diverting our course due to
objects we could see float·
ing in the ocean. Each time,

balloons floated on the
water. •
It is really amazing the Mle Whitehead
number of balloons that we
actually see while out on .. THE HARIOR COLUMN
the ocean -including on
the way to Hawaii, too. I
only see the balloons that
drift out to sea and I can
only ilT}agine the number
that drUt to inland areas.
Well, the damage these
balloons cause on the
waterways is huge because
the sea creatures eat these
floating objects thinking
that the balloons are food.
Please do not releose bal-
loons in the air for any rea-,.
son, and I think that any
event that releases balloons
l.nto the air is doing a major
disservice to our environ-
ment. Let me know what do
your think.

lot of e-mall saying what
another great Christmas
Boal Parade we had, and I
have only received a few e-
maill saying otherwise.
The problem they men-
tion, first and foremost, lS
UJ.t a few boats hit bottom
in the harbor due to the low
tides. This ls a perfect
example why we need to
dredge the harbor -
whether the Anny Corps of
Engineen steps up to the
plate or Newport Beach
. takes charge. Think of the
thousands of dollars that
these vessels owner must
now pay for a haul out, to
fix or replace the props,
sh.aft balancing. etc.
We need to dredge the
harbor not tomonow but
now. So how '10 we begin?
Funds are being made
available for the Back Bay
-where boats are not
allowed -because of envi-
ronmental concerns, but we
should also make it clear
that the harbor nee<l$
dredgmg due to environ-
mental concerns u well.
With ~e millions of dollars
being spent on the &de
&y. the city or th county
should just purc:hase a·
dredger u other harbors
have done to dredge year-
round u needed.
Also, I have received
negative feedback about
this year's Chrutmas Boat
Parade, not due to the
parade but due to the large
boats. One reade1 wrote
that from his house on Lido
Island, b1J view was
bloc.k.ed by the t-45-foot
Rapture in the center of the
channel.

researching new boating
laws for 2002 and both
locally and federally, I have
found no new laws that
affect us. U you know of any
new boating laws, let me
know, but also include the
necessary information such
as bill number and author
np of the week is to
check your GPS Insert car·
lridges. The charts are
being updated on a constant
basis and U you purchased
your GPS chip a few years
ago, it is probably out of
date. Check with your CPS
manulacture.r or local elec·
tronics store to find out if
you need an update.
Recently, I have been on
a few older boats and the
GPS chips were out of date.
With an updated chip, the
old unit becomes new
agam.
Next time on your boat,
look at your electronics and

The City Cduncil will rehear a request
from a local business owner to store U·Haul
rentals on his propef'tY, ·
Eugene Chan, the owner of ~ storage
facility on Newport Avenue, will, again,
present his case to store up to six trucks OI')
his propefty.
On Oct. 15, council members upheld the
Planning Commission's decision to deny
Chan a permit to store six trucks at his stor·
age facility at 2458 Newport Blvd. Councit
members said they felt the large rer:ital
trucks were not appropriate for the site,
which runs along an alley. Councilwoman
Karen Robinson was concerned about room
for emergency vehicles If up to six trucks
were parked behind the storage units.
Chan's authorized agent, Rhonda
Mcclune. said it would be more convenient
. •or his customers to be able to store the
trucks near the storage unit. Council mem-
bers then questioned whether trucks would
~ rented from that location, or just parked
there.
Qian ~as not at the Oct. 15 City Council
meeting because he said he was misin·
formed about the starting time. McClune
was present. Chan, was granted a rehearing
by. the council so he could be present.
WHAT rT MEANS:
Chan will get one last chance to present
a solid argument for why U-Haul rental
trucks shou~ be .permitted on his property.
WHAT TO EXPECT:
Planning staff has reEommended the City
Council deny the request. ·

Mayor Unda Dixon wants. to revisit and
rehear the arguments for the Planning
Commission's approval of conditional use
permit that would allow an impound yard
for a towing company.
This Is the second time a city official has
questioned the approval of the additional
lot at Jim's Towing on 18th Street. .
In August. the city zoning staff approved
an additional vehicle storage lot at 917 w.
18th St. Planning Commissioner Eleanor
Egan appealed the decision ·and took it to
the Planning Commission for a vote. The lot
was narrowly approved by the commission,
with Egan and Commission Chairwoman
Katrina Foley voting against it.
Dixon said she Is concerned with the
~eighbors in nearby homes and what she
calls an Inconsistency with the council's
intent to revitalize the Westside. She also
said an auto storage lot Is not a desirable
use for the land and thought it might
depress the land value in the area.
James Lewis, the owner of Jim's Towing,
said the storage area is intended for long-
term .vehicle storage. He estimated that two
or three vehicles may need to be picked up
at night, in response to calls from the Cali·
fornia Highway Patrol but most business
would take plac.e during the day.
WHAT rT MEANS:
Planners have no formal recommenda-
tion but remind the council in a staff report
that redevelopment of the W~ide would
be more easily accomplished if there were
no building on that piece of land. There-
fore, a storage lot, and the subsequent
rezone, might be preferred. -

Council members are expected to nar-
rowly approve the storage lot.

Councilwoman Karen Robinson is asking
·the council to.review a chan~e that was
-granted for parking requirements at 248
Victoria St.
The Planning Commission approved ~
reduction in parking because the lot is
unusually shaped and could not accommo-
date more spaces. In her appeal, Robinson
said the variance lacked factual basis.
The property was formerly a 1G-unit apart-
ment building that was cited for substandard
housing conditions and ultimately aban-
doned. The owners. South Coast R.E. Invest-
ments, bought the land with the intention of
improving the apartment building. However.
city codes did not allow for residential use on
the property, so the builder submitted plans.
to convert the building into a commercial use.
In order to run a.business out of the
building, the 9wner was confronted with
citywide minimum parking space require-
ments. Because of the odd shape of the lot
-a deep and rectangular sp~ce -the
required 24 spaces are impossible to build.

The applicant applied to build 16 spaces
and an additional three compact spaces.
Planning Commissioners Eleanor Egan
and Bill Perkins were concerned about
changing the parking space requirements
when parking is such a problem in the city.

The coundl will examine the ihape and
size of the tot, as well as the need for
parking in the surrounding area. In her
appeal, Robinson said "the applicant dld
not demonstrate an ability to comply wtth
parking requirements." After reviewing
the plan. a staff report states the "current
parking requirements cannot be met ~ue
to the size and location of existing b\l1ld·
ings."

I got about $500. which I
converted to 2,000 New
Israeli Shekels, which I pro·
ceeded. with' the advice and

loge elders, to distribute to
some of the "needlest" lam/·
lies.
My friend and I dld thi&
on a Sunday afternoon alter
church. I gave 100 NIS
(about $25) to 2.0 lamlUes aa

walked to various homes.

Crescbner, who later played at
Cal as the backup quarterback to
1938 All-American Vic Bottari, said
Cook •was the greatest coach I've
ever seen. He started the spread
formations and everything else. He
was way ahead of everyone else
We just killed everybody.·
The Dons finished l 0..1 in 1936
and captured the Eastern
Conference title With a 6-0 mark .
then won a conference
co-champlonstup in '37 dlld ended
10-0-2 overall.
As the quarterback, Grescbner
was given the green light by Cook
to change the p~s at the line of
sqimmage if he spotted a hole in
the defense, and Greschner
obliged wlth savvy and
fearlessne55. ·
When Greschner arrived at UC
Rerkeley, however. he once
changed a play during an
mtrasquad game and scored on a
long touct\down run, but Golden
