SANTA ANA -The voice of
Steven Allen Abrams, accused mur-
derer of two children, sounded eerily
Monday in a videotaped police inter-
view made only minutes after he drove
his car into a Costa Mesa playground
last year.
As Abrams sat with his head bowed
in Orange County Superior Court,
Deputy Dist. Atty. Debora U oyd
played a series of videotapes for the
jwy, including one that a Costa Mesa
police officer made while speaking to
Abrams after he drove his 1967 Cadil-
lac onto the grounds of the Southcoast
Early Childhood Learning Center on
May3, 1999.

them a message for what they did to
me. They took my life. I can't live like
this.·
Abrams is charged with two counts
of murder and seven counts of
attempted murder for his actions,
which killed Sierra Soto, 4, and Bran-
don Wiener, 3, and injured several oth-
er people.
He has ,pleaded not guilty to the
charges'by reason of insanity. He faces
the death penalty if he is found to be
guilty and mentally competent.
In the tapes played Monday,
Abrams spoke with disturbing clarity

The City Council meet ing starts
at 7 p.m. tonight at City Hall,
3300 Newport Blvd. A study ses-
sion on the development of the
area surrounding John Wayne
Airport begins at 5 p.m.

cussed the issue in May. But only one
developei provided all the Information
the d ty bad requested.
Several organizations, such as the
d ty's Parks, Beaches and Recreetion
Commission, have expressed concern
that building a hotel or homes on the
kmd will deprive the dty's residents from
using It for recreation.

Picker and Richard S. Stevens, have pro-
poled to preserve Ma.rtnapark for the
public and build a visitors' marina with
a repair lbtpyard. stores and restaurants.

city. "So it ls very important that it be
developed with long-range city needs in
mind.·
It will be up to the council members
to decide where to go from here.
They could vote to give the go..ahead
for a plan by Sutherland TaDa ttosptality,
the only developer that met a July 17
deadline to supply more detailed infor-
mation.

with shops and a restaurant

preschool, then returned and drove at
high speed onto its crowded play-
ground.
In the chilling footage, Abrams
acknowledges that his actions could
have consequences, telling pohce oCfi-

for toughness.
Cerise was one of many children
in the Newport Harbor High School
pool who were beginning two weeks
of swimming lessons. The classes
meet for two weeks, five days a week.
half an hour each day.
Several group lessons were being
conducted simultaneously in the
enormous pool. At one end of the
water, children as young as 4 years
used paddleboards and noodles as
they learned the basic crawl and
backstroke. These children were
beginners in level two.
Next to them, the level three swim-
mers learned the crawl stroke with
breathing and kicking -something
pretty complicated when you're first
learning.
The strangest thing was that even
the ones who had it down -stroke,
stroke, stroke, breathe, stroke, stroke,
stroke, breathe -couldn't seem to
swim straight. They were all over the

Regardless, their drive to swim
was admirable. Swimming lessons
terrified me as a child -I always
thought they were hying to drown
me.
As any swimming teacher will tell
you, there are sinkers and there are
floaters. I was a sinker.
But even sinkers can learn to swim.

Remembering tough times in Carson City
For a long time, I avoid-
ed Carson City.
My travails with that
community took place in
1938, when I was a deputy
district attorney. Orange
County had a warrant out
for a guy who surfaced in
Carson City, and we sent
Deputy Sheriff Steve Duhart
to bring him home.
Steve called me from Car-
son City and said problems
had arisen. Would I come?
I hopped the train, Steve
met me in Reno, aQd on the
bus trip back to Carson City
he told me the situation. The
governor was willing to give
us our warrant of extradition,
and the sheriff was willing to
turn the prisoner over to us.
So what's the problem, I
wondered.
It seemed the prisoner
was well-connected. The
local judge was his uncle,
one brother-in-law was the
,... district attorney and the oth-
er brother-in-law was the
chief of police. They made it
clear that as soon as we got
the warrant, the D.A. broth-
er-in-law would have the
uncle judge issue a warrant
of habeas corpus -which
the brother-in-law chief of
police would serve on us -
and we would lose our pris-
oner. Hometown justice.
What to do? We couldn't
take our p~oner east. That
was the WtMig direction. If
we went north to Reno. they
~,uld call ahead ~d have us
stopped; the same if we
went south to Bridgeport.
That left a westward route,
up a long, winding road to
Tahoe.
Unfortunately, we woke
up in the morning to discov-
er it had snowed 3 inches in
Carson City and was snow-
ing in the mountains.
Thoughts of the Donner Par-
ty flitted into my mind, but I
dismissed them. Skinny as I
was, I wasn't much of a
choice for cannibals.
Steve and I hired a taxi to
meet us at the back door of
the hotel. We got our war-
rant, ran across the street to
the jail in the basement of
the courthouse and grabbed
our prisoner. Meanwhile, at
the same time, the brothers-

While council members
might not have all the infor-
mation they need to make a
decision, some said they had

cation is expected to be

THE VERDICT
in-law were running to the
second Door of the court-
house, where the uncle was
waiting to give them their
writ.
We dashed down the
main street. dragging our
prisoner by a lead chain, ran
through the lobby of the
hotel and piled into the cab
just as the D.A. and police
chief appeared at the front
door, waving the writ.
The taxi driver was terri-
fied. Those were the days of
notorious 1930s criminal
John Dillinger, and he was
sure he was mixed up in a
kidnapping. To motivate
him, Steve, a very tough-
looking guy, did his best
impression of Jimmy
Cagney, and we took off in a
splatter of snow and slush
toward Reno.
After a couple miles, we
pulleg.ott.Ui.e rpad and hid
behind a building just as a
police car screamed by in
hot pursuit.
I got out and slogged
back to Carson City. I must
have looked pretty silly
trudging through the sage-
brush and snow in my blue
suit, black dress shoes and
gray fedora.
I sneaked down back
streets and finally came to a
guy tinkering with his car. I
told him I'd pay him $20 if
he would take my friends
I'm not worried,
and me to Tahoe.
He didn't even look up.
"Snowing.• he said.
"Twenty bucks is 20
bucks,• I replied.
He thought a moment,
nodded, and we got into his
car and took a circuitous
route back to the taxi. We
moved our prisoner into the
new vehicle while Steve,
once more in his Cagney
mode, told the taxi driver
that if wanted to live, he bet-
ter not move an inch after
we left. We started up the
road to lilboe, and as we
did, the taxi took off for Car-
son City. So much for Jimmy
Cagney.
Soon a police car was
after us, i.iren wailing. We
did our best, but since we
were breaking trail, the
police car kept gaining.
They were within a few feet
of us, and it looked like we'd
lose our prisoner when we
slipped, slid and skidded
across the state line and out
of their jurisdiction.
The driver breathed a big
sigh of relief. I asked him
why, and for the lirst time he
told us that he was deputy
sheriff in Carson City and
would have been in a ton of
trouble if they caught him.
Anyway, I had one judge,
one district attorney and one
chief of police who were not
very happy with me, so I
made a wide orcle around
Carson City.
End of story, except for
one item. The county of
Orange still owes me 20
bucks. I·put in my expense
sheet for the $20 and that
tightfisted cotmty auditor,
Les Echols, would only pay
the bus fare -50 cents from
Carson City to Reno.

ENERGY EDUCATION
Energy Education Inc. ls a
company offering an energy
management program specif-
ically designed to help school
systems regulate energy con-
sumption and save money. A
presentation was originally
made to the school board in
June.
WHAT TO EXPECT:
Representatives from
Energy Education will make a
second presentation tonight
to provide more details of
their program for the school
board's consideration. District
officials said there is no risk
and that the company guar·
antees savings.
GATE PROGRAM
LOOKS FOR FUNDING
The state's Gifted and Tai·
ented program (GATE), run
for the district by Davis Edu·
cation Center principal Cheryl
Galloway, is up for reapplica-
tion. To receive funding, the
state education code requires
the school board to submit
an application to the state
Board of Education.

HIGH SCH~OL
In April, the state Depart·
ment of Education
announced that Monte Vista
Hi~h School was selected for
the Digital High School Pro-
gram. So far in Newport-
Mesa, Corona del Mar; Costa
Mesa, Estancia and Newport
Harbor high schools have
already become digital high
schools. Before a school can
enter the program, the
school board must certify
that a majority of the
school's staff supports the
program.
WHAT TO EXPECT:
Based on a survey con-
ducted by the school, the
school board will consider
certifying that a majority of
the staff is behind the pro-
gram.
BUDGET MEETING

school district is to be consid-
ered for approval Sept 5.

scores, t:eachers,

don't think teachers are
reviewmg the Stanford 9
tests so they can tell their stu-
dents what the questions and
answers will be. But I think that
possibility might occur in the
future. For that reason, we
should stop the reviews now.
If a teacher can earn a $10,000
bonus by raising his students'
scores by 5%, won't the tempta-
tion to "help out" the students
lead to unreliable test data? Or, if
a principal keeps her job based
upon the school's Stanford 9
results, won't the pressure
increase lo ma ke sure the stu-
dents have knowledge of all test
questions?

around again in late July, With a
free concert by the Pacific Sym-
phony at Centennial Park Ul
Santa Ana. We enjoyed a spec·
tacular night, when kids could
make their own musical instru-
ments and learn to conduct the
orchestra from director Carl St.

perfect moments when the

set, provided the backdrop for all

The drummer wore a kilt and
had the crowd in tears with bis

I commend the Newport Beach
City Council on its decision to
try to
extend the set-
tlement agree-
ment for John
Wayne Air-
port's opera-
tion. Although
such an
attempt is
Craught with
pitfalls, it is
imperative that
the council Oorence liumer deal with this
problem.
Threat of the airport's expansion
poses a far greater effect on this
city's quality of life than any other
issue, bar none.
The council must remember the
agreement is a court-sanctioned
pact, and extending it would
require confirmation from the
court and the parties involved.
As that process"UJllolds, many
believe the airline industry will
weigh In and ask the court to
increase flights. That a ction is very
probable, because the environ-
mental study that could make way
for the expansion contemplated a
10.2-million passenger capacity
per year.
The current limit of 8.4-mtllion
passengers per year was achieved
through negotiations. ·
The in-depth study, called an
environmental impact report or
EIR, has essentially been certified.
Thus, it will be an easy compro-
mise for the court, Orange County,
Federal Aviation Administration
and others to back a compromise
to increase capacity to the EIR
standard before agreeing to anoth-
er extension -if they agree to
extend it at all.

lion on school repairs.

council to consider?
Yes. John Wayne is partially
funded by the federal government,
which has a tremendous influence
on the airport operdtion. But keep
in mmd the federal government
does not control land-use restnc-
tion surrounding the facility.
Instead, land-use decisions belong
to local jurisdictions: the county;
the cities of Costa Mesa, lTVlDe
and Newport Beach; and, one
could argue, the cibes of Santa
Ana and Tustin.
Council should consider working
with those junsdictions to control
airport growth.
I suggest a contract be crafted
among the county and the afore-
mentioned cities to change their
general plans for land around the
airport. The new pact should
require the parties to abide by the
revised restrictions, to ensure con-
trol over the airport and its growth.
The result might not be a
panacea for all partles, but it could
be much better than simply
extending the settlement agree-
ment. And it could be an espeoal-Thus the Newport Beach City
navigate.
The last time I was swnmoned,
I was made to sit m a sparsely
furnished holding area for eight
hours waiting for my call. By mid-
morning, I bad run out of reading
matenal I brought along. Just the
avatlability of ESPN sports cable-
TV channel in the room would
have made the expenence less
bonng.
With our current system, there

Even the recently raised com-
pensation of $25 per day for the
jurors is ri<hculously low, given
that my handyman charges me
more than $35 per hour just to do
minor home repairs.
An even greater problem is the
loss in productivity, smce a sunple
jury trial requires the presence of
d<ne.n& of potential jurors in order
to end up with the chosen few.
I just received my jury sum-
mons two weeks ago, telling me
to call a certain number to find
out the specifics. A message then
advised me to call again for yet
anodler set of instructions, while
warning that I might be called for
jury duty tbot vet¥ same date.

Dunes hotel would sit on public
tidelands in Newport Beach, to
my mind making us all owners of
the land.
But even il Badham hdd been
accurate and the Dunes was to be
built on private land, lus state-
ment has some troubling tmplica-
bons. Taken at face value, it
would imply that none of us have
the right to object to any develop-
ment in our city.
lf past City Councils had sub-
scnbed to that philosophy, we
would have a freeway through
town, waterfront homes with
docks on the Back Bay and high
rises all around Newport Bay.
I certainly hope we will soon
add the Dunes hotel to the list of
ill-conceived developments
stopped by concerned residents of
our city.

right now," said Newport Harbor
High Coach Jeff Brinkley, for
whom, unlike his county
brethren. the feeling is hardly
novel.
Brinkley's Sailors, in fact, were
the only county team to escape
the 1999 season without a loss.
The Tars went 13-0-1 en route to
Sea View League and CIF South-
ern Section Division VI titles,
winning their last 12 games after
a Week 2 tie against Marina.
"It's always good to be back,"
added Brinkley, entering his 15th
season at Harbor. "I think every-
one is exctled. •
Among\ the 90 Sailor players
who appeared for the first day of
the three-day conditioning peri-
od, were gifted senior returners

tradition, repetition and hard
work have become staples for

The Tars' scripted routine
begins each day with rondition-
ing from 8-9:45 a.m. After a one-
hour break, they have a 30-
minute defensive meetings, then
defensive practice from 11:1S.1
p.m. After a one-hour lunch, it's
special teams meetings (2-2:20), a
special teams practice {2:20-3:15),
a break till 4, offensive meetings
(4-4:30) and offensive practice
(4:30-6:15). The players then
often round out their full day with
welgbWtting. .
Preparation for the Sept. 8 sea-
son opener against Orange
Lutheran will include a 10 a.m.
scrimmage, Sept. 1 at Mission
