NEWPORT BEACH -At a
recent forum, when City Council
candidates were asked their posi-
tions on two growth-control mea-
sures appearing on the Novem-
ber ballot, Councilman Tom
Thomson dodged repeated
requests for a definite response.
While the other eight candi-
dates gave •yes• or "no• answers
on how they'll vote on Measures
S and T, Thomson, who is run-
ning for reelection in District 7,
declined to do so.
·1 am on the City Council and
have one out of seven votes,• he
said at the Oct. 4 forum. "If all
the City Council people voted
like me, we wouldn't have the
problem.•
However, residents supporting
either measure say his unwilling-
ness to take a stand could weak-
en his chances of holding on to
his job.
In fact. Thomson has not only
lost the endorsement of the local
t:hamber of commerce, but also
was unable to earn the backing of
Greenlight and Measure S, to
which he appeared to give only
lukewarm support last spring .

Enthralled young scientists recre-
ated the night sky -as accu-
rately as they oould, comider-
ing that they were using paper plates.
It was night and day from what
students thought they would be
doing.
Sixth-graders at Kaiser Elemen-
tary School received their first astron-
omy lesson Monday morning when
the Jack of sun interrupted their solar
energy unit. said 11-year-oki Shane
Murray.
Yet they paid rapt attention as Phil

Children were taught about the
three most important consteDations
-the UWe Dipper, the Big Dipper
and Cassiopeia -using a fun,
bands-On technique.
As I wandered around the science
room, I found myself wanting to
make a star chart with them.
They began by creating the star
groupings on index cards with a hole
punch. They connected the holes
and labeled the constellations -like
any good scientist would
Then it was time to create their
star chart -one that would be supe-
rior to those for sale in 'Stores, Schin-
hofen told them.
They began by lining up the Utile
Dipper's tail -Polaris, or the North
Star -in the center of their plates.

The budding astronomers worked
outward from there, lining up the
pointer stars in the Big Dipper's cup
with Polaris.

popping up.
If done correctly, as the examples
provided for them showed, the con-
stellations would extend to the

managed to get those glitches
worked out Once the constellations
were mapped out and relabeled,
they attached a stick to the center -
Polaris -on which to rotate the sky.
After creating this very cool
miniature rendition of the universe,
no student could have possibly
walked away without learning
something about astronomy.

he and a fellow named Joe
Guido ran a bar on the
Catalina isthmus named
Christian's Hut. Art had
some kind of a background
in the movies. I never was
quite sure what it was, but
be seemed to know a good
many moyie people. Be that
as it may, the movie people
who frequented the isthmus
made Christian's Hut a pop-
ular place.
Change pace and location
to Balboa. For years, actually
as far back as I can remem-
ber, there was a club on the
bayfront and Alvarado Place
called the South Seas Club.
It went broke during the
Depression, and Art and Joe
moved their operation from
the isthmus to the Balboa
Peninsula, specifically to the
old South Seas Club.
There they opened a
restaurant called, of course,
Christian's Hut. Someplace
along the road, Joe Guido
dropped out of the picture,
and Art ran the place by
himself.

they were only beefed up

of my younger days.
Art and Christian's Hut
will always have a soft spot
in my life because of the din-
ner he gave in my honor
when I went into the Navy
before World War U. Art
served baked Alaska, the
first time any of us had even
seen the clish.

Art went into what was then
called the Army Air Corps,
later the Air Force. As I
remember, Art went in to be
a pilot but washed out. How-
ever, he stayed in the corps
and ended up in India run-
ning a famous officer's club
for the pilots flying over the
Hump and for the 21st
Bomber Command of the B-
29 program. When the B-29s
were transferred to Saipan,
where I was already sta-
tioned, and the pilots learned
that I knew Art Lashelle, I
had it made.
After the war, Art
returned to Balboa and
Christian's Hut. It was still
the only real class ope ration
in town, but this time it had
a n added attraction: Art
hired Don Vaughn as bounc-
er. and Don invented a new
concept in throwing out
unruly customers. He carried
them out to the end of the
pier and threw them into the
bay.

thing that might persuade (voters) not

Thomson distanced himself from
his fellow council members with his
statement of support for Measure S at
a March council meeting. Soon after,
he backed away from that stand,
agreeing with the ideas behind the
measure while seeing it as the wrong
way to achieve growth control.
Measure S, also known as the
Greenlight Initiative, proposes to put
before a citywide vote any develop-
ment that allows an increase of more
than 100 peak-hour car trips or
dwelling units or 40,000 square feet
over the general plan allowance.
Measure T would add parts or the
city's traffic phasing ordinance to the
City Charter and nullify Measure S,
should voters approve both measures.
During a conversation Monday.
Thomson denied that he ever support-
ed the measure itself. He said the only
thing he bad done was vote twice in
favor of putting the measure on a spe-
cial election ballot earlier this year.
•They'd earned their right to have
a special election,• he said.
Thomson also said for the first time
that he opposes Measure T.
·It takes a flexible piece of the
municipal code and turns it into (part
of the City) Charter that can only be
changed by a vote of the people,· he
said.
Measure S supporters said Thom-
son's refusal to take a clear stand does
not reflect a balanced view.
"Thomson's neutral position is the
same as a 'no' vote on (Measure SJ
that puts him in the same pro-growth
camp as his opponent, Bob Wynn,•
said Phil Arst, a spokesman for the
Greenlight campaign. "That's why we
have endorsed (District 7 candidate)
John Heffernan.•
While surprised by Thomson's
st.and against Measure T, Heffernan
said Thomson's endorsements by
groups such as the Lincoln Club mad~

the chamber's president, adding that
the slow-growth issue was not the
chamber's only criteria to endorse
candidates.

sentatives in 1998 and 2000, he
did not during 1999, the year

be up, but we still
need to motivate
T he Acildemic Performance
Index school scores came out
this week. These scores are
now part of every politician's bat-
tle cry.
The explanation in the newspaper
for those schools that showed dra-
matic gains was that they were get-
ting it right. No children were falling
through the cracks. One school in
our district had a 00-point jump in
average lest scores in one year.
But, as I figure it, half of the kids
making up the test results were dif-
ferent from 1999 to 2000.
The school is a kindergarten
through third grade school, and kids
aren't tested until second grade. So,
last year's third-graders aren't
counted in this school's results. This
year's second-graders hadn't taken
the test before.
Perhaps as a school system, we
have figured out how to help every
child, so there will be no need to
compare how the same kids do as
they progress from year to year.
But. since many of the elementary
schools in Costa Mesa are limited to
two to four years of test-taking, of
the kids taking the test at that school
are different from year to year.
The Newport elementary schools,
that all have seven grades, are con-
sistently among the top scores in the
state and the nation. They have all
exceeded the state target and quali-
fy for the incentive money.
Once again, scores dropped off
from what they were at the feeder
elementary schools to the secondary
schools.
So, even though the high schools
have dramatically different average
scores, most of the secondary
schools have worse scores than the
elementary schools U1at feed into
that secondary school.
An obvious explanation is that
the kids in elementary school now
are much more educated at that grad~ level than the kids in the
higher grades.
So, as those in high school grad-
uate, they are replaced by the more
educated kids that then increase the
school's average test scores. Unfor-
tunately, two of our secondary
schools had overall decreases.
When a business has a division
that is losing money, it takes a
course of action. ·
It either puts money and labor
into the division, to provide more
resources and training to brl.ng the
division up to snuff. or it closes it
down.
Schools follow a different course.
The governor will give incentive
money to schools that met the tar~et
by January. The schools that didn t
meet the target won't be eligible for
money...nlt"resources for another
year, if thE!""Sl:fiool district decides to
apply for the~~ all of the strings attached. _ . _
At the high school level, a.big_
problem is getting the test tahfs -
motivated to do their best on the test.
Here are my suggested motiva-
tion techniques.
Last year, at one school, we had
a whole subject of science without
textbooks for the first four months of
the school year. This year, we have
a whole subject of science without
textbooks. Last year, we had academic core
dassel with over 40 kids in one
class. This year, history repeats Itself.
Last year, kids couldn't get their
schedules and make necessary
changes until after school started.
The same thlng happened thil year.
Last year, kids got lockers that
didn't work. ThiR year, those same
lockers still don't work.
I can't guarantee that these

Defense ·or developer money doesn't wash

tual.
Furthermore, but for the infor-
mation published in an earlier
edition ol the Daily Pilot, those
facts would not have been easily
made known to the general pub-
lic. Measure T supporters certain-
ly did not disclose that fact, other
than in required disclosure state-
ments, which, while they are pub-
lic documents, are not freely and
generally disseminated, except by
the media.
They suggest that the absence
of approval of many large projects
over the last six years is evidence
of restraint by representative gov-
ernment. This is like listening to
presidential candidates. The
absence of such projects is not
due to restraint on the part of city
officials nor should they receive
any credit for it.

For anyone who has lived in
the Newport Harbor area for any
significant amount of time, the
statement, "traffic and develop-
ment in Newport Beach is not out
of control" sounds ludicrous.
• In my 37 ye8fs. l have seen
traffic go from a July problem, to
July and August problem. Then it
was a summer only problem.
Today, traffic is a 365-day a year
headache and getting visibly
worse every year as the city con-
tinues to approve more and more
developments.
You really have to be new to
not see the change.

contributions. They are required
to pay these expenses b~cause
they wish to create additiooal
homes, business buildings and
other such structures within the
community which require the cre-
ation of additional infrastructure,
such as roads, utilities and similar
amenities. The homes they build
add students to an already over-
burdened school district.
They are simply being asked to
bear some of the expense of those
additions to the community.
Last. but not least. we all know
perfectly well that these costs are
built into the price of new homes,
the rents tenants are charged in
office buildings are otherwise
passed on ultimately to the con-
sumer. Nobody in their right mind
would suggest that these contri-
butions come off the bottom line
of any of these developer's finan-

it is legally required.
If they truly seek to represent
the views of individual residents
and citizens of Newport Beach,
then they should return special
interest contributions (which we
all know they will not do). Fur-
thermore. they should offer a
public explanation as to how the
plan to finance a campaign that
they suggest as.of August 17th
was $72,000.00 in the red. They
should disclose commibnents they
have received for funding,
whether in money or in kind,
from individuals or businesses. It
should also be mentioned that
Mesa Islamic community encour-
aging members to vote, was very
interesting.
People who immigrate from
Islamic countries understand the
importance of not allowing the
government to gain too much
power over its people.
That is why they encourage
people to get involved in the
process, to vote for individual
rights, and why they resist big
government controlling our lives.
It is not a surprise that they
vote Republican.

zations have not abandoned their
plans to expand, but merely seek
to achieve their goals in a differ-
ent manner by supporting Mea-
sure T financially and the resub-
mitting their applications in what
they hope and expect will be a
more friendly environment.
Lastly, the suggestion that Mea-
sure S .consbtutes an attack on
representative government is just
hogwash. II representative govern-
ment had acted consistent with the
wishes and desires of the individ-
ual citizens that it represents, there
would be no Measure S.
Measure S (as is Sis for Stop-
ping Traffic) has truly been fund-
ed and supported by individual
citizens.
One only has to observe the
behavior of some (not all) of the
elected and appointed officials
who have been considering appli-
cations, such as the Dunes Hotel
and the Marinapark project this
year, to understand what moti-
vates supporters of Measure S.
Some of these individuals are at
times openly indifferent to legal
obligations, disdainful of the views
of residents and even behave pub-
lidy in a hostile manner in
response to legitimate criticism.

medalist Elena Kurolcawa's 1-over 60, won the fifth
annual Newport Harbor Golf Townament at Newport
Beach Golf Club Monday.
It was the tourney's first over an 18-hole format.

Tournament host Newport Harbor, with Undsay Gal-
braith, Kelly Hunt and Shelly Roberts, was second, 14
strokes off Redondo's team totals of 189.
, Third, led by Stella Lee's 64, was Irvine.
Lee and Galbraith of Newport were tied for second in
the individuals with 64s.
Harbor's second group, which was sixth overall in the
13-team field, consisted of Amanda Campbell (76), Lau-
ren Foster (80) and Katie Watson (82).
Costa Mesa's trio of Shannon Riddell (85), Katie Ren-
ish (96) and Jean You (98) finished down the line.
The first flight's leading trio, each with 82s, were
Newport H'arbor's Lauren Bradburn and Watson, and

IRVlNE -The Orange ( CROSS COU Coast College men's and
women's cross country teams
continued their impressive defense of their 1999 state champ1-
orish.lps at the lrvine Invitational, Saturday morrung.
The men's team took first place in the 18-leam event with 83
points, beating out two of the top teams in the stale, San Diego
Mesa and Mt. San Antonio, each by one point.
Tony Magana look 10th place to pace the Pirates with a four-
rnile ti.me of 21:00. Allen Childress came in 13th with a 21 : 12 and
Victor Lopez finished 19th at 21:26. Manuel Orozco (21st, 21:31)
and Juan Carillo (25th, 21:37) also scored for OCC.
The three-time defending state champion women's team took
second place behind only Mt. San Antonio in the 16-team field.
Heather Shurtleff finished second overall on the 5,000-meter
course, posting a time of 19:25. Christiane Reimer was eighth
with a 19:56, while Lindsay Allen took 17th with a 20:35. Other
scorers for OCC indude Laura Weaver (19th, 20:44) and Ann
Garton (22nd, 21:00).
