Newport-Mesa's SAT .scores soar
•Overall results are up five to 12 points from last
year and higher than state and national averages.

NEWPORT-MESA -While
the school district's average
SAT scores continue to blow
away both state and national
averages, they are also beating
their own records.
The average verbal score for
high school seniors in the New-
port-Mesa Unified School Dis-
trict is up five points from last
year's 523 to 528 -31 points
higher than the state average
and 23 points higher than the
national average.
In math, Newport-Mesa's
average score for seniors is 560
-an increase of 12 points over
last year's average, 42 points
higher than the current aver-
age in California and 44 points
higher than the national aver-
age.
"We're doing something
right,• said trustee Martha Flu-
or. "There's always room for
improvement but I think that
it's an indicator, from a school
board perspective, that we
raised standards and the teach-
ers are meeting the call and
students are stepping up to the
plate.•
Also impressive to note is
that last year, Newport-Mesa
seniors only improved upon the
previous year's scores by two
and six points in comparison to
this year's five-and 12-point
leaps.
"ll Newport-Mesa is
increasing five and 12 points,
one would hope that to be an
indicator that the curriculum
program is helping students to
be more proficient on this test,·
said Peggy Anatol, director of
assessment and secondary cur-
riculum for the district.
The hike in test scores in
Newport-Mesa, however, is
just one of the great pieces of
news that came in with the SAT
report Tuesday.
Not only are district aver-
ages up, but so are the num-
bers of test takers. More stu-
dents than ever before took
tests, indlcating an increased
intent to go to college.
"I'm impressed by the num-
ber of students who took the test
this year because it's like a gate-
way to college," Anatol said.

A sky the color of automo-
tive primer and drizzle
like divine perspiration
greeted Newport-Mesa
residents Tuesday morning, bring-
ing a dash of gloom to an August
that has been otherwise fairly sun-
ny.
The muggy weather is part of a
monsoonal flow of air from Mexico,
said Richard Stitt, a forecaster with
the National Weather Service.
As it spirals through the area on its
way toward the mountain and desert
regions, the gray funk is expected to
gradually weaken. Stitt said.
Within a few days, Newport-Mesa will
transition back into what Stitt called •the
night-and-morning, low-cloud regime,•
which is more typical for this time of year.
The nonideal conditions proved prob-
lematic for certain activities in the area.
At the beach, where the surf was small
and the wind was brisk, attendance was
far below normal.

So small were the aowds, and so •dis-
mally dark and dank• was the beach
environment, as Jacobsen put it, many
lifeguards were sent home early: There
was simply nobOdy to guard.
Not everyone was put oft by the mon-
soonal air, however.

Steven Allen Abrams' lawyers contend is a
long history of psychosis and scluzophrerua
began to spill out Tuesday as mental health
professionals testified m Orange County
Superior Court.
The man found guilty last week of the 1999
murder of two children sat impassively as
police and psychiatrists reviewed stacks of
records Abrams generated in various run-ins
with the law.
In contrast to the

ing which no expert
testimony was solicit-
ed, public defender

with a ruler until it was past the min-
imum length and then cut it off in

Shelley's research revealed that
her hair could ~ave fetched a high
price in the wig market, but she said
money il$ not as important to her as
helping others.

Though the harbor and bay
here have long been consid-
ered this city's heart and
soul, any official policy out-
lining its future use has been
murky.
But now, members of the
harbor committee have
entered the final stages or
drafting a document to gov-
ern what can happen in
Newport Beach's waters in
the. years to come.
The 20-member group,
which includes residents and
representatives from vartous
harbor-related businesses,
met Tuesday to refine the so-
called Harbor and Bay Ele-
ment. If adopted by the City
Council, the set of goals and
objectives will form the first
all-encompassing policy
document controlling the use
or the harbor.
Councilman Tod Ridge-
way, who advises the com-
mittee, said no other harbor
could rely on such a docu-
ment.
·w e're cutting new water
here,• he said. "The entire
city's identity and well-being
is tied up in the harbor and
yet we've never done any-
thing to tie up the harbor in
the fabric of dty docu·
ments."
As one of the largest
small-craft harbors in the
world, Newport Beach's bay
has attracted a variety of
activities. . ·
"The natural and man-
made resources of the bay
have allowed seaports, com-
mercial fishing and canning.
industrial shipbuilding, and,
as always, recreation and
waterfront residences,•
reads the introduction to a
draft of the harbor element.
•Policies and programs need
to be established to ensure
that the various uses of the
Harbor and Bay continue to
coexist."
Balancing guidelines for
the use of the harbor with
the rights of property owners
remains a top priority for the
committee.
"The major contem is
that there is demand to
develop the bay front (in a
way) that's not harbor relat-
ed," said Patrick J . Alford, a
senior planner with the city,
who advises the committee.
"They want to preserve uses
and don't want to infringe
upon someone's right to
develop property.·
Some on the council said
they'd wholeheartedly sup-
port the addition to the gen-
eral plan.

layer of bureaucracy.

Adams, however, believes
setting up a commission is
worth consideration. He
added that advisory groups
concerned with harbor
issues could be combined to

After the harbor commit-
tee has made final changes
to the document, the council
and the Planning Commis-
sion would have to hold pub-
lic hearings before adopting
the harbor element, said
Alford.

become part or the general
plan.

High football team isn't scheduled lo play under
the lights until ~pt. 9, but the Sea King coach-
ing staff has already generously padded the
elecbic bill by extending post-practice meetings
to discuss personnel well into the evening.
·we've spent a lot of time trying to sort things
out,• Sea Kings Coach Dick Freeman said.
•And a lot of it is linemen. "We'll propose one
scenario where we have one guy at guard,
another at tackle and two guys backing them
up. Then, we'll consider, 'What if we do this, Nlck ProsseT
defensively?' We're trying to avoid people going
both ways. We bad beaten it to death before we had even put the pads
on, but we still bad to see who would run over someone.•
While practicing in full gear bas helped educate th~ coaches about
their players, Friday's thl"ee·way scrimmage against Villa Park and
Pacific:a should ~ go a long way toward determining starting assign·
men ts. -·
Further adjustment, however, will likely come after the regular-sea-
son opener with Cypress.
Here's the initial position-by-position breakdown:
Quarterback: With senior Evan Bwden, junior Fountain Valley trans-
fer Dylan Hendy and junior Joe Barber still waging battle, this may
prove to be the most difficult piece of the personnel puzzle to solve.

senior lineman, has apparently shaken
the injury and conditioning problems
which have limited him to sporadic
bursts of promise his first two varsity sea-
sons.
Freeman expects Richardson, receiv-
ing reauiting mail from big-time colle9e
programs, to put it all together this fall.
Receiver Steven Ward and offensive
lineman Matt Marston, who expects to
shift from taclde to guard. posted dou-
ble-digit starts on offense, while end
Scott Biggs adds to the collection of six
starters back on defense.
But uncertainty surrounding the rest
of the personnel puzzle is typified at
quarterback, where spring practice,
summer passing leagues and early fall
workouts have failed to separate senior
incumbent Evart B\irden, junior Foun-
tain Valley transfer Dylan Hendy and
junior Joe Barber.
Burden, who took over when Matt
Moore, now a receiver and safety, was
sidelined for the season with a col}.apsed
lung in Week 3, passed for 453 yards and
three TDs. He compiled 35 of the Sea
Kings' 47 completions (CdM had a 41 %
aerial success rate as a team).
Filling out the offensive and defen-
sive lines will be a top preleague priori-
ty and, Richardson aside, quickness, not
size, Will be the team's biggest weapon
in the neutral zone.
To that end, Freeman and Offensive
Coordinator Lyle Lansdell, have gone to
a quick-hitting ground attack. The idea

quet Club's junior girls tennis team captured the
state title at the 12s Gar Clenney Cup Tennis
Championship this past weekend at UCLA.
Representing Southern California, Balboa Bay
Club defeated the Northern California team, 5-4.
Tied at 4-4, sisters Hayley and Miranda Young
took the third set in tiebreaker to WUI, 6-4, 4-6,
7-6, to give Balboa Bay Club Racquet Club the
championship.
During Saturday's singles matches, Balboa
Bay's No. 1 player, Jill Damion, won her match,
