researchers who were res·
cued after being aboard a
24-foot boat that capsized m
the ocean Tuesday afternoon.
That morning, I noticed the
small craft warning flag flying
at the Harbor Department.
and I observed the Santa Ana
WUtds blowmg about 20 mph.
These Wlnds can create dan-
gerous sea condtbons after
the blowing air clears the
bluffs and hits the water. The
WUtds catch the m rpen-
enced or unsuspedlng
boaters off guard when they
set course to the harbor
entrance pound.mg mto the
seas with a head WUtd.
Well. a frunt mayday call
was ~ that afternoon by
an Orange County Sh riff's
Department diipatcher who
morutors boaters' VHF chan-
nel 16 rad.lo traffic The caller
had only a few moments
before being tossed mlo the
ocean, but he was wise
enough to include the labtude
and longitude coordinates
from the onboard global posi·
borung system wut Thal was
the We-savmg tn.fonnabon
that allowed the dlspatcher to
plug in the coordtnat mto
her GPS chart plotter, show-
ing that the postbon was more
than six nuJ otf the coast.
The harbor department's
operabng temtory tS out only
three nules, but knowmg
lJves needed to be saved.

and were immediately dis-
patched to the coorchnates.
Upon amval, the depubes
could not see any persons in
the. water due to the 30-knot
Wlnds and 5-foot swells.

Luck would prevail as the
fireboat crew turned one way
and not the anoth r way to
tart a search pattern and they
potted the men' heads bob-
bing in the water All three
were weanng their Wejackets
in the 60-degme water.

er people from the water
when the boat is being swift-
ly blown by the Wlnds m that

The City Council will chose its new
leaderstup tonight. as Mayor Ubby CINY·
an's one-year term as mayor has come
to an end.
WHAT IT MU.NS: The mayoral posi-
tion 1s considered to be mostly cer..-no-
nial .\nd does not hold more power,
Cowan said. The mayor Is expected to
ru'1.the meetings ilnd tall• a leadership
pos1t1on in city business. A mayor pro
tem will also be selected to step in if the
tnilyor is busy or unable to represent the
city on an issue. ,
WHAT TO lXNa. Councilwoman
Linda Dixon is expected to be voted
mayor. Councilwoman Karen Robinson is
expected to be selected the mayor pro
tern.
TOWN CEllTEI EIPAISION
The City Council will review an agree-
ment to finally put an end to a long·
standing dispute between the developer
and city attorney's office.
The 54·acre project has been In the
works for months and was again post·
poned 1n July to ensure that final
approval of the project was put off until
the development agreement could be
worked out.
The pro1ect 1s a collaboration
between South Coast Plaza. the Orange
County Performing Arts Center and the
Commonwealth Partners UC. The pro-
posal includes a pedestrian-oriented cul-
tural arts district bordered by Bristol
Street. Sunflower Avenue, Avenue of
the Arts iind the San Diego Fref!Way.
It also calls for a new symphony hall,
expansion of South Coast Repertory
Theater, an art museum or academy,
restaurants, an improved parking area
and offke space
Among the chief problems was how

to build two .cidit1onal houses on the
property.

'partner. Fritz How$er, were denied a
rez<>M petition on Nov. 19 that would
have allowed them to build two houses
behind an existing two-story house in
the 200 block of Cecil Pface.
Schrock and Howser daim the hear-
ing on Nov. 19 failed to comply with
state and municipal c-Odes. as well as case law, a staff report said.
City planning statfbeliews there is
no new evidence from the applicant
that would n«MSitate a rehearing.

HUSCIOFT HOUSE
While the historic Huscroft HoUH sits
on blocks at TeWinkle Park. the City
Council is again confronted with options
to save it from demolition.
In July ,council members decided not
to spend city funds on restoration of the
house. but instead put the house up for
sale so it could be restored privately.
After a two-month open bidding pert·
Od, only one formal proposal was
received, suggesting the house be
moved to Fairview Park where it can be
run as a private museum and reception
hall. Staff reports called the bid prob-
lematic. saying it did not conform with
the Fairview Park Master Plan.
On Nov. 19, the City Council prelim1·
nary approved a development agree-
ment with C.J. Segerstrom & Sons for
the Home Ranch proJect. which included
S200,000 to be used for relocation of
the house. The money will not be allo-
cated to the city until 90 days after the
first building permit 1s granted for the
Home Ranch site. The development 1s
currently being challenged by vocal
opponents.
Public services staff is suggesting the
coundl use the money from the
Segersiroms to move the house to
Fairview Park where It would serve a1 a
museum. An additional S200,000 would
then be required to restore the house

Councilwoman Karen Robinson has
requested an appeal of the Planning
Comm1ss1on's approval for a conditional use permit for a counseling center.
Planning commissioners approved a
permit for the counseling center tn an
1ndUS1rial building at 2950 Airway Ave.
Cond1t1ons were placed on the facility,
howewr, including a manttatory staff
member to supervise building and park·
1ng lot activities
D1scuu1ons were heated about
whether the counseling center should
be allowed to stay 1n the building on
A.Jrway Avenue.
People with businesses 1n the same
building asked the commission not to
support the tenter, saying the clients
were a nuisance. They said the counsel·
ing center's patrons were often drunk
and urinated in the parking lot. One
owner suggested the commission
require a security guard -paid for by
the owner of the center -to supervise
the actions of the clients.

All-American Super Bowl with an 8-4
victory over the Carson Coils at

The wm avenged the Seahawks'
only setback of the season, a 16-12 loss
to Carson 1n the sea.son opener.
The focus on revenge. the excitement
of their last game and a 2-0 halltune
deho l was all the motivation the Super
Bowl champions needed to climb over

to create pressure on the Carson
quarterback, forcing him outside. The
Seahawk.s' Delano McKenzie tracked
tum down after a four-yard gam. one
yard short of a first down.
The play sent the Newport-Mesa
sideline into relebration mode, 5imilar to
the emotion the pJayea display~ after
the Seabawks scored their go-ahectd
touchdown with 2:U left ln the third
