• Hopefuls for higher office in Costa Mesa have found the
Planning Commission to be a good place to start.

ning Commission has proved to be a
pretty significant rung.
By providing solid fooling on
issues, process and leadership, not to
mention good name recognition, the
al-times tedious government body
offers a sturdy place to start a politi-
cal career, a host of officials said.
1Wo sitting commissioners are
expected to run for elected office, fol-
lowing in the footsteps of former
mayors Peter Buffa, Joe Erickson and
Libby Cowan, who IS still a council
member, and current Mayor Linda
Dixon -to name only the recent few.

raising funds and getting his name

Jn fact, his preparation for a coun-
cil bid started more than two years
ago, when he ran in 2000, he said.
He knew then that a post on the
Planning Commission was a valu-
able commodity.
"The reason I ran two years ago
was to get some name identification,
I didn't anticipate winning,· Perkins
said. •But the name recognibon from
my campaign got me lhe chance to
serve on the Planning Commission
and I knew I would have a chance to
get even more name recogrution out
of that position.•

W hat started out as a compe-
tibon between Newport
Beach restaurants with 400
participants has turned into
the longest running triathlon in the
United States, drawing more than 1,000
athletes from around the world.
1\1.athletes converged on the shores
of the Back Bay on a cool and gloomy
Sunday to swini, ride a bike and run in
the 25th annual Kring and Chung New-
port Beach 1iiathlon.
ln 1978 a group of about six UC
Irvine students with water polo back-
grounds, decided to develop a triathlon
for employees from local restaurants
such as the Rusty Pelican, The Chart
House and Avila's El Ranchito where
some of them worked, said Jack
Caress, the only one of the six still
involved.
·we developed it as something fun
to do,· said Caress, who has acted as
the race director for all 25 years. "One
thing led to another and we decided to
develop a triathlon, everyone was into
it. Now it's become far more serious, it's
a spnnt distance race with some of the
best athletes in the sport today."

Topics included abortion, absti-
nence, dlslribubon of mformation,
media responsibility, culture and eth-
nicity, parent/teen communication
and access to birth control and what
affect it has on teens. People coul~
walk from group to group, stay at one
subject. or wander over to the food
table where rogue discussions were
also popping up.
It didn't matter, group leaders
said, as long as people were commu-
nicating.
Al the end of the rught, all the fac-
tions rejomed and shared theu bnd-
ings with the entire group.
Discussions of parent/teen com-
munication, culture and ethnicity and
media responsibility had the most
people at any given time.

the Hawaiian Islands and through
the Panama Cannel to the Ccuibbean
and up to Miami, Fla. During these
extended trips to faraway places.

In 1936, Stranger was sold to He n-
rietta Huntington and her home port
became San Francisfo. Due to the
Seaman's Union's demands, which
reqw.rfd a very sizable c~w at all
ll.mes, it became almost unpossible
for Huntington, even with her sizable
fortune, lo operate Stran ger as a
steam yacht.
Subsequently, Stranger was pur-
chased by The Gulf Llnes, Ltd ..

A motorized lounge chaJr may be
rented at Resort Water Sports at New-

Islands in British Columbia, Cana-
da. The boiler and steam engine
were replaced with a diesel engine.
The name was changed to Gulf
Stream. She was well-suited for this
service. The state rooms could be
occupied by "overnight" passen-
gers. There was space on the deck
ror "day passengers" as well as a
cargo hold. "
On Oct. 11, 1947, while steaming
at 14 knots, Gulf Stream grounded
on Dinner Rock eight miles north of
Powell River, B.C .. near the town of
Lund, B.C . She climbed up on the ·
rock and rolled over on her port side.
The after part of the ship, where the
stale rooms were located, quickly
filled with wate r. Two women and
three children were .drowned inside
their cabins. Fifteen passengers and
22 crewmen got out a.live and were
picked up by the fish packer Betty L.
After a lengthy and costly salvage,
operation Gulf Stream was refloated
and eventually returned to service as
a freight, passenger and mail vessel
among the G ulf Islands of B.C.
port Dunes for $25 per hour. Pedal boats,
electric boats, boogie boards, kayaks,
inflatable rafts, beach furniture and wet-

Friday afternoon, as
we were beading out
the harbor entrance to join
the flotilla of boats to escort
the new Tallship Lynx, the
first tallsbip I spotted was the
Newport Sea Base's Argus
with her main and mizzen
raised sailing proudly. Then
off in the' distance a cannon
blast announced the location
of the Lynx, Dying colors rep-
resentative of the.era she
wouid have been sailing. I
was welcomed aboard Dave
and Donna Janes' boat for
the cruise as the Lynx made
her way to the Newport Har-
bor Nautical Museum's guest
dock for the 3 p.m. welcom-
ing ceremony.
The crew of the Lynx was
dressed in full period cos-
twJles and as the ship neared
the harbor for the 2 p.m.
entrance, the United States
Coast Guard Cutter Nar-
whal, with Commanding
· Officer John Kidwell at the
helm, took position off the
Lynx's bow to help lead the
escort. However, two Orange
County Sheriffs Harbor
Patrol Fire Boat led the spec-
tacular parade with one fire-
boat spraying water high
into the air the whole time
up the harbor to the muse-
um. The other fireboat was
being skippered by Harbor
Master Capt. Marty Kasuies,
who oversaw the flotilla to
ensure it went smoothly.
Actually, the oldest boat in
the flotilla might be a toss up
as Art Gronsky joined the
procession in his boat, the
Little Squirt.
The Lynx docked smoothly
with a slight breeze helping to
blow her down onto the docks.

dom, • and everyone can enjoy
free shore events and tour
dockside aboard the Lynx for

The 2002 Nearshore Fish-
ery Management Plan
(NPMP) is now available
from the Department of Fish
and Game. 111.is is a very
serious and important plan
for the future of fishing off
the California coast that if
you do not have a copy, you
are encouraged to read it
now. Written comments will
be accepted until June 27,
and there will be a few pub-
• lie hearings scheduled by the
Fish and Game Commission.
The plan is divided into
three sections and, once
adopted, it will dictate bow
the offshore fishing is to be
managed. Chapter three
appears to be the most
important a.s chapters one
and two are the introduction
of the plan and background
information, respectively.
However, chapter three is
titled "Management Mj!a-
sures for Sustainable
Nears}\pre Fisheries" and is

the core of the management
strategy. Preventing overfish-
ing, rebuilding depressed
stocks, ensuring conservation
and promoting habitat pro-
tection and restoration are
the four primary goals. Do
not let the wording of the
goals mislead you as the
underlying goal of the NFMP
is to create marine protected
areas based on little scientific
data. In other words. closing
large sections of offsh ore
areas to all fishing activities
that have the potential of
severely impacting recre-
ational fishing.
The commission must
adopt the plan by the Marine
Life Management Act by
Aug. 30, that was extended
from its original date of Jan.
1. The clock is ticking, so
now is the time to be certain
that the soon-to-be-adopted
plan is written with reason-
able and obtainable goals
developed by fishermen. sci-
entists and the public. There
are 19 species listed and the
restricted areas are very
extensive in the maps I have
seen banning fishing. I per-
sonally feel that any closure
needs to differentiate
between commercial and
recreational fishing effects
and meeting the goals.
Yes. protecting the marine
life is important and I think
we need a plan that is good
for all. I am just leery When a
government agency has a
deadline to implement a
plan. Immediately, the plans
for Yellowstone's Elks and
the California Mountain
Uons pop into my mind, fol-
lowed by the controversies.

In closing, last weekend I
promised to tell you about
my yacht delivery from
Ensenada, Mexico, to
Sacramento. Well, Titan of
the Sea decided not lo
cooperate with us as the
seas north of Point Concep-
tion are more than 10 feet,
with very short intervals,
and wind waves are 5 feet
on top. With my captain's
prerogative, I postponed
the trip as to not jeopardize
my crew, the yacht and
especially me bouncing
around in those seas. So
maybe next week, l will
have a good story.

Planning Commission has

More and more
controversy
For the mo5t part, council
members get the bulk of the'
controversial issues, but as
development issues have
become more important -
and even minor land-use
plans rile people -the com-
mission has fou.pd itself in the
middle of heated debates.-
This past year, the Plan-
ning Commission was
charged with preliminary
scrutiny of the Home Ranch
development, which was a
major project not only in
terms of its size but its politi-
cal history. Both Foley and
Perkins sifted through hun-
dreds of pages of reports, lis-
tened to hours public testimo-
ny and had to render a VQte
that was sure to anger one
side or another.
Large issues, such as
Home Ronch, are then for-
warded to the City Council tor
final detennination. Commis-
sioners are expected to scruti-
nize fine details as they relate
to planning, while council
members should have a larg·
er view of the issue,. Council-
man Gary Monahan said.
Monahan never sat on a
formal conunissibn or com-
mittee before being elected to
the council eight years ago.
And the veteran council
member is in the minority in
saying he doesn't believe
serving on the Planning Com-
mission provides an advan-
tage for incoming politicians.
"My theory is that on the
council we need to look at the
broad picture and set policy,
not be so sensitive to detail,
like they are on the Planning
Commission," Monahan said.
Monahan said his style of
leadership does not lend itsell
to studying minutia, such as
whether a fence is an inch too
tall or whether it is too close
to someone's property. Too
much focus on the small stuff
stalls the prog,ress of the
council and gets council
members too caught up in the
bureaucratic process, be said.

Griffith earned most his points.

spring of '51 and could not fully
recover in time for the league
championships.
"If I hadn't injured my (left)
knee, we would've gotten a third
(title) in a row,• Griffith said.

Leagu e left end in football and

In football, Gnffith was a
first-team All-Sunset League end
in the fall of '50 under Coach Al
Irwin. The Sailors finished 6-3
that season, winning their final
four games, including victories
over Santa Ana, 19-2, and
Anaheim, 35-13.
"I remember Newport Harbor
and Santa Ana used to be pretty
big rivals, and when we played
Santa Ana (in '50), I seemed to
really be up for that game.• he
said. "I made a lot of good tackles

one's own house in order, Costa Mesa
and CdM will be thinking of one another,
since they are scheduled to square off for
a season-opening nonleague battle Sept.
13 at Orange Coast College.
Newport Harbor is, no doubt, already
pondering its Sept. t 2 opener-at Thabuco
H1lls, while Noonan's Eagles will
attempt to break a 10-game losing
streak when they square off against
Magnolia Sept. 13.

however, Griffith was a
three-sport standout. He was
often the track team's leading
point man with victories in the
120-yard high hurdles and 180
low hurdles, and usually a second
or third in the high jump, in
which his personal best was
5-1()3/4,
"That 180 yards got to be a
long ways, especially when you
throw in a jump,• Griffith said,
referring to an event that no
longer exists.
Griffith, whose best 120 hurdle
time was 15.2, also competed in
track at OCC, where he once held
the school record ln 120 high
Dick Jones.
"That was a real happy game,·
Griffith said of the Santa Ana
triumph, which ignited the
four-game, season-ending
winning streak.
Griffith, the latest honoree in
the Daily Pilot Sports Hall of
Fame, retired from the Santa Ana
Fire Department In t 989 after 25
years of service, which included
earning the rank of captdin.
Griffith lives in WUdomar with
his wife of 47 years, Ingeborg.
They have two children and two
grandchildren.
"We met when f w~ going to
OCC, • Griffith said of his
German-born wife. • 1 was coming
out of German class and she was
coming out of French class.•
Of Newport Harbor, Grilfith
added: "It was really a privilege
to go to Newport Harbor ln those
days. It was a nice school.·
