Dunes a ·top trouble spot
•A national report shows Newport
Beach had the most warnings
posted last year in Orange County.

NEWPORT BEACH -In a survey of last
year's beach postings and closures, the New-
port Dunes Waterfront Resort shows up as
one of a handful of Orange County's most
troubled spots.
The resort docked 15 separate postings
during that calendar year. At least a part of
the resort's lagoon was posted for 144 days of
the year, or nearly 40% of the time.
The report, issued by the National
Resources Defense Council, also singled out
43rd Street beach, Harbor Marina and the
33rd Street Channel as other trouble spots.
)Vaming signs were posted at those three
areas· the entire year.
During 2000, Newport Beach led the
county in postings and closings with 73.
Huntington Beach followed with 49. Third
place went to Laguna Beach with 19.

how often the beaches are closed in Newport.•
Postings countywide jumped 75% from
the year before to 8En during 2000. Three-
quarters of the postings were caused by ele-
vated bacteria levels from unknown sources,
according to the report.
When bacteria levels exceed the state's
standards for appropriate levels, the Orange
County Health Care Agency hammers warn-
ing signs into the sand at the affected beach-
es and recreation areas.
At the Dunes on Thursday, children frol-
icked in the water around a fake blue whale in
the resort's swimming area. The sigllS nearby
read: ·0cean water contact may cause illness.

Thursda.y, Tun Quinn, the project manager
for the Dunes, said he had not seen the report
and couldn't respond.

The current warning bas been in effect
since July 25. The bacteria is thought to be
found in animal and human waste, caused by
urban runoff from storm drains leading into
the lagoon.

because the areas that were cut
had been receiving funding for
the ~ 15 to 20 years, officials
said. McDwain said he under-
stands that Califomia has finan-
cial problems, but in this case the
governor cut the basics.

COSTA MESA -If the city cannot
find a way soon to coordinate plans to
move utilities underground with rehabil-
itation efforts on 19th Street and Placen-
tia Avenue, it srands to loose $2.95 mil-
lion in federal grants, city officials say.
Although funding for both projects
finally seems to be locked in, city offi-
cials are working against a deadline -
June 30, 2003 -at which time it will
lose the federal money.
Public Services Director Bill Moms
said he is developing different options
for the work and plans to have a com-
prehensive plan in the next 10 days.

ing to get in before deadline, we need

jects: the moving of utilities under-
ground and the rehabilitation of areas
on 19th Street and Placentia Av~ue.
The projects are seemingly unrelat-
ed, except that they would both tear up
the same areas of the streets.

around, they would have to cut up the
streets we just paid millions to fix.•
Altogether, the Westside is looking at
a face lift worth about $10 million. Mor-
ris said.
The trouble comes from the projeds'
funding: Each is covered by different
sources, with .Southern California Edi-
son fronting about $2.1 million for the
utility work. and the street improve-
ments coming from federal grants and
matching city funds, <CBdals said. •

they never did much for Kellie, a
self-proclaimed tomboy in previous
years. But the heroism that Anne
shows ma.k.8,$ her appealing to Kellie

• "I've kind of been obsessed with
Anne since I was about 9, • the
young actress said. "It's been my
dream to play her because she's such
a different type of heroine."

Car dealerships settle unfair practices case

Toyota dealerships, including
one in Costa Mesa, have
agreed to reimburse more
than $1 .9 million to customers
who alleged the dealers
engaged in misleading
advertising and unfair sales
practices, offidals said.
The agreement was the
result of a joint consumer pro-
tection action againsi the
South Coast Toyota dealer-
abip in Costa Mela, u well u
South Bay Tuyota in Gardena.
Both decderships were sold
Feb.6.
The settlement calls for the
former owners of the dealer-
ships to pay ·$1.5 mllllon in
restitution, $405,000 in penal-
ties and $95,000 in costs. 1be
defendants settled but have
not admitted to the alleged
violations.
The case was investigated
by the Orange County district
attorney's Consumer Protec-
tion Unit, the Los Angeles
district attorney's o~ the
state attorney general, the
Department of Motor Vehi-
cles and the Los Angeles
eoupty Oepe.rtment of Con-
sumer Affairs.
The dealenhlps' question-
able sales practices •generat-
ed several complaints local-
ly,• said Sandra Michiolcu,
spokeswoman for Atty. Gen.
BWLockyer.
•Several hundred people

said. "The calls are 'still trick-
ling in."
The dealerships for their
part have also repaid or reiin-
bursed some customers on
their own. Michiolru said.
According to officials, the
dealershlps were accused of
numerous violations that
included advertising vehicles
for sale or lease that were in
fact not available and failing
to give the required •8-bour
advance written notice to
withdraw advertisements of
vehicles that have been sold
or withdrawn from sale.
Several custQmers also
complained to officials that
the dealerships engage<t in a
"bait-and-switch" scheme in
which the dealer aggressively
attempts to switch consumers
who respond to the advertise-
ments to different, more
expensive vehicles, which the
dealer would sell at prices
substantially above those
advertised.
The settlement agreement,
filed Wednesday in Los
Angeles Superior Court,
remains to be approved by a
judge.

first head basketball coach at
UC Irvine.

"I'm excited at this oppor-
tunity to help people,• he
said, •especially people who
are less fortunate.•
Among other services,
Goodwill helps rehabilitate
people with disabilities.
Rogers says the organization
bas even helped design spe-
cial computers for the dis-
abled.
His biggest challenge, says
Rogers, is to increase public
awareness about the work
Goodwill does.
"Many people think we're
just a place you can donate
food and clothes to, and
that's the end of it,• he said.
"But we're much more than
that. And that's what I hope
I'll be able to communicate
to people."

When Mesa Verde bead
professional Tom Sargent was asked
about bis amateur partner, Pete
Daley, he said inclement weather in
Northern Ireland had pushed back
the British Senior Amateur
Championship a couple of days and
Daley, who's playing in the event,
wouldn't return home in time for
Tuesday's Jones Cup at Santa Ana
Country Club.
With tongue still in cheek,
Sargent added be also wouldn't be
able to defend Mesa Verde's title.
When pressed about possible
fill-in players, Sargent the prankster
couldn't hold back b.l.s grin.
One should know better than to
fall for a gag from Sargent. who bas
pulled a fast one more than once in
bis We, including last year's
inaugural Jones Cup at Newport
Beach Country Club, where bis flop
shot from the deep rough al 18 set
up a birdie tap-in to win the event

Canadian Senior Amateur and
finished fourth in stroke play al

Seeded fourth, Daley won his
first match on the 19th bole, then
won again in the second round, 3
and 2, before losing in the
quarterfinals, 2 and 1, to eventual
finalist Jim Scissons.
Daley, who didn't start playing
golf unW be was 41 and has never
ta.ken a lesson in bis life, won bis
fint big title in 1997, when be
captured Mesa Verde's senior dub
championship.
