The city filed its applica- tion to annex all three com- muruties in March. City staff expects a bearing before the 'Local Agency Formation Commission about the New- port Coast portion of the application in Septembet. Residents who live in the unincorporated. territory must still vote on the plan later this year after th~ commission makes a decision on Newport Beach's application. Beek· made his opinion on the issue public in April when he told counC:il members that the annexation would drasti- public parks. He compared wed.dings in city parks with excursion boats and tourist buses dogging Newport Harbor or local streets, explaining: "There is a line someplace where you need to make sure that individual groups are not overusing public areas so that the pub- lic can't use it.• He did add -thank goodness -that he has nothing against wed- dings. I've been working this around in my head for a while, wondering where and how we can draw lines for the public use of public parks. Then it hit me that here was a solution to a problem I've struggled with for many years. Every time I hang out at the basketball court at one of our parks and I'm not invited to play because there always seems to be a group going at it, I could complain to the city. This seems to me a clear cally change the character of Newport Beach. Beek said be believes annexation would hurt the city because Newport Coast vo~rs will "dilute our votes," they are likely to be against an airport in El Toro and their gated communities would hamper door-to7door cam- paigns, the lifeline of .any grass-roots movement. "We absolutely can't com- municate with them,• he said. Not so, says Assistant City Manager Dave Kiff. "That's what homeqwners associations are for,• ,he said. "They are easily approach- example of a group abrogat- ing the rights of an individ- ual citizen. I don't have any- thing against wed.dings, either, but I can't say the same for those guys who hog the basketball courts, even when I bring my own ball. This would make a good test case for the park rangers O 'Neil suggested hiring. I should warn him, though, that these basketball guys are mostly pretty big. And how about U.S. Atty. Gen. John Ashcroft coming to Orange County as a head- liner for the Crystal Cathedral? One thing for sure: He was certain to get a better reception there than he got at the Senate hearings on his appointment. I've never seen an attorney gen- eral -our legal guardian of the separation of church and state -interviewed in a church, but I pretty much went along with the chair- man of religious studies at Chapman University, who able, and their meetings are open to anybody who wants to talk to them." Kiff added that Newport Coast residents have often approached him on city issues and have shown h.iI'n that they are genuinely con- cerned about what goes on in Newport Beach. Council members said they found Beek's flier offen- sive and misinformed.. •I ran on a platform ol pro- annexation,• Councilman Tod Ridgeway said .• ·1 have never beard any objections voiced so far, maybe just one. There were plenty of oppor- tunities for people to oppose tcild a Los Angeles limes reporter: •His vision of Christianity is a bit perplex- ing to me. Christopher Cox, who seems easy to reach by the local press when be wants to trash Democrats but out to lunch or traveling somewhere when the issue is the El Toro airport or -most recently - a Republican bill (called wonderfully the Recreational Waters Protection Act) that would allow boaters to dump sewage into the harbor. I sus- pect never before has Cox been faced with an issue in which his party and his nor- mally docile constituents are in such deep disagreement. It will be fascinating to see how he finesses this one. Which brings us logically back to the chicken, and that reminds me of the summer my 10-year-old daughter Thursday, August 23, 2001 AS the annexation. but nobody did." Adams said be believes it would be a bad idea to put the issue up for a vote. "This issue has been in tbe public eye f9r more than 20 years," be said. I penned an article on Oysters in Coro- na del Mar and mailed it in, never expecting to actually get the job. Well, two and a hat.r years later, I'm pleased to be writing biweekly columns for the Pilot and just as pleased to report that Oysters is still one of my favorites, offering quality food, cold cocktails and cool jazz in a lively, energetic setting. Perched at the busy intersection of Coast Highway and MacArthur Boulevard, Oysters beckons diners with a cool-blue neon script sign and a brick facade reminiscent more of Boston or San Francisco than Orange County. Inside, the restaurant exudes a casual sophistication. The most prominent interior feature is the mas- sive oak bar that runs dlong the right side of the main room. The ffidnagement at Oysters knows better than to lmker with success, and blessed lltlle has changed in the two-plw. years since my last review. Of the few changes mdde over the past few years. the most siynifi- cant is in the kitchen. Scott Bran- don has ldken over dS executive chef, importing his own style 1ud1- ciously mto the menu, while wisely leaving crowd favorites such as the Kung Pao Cala- mari ($9}. intact. Brandon brings~ sive credentials to Oysters, inducling a stint at San Francisco's acclaimed Acquerello. A perfect way to start an evening is with a sampling of the restaurant's namesake mollusks. There is usually a variety of oysters on the menu, priced at.$2 each or $15 f~r an eight oyster $ampler. DininL REV11W Most of the appetizers at Oysters are perfect for sharing, such as the clforementioned calamari. This pop· uJar dish features crispy ringlets of perfectly fried squid, tossed in a spicy-sweet kung pao-style sauce complete with roasted peanuts, as opposed to the more traditional marinara. I've yet to see a basket that wasn't emptied in record time. Other fdvorites include Ahi and Avocado Spring Rolls ($9) served with a spicy ponzu-style sauce fla- vored with soy and rice wine, ot the Artichoke ($7), enhanced by a few minutes on the wood grill and accompdn1ed by a mayonnaise fla- vored with SdmbaJ, an Indonesian chili-based condiment. One Item, listed as a side dish, that makes d great starter is a Grilled Portobello Mtlshroom ($8) that's basted in a teriyaki glaze, cut m chunks and served on skewers. Center needs . \ a higher profile A t its conception more than a decade ago, the Upper Newport Bay Interpretive Center, to be constructed at the coun- ty's regional park along the northwestern edge of the preserve, was expected to be a sight to behold . That is if you could ever find it. Created by renown local architect Ron Yeo, the center itseU was to be camouflaged. It would not be obtrusive and damaging to the land- scape. but instead it would blend subtley into the natur- al vegetation and habitat Now, it seems, that has worked. Maybe too well. One year after its grand opening, the $8-million interpretive center, named after Peter and Mary Muth, is a little-known piece of the Back Bay. Its obscurity and subtle- ness has rendered the cen- ter invisible to those who live and drive past the locale near the comer of Irvine Avenue and Univer- sity Drive. We believe it's time to fix that, and apparently county officials do too. They have promised a publicity campaign to draw attention to the center and the ecological preserve beside it. There are several ways to do this. First and foremost should be through the Newport- Mesa Unified School Dis- trict and local private schools. Teachers and principals can schedule trips to the 10,000-square-foot center that was built with recycled wood, plastic and steel. While the center itseU is a wonder, built into the hill- side and covered with native grasses, there is much for students and teachers alike to learn fTom the 1,700-acre Back Bay estuary, and the wildlife and natural foliage that flourish there. If that's not enough to draw crowds, we urge county officials to run pub- lic service announcements in local and regional media to put the spotlight on this valuable resoµrce. Because as people know more about the Back Bay and its treasures, it will increase the probability that this jewel of Newport Beach will be forever protected. What should be done with shopping carts? • Costa Mesa has decided not to hire a retrieval company to pick up abandoned grocery carts. F or years, I have endured the ugliness of abandoned shopping carts in our city streets, and I do what everyone should: I report to the store they should be reb1eved. A week ago, I returned from a visit to my native Greece, where, to my surprise, I saw how the local supermar- ket has solved the abandoned carts problem. 1 think it is a worthy idea because I saw it working there. The shopping carts are chained in thetr port to one another and in order to release the first on the line you tnsert a coin to a special device and the cart automati- cally is released. You go do your shopping, and when you return you empty your groceries to your car and then you return the cart to any port. After you anchor the ca.rt in its place, ~com can be retneved. Tbil. How about if these people were made to collect all the stolen carts as a pun- ishment for stealing them in the first place? Maybe, ju.st maybe, the stealing would stop. If someone is to be fined, bow about fining the people who stedl the carts? Has anyone ever thought how much the businesses pay for those carts? You know. the carts that make it so n1c:e to car- ry your goods to the car? And you want to make business owners pay again to get the carts back? Again I ask. what is wrong with this picture? MAILBAG CONAAD lAU I DAl.Y Pl.OT Environmental activist Alan Beek's Volkswagen Beetle passed the 500,000-mile mark ln October. Here he is crossing the Balboa Island ·Ferry. Environmentalist driving an old Bug? I bo1Jght my first Volkswagen Bug in 1955 ("Bye, bye, Bug.• Friday). It was the first year that they came in a color other than dark gray. Mine was coral red, and I had to wait for several months for delivery in San Francisco. I eventually gave it to my father, who turned it in for a new one in 1962. My mother gave it to my oldest son in 1999, and it was stolen from the front of my house in Mesa Verde about three months later. It never was heard from again. It had 41,000 original miles on the odometer as my father died in 1963 and my mother drove it very little. So your story stimulated some nostalgia for me. However. I have a question for you. If the gentleman in your artide is an envirorunental activist as you described him. why is he driving a vehicle that is no longer manufac- tured in the United States because its engine cannot meet the standards of the Environmental Protection Agency? Remarkably, it 1s still manu- factured in Mexico. THOMASE.KOLANOS~ Costa Mesa Job Center should be supported in the city I support the Job Center ("Day- workers debate to continue in Sep- tember,• Wednesday). Immigrants are important to Amertca and to our economy. I applaud Costa Mesa for having the Job Center. It g1ves will- ing workers a legitimate place to go for laboring jobs. I know several peo- ple who hire workers from there for short-term jobs. I th.ink the dty should put a canopy over the lot there so the people don't have to sit in the hot sun or rain. Immigrants are not going away as Councilman Chris Steel hopes if the Job Center ls doted. Let's remember we are all people, and we need eecb other. CHARMAINE LAUIUE Cost.a Mesa City should take over the Newport Dunes As a resident along Bayside Drive since 1969, I wish to strongly urge the city or Newport Be<ich to take over the Dunes' lease and preserve this area for all to enjoy as parkland, as it has been since we moved here 32 yea.rs ago. GARY TURNER Newport Beach Residents should make annexation decision Before the final decision comes in to annex Newport Coast, we feel a spe- cial meeting should be called to inform many of us homeowners in Newport Beach just what benefit annexing Newport Coast would be to us. It is our understanding that this annexation could have a lot to do with the import.ant issue we are all fighting for. Tu.ming El Toro into a major airport to handle some of the flights that are already too much for John Wayne Airport. This has to do with the homeown- ers of Newport Beach and thetr fami- lies. Let us help make this decision! LORI AND OBIE RAMBEAU Newport Beach Preserve the water quality of the bay Of course we should fight to keep Newport Beach a no-discharge har- bor ("House bill may harm Newport Harbor,• Saturdi:y). The bill, which is now working its way through the U.S. House of Rep- resentatives is a huge setback for water quality. Does anyone want to play ln water that is on the receiving end of mJnimally treatect, sewage from holding tanks? Def end Th~ Bay has obtained information from the manufacturer of on-board sewage treatment systems, and lt ls clear to me that sewage treated in this way continues to be a threat to human health. If this bill is passed, all recreation- al waters in the nation will be put at an unnecessary risk. Defend The Bay stands with the ctty of Newport Beach to protect our no-discharge status and the public's heaJth. ROBERT JAMES CAUSTIN Newport Beach •EDITOR'S NOTE: Robert Ja~ Caustin is the founding direct0< of Defend the Bay. People can prevent road rage incidents Yes. road rage exists and happens in Newport Beach (·Road rage sus- pected at Fashion Island,· ThuOOliy). Life is fast and furious here, and with traffic the way it is, the hurried pace of life, and sometimes the personal problems that happen in a person's life all combine to set one off to create road rage. This is a sign of the ti.mes. There is no one solution, but I believe that giving one's sell extra time to get somewhere is less stress- ful. Also, living or working in a resort community, with its tourist traffic, senior citizens and commuters takes extra patience. The Newport Beach Police Department has and is doing a great job, but it's up to us, the residents of Newport, to aid our city in keeping it a safe and sane place to live. With the advent and wide usage of cellular phones, we can, as resi- dents, help maintain the quality of life here in Newport Beach by reporting serious problems when we see them. And I don't mean things we don't like, I mean things and actions that endanger one's safety and the safety of those around us .. Se I ask my fellow residents and friends, please be aware of wbat is happening around you, and get involved when it is in the best Inter- ests of the community. lf you live in Newport Beach for the quallty of life aspect, then it is up to you to active- ly support it. This year, Kuntz added, will be different. "This team has gotten no press,· Kuntz said. "ThlS has been the most quiet team in the area, and yet last year they were breaking every record. They get no respect and no press. And you know what? I like it that way. I like it that way because . NO PRERE . JUST Ill• YIUI ·-! . We'll do everything we can to help you realize yoor dreams! No matter v.tlere you've set yru ~ 1rs a good bet that ace ~ a pro· gaTI to get you there. 1111••• a 11aa111 We rri tht ii~ ~ntierumerot sUll••--t> 111.snMR they're good guys. And when it rains, it's going to pour. They deserve it. This is the year they deseive to reap all the rewards and dedication th.at they've put in for this game, community, school and for this program. They've done a lot.· They've done a lot in the off season. Kuntz said. The Anteaters completed one of the best offseasons he's seen in his seven years at the school. The Anteaters have been breaking records in the fitness tests Kuntz conducts. Most of the team ran two miles In less than 11 minutes, some less than 10 and a ball. UCJ also played the under-20 U.S. National team and a squad made up of Los Angeles Galaxy reserves. Kuntz said the team fared quite well against both. Yet, the greatest strength of the team is its unity, Kuntz said. The friendships on the team bas resuJted in a passing game mentality. The unity has also sparked great confidence for the upcoming ~on. "It's an exciting team to watch,· Kuntz said with a smile. "They have a run energy about them. This team plays well and looks like they're having fun doing iL This is a very tight-knit group. They're like brothers. This is the closest team I've been around since I've been at UCI. • The closeness comes from continuity. UCI returns six or its top eight scorers, led by senior forward and 2000 Mountain Pacific Sports Federation first-team selection Jon Spencer, who collected 12 goals dild six assists for 30 points, the second-highest point total for a season in school history. Kuntz said Spencer's year last season will only make his other players more effective. •people won't be able to key on Jon Spencer," Kutnz said. •He's not gomg to be the guy that everyone is going Lo be able to isolate and mark. There are other guys who can step it up when the opportunity arises. For us thdt's the whole gameplan, to have some one step up.• Those who will look to step up are junior mid.fielder Scott Bowman, who tallied two goals and a team-leading seven assists, and first-team MPSF pick and senior Lawrence Smalls. The Anteaters also have junior Brad Aspey returning and he brought home MPSF second-team DEEP SEA honors last year, mostly because of his stellar defense. Junior college transfer David Rawlings adds another d.imepsion. The junior is from Yuvapai College, where soccer is the main show. Kuntz SGJd the college hosts up to 5,000 for its soccer games and Yuvapai is one of the top community college soccer programs in the country. Also featured on the team ls Corona del Mar High product Danny Marshall a freshman who is slated as a defender. Matt Moseley. another local player, is improving quickly and adjusting to Division I soccer after spending two years at Orange Coast College. ·Danny Marshall is playing well.• Kuntz said •He bas the potential to be a very good defender in this league.• Also, the Big West Conference makes its return to men's soccer this season. UCI will join ·five other schools and race each squad twice, induing Cal Poly, UC Santa Barbara, UC Riverside, Cal State Norhtridge and Cal State Fullerton.
