread that makes it
really fun to eat until you
explode.
Sopranos calls itself an
Italian eatery with •pizza,
pasta, etc.,• and therefore
offers up a large and com-
plete menu. Usted right next
to the numerous pasta and
antipasto dishes are salads,
such as Caesar or mixed
greens, including romaine
lettuce and radicchio; plus
hot and cold sandwiches.
. Calzones and pizzas are
also available in the tradi-
tional and the Califomia-ized
•veggie with fat-free moz-
zarella• versions.
But the future lies in the
specialty section of the
menu. This is where you find
the scallops fra diablo ($13),
a spicy marinara covering
seared scallops; a clopplno
($15), or seafood stew; and
the pesto baccal~~l), which is broiled on
served in a light pesto cream
sauce.
The appetizer section,
always my favorite, is where
this menu really piques my
interest. Sadillas, or home-
made dough baked with
herbs, imported cheese,
tomatoes and basil; arancini,
seasoned rice balls with
cheese and Bolognese (meat)
sauce, sausage and peppers;
grilled portobello mush-
rooms; calamari; and scallops
are all on my "to-do• list.
We began with the
steamed clams ($7), and I
will tell you why. This was a
highly calculated move
since, in that we knew the
bread was gr~at, how could
we go wrong dipping it into
a rich buttery white wine
broth? This turned out to be
my favorite dish. However
we continued to order our-
selves silly.
We tried the crispy, not-
too-tbick, not-too-thin crust-
ed pizza alla vodka ($8), with
sauteed chicken breast,
chopped with mushrooms
and sun-dried tomatoes in a
creamy white wine sauce.
One disappointment was
the pono lr1scatte ($1 t), a
chicken breast with arti-
chokes, tomatoes a.pd mush-
rooms. 'Ibis sounded so
promising yet was way too
heavy on the olive oil and.
overcook~.
However, just reading
about the nightly specials
was enough ~make me
begin drooling: three-cheese
ravioli, for instance, with
scallops in a light, creamy
brandy sauce, I am going to
order that nett time.
Leave it to my husband,
Brian, to order the one Cajun
dish in this Italian re$taurant:
the linguine jambalaya ($11)
with sausage, shrimp, chiclc-
en, onions and peppers in a
peppery sauce that had a
serious kick. I liked his
choice well enough, yet I
prefer to let the Italian
restaurants do the Italian
cooking and the Cajun
restaurants do the Cajun
dishes.
This way I can go to tWo
restaurants instead of one.
Tuamisu, the old standby
yet everybody's favorite, is
made fresh daily at Sopra-
nos. But when in ~ome, do
the cannolis -sweet ricotta
cheese rolled in a crispy
dough, dusted with pow-
dered sugar. If you're really
lucky, they'll have chocolate
chips in them.
Morano said his family's'
vision was to build a nice
neighborhood restauranf in
Costa Mesa ..
I really like to support
neighborhood restaurants; I
see them as the underdogs to
the big chains. And yet these
small, local restaurants are
where the true dining expe-
rience happens -unusual
combinations; creative,
authentic flavors; secret
recipes from.grandma's
kitchen and lots of individual
personality: And they cook
much better than I do.

Where h~ve ali the .· CandiQates gone?
n•
M --.aybe it's just a curse thrown
on to politics, or maybe good
citizens have just lost their
thirst for the political arena.
But when you have the unexciting
likes of George W. Bush and Al Gore
being chosen as their party's finalists for
the highest office ii). the land, then we
suppose it's a little much to expect local
politics to be any more exciting.
Still, we wonder, where have all the
candidates gone? '
With all due respect to those who
have thro~ their hats in the ring for
local political seats in November, pardon
us if we just aren't real thrilled so far.
It's not that the current choices are
bad, it's just that there aren't enough to
choose from.
ln Newport Beach, only one person
has taken out papers for the West New-
port Beach seat that will be open when
City Councilwoman Jan Debay. leaves in
the fall because of term limits. The only
noteworthy exception would be former
City Manager Bob Wynn, who has taken
out nomination papers. Wynn would be
~
a formidable challenge to incumbent
Tom Thomson. and has all the creden-
tials to be a skilled councilman.
For the Newport-Mesa school board,
not one of the incilmbents, Dana Black,
David Brooks or Martha Fluor, has an
opponent to run agaii:ist: . : ·.
In Costa Mesa, so far there are eight
contenders for three seats, but none,
except for two incumbents, Libby Cow-
an and Heather Somers, have any real
political acumen.
And our state and federal offices
aren't much better when it comes to
political intrigue.
Gone are the days of the bruising bat-
tles that once took place between former
Assemblyman Gil Ferguson and chal-
lenger du jour. And Marilyn Brewer,
whose term expires this year, had the
fight of her life to gain her Assembly seat.
This year, her successor, John Camp-
bell, ran in the primary unopposed.
Remember the good ol' days?
ln Newport Beach, there was a mem-
orable three-way fight among Corona
del Mar council candidates in the late
1980s. The victor who emerged, Phil
Sansone, became one of the most
respected councilmen ever. And of
course in 1990, a young upstart named
John Hedges came out of nowhere and
toppled Councilman Don Strauss.
And in Costa Mesa, a feisty Orv

Although we didn't always agree with
every idea, we appreciated that the
debate at least fostered a healthy political
environment that is sorely lacking today.
While everyone is so quick to criticize
politicians, any hope of an open and
honest debate evaporates if there are no
quality candidates.

AT ISSUE: We asked
readers w hat they think
about having paved trails
at Fa irview Park in
Costa Mesa.
No, no, no! No concrete trails,
no asphalt trails, please.
This was supposed to be a nat-
ural -park. First we got a parking
lot with gate, then grass and
restrooms down the bill, etc. What
Is wrong with some dirt and

What should have been report·

I thought that I would send you my opinion regarding the dirt
trails at Fairview Park: Keep the
dirt trails I
I llve in South Coast Metro but
grew up in Dover Shores, New·
port Beach. We used to love riding
our bi.lees on the dirt trails at the
Castaways.and Back Bay. Now
the Castaways has been basically
built over, and it looks like the

and we hike on the trails. I enjoy
seeing the kids on their bikes ancl,.
runners and hikers using the trails.
l think the park should have
one paved trail for the high-speed
cyclists and leave the rest natural
It seems that too many people
think that everything has to be
paved to be useful. It's so nice to
be able to walk on dirt. instead of
pavement.
I hope the city planners decide
to keep the dirt trails -or pretty
