Wednesday when
members of the Peer
Assistance Leadership program
planted poppies in a rose gar-
den in front of the school.
The students, w ho volunteer
their services at the Costa M esa
sc;hool and in the community,
said they wanted to beautify the
area and help the environment.
"We're planting poppies
today so it will look nice and it
will make the world a better
place," said fifth-grader Moruca
Gallardo, 10.
This is the fourth year Peer
Assistance Leadership -or PAL
-has existed at Rea, advisor
Kri:sti Pacol said. It is open to
fifth-and sixth-graders who
have been recommended by
their teachers.
The school's Peer Assistance
Leadership program was one ol
two that will be honored at the
annual PAL Program Recogni-
tion Event later this month.
• Throughout the year, the stu-
dents dre mvolved Ul a slew of
volunteer dCllvities, including
tutbring younger students, help-
mg to clean up the Upper Bay
an Newport Beach and volun-
teenng at the Someone Cares
Soup Kitchen.
Even during _the P9PPY plant-
ing, the students were eager to·
help one another.

was having trouble with some

stand on their own, so he helped
her pack them with more citrt.

the aesthetic results of a yearlong
face lift to an East 17th Street
6hopping center are now visible.
• The 17th Street Promenade,
which includes Mi Casa MeXl-
can Restaurant, Garduno's
Express Cuisine and Culinary
Wraps, underwent a $12-rnilbon
make-over.
For months, the square was
covered in unattractive scaffold-
ing and shabby wooden boards
to hide the construction. The
new center now ·flaunts gabled
slate roofs, pitched copper-clad
steeples, repaved and re-striped
parking areas, a promenade ar1d
landscaping.
. In addition to a new look, the
center formerly known as Hill-
gren Square, was renamed the
17th Street Promenade. The new
name crnd new look combine to
promote d much more upscale
shopping destination, said Peter
Desforges, president of WOHL
Investments Co., which owns the
center.
HWe're thrilled with the final
product,· Desforges said. •con-
struction is finally over with, but
it was a long, hard road to get to
this pomt. •
While the fresh paint and fan-
cy signs are the most noticeable
improvements, they tell only half
the story.
De forges sald the previous
building had detenorated so much
in the last 40 years that owners
spent more time than ant.Jopated
on major structural repairs.
The $12-milUon price tag also
mandated higher rents and sub-
sequently forced some business
owners from a longtime locali.on.
New leases at the center asked
tenants to pay about three times
more for rent, business owners
said.
"There were tenant~ that didn't
fit the image of the new, upgraded
center and were not able to pay

the number of teen pregnanaes than the
county average.
The study, wtuch researched pregnan-
aes for young women ages 15 to 19 IJl 2000.
showed the southern region of Costa Mesa
had 91 pregnant teen mothers per 1,000
teenage girls. The average for Orange
County is 42; the state average is 48.1
Other Orange County ~hot spots" were
Anaheim, Santa Ana, Orange and La
Habra, the st\.ldy shows, but Costa Mesa
had the highest numbers in the caunty.

Cristi.no Tapia offered to bring out
one-fourth of a cow last week. He
went through the kitchen of Celesti-
no's Quality Meats 111 Costa Mesa :
and emerged, suddenly. alongside an
enormous leg that was connected to
an automated ceiling rail for easy
transport.
Patting to different sections of the
leg, he pointed out when~ we get our
top sirloins, our rjb-eyes, our porter-
houses and our T-bones.
Graphic as it sounds, this is
Tapia's job.
While most of us don't readily
remember which part of the cow
originally carried our steak, it's
Tapia's duty to get it off the 200-
pound bulk and into Celestino's
many wmdows of meat trays.
•We know everything there is to
know about butchery.· the 25-year-
old said.
UN-VEGETARIAN
When it comes to meat. Tapia
does it all.
He chops salmon into fillets,
chicken into breasts and prepares
pork chops. He also helps with the
g rinding, processing part of meat-
packing. His work area is walled
with different sized knives.
When asked if Tapia actually eats
a whole lot of meat. he laughed.
"You've got to eat beef in order to
work around here,• the Huntington
Beach reside nt said.
JERKY SECRETS
Tapia has been working in butch-
ery for more than four years. He
started in the back kitchen debon·
ing chicken breasts, marinating
them dnd piercing them on kabob
skewers.
Through the years, he worked his
way up to handling every kind of
meat Celestino's has. Tapia says he
likes dealing with customers who
come in excited about recipes and
who leave grateful that be has
helped them gather ingredients.

The planner then makes a
judgment call as to how much

city bas about 200 active per-
mits that require periodic
renewal, Lamm said.
"Not every renewal is
scrutinized under a micro-
scope," Lamm said, "espe-
cially if the business has a
long-standing record of coop-
eration, works well with the
community and doesn't cre-
ate any problems. ·
The original permit for the
swap meet was granted in
1984 and authorized 275 ven-
dors on Sundays only. The
shqpping venue has practi-
cally doubled its size in the
last 18 years and -until
recently -showcased 400 to
500 vendors on each week-
end day.
In 1998 and 2000. the swap
meet -operating two days a
week With 400 to 500 vendors
daily -did not generate the
same complaints from the
community that it has recent-
ly, Lamm said. Therefore,
the re was no indication that
planners should research the
site ln detail, he said.
•At that point in time, it
was not sn issue because
both (the city and the college)
were happy," Lamm said .
•They didn't care if it was
inspected and neither did
we.•
It was not until November
that city officials decided the
swap meet had become
"intolerable" and began to
study the site, Lamm said.

W e're glad to see that
Newport Beach
Councilman John
Heffernan has reconsidered
his public announcement
that he would resign from his
seat this fall.
At the end of the April 23
City Council meeting, the .
freshman councilman told
those still around that he
would resign from his four-
year seat. Reasons for lbe
decision were purposely
vague, but he menboned
that he wanted to spend
more time with his family
and then hinted dl anothe r
reason.
•It is not the fact thdt I'm
usually on the outside t>f
most votes, it had more to do
with who Iwas participating
with," he said afterward.
But on Friday, Heffernan
said he has not finalized his
decision.
"There are certain things
that have taken place over
the last 48 hours that have
caused me ta question it. I'm
not sure what I'm going to
do.•
Again, details were
scarce, but the attorney and
businessman did say
"There's a lot of unfinished
work to be done here, and
I'm not so sure that the rest
of the council's goir)g to get it
done.~
Well, whatever the rea-
sons, we urge Heffernan to
retain his council seat and
finish out his term.
While we obviously
believe everyone should
spend as much quality time
with family as possible, the
District 7 representative
made a vow to his con-
stituents and to the city
when he won the election
with 39% of the vote in
November 2000. Further, his
victory was no small task in
that he beat incumbent Tom
Thomson and former City
Manager Bob Wynn.
Heffernan is also the lone
council member who sup-
ports the slow-growth
Greenlight law and should
not abandon his supporters
now. They voted him in and
need him to help them push
their cause.
Anyone who runs for a
political office must know the
time restraints involved and
he is no exception. He bas.
promised those who voted
him in that h~ would spend
some extra lime representing
them.
There are two more years
left on his term and we hope
he serves them.

out of John Wayne, and they
should be willing to take
some of the burden off New-
port Beach. Perhaps the run-
ways can be configured in a
V-fashlon so that takeoffs
and landings can be over
Huntington Beach and Foun-
tain Valley.
Before Costa Mesa resi-
dents object, I suggest we do
some test flights to show
them that a Small airport in
their city will not be a prob-
lem.

What are the funds used for? All
funds are used to support campus
and community education projects.
The state of California has
assigned its 108 community coUeges
a three-fold mission:
1. To transfer students to four-year
universities;
2. To provide career and technical
education; and
3. To encourage economic devel-
opment.
The swap meet subsidizes OCC's
economic development function, thus
freeing state funds to be extensively
used for transfer and career educa-
tion.
OCC's swap meet money goes to
support fee-based community educa-
tion dasses and programs that are
not otherwise independently finan-
cially viable. Last year, 62,000
patrons were attracted to OCC com-
munity education and performing
arts events.
Swap meet funds underwrite the
college's extensive -and affordable
-perfonniDg arts season. The 2001-
02 season featured more than 60 pro-
ductions, including visits by such
performers as Debbie Reynolds,
Frankie Avalon, Suzanne Somers,
Diahann Carroll, the Kingston nio,
the Peking Acrobats and Red But-
tons.
Discount tickets for all productions
are available to students, senJor citi-
zens and children 12 and under.
Without swap meet support, a season
would be an impossibility.
Productions by OCC's Fine Arts
Division are also supported by the
swap meet, and the swap meet con-
tributes annually to scholarships for
OCC students.
.About 8,000 elementary 'chool
children are Invited each year to
view live entertainment on OCC's
campus. Some children pay a nomi-
nal fee of $5 per performance, while
others are admitted free of charge.

cities handle this problem
might be useful.

make it quite clear that they
regard our children as our

seafood, chicken and veg-
etables with udon noodles
in a spicy broth.

Ooiso offers sake, plum
wine and beer along with
the traditional soft drinks,

a big part of the show.

swims for Newport Harbor High to
win. but to also have fun. So, when be
was faced with a decision, a week
ago, to either improve his future career
or be with the Sailors. he knew his
ptiorlties. But Peirsol's decision didn't
please everyone, mainly Newport
Coach Jason Lynch.
Peirsol, a three-time world-record
holder and backstroke king, chose to
miss the Sea View League prelimi-
naries Wednesday and the finals,
Friday at Heritage Park, so that he
can promote his professional efforts
through a television program that will
take place in the Bahamas. He left for
the Bahamas, with his parents, on
Wednesday night.

important. in the long run, if I want to
go pro. I think this would help. My
parents gel to go with me. I'll work out
at the Bahamas. I'll get ready for CIF.

at least one swimmer in each of the
eight events. Ryan Lean (200-yard
freestyle, 500 free), Andrew Cole (100

while Ros5 Sinclair, Bryan Auer, Brent
Armstrong, Charlie Hockenbury,
Nathan Weine r, Andrew Belden and
Jay Thompson also qualified for

Lynch said the trip to Bahamas
could effect Peirsol's quest to win titles
at the CIF meet.
"He gets back Sunday and lh.at's
my other concern,• Lynch said. "I
don't know how sharp he's golng to be
for CIF, because he's not golng there
to train. Swimming at CIF, he wants to
break records. but now it's definJtely
a question mark.·
Peirsol plans to set aside some time
to train in the Bahamas. He will e-mail
his dub swim coach. Dave Salo, to
receive training advice.
