Calling Costa Mesa home
According to a 2001 report, Costa
Mesa hosts 106 •group homes/ a
designation that includes foster and
elder care facilities, sober-living
homes and drug and alcohol treat-
ment centers.
Sober-living homes have been an
espedally sore spot for city officials
in recent years. Costa Mesa houses
21 sober living-homes, the 2001
report states, all of which offer no
medical treatment and are therefore

Tiffany Johnson was in elementary
school her friends played a joke on
her and didn't talk to her for a few
days. Although it only turned out to
be an April Fool's joke, it made
ntfany feel so bad that the high
school senior still remembers the
experience.
"I felt like I didn't have a friend in
the world.~ Tiffany said.
Aggression and bullying may be
expressed more subtly among girls
than boys. but it is a pervasive prob-
lem, nonetheless, say some district
principals.
•It's such an ugly part of females,
and, as an educator and a mother of
a daughter, I would give anything to
know how to help eliminate it,• said
Daryle Pal.mer, principal of Kaiser
Elementary School in Costa Mesa.
So Pal.mer is looking foiward to a
presentation on Tuesday by author
Rachel Simmons, who wrote the
recently released book, •Qdd Girl Out:
The Hidden Culture of Aggression in
Girls.• The book illwninates the prob-
lem and offers advice for parents and
teachers on how to deal with it
Simmons will give two presenta-
tions in Newport Beach -one for
educators and one for parents and
daughters. Her visit is sponsored by
the Parent Teacher associations at
Newport Harbor High, Ensign Inter-
mediate and Newport Heights and
Kaiser elementary schools.
The catalyst for inviting Simmons
to speak was Lisa George, vice-pres-
ident of programs at Newport Harbor
High School. George saw the issue
being discussed on television and
thought Simmons could provide
some valuable advice to parents at
the school.

This is why more than 400 people
a day visit the Web site and why
Tales of Balboa has had Internet traf-
fic from more than· 60 countrtes.
"Even for locals, though, it's
becoming quite a focal polnt, • he
said, noting that some Peninsula resi-
dents load up the Web page to .check
out the action before deciding
whether to head out to the site.
The images refresh every 30 sec-
onds and, once a minute, they're
archived into a database of 1,440

The boating season
officially begins on
this Memorial Day weekend
and the weather is expected
to be perfect for outdoor
activities.
This busy boating week-
en&' immediately follows the
end of the North American
Safe Boating Campaign Safe
Boating Week that boasts
the motto ·Boat Smart from
the Start, Wear Your Life·
jacket.• The United States
Coast Guard administers an
Aquatic Resources
(Wallop/Breaux) Trust Fund
and with the help of the
National Safe Boating Coun·
cil produces this annual
event.
California does not have a
boater licensing l~w except
that conunercial operators
must be J.i£e.nsed whe ther on
federal or state waterways.
This leaves the burden of
boater safety solely upon the
boat operator who is
required to know and follow
both international and inland
rules of the road. lnland reg·
ulations are followed while
in the harbor. When in the
ocean or technically past the
line of demarcation at the
jetty entrance international
regulations take precedence.
The boater must be aware
of the environmental regula-
tions such as what no dis·
charge harbor means, when
one can dispose trash over-
board, fueling spillage and
all the MARPOL regulations.
In.addition, the boater needs
to know how to properly
operate the marine band
VHF radio to call for help or
to call a nearby boater. It is
amazing that I sWl hear
boaters asking for radio
checks on Channel 16 and
then other boaters answering
the radio checks that is in
direct violation. At least I
have not heard any quasi-
CBers on the radio asking for
a break or using the 10 code.
Keep in mind this. Do not
approach within 100 yards of
anr.Navy Vessel. If you must
pass within 100 yards, con-
tact the naval vessel or the
Coast Guard escort vessel on
VHF Channel 16. When you
are within 500 yards of any
naval vessel, you must oper-
ate at minimum speed and
obey any directions given by
the Commanding Officer' or
any escort vessel. Recre-
ational boaters can help with
homeland security by follow-
ing these simple regulations.

The resulting damage to
boats appears to be putting
the nail ln the coffin for the
Newport Dunes' annual
Fourth of July fireworks
show. Slip renters at the
Dunes are complaining that
hot byproducts from the fire-
works a.re bwning holes ln
their boats and canvass cov-
ers. Well, there is a solution
that's done in most other
harbors with fireworks dis·
plays, and that ls to have the
fireworks launched off a

barge anchored in the
ocean, like by the Balboa
Pier. Now spectators can hoe
the beachfront and boaters
who want to can float out in
the ocean to watch the show.

situation and I think that this
proposition has been made
in the past. The Dunes has
been a wonderful h ost for
years providing the annual
fireworks show. However, as
civilization encroaches with
noise complaints, boats
being damaged and disap-
pearing open space lo view
the display, maybe it is time
lo relocate the sh ow.
The fireworks have the
potential of being seen by
many more homes along the
coast from nor:th Laguna
Beach to south Huntington
Beach. Now, il anyone com·
plains, then just float the
barge out past the 3-mile
line and launch the projec·
tiles higher into the air.
ln dosing, if the 10 Chi-
nese illegal immigrants that
were caught after swimrrung
ashore at Crystal Cove had
simply disembarked at high
noon at a dock in Newport
Harbor under the guise of
the private boat cruise,

awake on the morning of Sept. 11
by the horrific images of the ter-
rorist attacks on television, be
experienced the same thought as
the rest of the country -how can
I help?
Jekogian, a special education
teacher at the Costa Mesa school,
soon met with Ppncipal Jeff Gall,
and they came up with the idea
of making a quilt to send to New
York firefighters.
Creating the quilt quickly
became a communal effort as
parents, teachers and students
pitched in. One quilt mush-
roomed into two -symbolizing
the World Trade Center towers.

mission to build a second story
addition to his home.
· John Clark, the owner of a
home in the 1100 block of
Aviemore Terrace, is asking to
build a second-floor master
suite and expand the ground
floor for a breakfast nook,
kitchen and study.
The quilts are made up of
more than 150 hand images-in
honor of the theme •Le nd a
Hand• -and pays tribute to the
firefighters. police officers and
transit authority workers who
sacrificed their lives to save oth-
ers.

In February, the city zoning
administrator approved the
addition of a second sto..!l'....!o a
nome on Aviemore. lerrace, as
well as the,expansion of the
g round floor. According to a
staff report, the proposed
change required a review
because it called for a 1, 154-
square-foot master bedroom
suite on the top floor and the
city needed to ensure the
"remodel [was) compatible
with its neighborhood ."
Councilman Chris Steel
appealed the zoning adminis-
trator's decision and brought
it in front of the City Council.
Council members voted to
transfer it to the Planning
Commission. The quilts will be sent to New
York City this week.
"It's become a larger task than
I envisioned,· Jekogian said.
"This is somethmg the kids will
take mto history, considering the
amplitude of the event.•
Students in all grades started
working on the quilt in October.
Parents. teachers and students
donated bolls of fabric.
When the squares were com-
plete, Jekogian enlisted the help
of Orange Coast College student
Khianna Barwick, who sewed the
squares together.

for abuse center
Cpsta Mesa High School and
Orange Coast College worked
together this spring to help cre-
ate blankets for children served
by the Orange County Child
Abuse Prevention Center.
As pa.rt of a fashion course at
OCC, 10 high school students
recently delivered the blankets
to the center's Welcome Baby
Program. The program is for first-
time mothers and their infants
six-months-old and younger.

All the names were alphabet-
ized and printed onto iron trans-
fers so they could be incorporated
into the quilt. Also emblazoned

emerge.
On Tuesday, a group of stu-
dents put the finishing touches on
the quilts, ironing on words of
dedication. Jekogian also encour-
aged a few of the boys to •get
involved• in the ironing process.

making the blankets said they
not only enjoyed helping the
mothers and babies within the
program but also appreciated
the experience. ·
"I've wanted to be in the fash-
ion business since the seventh
grade,• sa.id junior Kim Truong.
•This course bas provided me
with a fantastic experience. I
want to own my own Utile bou-
tique some day.•
Truong said she plans on tak-
ing mQre fashion classes during
her senior year and will transfer
to OCC after graduation.
Students received college
credit for the course and were
able to participate in a fashion
program that trains students for
Orange County's sportswear

riculum Committee recently
added Arabic to its foreign lan-
guage curriculum beginning Fall

Currently, OCC's Literature
and Languages Division offers
six foreign languages and will
be adding Vietnamese m Fall
2002.

assistance or any type of therapy and
has six or fewer re5idents, it is exempt
from city control, Valantine said.

Adl:nittedly, not all the homes are
problematic, Valantine said, but there
are those that have been the subject
of numerous complaints. Last sum-
mer, the city cracked down on eight
such facilities, including pressing mis-
demeanor charges on the owner of a
sober-living home on Orange Avenue
for allegedly operating in a residential
zone.
Valantine said be hopes the county
certification program will help the city
tighten the reins without having to
wage a court battle.
Neighborly thing to ·do
The certification process includes
a •good neighbor policy• that
encourages sober-living facilities to
d eal directly with complaints in orde r
to ·foster better relationships with
neighbors.
Policy suggestions include: making
sure neighboring residents know
exactly who to contact regarding
complaints; that st.atf members know
bow to receive and file complaints;
and that, if legitimate, the home take
immediate steps to remedy idenWied
problems.
The voluntary program also allows
for monitoring, inc;:luding inspections
at least once dwing each certification
pertod or at any other •reasonable
time" to ensure certification guide-
lines are being followed, the report
states. ,
Although 1t is a county-sponsored
program, Lisanti said cities would
share the burden and monitor their
own sober-living homes. Data collect-
ed by dty offic:ials would be trans-
ferred to the sheriff's department,
where additional positions have been
created to adnµnister the program. he
said.
Legitimate ·sober-living homes
should have no problem adhering to
the county guidelines, Lisanti said.

about 90% of the problems that you

Jeff Yates, the manager of Mom·
ingside Recovery, a Newport Beach·
based business that recently bought
an apartment complex in the 1700
block of Orange Avenue with plans to
convert it into a sober-living home,
con.firmed the existence of such "flop
houses." .
While Morningside Recovery pro-
vides a very structured, sober envi-
ronment, Yates said be is well aware
of industry colleagues who do not.
"There are those out there and
they fly under the radar,• Yates said.
"They are like frat bou!jes for drug
addicts.•
Yates expressed interest in apply-
ing for the county certification pro-
gram. He said it is always best to cov-
er all the bases and make sure the
home doesn't lose out on business.
Morningside Recovery is not as
co9cemed with getting court-
appointed clients as it is assuring its
clients that the recovery home is
endorsed by the c-0urt or probation

hotbed for sober-living facilities.
Sober-living homes are popular in
high-income areas where recreational
drugs are popular. When family mem.
bers d1scover a drug addiction, they
have plenty of money to shell out to
sober their loved one up, he said.
Therefore, group homes have done
well in Costa Mesa, Newport Bedch
and Huntington Beach.
And when high-income people get
caught in illegal drug or alcohol act.Jv.

who can get them out of serving Jail
time and into a recovery home
instead.

down from a challenge. This much it
showed during itS first season back after
a 10-year hiatus.
Irvine first baseman Matt Anderson
drilled a walk-off ,RBI single, leading the
Anteaters to a wild 10-9 Big West victory
Saturday that included a dugout-clearing
altercation in the top of the eighth.
UCI junior catcher Chris Miller went
3 for 4 with three runs and three RBis, the
latter on a three-run home run in the
eighth to extend his school single-season
home run record to 12.
The Anteaters (33-26, 14-10 in the
Big West) end the regular season tied
for third with Cal State Fullerton. The
Anteaters will find out today whether
they receive an at-large berth into the
NCAA regionals.
"This was a hell of a game to finish
on," UCI Coach John Savage said. "I'm
proud of our team and I think the NCAA
has to take a look at us. We're tied with
Cal State Fullerton in (conference) ... that
says a lot about the character of our
players.•
Tralllng, 5-4 , after five innings,
Riverside (30-28, 10-14) made its move in
the hot-tempered eighth. UCR junior
Jimmy Anderson pounded an RBI
double. then Brian Emmons launched a
three-run home run for an 8·4 lead. With
two outs. UCI reliever Jon Koller hit

who entered the series

pushing him after the tag. Seuss
retaliated and set off a brief scufne which
included shoving and sporadic puncbes
by players on both teams. The incident
ended with heated words between
Riverside Coach J ack Smitheran and
Savage and both coaches said afterward
the issue was not setUed.
No players were ejected, but umpires
ordered both team5 to spend the rest of
the game in opposite outfield comers.
"Emotions were high," Eucce said. "I
thought (Seuss) came m cheap, with his
cleats high.·
Smitberan said, "It all started from
an incident (Saturday) night. There was
a pop-up and a collision at first base
(Saturday in the first inning between
UCI's Anderson and Wahlbrtnk).
(Wahlbrink) went braJn dead ... That
was (Irvine's) point when (Sean Tracey
threw behind Wahlbrink to start the
game) and that should have been the
end of it. But, now we have a rival

Before the seventh inning, Savage
reminded his players of Smith's quote
after Riverside's 8-2 win Friday. Savage
later said Smith's words motivated his
team.

The 64-team NCAA tournament field
will be announced at 9:30 a.m. today on
ESPN2.
Irvine won six out of its eight Big West
senes this season, includlng a sweep at
second-place Long Beach State, which
swept Fullerton this weekend at Blair

I t has been since 1989 ~
that Bill Pizzica retired 1111111
as Newport Harbor
High athletic dlrector and
sold his house in Newport
Beach, but his influence in the
~epartment and appearances on
the football sidelines remain ever
present.
• 1 never miss a Newport
Harbor football game,• said
Pizzica, who lives in Hemet and
is a standout third baseman on a
men's 70s senior softball team.
"I wasn't born and bred there,
but l sure have Newport in my
blood,• added Pizzica, the Sailors'
head football coach for five years in
the 1970s, when Newport Harbor
was a school of 3,200 students and
competed in the CIF Southern
Section's large-school division,
advancing to the semifinals in-
1974, '77 and '78.
Pizzica spent his
entire 22-year career at
Newport Harbor, from
1967 through '89,
including the last 10
years as athletic dtrector,
when the school's
student-body numbers
crumbled each year like
a shack in a hurricane.
"In 1974, they had
Pizzica started at Newport
Harbor as an assistant football
coach under Wade Walts, for
whom Pizzica played in high
school in East Liverpool, Ohio.
While attending a fifth year of
college at Fresno State to earn his
Califorrua teaching credential,
Pizzica got a call from Watts one
day about an opening at Newport
Harbor.

hard-nosed football at Newport
Harbor, then there was Errue
Johnson (in 1970) and I stayed Wlth
him, then Don Lent (from 1971-73),
then I took over. We JUSl kept the
same program and I tried to keep
them playing hard-nQ ed football.
That's what we were known for. We
dldn't win any really big. but we
didn't lose any really big, either.''
In a Sunset League era when
the·Sallors always played teams
3,200 students, and
like Fountain Valley,
Edison, Hunungton
Beach and Manna, they
advanced deep into the
CIF Big Five
Conference Playoffs on
three occasions. with
perhaps the Tars' best
chance of wmrung 1t aJI
commg in 1978, when
they lost to league nvaJ
Fountam Vailey, 14-9, in

become head coaches -Hank
Cochrane, the late Larry Doyle,
Dave Perklns and Bob Seevers (now
the principal at Big Bear High).
when I left in 1989, (the
enrollment) was down to 1,400. so
It was a time when Newport
Harbor was really shrinking,•
Plzzlca said. ·we were losing
hundreds and hundreds of kids
each year. I don't think the young
kids could afford to live there,
and now It's coming back. The
young kids who can afford to live
there are finding It.•

Newport-Mesa District.
"That's what I was looking for,
somebody to keep (the Tars'
wtnning football tradition) going,
and they really have.• said Pizz.ic;:a,
who added that birlng Brinkley
·was one of my brightest decisions.•
Even in retirement, when
Plulca and his wife of 4 7 years,
Betty, lived ln Northern
Calllomla, they'd drive down
every autumn and set up camp in
Hemet, where they bought a
home last year.
"We couldn't handle the wet
winters and snow,• Plzzlca said of
Magalla, where be lived for 12
years, before coming back to
Southern CaWomla.
"I reaily attribute much of my
success to those assistants,"
Pizzica said. "Without them, I'd
fall fiat on my face."
Plzzlca, born and raised m East
Liverpool, Ohio, was a rock-soltd
5-foot·9, 220-pound left guard at
Mt. Union College in Ohio,
foilowing a four·year stint in the
U.S. Alr Force.
Pizzlca played at Mt. Uruon for
four years and graduated in 1959.
Although he began his collegiate
career as a fullback, he was
switched to left guard and made
the All-Methodist College
AU-American team. He played
every minute of every game,
except once when his coach,
Duke Barrett, took him out of the
last game with one minute left.
"He said he didn't want any
records that couldn't be broken,•
Pizzica said.
Pizzlca, the latest honoree ln
the Daily Pilot Sports Hall of
Fame, and his wife have four
grown children, 10 grandchildre n
and became great grandparents
for the first time this year.
