dogs who are willing to fight
the tough fight. to devote
their time to what they
believe. Burciaga took on
what she saw as an mjus-
tJce. and fought to change it.

The fruits of her labors
are already evident. at least
according to the state. This
week, Comite de Padres, a
urut of the state pepart-
ment of Education that
monitors English-language
programs, praised the
school district for working
to make 1mprovementS,
though 1t also noted several
dreas that need more work.
The dlstnct has estab-
lished a proce to assess
English·language learners
dnd notify parents of lest
results, the group reported.
Now. the district needs
to morutor its programs
adequately and make sure
they are put in place and
maintawed.
That would be a true vic-
tory for our children. And
those children can one day
thank Burciaga for leading
the charge.

school was displaying such a
negative symbol. ln light of

glad that our local elected official,
Assemblyman John Campbell, is
paying attention to the cost of the
project.
It would seem that the people at
Cal.Uorrua State Parks obviously are
not. Jn spite of the fact that Gov.
Gray Davi bas a ked for a 15°/o
budget reduction by all depart·
ments. Parks Director Rusty Areias
1 gomg to fmd the money. Ir he
doe o. it will obviously mean pro-
1ects must be delayed or canceled.
It might be lnterestmg to all of the
citJzens of California to be told
which projects will be affected.
More Importantly. we hould
observe that State Parks just ms
to be ob ed wtth the notion of

Cove and El Morro Village. That
obses ton has led to a erie or bad
ideds from them, tnciuding the pre-
mature eviction of Cry lal Cove res-

dollars paid to St.ate Parks by lhe

the Legislature, such as Campbell.

Gary Adams pointed out
that the firm should have a licensed civil
engineer and special insurance to protect

members nixed the agenda item to
approve the contract and made a motion
to instead rev1s1t the issue at a later meet·
1ng.

ties and budget for the upcoming fiscal
year. The 6-year-old district includes the
200 and 300 blocks of Marine Avenue.
Some of its recent accomplishments
including reprinting in full color a Balboa
Island brochure and putting up Christmas
decorations and lighting to boost holiday
shopping along Marine Avenue on a bud·
get of about S23,000.
