RV owners howled in protest over the possibility of losing what they claim are their civil liberties -ndJTlely. the ability to park thelJ' monstrous vehicles dJlY dam place they choose. But the point LS, when their freedom Lo park where they please begms to offend others or create !idfety hazards. it's no longer d matter of their e vil Lib- erties but the lime to take the gear shtft out of par k and move along To be sure. we have nothing dQamst RVs or their use. But n ty streets just aren't made for parking these large vehicles. And anyone who denies the unsightliness of an RV parked in front of a home for long periods of time is not being honest . Several ideas are being pitched that would create a com- promise for RV owners to park for short periods of time to unload their vehicles. We sup- port those measures wholeheart- edly. In the end, however, city leaders have but one course of acbon thdt we can see They need to shrug off the scorn of the RV owners and cre- ate a tough aty ordulance lo monitor RV parking, 'including fines or other punishment for scofflaws, that serves the greater good of Costa Mesa. To us, it's akin to the strict anti-smoking ordinances Calltor- nia passed years ago. At that time, smokers aied that their rights to smoke in public were being violated. They argued that their dvil liberties were being trounced on and that they had every right to puff away and blow smoke.in people•s faces, even at the risk of damaging, other people's health. They warned that cutting off that right would bankrupt restaurants and other public establishments because or the patronage lost Well. the state rightly decided that the greater good was more important than the smokers' right to blow smoke any dam place they choose. And, by the way, the com- monwealth continues to exist. despite California's tough anti- smoking laws, and we're all breathing a lot easier too. It's a much better place. Does anybody really miss those days or smoky restaurants and malls? Costa Mesa officials need to take heed. They need to follow the lead of cities such as Newport Beach and Fountain Valley and address the residential complaints of safety and unsightliness sur- roWlding the RV parking issue. And they should be confident that like the anti-smoking law • the city will continue to exist Just fine with anti-RV parking laws as well. in fact, It will be a much better place. · Caustin deserves our thanks I t was no real surprise that environmentalist Bob Caustin's uncanny string of legal victories against devel- opers. cities and water districts continued earlier Uus month. After all. he has made a career of being David to a host of Goliaths. His latest victory against the lrvme Co. and the o ty of lmne stops a 630-acre industrial devel- opment south of Jeffrey Roed and north of the Santa Ana Free- way. That may seem a far dis- tance from Newport-Mesa and our waters but. in truth, it isn't - and that is preosely the reason we should all be thankful for Caustin, who founded Defend tho Bay to help protect the Upper N wport Bay. It is easy to see small, direct spills or sewage leaks, but difficult to track more insidious contamination of our precious waters. Without Caustin's vigilance, potential problems such as the soil and ground water contamination near this project CX>Uld go unde- tected or worse. unchallenged. Caustin's legal victories - recent on include fight:l.ng the Irvine Water Ranch District's pro- posal to convert the empty San Joaquin Reservoir into a storag site for red.aimed water and bis blggest dates back to 1998 when he stopped a pennit that would have allowed the water district to dLccbarge highly treated waste water into the Back Bay -are important victories for us all. For them, he deserves our sincerest thanks. It's tough. If they're off the mark, we can't d o anything about it.' I .. CoMMuNriY FORUM Sunday, JonUOf)' 20, 2002 9 I I Stepping up for public saf efy Costa M esa Police Lt. Karl Schuler is era/ling a ne.w recreational veh1de law whil • introducing red-light cameras to the city ,. A s a result of residents' complaints in Costa Mesa, the City Council and dty oflid als have reevaluated the clty's recreation al vehicle law Utat llmJts the motor homes to 72 hours o n residential treets. Many of the complaints pertain to public safety and not being ·able to see around the large veh.lcles. The new law being proposed will require RV owners to place placards in their windshields to show officials how long they're allowed to park on the street. O n Thursday, Assistant City Editor James Meler sat down with Costa Mesa Police Lt. Karl Schuler, who LS proposing the new law. TeU me a Utt.le about tbe new RV law you're proposing. Basically, Um RV ordmance that we're looking at that was asked to be re-researched at the last City Council meeting. They asked us to look at some ways to make 1t better iO it pleases more people. So what we're doing now, basically, is putting together a penrut program that would mandate that people rome to the Police Department to get pemuts to place m the wind.shields so that they can be easily ldenb.fied by us~ being lD compliance. U they don't have the actual plac· ard in the wmdow, it's an automabc violation. Or if that placard's out of dale. it's a violallon and we can enforce 1t at that bme Whilt other sohdlom were lbdedf Well. onginally, in my first propos· al. we bad looked at several different olles and what they were doing. For exa.mple,•Pasadena doesn't allow parking at all at night -all vehicles We thought that was u little too much. Some restncted 1t from 2 to b u.m. We tried to find one that was workable. At the last council meebng, lhe big concern from the RV owners wets lhat 1l wasn't frur -that the 24-hour rule didn't allow enough time to load. unload, clean and pack their vetucl So, we S&d, ·Let's gwe them a little more brne. ·I told City Counal then that 72 hours seemed fw. Because I don't own an RV. I don't know what 11 takes. U we're stretdung 1t a htlle bit for them, and 1t makes It a little easier for them, that's great. We're sbJ.l going to reduce the number of RVs in the treet by dOUlg th.as because tl's gomg to be theTe Just for that one reeson And we're also proposmg a VlSltor permit -it's a one-week pemut that would be a different color than the actual 72-hourpeinuts. When you look at the p~. you still have to cbeck out the dates OD tbemf Right. When they pick up the • placard at the front desk , It's gom g to be a bright orange color with the numbers wnlten real big so an enforcement person doesn't have to get out of the car. They can dnve by. look up at the WlDdslueld. see the placards -the brn and date. Makes it re.tJ easy so they don't have to get out and look at all of them. What do you tbiDk tbe pen:eot.ge of vtolaton of tbe cuneat i.w Is, rougblyl lt's really bard to pinpomt because what happens lS we get phone cal.ls all the time from people complaining about the RVs.
