Jennifer Kho D AILY PILOT COSTA MESA -The ~esa Consolidated Water District is hoping to use a new treatment plant to pump moie ~ater from the ground -which could save money for the agency and its cus- tomers. The water board voted to pursue a plan to use up to 100% ground water -25% more than the Orange Coun- ty Water District normally allows. The regional water district is scheduled to con- sider Mesa Consolidated's request in October. Mesa Consolidated now gets 15% of its water from underground aquifers. "It is important for us to get this approved because if we are able to pump more ground water, we'll be importing less water and using water lhars less expen- sive,• said Lynette Round, a Mesa Consolidated spoke~ woman. The colored-water treat- ment plant is expected to open in September. It will be use an ozone and biofiltration process to remove the slight tea color and sulfur-like smell from colored water, which is ground water found in aquilers between 600 and 1,200 feet deep. The water is very pure and high in quality, but its color and smell can be a turnoff to some, said Ron Wildermuth, a spokesman for the Orange County Water District. An acre-foot of regular ground water costs about $157, and the rest of the area's water iiiust be import- ed from the Colorado River and Northern California at a higher cost, about $450 per acre-foot. Colored water is right in between, at about $320 per acre-foot, he said. In Southern California, an acre-foot of water is enough to &upply two average fami- lies for one year. Mesa Consolidated plans to substitute colored water for imported water, a mea- sure that will not lower rates immediately but should keep them stable when surround- ing districts' water bills rise Round said. ' No other local water dis- trict is currently using colored water, and that leaves between 10-and 16-million acre-feet of the resource untapped. Right now, colored water is just taking up space that could be filled with clear water that all local water dis- tricts have the technology to use, Wildermuth said. NEWPORT BEACH -In early 1945, Col. Principals from Adams, Killybrooke, Lincoln and Mariners elementary, Ensign Intermediate and Costa Mesa and Newport Harbor high schools each resigned from their respective positions this year. BOTTLE CONTINUED FROM A 1 I In the past year and a half, Samantha and family friend Arthur Arrowsmith, 39, who owns a speedboat, threw into the ocean about five bottles with creative messages stashed inside. They used blank white paper and simple black ink. They corked the old wine bottles shut, wished them well and hurled them overboard. It's a big adven- ture for them, especially for Samantha. Daigh, a manager at Duffy's, thought the wild buffalo story was cute. It's the second bottle he has found. The first had traveled 1,500 miles from San Francisco to 14th Street in Newport Beach in the waves of a storm. The sender had enclosed a chart with the longitude and latitude of the bottle's departure point. It had trav- eled for 30 days. One of Samantha's recent bottles had money inside, She and Arrowhead squished in 20 $1 bills and a note urging all finders to add more money to the col- lection. The instructions indicated that the last per- son should donate the mon- ~y to a local children's shel- ter once the bottle was full. Samantha hasn't beard back about that bottle - yet. Wendy Kuhns volun- teers for several shelters in the area, which may explain Samantha's ideas. •Sometimes l tell her stories," her mother said. "She might have had con- cerns." Although she does worry how her departwe will affect the Wilson community, Coughlin sa.id Cathi Peirson, the former principal of Pomona Elementary School, will be an excellent acting prlndpal until a permanent one can be found. "I'm concerned because they don't have a prlndpal, but they do have an interim prin- dpal, so I feel like they have been left in very good hands," she said. The search for principals for both Wilson and Newport Heights is well underway by Newport-Mesa Supt. Robert Barbot. Of the 25 applications received for the elementary school principal positions, Barbot said nine of those appli- cants are contenders. According to the doc- ument, Shipp suffered "great human indignities, assault and battery, personal injury and extreme emotional distress• dur- ing his imprisonment and also lost his job of seven years, senior- ity and wages. Shipp was living and work- ing in another state at the time of Thursday, August 31, 2000 A7 What has become an alarm- ing trend here in Newport-• Mesa. however, may be a larg- er problem. An increasing number of school districts across the country have report- ed a shortage of principals this year. The City Council approved it. then assigned a study group to select a loca- tion. Both the first and second choices were strongly resisted by neighborhood residents. So the council l>acked oft and selected a location in a busi- ness area that didn't offer neighborhood resistance. But that. in nun, inspired new resistance from a lot of citizens -85 of whom signed a peti- tion -who badly want a skateboard park and strongly object to the site chosen by the council. That's where matters stood from mid-January unW last week when the Costa Mesa Recreation and Parks Commission -of which Scheafer is a member -was ere en ~stems ~ •1ntematlona1 scheduled to vote on the City Council relocation plan. I'in not prepared here to offer Clll opinion on the various sk4te park sites. I've read the arguments on both sides and have done no personal research from which to assess them. But the new element is something quite different - and potentially dangerous because it sets a precedent that could seriously affect the workings of government. The new element was an opinion offered by the city attorney of Costa Mesa in response to a request from the city's Public Services Director William Morris, seeking to determine whether Mike Scheafer's •bias• as indicated in his letter to the Pilot should 1DAY Orchid Sale Orchids $ 500. $1000. $1500 Si PI EMBER 2ND Now Open 1 at Saturday llach Month SATURDAY 9-4PM Plumeria 10°0 -&CASH 20382 Birch Street • Newport Beach Unusual Dr .ug d.lsqua.lify him from voting on the new &kate park site. Will their votes diminish public confidence and possi- bly allow a legal challenge to the legislation? H the answer is •yes• -as suggested by the city attorney in Mike's case - then why wouldn't Councilwoman Unda Dixon's public response to Mike's let· ter require her also to abstain from voting on this matter? Things go askew when the body they deface turns out to be the beloved father of a local drug lord. The support for the vari- ous subplots are from highly credentialed, thoroughly professional actors who maximize their scenes - especially Miguel Sandoval as a paranoid drug lord who runs a gaggle of really dumb gangsters. However, his impeccable comedic timing and tone allow him to proceed without turning the audience against bbn. However, all three, regardless of their style, owe a great debt of gratitude to their obvious idols: Richard Pryor and Dick Gregory. Uke these two monoliths of come- dy, you hear socio-political commentaries on life in America. Uke all comics, satirists, etc. before them, we laugh at the pain, frustration and anguish in their comedic voices so that we may not cry at their collective experi- ence. "The Original Kings of Comedy" is presented in a revue format, which allows each comic to be introduced to non urban audiences. However, the format also deprives each comic from reaching a thematic crescen- do to where their collective experiences as African Americans would leave a permanent mark on the audience's psyche. One can only wonder if Paramount Pictures may have thought non urban audiences would be turned off by each comic's material had they been allowed to proceed uninterrupted, like both Gregory and Pryor in their prime. • llOa OROZCO. 29. Admittedly a sorry situa- tion, not the least of which is that it encourages reruns by those who have already gifted us with their seIVices. True, as time passes we forget our history and some of the unfortunate details soften. But certainly, not all of Newport Beach pciUti- cal history has been inspiring. Much of it may be the reason for our growing apathy in our town leading to a deep-seeded reluc- lance to run for local office. It is significant that for a town as small as Newport Beach and its school district to have suffered two major oim.lnal embez- zlements plus a major rrus:rnanagement of school chstrict funds, is sufficient to trau- matize the younger generation. I believe ways can be found to encourage fresh young blood to take the field in Newport Beach politics. Barry Faulkner DAILY PILOT NEWPORT BEACH -Still. wrestling with whether to play senior Chris Manderino at quar- terback or tailback, Newport Harbor High foot- ball coach Jeff Brinkley likely didn't consider the obvious compromise. That's right, the Sailors won't Ue running the single wing this fall. Levity aside, Brinkley's decision may deter- mine whether the Tars can make a run at defending their CIF Southern Section Division Vl championship . Further, the decision, ultimately, may not be Chris Mandertno dictated as much by Manderino, as by the play- ers who would start at whatever position be does not. The performances of junior quarterback Morgan Craig and senior tailback Ryan Ortega - -most notably in Friday's 10 a .m. scrimmage at Mission Viejo --may be the deciding factor as to where Brinkley deploys last year's Daily Pilot Sea View League MVP. Ironically, the circumstances in which Manderino won. the starting job last year -a two-player battle with then-sophomore Bnan Gaeta which extended two games into the season -have led Brinkley to assert he hopes to have the matter resolved by the time the season kicks off Sept. 8 against Orange Lutheran. Instability at the position last year was clearly a factor in a 21-21 tie in Week 2 against Marina, the only blemish on an otherwise perfect season. After that disappointing deadlock, Manderino assumed the starting SEE POSITION BY POSITION PAGE 82 IHI SllLOIS NEWPORT CONTINUED FROM 81 ·1~ Harbor'1Mavy bltWaare(left) nmn••gNck Ryu()Nga. qaarterbllck Clartl Mudenno · frtpqud. below, •temlve end Garrett Trone ale. entire secondary and all but two offensive starters, and Brink- ley acknowledges inexperience is his leading concern. But Brin.kJey, with the support of an experienced and cohe- sive staff, hasn't produced 77 wins si.hce 1992, the seco!1d-best total among Orange County public schools (Los Alanutos has 91), without being able to develop capable replacem~ts. The linebacking corps, which includes Mandenno and senior Andy Rankin, who gained seasoning as a backup last fall, keys a group which led the county in scoring def~ (10.6 points per game) last season. It was the lowest average allowed by the Tars in Brinkley's tenure, the lowest for the Tars since 1971. The defense was also chiefly responsible for a plus- 18 turnover ratio. Offensively, the challenge will be finding a replacement for the late Andre Stewart, who graduated posthumously after a fatal car accident last May. Darting behind an all-senior offen- sive line, which included current Division I tackles Blair Jones (USC) and Robert Cole (Brown), Stewart rushed for a school single-season record 2,404 yards, including 13 games of at least 100, and scored 26 touchdowns. Ironically, that replacement may be Manderino, who won all 12 games he started at quarterback in '99, after guiding an unbeaten junior varsity team as a sophomore. ' . SPORTS As fall drills progressed toward Friday's 10 a .m . scrimmage at Mission Viejo, Brinkley wa~ wrestling with whether his offense would be better served with Manderino, the All-New- port-Mesa quarterback last fall, delivering handoffs or receiv- ing them. Manderino threw for 912 yards and 12 touchdowns last sea- son (54 of 124 with eight interceptions) and ~bed for 213 yards and six TDs. At 6-foot-1, 205 pounds, he bangs the kind of power, pace and purpose other tailback candidates can't match. But, his leadership under center and his ability to tum broken plays into positive yardage, would be missed should junior Morgan Craig assume the quarterback job. 3,800 of their 4,818 yards on the ground and 442 points, the second-most in school history (behind a district-record 493 in '96). Either way, Brinkley said he will make a decision before the opener and stick with it. A scan of the schedule indicates a strong possibility the Sailors can extend their unbeaten streak against teams outside the Sea View League (now at 29 games, dating back to 1995). The Tars, on a 12-game win skein after a Week 2 tie with Mari· na, also have a chance to break the school-record 16-game winning streak (including one forfeit) established in 1994-95. As usual. however, the Sea View will provide a rugged challenge, with Irvine joining Harbor and Laguna Hills, which won the freshmen and junior varsity league titles in '99, atop the list of favorites. Regardless oJ where Manderino lines up, it will be difficult for the Tars to match last year's offensive production: nearly POSITION BY POSITION CONTINUED FROM B 1 role and the Tars won their next 12 games. Newport Harbor High's boys water polo team saw its season end on an excruciating note when a sudden-death goal by El Taro's 'Itevor McMunn squeezed through to eliminate the Sailors, 9-8, in the CIF Southern Section Division I semifinals.
