sent its findings tonight
Subcomm11lee members
are recommending leaving
Districts 1 through 6
untouched and adding
Newport Coast to Mhn
Hetternan's District 2 But
they have also come up ·
with some alternatives.
1nclud1ng redrawing dis-
tricts to balance the num-
ber of constituents 1n each.
WHAT TO EXPEC T:
With issues such as the San
ta Ana Heights annexation
and the proposed Banning
Ranch development on the
.horizon, subcommittee
members say now 1s not
the time to disrupt resi-
dents by redrawing d1striCls
that would have to be
changed again 1n the next
year or two Council mem-
bers could follow suit
DUCK FEEDING
ORDINANCE
Tonight's meeting could
end a monthS'long contro-
versy over an age-old nui-
sance Council members
will vote on an ordinance
to proh1b1t all but inciden-
tal feeding of ducks.
Though the idea 1s to pro-
tect residents from the
unpleasantness that occurs
.
when large groups of ducks
set up camp 1n one spot -
and to protect the water
from their high bacteria
droppings -the ordinance
focus~ instead on their
migration patterns Kids
throwing bfead to ducks
doesn't attect their m1gra-
t1on. such·'m1n1mal feeding
will thus remain legcll
WHAT TO EXPECT-,
At a first reading of the
ordinance. council fl1embers
were unanimous 1n their
support for the proposed ·
ordinance, so ~t's likely that
1t could be law tonight.
GUIDING COASTAL
ACCESS ISSUE ·

creating a steering com·
m1ttee to help staff during
the Local Coastal Program J Cert1f1cat1on Process
WHAT TO EXPECT

Volunteerism will clean the community
L ast week marked the begin-
ning of a new year. As we
welcome "'7002, what resolu-
tions can we make as a community
to improve our way of life? What
areas can we focus on? While there
are many -such as education.
transportation and public safety -
another important aspect we should
conside{ is the environmental con-
dition of our neighborhood$. With
the recent holiday bash, what c.an
we expect will result from all the
gift-wrapping papers, party wares,
glass bottles and oJ.her potential
environmental hazards? Consider
overloaded trash cans, street pave-
ment littered with trash and alleys
stutred with non-recydablertrash.
Therefore. one necessary resolu-
tion for the new year is lo have
many community outreach projects
that target the environmental
problem of trash. With't.his"occa-
sion in mind, I have been working
on implementing such a project
that I would like to introduce.
Last sun\mer, l had the opportu·
nity to deslgn and develop· an out-
reach project with the help of a
distinguished group called the
Quest Scholars Program at Stan-
ford University. My project is
called the Neighborho9(1 Cleanup
Campdign: Empowering Youth to
\Volunteerism and Raising EnVlton·
; mental Awareness. lt has been
-accepted for sponsorship by the ·
National Youth yentlH'es Program
Tai Thai
f!nd is also my senior project at
Estancia Htgb School. I plan to
start implementing 1t this month
with the help of many people in
my school and community. "
Frotn students to comrnuni~
members, Wf! wi.l.I work together on
a. bimonthly basis to immediately
h~p relieve my neighborhood of
trash tn the streets and alleys. There
wi.l.I be about four groups of four .stu-
dents. mduding myself, who will go
around my neighborhood to pick up
trash using trash bags and· metallic
trash pickers. We will also pass out
file.rs that will provide fwther infor-
mation about this project and other
ways to personally help keep the
neighborhood clean.
What inspired me to have this
compassion to reach out to my
community had its roots nine years
ago, when f began to see an elder-
ly man picking up trash in the
nearby alleys where l live. I still
remember the times l saw him
while walking to Pomona Elemen-
tary School and waiting.lor the
TeWink.le Middle School bus to
pick me up. I would see him with a
small metallic trash pick.er, plclcing
up small pieces of trash one at a
time. He would go around the
alley near my house, as well as
other alleys and paved areas. It
was a small~ct. but it meant so
much more. It warms my heart to
see that there is. such an individual
who Is dedicated to such an act of
volunteerism an<i devoted to such
detenninism and dedication to-·
make our·community a cleaner
and healthier place to live in.
Therefore, I plan to use the elderly
man as a model of dedicabon and
cominitment for my project. 1n the long run, I hope to
expand my campaign to include ·
other neighborhoods ln Costa
Mesa and to gamer more funding
and support fo r this pioject. I
understand that this project
requires a lot of teamwork. hird
work and corrurutment. and with.-
the heJp and support from my
school and community, I am confi-
dent that it will be successful. U
you would like to help in any way
you can. please send an e-mail to

It's up to us to make 2002 a better year
A s the holiday season passes
u.s by, on e can't heJp but
notice the change of tone it
presented in comparison to the
past. The terrorist.attacks Sept. 11
and the events following It, includ-
ing nwnerous anthrax ~ares and
the clApatch of U S. militia, has
altered the states of mind of most
of the country, as well as the world.
To indulge in festivities and ~e
brate the holidays as enthusiasti-
cally as before seemed unthink-
able, when life as we know it has
been change9 forever.
Chrtstmu, as well as Hanukkah
and most other well-known winter
holidays, has always been charac-
terized by extending kindness and
being thankful for what one bas.
This past season was the same to a
greater extent, along with a·
solemn, laid·back mood created by
the mix or sorrow and confusion.
With such a huge wall of emo-
tions hanging over the holidays.
things are bound lo be dllferenl
I lowever, going along with the
government's hope or a •return lo
normalcy• ls ln reality among tho
best things anyone can do. The
holidays are a Ume of year when
everyone should make a genuine
effort to be grateful for wl\at they
Grode R. Kozer
have been gtven and behave with
oubnost respect toward peers.
While the majority of the popu-
ratton ts not centralized in New
York or Washington, O.C .. there is
not one person who does not feel
some effects of what happened on
Sept 11. Although ~ events o1
this year nave cn!ated a number of
horrific tragedies, they have also
proven that the people oC this
country and around the world are
capdble or coming together in time
or need. and that they a.re able to
gctin something in a time full of so
much loss. Arguably the worst part
of the disaster i.s the la.ct that our
country and our government mo5t
likely could have dooe very Uttle to
prevent it end. li.kewtJe, we cannot
do anything to change the result.a.
Pntriobsm and community have
gained new levels of importance m
the past several months, and dur-
ing the holidays they remained a
signUicant source of both remem-
brance and celebration.
2001 was a trying year for the
United States, as well as the
human race ln general. While
many questions remain unan-
swered, the strength in our country
and the strength that we have in
ourselves as people will pull us
through and continue lo push us
through another year of uncertain-
ty. The ~t thing that anyone can
do right now is to focus on bow
fQrtunate he or she is, no matter
what the situation may be. Another
wonderful thing to do is to volun·
t~. This year many people are in.
need or help and just as many
have the desire lo give.it.
By making an effort to maintain
faith m humanity and by practic-
ing extending ourselves to others,
we can make this post-Sept. 1 t
year as special and memorable as
it should be.
