NEWPORT BEACH -When the
city courted Newport Coast, the
explanation about why the city
wanted to annex the area was siJn-
ple and straightforward: Newport
Coast is in Newport Beach's •sphere
of influence," a determination dat-
ing back to the 1970s that meant the
area should and would one day
become part of Newport Beach.
Coast residents, though, rea.ding
between the lines, thought the city
saw a different rationale, one
expressed in dollal' signs.
"I feel like d mamage proposal
has been put on the table, and if I
don't speak now, I'll have to forever

pdrk.mg makes its sucth appearance in
front of the City Council tonight, both
city offtcials and residents are talking
about how nasty the ongoing public
debate has become.
CounciJwoman Kdren Robinson and
two separate motor home owners have
reported threats and retaliation in
response to their involvement irt the
heated debate about recreational vehi-
cle parking enforcement.
What started as a straightforward
proposal to ban motor homes on resi-
dential streets has turned into a com-
plex proce'ss m which the police, the
City Counal and the community have
helped refine the suggested law. Since
December, the council has considered
and subsequently delayed action on
