Special Meeting
July 30, 2018
I. CONVENED IN OPEN SESSION - 9:00 a.m
Mayor Duffield reported, since the names of the candidates may have been made public and to respect
their privacy and current employment, the meeting to conduct the second interviews for the city
manager position was changed from August 13, 2018 to July 30, 2018.
II. ROLL CALL
Present: Council Member Brad Avery, Council Member Diane Dixon, Council Member Jeff
Herdman, Council Member Kevin Muldoon, Council Member Scott Peotter, Mayor Pro Tem
Will O'Neill, Mayor Duffy Duffield
III. PUBLIC COMMENTS
Unidentified speaker requested Council hire someone with experience as an acting city manager
Nancy Gardner expressed hope that, after the city manager decision is made, Council thinks about
why the community feels the public's business is not being done in public.
Al.an Beek encouraged city manager candidates to follow the model set by City Manager Kiff.
Eric Nowlin took issue with social media comments made over the weekend about the city manager
recruitment, expressed concern that Council is not aligned over the qualifications, and encouraged
Council to hire someone that meets the qualifications.
Dennis Bress encouraged Council to hire someone that meets or exceeds the qualifications, especially
with city manager experience.
Roy Englebrecht indicated he is running for City Council because of Council's actions over the last
year, took issue relative to the city manager recruitment process, and suggested Council vote to
postpone the hiring of the city manager until after the November election.
Joy Brenner encouraged Council to release the redacted resumes of the three city manager
candidates being considered and hire someone that everyone can work with.
Karen Carlson discussed the city manager recruitment process, requested that Council listen to the
residents, and emphasized the need for candidates to have city manager experience.
Jim Mosher referenced comments submitted prior to the meeting, discussed the job brochure,
indicated he has not heard who all the candidates are, and suggested introducing all the candidates
to the public prior to making a decision.
Unidentified speaker expressed concern that the public does not know anything about the
candidates, discussed the public's distrust of some of the Council Members, and encouraged Council
to hire the best candidate for the City.
Toni Rios expressed the importance of the city manager position and support for postponing the
hiring until after the November election.
Unidentified speaker suggested Council work together on behalf of the citizens of the City and hire
someone with appropriate qualifications.

Sandra Ayres reminded Council they were elected to represent the citizens of the City, discussed the
community survey relative to the city manager position, and took issue with how she feels citizens
have been treated.
Thomas Baker requested Council hire someone with city manager experience.
Sheila Koff expressed concern Council will hire someone unqualified for the city manager position
and who would dismiss citizen concerns.
Tom Schottmiller thanked the press for attending today's meeting.
Sorrell Wayne took issue with Council over the city manager process.
Motion by Council Member Herdman to postpone the hiring of the city manager until after the
November 6, 2018 election.
The motion died for lack of a second.
City Attorney Harp reported the City Council would adjourn to Closed Session to discuss
the item listed in the Closed Session agenda and read the title.
IV. CLOSED SESSION - 9:30 a.m.
A. PUBLIC EMPLOYEE APPOINTMENT
(Government Code § 54957(b)(1)): 1 matter
Title: City Manager. Rather than conducting candidate interviews on August 13, 2018, as
announced at the July 24, 2018 City Council meeting, the City Council will be conducting candidate
interviews at this meeting and may consider all matters authorized by Government Code Section
54957(b)(1) related to the appointment of a new City Manager; however, the City Council will not
be appointing a new City Manager at this meeting.
V. CLOSED SESSION REPORT - 11:54 a.m.
City Attorney Harp read a statement which reported on the recruitment process, the reason for
calling the special meeting, and the next step.
VI. ADJOURNMENT - 11:56 a.m.
The agenda was posted on the City's website and on the City Hall electronic bulletin board
located in the entrance of the City Council Chambers at 100 Civic Center Drive on
July 27, 2018, at 4:00 p.m.
